Transportation is very necessary for its role in the development of a country, not only smoothing the flow of goods and mobility well but through long-term development. Parking problems are not new anymore. Based on the Surabaya City Regional Regulation Number 3 of 2018 concerning the Implementation of Parking in the City of Surabaya, parking is defined as a vehicle that stops or does not move for a while and is abandoned by the driver. The parking problem occurs in almost all cities in Indonesia, including the city of Surabaya. The implementation of Zone Parking itself is carried out by collecting retribution in accordance with the applicable Zone Parking levy rates. The purpose of this research is to find out the problems regarding the implementation of the parking zone determination policy in the Mayjend Sungkono area, Surabaya City. The method used in this research is descriptive qualitative with interviews and direct observation to the relevant informants. From this study it can be seen that the implementation of the zone parking policy has been going well, this can be seen through the smooth start of the function routine and the absence of complicated problems faced. During the current pandemic, the problem that occurs in parking is the reduction in parking retribution income due to the PPKM period where there is less public activity outside the public. The Surabaya City Transportation Service seeks to minimize problems that occur in zone parking for the successful implementation of zone parking policies in Surabaya City, so that road users and other motorists are not disturbed due to traffic jams caused by chaotic parking.

Surabaya is the city with the most populous population in East Java. With such a large number, population problems are unavoidable. The increasing number of the elderly is a subject that the government is currently paying special attention to. To ensure the wellbeing of the elderly, the government, together with the Social Service, took steps through the establishment of a feeding program for the destitute and abandoned elderly. This study aims to determine the implementation of the feeding program for the destitute and abandoned elderly in Rungkut Kidul. The type of research used is qualitative research. The results showed that the implementation of the elderly feeding program was in accordance with government regulations and was given to elderly beneficiaries. This study concludes that the implementation of the program is running well but not yet optimal.

This research is motivated by there are still have a number of accidents that happened on the streets in Surabaya City. The accidents make a lot of disadvantages as material loss and fatalities. It is caused by unorderly society in this case, traffic order. Lack of social awareness and less extensive action from the police was attention to realize a traffic order. It is necessary to do for a city like Surabaya City. The purpose of this research is to describe and to analyze the strategy of the Surabaya police traffic unit to realize a traffic order at Surabaya City. This research used descriptive qualitative methods by observing, interviewing, and documenting. The results of this study indicate that the preemptive strategy carried out by Satlantas Polrestabes Surabaya has not been maximized. The preventive strategy has been carried out properly so that it can prevent people from committing violations which are potentially become accidents. The repressive strategy has been carried out properly too. From the three things above, only the preemptive strategy has not been maximized. Meanwhile, preventive and repressive strategies must be maintained and even improved to create an orderly and zero accident society.

The government of Santiago Sub-District, Tahuna District has found that there are undocumented citizens who have been working and living in the Santiago Sub-District, Tahuna District for years. Refers to the 1945 Constitution Article 26 Paragraph 2, undocumented citizens who have worked and live in the area of the Santiago Sub-District are citizens who are entitled to public services as described in Law Number 25 of 2009 Article 1. This study aims to determine the responsiveness of the Santiago Sub-District government in handling undocumented citizens in the Santiago Sub-District, Sangihe Islands Regency. The type of research used is qualitative with a case study approach to explain the phenomenon related to the responsiveness of the Santiago Sub-District government in dealing with the problem of undocumented citizens by using 3 responsiveness indicators, namely the ability to respond, speed of service, and accuracy of serving. The results showed that the responsiveness of the Santiago Sub-District government in handling undocumented citizens was going well and was right on target.

Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan transparansi pengelolaan dana desa di Desa Cangkringrandu Kecamatan Perak Kabupaten Jombang. Karena melihat dari banyaknya kasus-kasus mengenai tidak transparannya pengelolaan keuangan desa di desa masing-masing khususnya dana desa. Permasalahan ini tentunya dapat diminimalisir jika semua pihak mendukung adanya pemerintahan yang bersih baik dari masyarakat yang ikut dalam pelaksanaan program desa ataupun pengawasannya. Penelitian ini menggunakan teori menurut Institute for Democracy in South Africa (IDASA). Penerapan transparansi pengelolaan dana desa dapat dilihat dari ada tidaknya kerangka kerja hukum bagi transparansi, adanya akses masyarakat terhadap transparansi anggaran dan adanya keterlibatan masyarakat dalam pengelolaan keuangan desa. Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode deskriptif. Jenis data yang akan digunakan dalam penelitian ini adalah data primer dan data sekunder. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Berdasarkan hasil penelitian diketahui bahwa Transparansi Pengelolaan Dana Desa di Desa Cangkringrandu Kecamatan Perak Kabupaten Jombang sudah transparan. Transparansi pengelolaan dana desa dapat dilihat dari 1) Ada tidaknya kerangka kerja hukum bagi transparansi, 2) Adanya akses masyarakat terhadap transparansi anggaran, 3) Adanya keterlibatan masyarakat dalam pengelolaan keuangan desa. Penelitian ini menyimpulkan bahwa transparansi pengelolaan dana desa di Desa Cangkringrandu Kecamatan Perak Kabupaten Jombang sudah transparan namun belum optimal.

