Abstract

The issue of student loyalty to higher education institutions is an important concern in education management, especially because student loyalty can reflect the success of educational services and lecturer performance. This study aims to analyze the effect of educational service quality and lecturer performance on student satisfaction, as well as its impact on student loyalty in one of the Islamic universities in Indonesia. The research method uses a quantitative approach with Structural Equation Modeling analysis operated through the Analysis Moment of Structural version 28 application. The research sample consists of 300 randomly selected students. The results showed that the quality of educational services and lecturer performance had a positive and significant effect on student satisfaction, with estimated coefficients of 0.489 and 0.391 (p < 0.05), respectively. Student satisfaction also had the greatest influence on student loyalty (estimated coefficient of 0.6511; p < 0.05) and proved to be a significant mediating variable in the relationship between educational service quality and lecturer performance on student loyalty. The research model was declared fit with the data based on various fit indices such as The Minimum Sample Discrepancy Function divided by Degree of Freedom (1.512), Root Mean Square Error of Approximation (0.039), and Comparative Fit Index (0.961). The conclusion of this study shows that superior educational service quality and good lecturer performance can increase student satisfaction, which in turn contributes significantly to student loyalty. The findings provide practical implications for higher education institutions to focus on improving educational services and professional development of lecturers to create positive experiences for students.

Abstract

Program Padang Pariaman Siaga Darurat Bencana (Papa Sadar Bana) merupakan inisiatif Pemerintah Kabupaten Padang Pariaman untuk meningkatkan kesiapsiagaan masyarakat terhadap bencana. Penelitian ini bertujuan untuk mengevaluasi efektivitas, efisiensi, kecukupan, kesetaraan, responsivitas, dan ketepatan implementasi program tersebut. Metode yang digunakan adalah pendekatan kuasi kualitatif dengan studi kasus, melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa program cukup efektif meningkatkan kesadaran masyarakat di daerah rawan bencana, meskipun masih terdapat kendala pada aspek partisipasi, distribusi wilayah, dan keterbatasan sumber daya. Kesimpulan dari penelitian ini adalah bahwa program Papa Sadar Bana memberikan kontribusi positif dalam penanggulangan bencana, namun perlu penyempurnaan dan perluasan cakupan agar lebih inklusif dan berkelanjutan.

Abstract

Duplicate land titles remain a critical land issue in Indonesia, causing legal uncertainty and undermining public trust. This study examines how the Padang City National Land Agency (BPN) applies good governance principles—transparency, accountability, and work effectiveness—in addressing these cases. Using a descriptive qualitative method with interviews, observations, and documentation, the study finds that BPN's efforts, including digital tools such as the Sentuh Tanahku application and Bhumi website, have not been fully effective. Key challenges include incomplete land data, limited public digital literacy, and weak internal coordination. The findings highlight the need for integrated digital governance and improved service responsiveness to resolve land title conflicts and enhance public trust.

Abstract

This study aims to examine the efforts of the BKPSDM of Padang City in meeting the staffing needs based on the workload analysis in the Padang City Government. The method used is descriptive qualitative with data collection techniques through interviews and documentation. Data were analyzed using reduction techniques, data presentation, and conclusion drawing based on the theory of George C. Edward III, which includes aspects of communication, resources, disposition, and bureaucracy structure. The research findings show that the BKPSDM of Padang City in fulfilling staffing needs adheres to the Anjab ABK (Analysis of Workload and Job Descriptions). In its implementation, it is based on Government Regulation Number 17 of 2020. Fulfilling staffing needs is an implementation of Law Number 20 of 2023 on State Civil Apparatus. Based on George C. Edward III’s theory, the indicators are still not optimal in the implementation of ASN recruitment policies. This is due to the frequent changes in the central government’s policy on employee procurement, which leads to a lack of communication with the Regional Device Organizations in Padang City. The findings indicate the need for enhanced coordination and communication in ASN procurement in Padang City. This study is expected to provide recommendations to relevant parties in improving the implementation of ASN recruitment in Padang City.

Abstract

The main objective of this study is to analyze the role of the government in addressing the social and economic impacts experienced by victims of floods and landslides in Padang Pariaman Regency. This research is motivated by the frequent occurrence of geological disasters such as floods and landslides, which cause significant losses, as well as the suboptimal post-disaster social and economic recovery efforts by the local government. This study employs a descriptive qualitative method with data collection techniques including interviews, observations, and documentation. Informants include representatives from the Regional Disaster Management Agency (BPBD), Social Affairs Office, local village governments (nagari), community leaders, and affected residents from three selected nagari: Katapiang, Tapakih, and Sungai Durian. Komaruddin's theory of role is used to analyze the findings through four indicators: task execution, behavioral patterns, function implementation, and involvement. The results reveal that the government's role remains focused on emergency response efforts, such as the distribution of food aid and basic necessities, while long-term recovery actions—such as economic rehabilitation and social reconstruction—have not been optimally implemented. Factors hindering social and economic recovery include budget limitations, inter-agency coordination issues, and the absence of an integrated strategy based on community needs. This study highlights the urgency of enhancing the effectiveness of government roles in the post-disaster phase to ensure the sustainability of the affected community's social and economic life.

