Abstract

Qurban is not only a religious ritual with spiritual significance but also an instrument of Islamic philanthropy that strengthens social solidarity and community welfare. At the same time, qurban activities involve various operational hazards that require the implementation of a safety culture. This community service program aimed to implement the Safe Qurban model by integrating collective philanthropy and aviation safety culture into the organization of Qurban 1447 H at Baitul Ilmi Mosque, Palembang Aviation Polytechnic. The program was carried out through several stages, including fundraising through the Shodaqoh Qurban Program, hazard identification, safety planning, qurban implementation, benefit distribution, and program evaluation. The results demonstrated that collective philanthropy successfully broadened community participation in qurban activities through collaborative contributions while fostering social solidarity, empathy, and mutual assistance. The application of safety culture was reflected in hazard identification, risk control, safety communication, clear task allocation, and emergency preparedness throughout the implementation process. The integration of these two approaches generated broader social benefits while simultaneously enhancing safety awareness among all participants. The program resulted in the development of the Safe Qurban model as an innovative community service approach that combines the values of Islamic philanthropy with safety culture practices adapted from the aviation sector. This model has the potential to be replicated in other social and community-based activities involving multiple stakeholders and operational risks. Keywords: aviation safety; collective philanthropy; community service; qurban; safety culture.

Abstract

Indonesia's strategic geographical location and conditions are a result of its archipelagic status. Indeed, this significantly impacts the livelihoods of Indonesians, particularly in the area of transportation. In order to facilitate the mobility of individuals between islands, the government constructed transportation infrastructure and facilities. This will serve as a reference for government regulations that aim to reduce inequality, specifically in the development and distribution of products and services outside Java, particularly in Papua. The primary objective of this research is to conduct a connectivity analysis as an initial step towards optimizing the transportation network and determining the level of connectivity between Indonesian provinces through air transportation. Next, the researchers will study the existing air transportation network's structure to understand its characteristics clearly. It will be helpful material for formulating optimization and network management scenarios. The structuring pattern in question is the application of the hub-and-spoke network concept. The hub-and-spoke network pattern focuses on optimization problems from the perspective of economies of scale. The researchers optimized the provincial capital airport's location to establish a hub airport and subsequently refined the analysis results to enhance the efficiency of the new flight service network. The above steps will compare air travel performance before and after the network arrangement scenario. Indicators for the network connectivity level will also be present, indicating that the final product optimization is now ready for verification. The target of this research is to produce a concept or optimize the location of airport hubs through a comprehensive study taking into account geographic factors and conducting an analysis of the location of National Aviation Hub airports, which is the novelty of this research.

Abstract

Safety Management Systems (SMS) are formally required across aviation training organizations; however, institutions holding multiple operational approvals frequently encounter difficulties in translating regulatory requirements into coherent and measurable safety performance indicators and targets. In practice, safety performance monitoring is often fragmented, approval-specific, and insufficiently aligned with a performance-based oversight philosophy. This study addresses this gap by examining how safety indicators and targets can be systematically mapped within a unified SMS framework for multi-approval aviation training organizations. This research adopted a qualitative design-based approach, combining document analysis, internal stakeholder interviews, comparative benchmarking with peer training organizations, and focus group discussions involving regulators, operators, and safety managers. Data triangulation was applied to ensure consistency and analytical validity throughout the framework development process. The results demonstrate that safety performance expectations differ substantially across approvals due to distinct operational risk characteristics. Nevertheless, these differences can be integrated through a common safety assurance structure without compromising regulatory specificity. The study identifies approval-specific safety performance indicators and targets for pilot training, aircraft maintenance, and maintenance training activities, and shows that an integrated performance-based mapping improves safety oversight, strengthens compliance mechanisms, and enhances organizational accountability. From a theoretical perspective, this study extends performance-based safety management literature by situating safety performance measurement within a multi-approval governance context. Practically, it offers aviation training organizations and regulators a structured and adaptable framework for harmonizing safety performance monitoring across approvals. The study contributes a transferable model that supports resilient and performance-oriented SMS implementation in complex aviation training environments.
