Abstract

The phenomenon that occurs in the recruitment process for members of the Indonesian National Police in realizing Good Governance is following the principles of good management, such as Clean, Transparent, Accountable, and Humanist. This is intended so that the philosophy of the right man on the right place remains the basis for consideration in the context of recruiting members of the National Police. However, it is possible to accept the recruitment of members of the National Police, which is considered to be full of acts of corruption, collusion and nepotism (KKN). The purpose of this study is to analyze the problems faced by Polri in managing the principles of good governance through the BETAH principle in the recruitment of Polri members in 2015-2019. The research method used in this study is a descriptive method with a qualitative approach that is oriented towards naturalistic or natural phenomena, aiming to understand human and social problems. The results of the study show that various irregularities still occur in the recruitment and selection process for the National Police organized by Polda throughout Indonesia. The various modes of deviation include: (1) fraud and embezzlement by promising to pass, (2) the policy of prioritizing local sons, (3) leaking test questions, and (4) abuse of authority. These various problems occur because there are still gaps that have the potential for irregularities in the mechanism of the National Police recruitment and selection process, so this study will also discuss issues related to the mechanism of the National Police recruitment and selection process which still has the potential for such irregularities to occur. The selection of the National Police, which is held by all regional committees in all regional police units, must be able to formulate regulations and mechanisms that can ensure the implementation of the National Police recruitment and selection process based on a merit system.

Abstract

Partnership is part of governance to carry out governmental functions in fulfilling public service needs. Public-private partnership is one type of partnership that can be conducted by the government based on its partnership arena, namely the private sector as an institution outside of the government. SPAM Semarang Barat is an example of a successful public-private partnership project in Indonesia, as evidenced by the timely completion of construction and successful implementation of operations from water production, processing, to distribution to the community without encountering issues such as debt, or defaults. At its inauguration, SPAM Semarang Barat has successfully produced water and reached 62,4% of its capacity of 1,000 liters per second to later serve 7,000 household connections. This success is attributed to the coordination and good partnership between PDAM Tirta Moedal and PT. Air Semarang Barat. This research aims to analyze the implementation operational aspect of public-private partnership in SPAM Semarang Barat and to identify the driving factors for the success of SPAM West Semarang implementation. This research used a qualitative descriptive method with data collection through observation, interviews, and documentation techniques. The results showed that the public-private partnership in SPAM Semarang Barat has achieved success based on four partnership success principles consisting of transparency and commitment, partnership oversight, negotiation, and role equality carried out by both parties in the operation of SPAM West Semarang. The driving factors for the success of SPAM West Semarang implementation consist of good governance through central government support programs in capacity development and legal certainty

Abstract

A city needs transportation to help people in the city move from one place to another easily. Currently, there are many big cities in Indonesia, one of which is Surakarta City, which provides public transportation provided by the Surakarta City Governemnet called Batik Solo Trans (BST) consisting of various corridors with different road routes. At this time, Batik Solo Trans (BST) has provided convenience and comfort for the people of Surakarta City related to the innovative performance of its payment method, which is using an electronic card or emoney payment. This new payment method makes the payment transaction process faster because people only need to tap their electronic cards to the tap tool or scan the barcode available on the bus. However, there are indications that people feel dissatisfied with the emoney payments that are implemented because there are still various obstacles. The purpose of this research is to analyze the effect of service quality and product quality on customer satisfaction with the implementation of the e-money payment sysem in Batik Solo Trans (BST). Researchers will analyze through the theory of customer satisfaction, service quality, and porudct quality. The research method used in this research is a type of quantitavie research with data collection techniques through questionnaires. In determining research subjects, researchers will use convenience sampling techniques. The result of the research produced by researchers, namely the quality of e-money payment services partially has a significant influence on customer satisfaction with a value of 4.322. The quality of e-money payment product partially has a significant with a value of 4.315. Service quality and product quality of e-money payments together have a signicant influence on customer satisfaction with a value of 67.038.

Abstract

This study aims to identify transmigration area development plans, analyze transmigration area development models, and analyze transmigration area development strategies that are effectively implemented in the Mutiara Area of Muna Regency so that they are sustainable. This study uses a qualitative research approach, which is carried out with a combination of literature studies and secondary data collection. This study uses a qualitative descriptive research method, which provides a description that is descriptive in nature and is explained deductively. The analysis technique used in this study uses data analysis techniques (content analysis) and SWOT analysis. From the results of this analysis, several recommendations can be made, namely the need to determine the Mutiara transmigration area in Muna Regency, which will become the basis for the development of transmigration areas in the Muna Regency area. In addition to responding to existing problems, it is necessary to design a grand design for the development of transmigration areas and periodic development plans for the implementation of transmigration area development strategies in the Muna Regency area. The ideal solution to minimize problems in the future development of transmigration areas is Green Transpolitan, which puts forward the Pentahelix partnership concept, which has been developed into a model for transmigration area development. Identification and formulation of strategies for the development of transmigration areas in the Mutiara Area of Muna Regency were carried out using a SWOT analysis, which was explained in the findings.

Abstract

This research aims to analyze the suitability of employee placement in the Tanjungpinang City Government based on the merit system. This research is qualitative research using an observation and interview method approach. Information is obtained in more depth and more complete using snowball sampling techniques. The research results show that employee placement in the Tanjungpinang City Government is not in accordance with the merit system. The research results show that there are still problems including; mismatch in educational level, inadequate educational qualifications, less than 1 (one) year of experience in the field, and not/have never taken competency tests and training.

Abstract

Wakatobi, located in Southeast Sulawesi, Indonesia, is recognized as one of the country’s leading marine tourism destinations and designated as a UNESCO Biosphere Reserve. However, the sustainability of tourism development in this region relies not only on ecological potential but also on the role of indigenous communities in governance practices. This article examines the role of indigenous communities in sustainable tourism governance in Wakatobi through the lens of good governance. Data were collected using a qualitative approach, including semi-structured interviews with customary leaders, village officials, tourism actors, and domestic and international tourists. The findings demonstrate that indigenous communities play a pivotal role in ensuring transparency through customary marine regulations, fostering participation via homestays and cultural festivals, strengthening accountability in community-based tourism funds, enhancing effectiveness through the integration of customary and formal rules, and promoting equity in the distribution of economic benefits. This study contributes to the literature on sustainable tourism governance by highlighting the centrality of indigenous knowledge in achieving inclusive and sustainable outcomes.
