Abstract

This study analyzes the implementation of the premarital health check policy in Kotawaringin Barat District, Indonesia, through the lens of good governance. Premarital health checks, although normative as a preventive intervention for maternal and child health, depend on the quality of local governance for their effectiveness. Data were collected through in-depth interviews with officials from the Health Office, the Religious Affairs Office, health service providers, and prospective brides and grooms, as well as document analysis. The findings show that this policy reflects the principles of good governance, such as transparency, accountability, participation, effectiveness, and responsiveness. Transparency is evident in the provision of procedural information, but it remains predominantly administrative and lacks substantive health literacy, with beneficiaries viewing the examination more as a formal obligation. Accountability mechanisms exist through standard procedures and interagency coordination, although health-based outcome evaluations are still limited. Community participation is largely compliance-oriented, indicating a need for improved preventive awareness. The integration of health services and marriage registration improves access to preventive services, although challenges remain in institutional capacity, data integration, and results-based monitoring. This study concludes that a shift from administrative compliance to collective awareness of preventive health is necessary for sustainable health improvement. Theoretically, this study contributes to governance theory by conceptualizing preventive governance as an expansion of good governance, integrating prevention-oriented public health objectives into the core dimensions of transparency, accountability, participation, and effectiveness. Strengthening digital governance, health literacy, and performance-based accountability are proposed to increase the policy’s public value impact

Abstract

This study aims to find out and analyze the potential use of AI at the pre-drafting stage of law, as well as formulate an initial model of AI integration as an initial testing mechanism for proposed regulations before being included in the National Legislation Program (Prolegnas) and Regional Legislation Program (Prolegda). The study offers novelty through the concept of AI-Legislation, an artificial intelligence-based system designed to automatically and predictively test the feasibility of legal substance before entering the regulatory drafting stage. This research uses a juridical-normative approach that is developed in a reflective-critical manner. Primary data is obtained through laws and regulations, judicial decisions, as well as Prolegnas and Prolegda documents. Meanwhile, secondary data is in the form of scientific articles (journals), books, and other literature materials. The data analysis techniques used are descriptive-critical with a framework analysis approach to build a conceptual framework of AI-Legislation in three layers, namely automatic analysis, policy prediction, and institutional integration. The research findings show that AI can help in mapping regulatory needs, detecting legal conflicts, and harmonizing norms with greater precision. AI-Legislation fundamentally shows a paradigm shift from the classical legislative model to smart-modern legislation. AI implementation faces challenges in terms of digital infrastructure readiness, technological literacy among government officials, and legal validity of AI recommendations. Therefore, the study recommends the integration of the AI testing phase as an initial requirement in the legislative planning process, as well as the need to establish national governance and regulations governing the use of AI in the legislative regulatory development cycle.

Abstract

This study aims to analyze and develop a model for implementing Good School Governance (GSG) to enhance the effectiveness of supervision in Islamic Religious Education. A quantitative approach with an explanatory design was employed. Data were collected via a questionnaire administered to 150 respondents, comprising Islamic Religious Education teachers, school principals, and supervisors in Sabangau Kuala Subdistrict, Pulang Pisau Regency. Data analysis was conducted using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results of the study indicate that all dimensions of GSG namely transparency, accountability, participation, responsibility, and independence, have a positive and significant effect on the effectiveness of PAI supervision. Accountability is the variable with the most dominant influence. The research model exhibits strong explanatory power with an R-square value of 0.682, indicating that GSG accounts for the majority of the variation in supervisory effectiveness. These findings confirm that integrating the principles of good school governance into the supervisory system can enhance the quality of planning, implementation, evaluation, and follow-up of supervision on an ongoing basis. Theoretically, this study enriches the body of research on Islamic education management based on governance. Practically, this study provides recommendations for policymakers to optimize GSG-based supervision. This study recommends the development of further studies with a broader geographical scope and a mixed-methods approach to obtain more comprehensive results.

Abstract

QRIS (Quick Response Code Indonesian Standard) adalah sistem pembayaran digital yang dikembangkan oleh Bank Indonesia dan Asosiiasi Sistem Pembayaran Indonesia (ASPI). Meskipun telah diterapkan secara luas di Indonesia, kajian tentang QRIS dari perspektif good governance masih relatif terbatas. QRIS memiliki potensi besar untuk meningkatkan inklusi keuangan dan efisiensi transaksi. Namun, penerapan QRIS juga menghadapi tantangan, seperti kesenjangan infrastruktur digital, keamanan data, dan literasi keuangan masyarakat. Dari perspektif good governance, QRIS dapat dilihat sebagai upaya pemerintah dan regulator untuk meningkatkan transparansi, akuntabilitas, dan partisipasi dalam sistem pembayaran digital. Penelitian ini bertujuan untuk menganalisis Good Governance Pengolaan Zakat: Peran QRIS Dalam Meningkatkan Transparansi Di Masjid Raya Darussalam Palangkaraya. Penelitian ini menggunakan metode pendekatan kualitatif deskriptif. Sumber data primer berasal dari Pengurus masjid dan jamaah yang menggunakan QRIS sebagai transaksi zakat, yaitu berfungsi sebagai subjek dan informan kunci dalam penelitian. Adapun Teknik pengumpulan data yaitu observasi, dan wawancara. Kebaruan penelitian tentang good governance pengelolaan zakat dengan fokus pada peran QRIS dalam meningkatkan transparansi di Masjid Raya Darussalam Palangkaraya masih relatif terbatas. Penelitian menunjukkan bahwa penerapan good governance dalam pengelolaan zakat dapat meningkatkan kepercayaan masyarakat dan efisiensi pengelolaan zakat. Prinsip-prinsip good governance seperti transparansi, akuntabilitas, dan independensi sangat penting dalam pengelolaan zakat. QRIS dapat meningkatkan efisiensi, transparansi, keamanan, dan akuntabilitas dalam pengelolaan zakat. Dengan QRIS, masyarakat dapat membayar zakat secara online, mengurangi biaya administrasi, dan meningkatkan kesadaran tentang pentingnya zakat. QRIS juga memungkinkan lembaga zakat memantau transaksi zakat secara real-time, meningkatkan akuntabilitas dan transparansi.