Abstract

This study analyzes the implementation of public information disclosure in supporting competency development training for civil servants at PPSDM Regional Bukittinggi, Ministry of Home Affairs. Using a descriptive qualitative approach with a case study method, data were collected through in depth interviews, observations, and document analysis involving structural officials, information management staff, and targeted civil servant participants. The findings reveal that the current dissemination of training information remains suboptimal, relying primarily on manual correspondence through BKPSDM offices. This approach results in slow delivery, limited reach, and unequal access among civil servants, compounded by the underutilization of digital platforms, absence of structured communication policies, and lack of dedicated public relations resources. However, existing regulatory support, the growing need for competency development, and the availability of digital infrastructure present significant opportunities for improvement. The study recommends the development of an integrated web-based information system, active use of social media for interactive engagement, and the institutionalization of public relations functions. These strategies are expected to enhance accessibility, participation, and public trust while serving as a replicable model for other multi regional training centers. The findings underscore the importance of shifting toward proactive, technology driven, and resource supported public information management to strengthen transparency and efficiency in civil servant competency development.

Abstract

Padang Panjang City is a region vulnerable to natural disasters such as earthquakes, landslides, and floods, necessitating structured and sustainable mitigation efforts. In response, the Regional Disaster Management Agency (BPBD) has established Kelompok Siaga Bencana (KSB, or Disaster Preparedness Groups) in each subdistrict as the frontline of disaster mitigation. However, the implementation of this program still faces various challenges, including disparities in KSB capacity, limited training, inadequate equipment and facilities, and weak inter-subdistrict coordination. This study aims to analyze BPBD’s efforts in developing the institutional capacity of KSBs and to identify the supporting and inhibiting factors in enhancing disaster mitigation in Padang Panjang City. A qualitative descriptive method was used, employing purposive sampling to select key informants, including the Head of BPBD, the Head of the Prevention and Preparedness Division, and KSB members. Data were collected through interviews and documentation and analyzed using the Miles & Huberman model: data reduction, data display, and conclusion drawing. The findings indicate that BPBD has made reasonably good efforts to strengthen institutional capacity based on the three dimensions proposed by Deborah Eade: organizational, individual, and collaborative capacity. However, limited facilities and the absence of a city-level KSB coordination forum remain major obstacles. Key supporting factors include a well-defined institutional structure and high commitment among KSB members. This study offers practical implications through recommendations for improving training quality, strengthening logistics, and establishing an inter-subdistrict coordination forum. Theoretically, it contributes to the literature on risk management and institutional development in local-level disaster mitigation.

Abstract

This study aims to analyze the direction, effectiveness, and continuity of the fiscal policy of the Padang Panjang City Government as regulated in three main legal instruments: Regional Regulation (Perda) Number 4 of 2023 on the 2024 Regional Budget (APBD), Perda Number 1 of 2024 on Regional Taxes and Levies, and Perda Number 3 of 2024 on the Amendment to the 2024 Regional Budget. This research employed a qualitative descriptive approach using document analysis and triangulation of recent academic literature. The findings reveal that the 2024 regional budget structure remains heavily dependent on central government transfers (81.8%), while locally generated revenue (PAD) contributes only 18.2%. However, the implementation of digital-based local tax policy under Perda Number 1 of 2024 and productive expenditure reallocation under Perda Number 3 of 2024 demonstrate a strong commitment to fiscal efficiency and transparency. The study concludes that Padang Panjang’s fiscal policy aligns with the principles of prudential fiscal management, though institutional capacity and financial digitalization need strengthening to achieve sustainable fiscal autonomy.

Abstract

Penelitian ini memiliki tujuan mengevaluasi program KB dalam pengendalian laju pertumbuhan penduduk di Dinas Sosial PPKBP3A Kota Padang Panjang. Penelitian ini menerapkan pendekatan quasi-kualitatif dengan menggunakan metode simple research design(SRD). Metode pengumpulan data meliputi observasi, wawancara, dan dokumentasi. Hasil dari penelitian terlihat sejauh ini Program KB di Kota Padang Panjang telah cukup berhasil dalam mengendalikan pertumbuhan jumlah penduduk, hal ini didukung oleh beberapa faktor pendukung. Namun dalam pelaksanaan Program Keluarga Berencana tersebut masih ditemukan juga beberapa faktor penghambat. Oleh karena itu, perlu adanya pengawasan terus-menerus serta evaluasi efektifitasnya, sambil terus berupaya menjaga dan meningkatkan program agar capaiannya dapat dipertahankan dan ditingkatkan ke depannya. Kesimpulan penelitian ini adalah bahwa evaluasi program berencana keluarga berencana sudah dilaksanakan dengan baik sesuai indikator penilaian program tersebut.

Abstract

Penelitian ini bertujuan untuk mengetahui (1) Pelaksanaan Community Based Tourism pada Objek Wisata Sajuta Janjang (2) Hambatan dalam pelaksanaan Community Based Tourism (3) Upaya mengatasi hambatan pelaksaan Community Based Tourism. Jenis penelitian adalah pendekatan kualitatif semu (quasi kualitatif design). Teknik pemilihan informan menggunakan Purposive Sampling. Metode pengumpulan data meliputi observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa (1) keterlibatan anggota masyarakat dalam setiap aktivitas pariwisata sudah terlibat dengan baik (2) keberlanjutan lingkungan hidup dimana kesadaran masyarakat dan pengunjung masih rendah (3) pelestarian budaya pemerintah sangat menjaga budaya yang telah ada dengan baik (4) pemerataan pendapatan aktivitas pada objek wisata sudah dapat meciptakan lapangan pekerjaan sehingga menghasilkan pendapatan. Dapat disimpulkan pelaksanaan community based tourism pada objek wisata sajuta janjang sudah cukup baik. Faktor penghambatnya yaitu partisipasi masyarakat yang belum merata dan keterbatasan wawasan. Upaya yang dilakukan mengatasi hambatan memberikan edukasi dan memprioritaskan keterlibatan masyarakat dalam setiap aktivitas pariwisata.
