Abstract

This research is motivated by the increasing problem of abandoned land and absentee land, which indicates the ineffective enforcement of the land regulatory framework despite the comprehensive formulation of normative frameworks such as the Basic Agrarian Law (UUPA), Government Regulation No. 20 of 2021, and Regulation of the Minister of Agrarian Affairs and Spatial Planning/National Land Agency (BPN) No. 20 of 2021. Uncultivated land and agricultural land ownership by owners not domiciled in the area result in inefficient use of space, increase the risk of agrarian conflict, and reduce the social function of land, as seen in Jonggon Jaya Village. This research aims to analyze the effectiveness of land regulatory framework enforcement, identify legal and administrative factors that hinder the handling of abandoned land and absentee land, and formulate strategies and formulations for strengthening the legal framework that is more responsive to local agrarian dynamics. The method used was sociological juridical research, combining normative analysis of land regulations with empirical findings through interviews, field observations, and review of land administration documents. These were then analyzed using Lawrence M. Friedman's legal system theory (structure, substance, and legal culture). The research results indicated that weaknesses in law enforcement stem from weak institutional capacity, fragmentation of legal substance, the absence of objective parameters for determining abandoned land, and low community compliance with land management obligations. To address these issues, this study offered five innovative policy formulations: the formulation of the Integrated Land Utilization Index (IULT), the development of Conditional Management Rights, the implementation of an electronic domicile verification system (E-DOM), the establishment of a Local Land Activation Fund, and the implementation of digital, electronically proven administrative protocols. These findings emphasize that strengthening the land regulatory framework requires synergy between normative reform, modernization of the administrative system, and strengthening of the community's legal culture to achieve sustainable agrarian justice.

Abstract

This study evaluates the feasibility of implementing an Enterprise Resource Planning (ERP) system in the Cosmetics and Household Needs sub-sector using engineering economics and system-dynamics simulation. The investment targets operational efficiency and the correction of transaction and inventory discrepancies. Financial viability was assessed via Net Present Value (NPV), Internal Rate of Return (IRR), and Payback Period (PP), complemented by a multi-year Vensim simulation to capture dynamic cash-flow effects. Results indicate strong feasibility: NPV of Rp 119,654,313 over five years, IRR of 50.38% far above a 3.5% benchmark and a 7-month payback, with simulated trajectories showing increasing NPV and sustained positive cash flow under varying income, expense, and customer-growth assumptions. The ERP solution is at Technology Readiness Level (TRL) 7–8, reflecting prototype demonstration in an operational environment. The initiative aligns with institutional KPIs on digital transformation, efficiency, and financial performance, and supports SDG 9 (Industry, Innovation and Infrastructure) and SDG 12 (Responsible Consumption and Production) by promoting efficient resource management and sustainable industrial practices. Collectively, the evidence suggests ERP adoption is both financially sound and strategically beneficial for firms in this sub-sector.

Abstract

Fiqh learning on the topic of zakat al-fitr in Madrasah Ibtidaiyah is still frequently conducted using conventional lecture-based methods, which tend to result in low student participation and limited understanding. This study aims to: (1) describe the implementation process of the role-playing learning model assisted by mini-drama media in teaching the topic of zakat al-fitr, (2) examine the level of understanding of fifth-grade students after participating in learning activities using this model and media, and (3) identify the supporting and inhibiting factors in its implementation. This research employed a descriptive qualitative approach. The research subjects consisted of 26 fifth-grade students, one fiqh teacher, and the principal of MI Al–Islamiyah Karanganyar Paiton as supporting informants. Data were collected through observation, interviews, and documentation. The data were analyzed using the interactive model proposed by Miles and Huberman, which includes data reduction, data display, and conclusion drawing. The findings indicate that the implementation of the role-playing model supported by mini-drama media was carried out systematically through several stages, including planning, role-playing activities, discussion, and reflection. The learning process became more active, interactive, and engaging, which contributed to improving students’ understanding of zakat al-fitr material in both cognitive and affective aspects. Most students were able to clearly re-explain the concept of zakat al-fitr, its rules and regulations, and its practical implementation. The main supporting factors were students’ enthusiasm and strong support from the teacher, while the inhibiting factors included limited instructional time and students’ lack of self-confidence at the beginning of the learning process. This study concludes that the role-playing learning model supported by mini-drama media is effective in enhancing students’ understanding of zakat al-fitr material. The implication of this research highlights the importance of teachers being more creative in selecting innovative learning models. Furthermore, future researchers are recommended to examine the effectiveness of this model in other fiqh learning topics.

Abstract

This study aims to describe the process of implementing the Snakes and Ladders educational game in mathematics learning and analyze the increase in student interest and engagement in length and weight measurement in fourth-grade students at Mambaul Hasan Islamic Elementary School. This study used a qualitative approach with a case study design. The subjects were all fourth-grade students at Mambaul Hasan Islamic Elementary School. Data collection techniques were conducted through observation, interviews, and documentation. Data were analyzed through data reduction, data presentation, and conclusion drawing. The results showed that before the implementation of the educational game, learning was still dominated by lectures and practice exercises, resulting in students being passive, lacking focus, and having low learning interest. The use of learning media in teaching and learning activities can increase and stimulate interest and talent, increase student motivation, foster organized reasoning, reduce and avoid verbalism, and foster a systematic approach, while fostering positive values in students (Ruhma & Hanik, 2023). Classes become more interactive, enjoyable, and student-centered. Student interest and engagement increased, as indicated by more focused attention, enthusiasm in participating in the game, active participation in group discussions, and courage in answering questions. Thus, it can be concluded that the implementation of the Snakes and Ladders educational game is effective in increasing student interest and engagement in mathematics lessons on length and weight measurement in fourth grade at MI Mambaul Hasan. The application of the Snakes and Ladders game can be combined with various models, as well as encouragement and rewards. In implementing this media, educators are expected to be innovative and creative in exploring the learning process in the classroom (Tazkiyah et al., 2025).