The local government of East Kotawaringin Regency through the UPTD BLK which is located under the Manpower and Transmigration Service organizes a program in the form of competency-based training as an effort to overcome the problem of the low quality of the workforce. East Kotawaringin Regency as an area dominated by individuals with low educational backgrounds, in the process of implementing training to improve the quality of its workforce has several problems that accompany it. This study aims to describe the effectiveness of competency-based training programs in improving the quality of the workforce in the UPTD BLK of East Kotawaringin Regency which was analyzed using the training effectiveness measure from Henry Simamora. The type of research used is the type of qualitative research with data collection techniques in the form of observation, interviews, and documentation. The results showed that; 1) the feeling of the training participants towards the training subjects was not entirely good because the availability of facilities at the UPTD BLK in East Kotawaringin Regency was considered inadequate; 2) the learning provided in competency-based training at the UPTD BLK of East Kotawaringin Regency has been able to make the trainees master the concepts and knowledge acquired during the training process; 3) the behavior of the trainees has changed in attitudes, knowledge and skills after the training; 4) the pass rate of participants with certificates at the UPTD BLK of East Kotawaringin Regency is quite good, reaching 92% of participants.

Pemerintah Kota Surabaya membuat sebuah terobosan baru dengan mencitapkan layanan Program Undercover 112 Covid-19. Undercover 112 Covid-19 merupakan bagian dari Command Center 112. Program Undercover 112 Covid-19 merupakan program dari Pemerintah yang memang dikhususkan untuk pelayanan terkait aduan kasus Covid-19. Melalui program Undercover 112 Covid-19, Pemerintah Kota Surabaya akan melakukan penanganan yang lebih cepat dan tepat untuk menanggapi laporan masyarakat terkait kasus Covid-19. Penelitian ini bertujuan untuk mengetahui Efektivitas Program Undercover 112 Covid-19 dalam Penanggulangan Bencana Saat Tanggap Darurat di Kota Surabaya. Jenis penelitian yang digunakan adalah jenis penelitian kualitatif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa Program Undercover 112 Covid-19 belum efektif yang diukur berdasarkan teori efektivitas program dari Budiani yang terdiri dari ketepatan sasaran program, sosialisasi program, pencapaian tujuan program, dan pemantauan program. Program Undercover 112 Covid-19 belum efektif dikarenakan masih terdapat berbagai macam hambatan atau permasalahan yang terjadi di lapangan pada saat pelaksanaan program dan masih terdapat alat kesehatan yang tidak sesuai dalam penanganan pasien Covid-19.

Abstract: Digital Population Identity (IKD) activation assistance is the result of the implementation of the Student Apprentice and Certified Independent Study (MSIB) program at the Department of Population and Civil Registration in the City of Surabaya, Rungkut Kidul Village. The mentoring program is a form of population administration service. Kabupaten Sidoarjo merupakan salah satu wilayah yang ada di Provinsi Jawa Timur dengan jumlah kekerasan terhadap perempuan tertinggi se-Provinsi Jawa Timur, Dalam upaya meminimalisir angka kekerasan serta memberikan perlindungan kepada perempuan korban kekerasan tersebut, maka dibentuklah Lembaga untuk menangani kasus kekerasan oleh Pemerintah Daerah Sidoarjo. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Implementasi Kebijakan Penyelenggaraan Perlindungan Perempuan Korban Kekerasan Seksual Di Kabupaten Sidoarjo. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan fokus analisis teori implementasi yang dikemukakan oleh Grindle yaitu isi kebijakan dan konteks kebijakan. Sumber data yang digunakan dalam penelitian ini adalah data primer dan sekunder. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara, observasi, dan dokumentasi. Pada penelitian ini, uji keabsahan yang digunakan adalah uji credibility (meningkatkan kecermatan dalam penelitian, triangulasi, dan menggunakan bahan referensi), uji dependability, dan uji confirmability. Hasil penelitian ini menemukan bahwa Isi Kebijakan dan konteks kebijakan dalam perlindungan perempuan korban kekerasan seksual di Kabupaten Sidoarjo dapat dikatakan optimal dan dijalankan sesuai dengan isi kebijakan dan konteks yang telah ditetapkan. Sehingga secara keseluruhan implementasi kebijakan perlindungan perempuan korban kekerasan seksual di Kabupaten Sidoarjo telah dilakukan dengan baik dan optimal

Pemerintah Kota Surabaya melalui Dinas Perindustrian dan Tenaga Kerja Kota Surabaya (Disperinaker) melakukan langkah inovatif dengan mengoptimalkan sistem digitalisasi yang seluruh prosesnya dilakukan secara online. Ini dilakukan untuk dapat mengatasi permasalahan pengangguran dengan meluncurkan aplikasi ASSIK (Arek Suroboyo Siap Kerjo) berbasis website Link and Match yang bertujuan untuk menangulangi angka pengangguran khususnya di Kota Surabaya serta mempermudah masyarakat dalam mengakses informasi seputar pekerjaan. Seiring berjalannya kebijakan program penganggulangan pengangguran oleh Dinas Perindustrian Tenaga Kerja Kota Surabaya belum dapat dikatakan sesuai dengan yang diinginkan. Pelaksanaan Aplikasi ASSIK di Kota Surabaya masih menghadapi berbagai kendala dan hambatan. Metode penelitian yang digunakan adalah metode penelitian kualitatif. Jenis penelitian yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan deskriptif. Penelitian ini bertujuan untuk mengetahui Efektivitas berdasarkan teori Sutrisno (2007:125) sebagaimana dikutip oleh (Andriani, 2018:4) Aplikasi ASSIK (Arek Suroboyo Siap Kerjo) di Dinas Perindustrian dan Tenaga Kerja Kota Surabaya. Hasil penelitian menunjukkan terdapat lima faktor yang menunjukkan efektivitas suatu program yakni pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan, perubahan nyata. Segala kekurangan, masalah, dan hambatan dalam penerapan aplikasi ASSIK dapat terselesaikan dengan baik meskipun kendala server website down dapat ditingkatkan kembali agar aplikasi ASSIK semakin berjalan optimal.
