Abstract

The southern coast of Java Island is a tsunami-prone area, and this condition has encouraged resilience assessment efforts carried out since 2019 by BNPB to test the resilience of villages, specifically in the event of a tsunami disaster. Like other areas on the southern coast of Java Island, Bantul Regency is at high risk, as are Parangtritis Village and Tirtohargo Village. These two villages were purposively chosen for comparison because both villages have the same high level of risk. This research aims to compare the resilience values ​​of the two villages based on assessments in 2019 and 2020 using the Village/District Disaster Resilience Assessment tool, as well as qualitatively exploring the factors that influence the resilience values ​​and changes in the resilience values ​​of the two villages. This study uses a qualitative method. Comparison of resilience values ​​is presented with narratives and comparison tables based on existing components, and exploration is explored through in-depth interviews with parties who help build resilience in the village. The results show that comparing values decreased the resilience value in Parangtritis Village from the Main Resilient Village category to the Middle Resilient Village. At the same time, there was an increase in Tirtohargo Village from the Middle Resilient Village category to the Main Resilient Village. Toughness, which is both above average, is influenced by experiences and lessons learned from the 2006 Earthquake, the strong values ​​of cooperation and independence, community initiatives through the Village DRR Forum, the role of village government, support from regional and central governments, contributions from non-government organizations, and the availability of village budgets. This research notes that enforcing assessment procedures and understanding assessment for facilitators and participants also influence the resulting value changes.

Abstract

The implementations of self-assessment using Inarisk SPAB's (Disaster Safe School) e-monev tools in Bantul Regency are currently not optimal. According to SPAB e-monev study and analysis by BNPB in 2023 stated that 11% of the 8,268 schools only in DI. Yogyakarta did it. The capacity and preparedness for schools in Bantul, especially those on the Opak Fault, to face the threat of earthquakes is absolutely necessary through reinforcement of SPAB. To ensure the schools in the Opak Fault area consistently implement Disaster Safe School (SPAB) standards in increasing preparedness to face earthquakes, periodic self-assessments should be carried out. However, self-assessment using Inarisk SPAB's (Disaster Safe School) e-monev tools in the Opak Fault has not been optimal, which means that schools have not attempted to provide guarantees of optimal preparedness to face the risk of earthquake disasters for its members. This research is qualitative research with a descriptive approach involving 32 key informan and triangulation. The results are stated that four of six schools in Opak Fault, Bantul Regency are less prepared to face earthquakes, while the others are almost ready and ready category.

Abstract

Gunung Semeru mengalami erupsi pada 4 Desember 2021 yang mengakibatkan kerugian pada masyarakat yang tinggal di kaki Gunung Semeru sehingga harus dievakuasi di beberapa titik pengungsian. Hal ini membuat pemerintah bersama beberapa pihak membangun hunian tetap untuk warga terdampak bencana Gunung Semeru. Tujuan penelitian ini adalah untuk mengevaluasi kesesuaian lahan untuk Pembangunan hunian tetap yang merupakan hunian yang ditujukan untuk relokasi masyarakat pascabencana erupsi gunung semeru. Penentuan kesesuaian lahan dengan menggunakan 10 parameter yaitu kemiringan lereng, posisi jalur patahan, kekuatan batuan, kembang kerut tanah, daya dukung tanah, kondisi saluran permukaan tanah, kedalaman air tanah, bahaya erosi, bahaya longsor dan bahaya banjir. Analisis dan pengambilan data pada penelitian ini menggunakan beberapa metode antara lain metode survei dan pemetaan, geolistrik, dan uji laboratorium. Penentuan kesesuaian lahan menunjukkan hasil 2 kelas kesesuaian lahan yaitu sangat sesuai (S1) dengan luas 664231 m2 atau seluas 56.04% dan sesuai (S2) dengan luas 521017 m2 atau seluas 43,96%. Parameter yang menjadi faktor penghambat utama dari hasil evaluasi pada penelitian ini adalah bahaya erosi.

Abstract

The construction of vertical housing or apartments is one of the government's efforts to meet the increasing residential needs of urban communities. The hazards that haunt a housing area such as the occurrence of unit fires, the feeling of earthquakes to other events will cause potential disasters and pose a risk. Residents have the right to live in a safe and comfortable residence, of course, with the obligation of the building manager to be able to facilitate these conditions. Effective communication is an important part of receiving messages and information that suits the needs of residents in understanding the risks that exist. The research was conducted to see the ways of communication carried out by residents who live in Kalibata City apartments as a form of disaster preparedness. The method of observation and direct involvement in forums in the Kalibata City resident community was carried out by combining literature review from previous documents. The result of the research is a communication method found in a community in a vertical residential area that matches the character of urban society.

Abstract

The high impact of disasters on educational institutions in Indonesia requires strengthening disaster literacy in schools. So far, the preventive aspect of disaster management has not been optimal, particularly in the development of teaching modules that are contextual and responsive to disaster risks. This study aims to develop a Phase E Grade X History Teaching Module (Social Studies) based on the Merdeka Curriculum that integrates Disaster Risk Reduction (DRR). The research uses a Research and Development (R&D) approach with a modified ADDIE model, only implementing the Analyze and Design stages. The needs analysis stage (initial analysis) was conducted through literature studies, curriculum document reviews, interviews, and observations at the Disaster-Safe Educational Unit (SPAB) of SMAN 5 South Tangerang. he results of the needs analysis indicate that the existing History Teaching Module was still conventional and had not integrated DRR. The teaching module design stage was developed by integrating DRR through changes and additions: (a) initial competencies; (b) elements to be achieved from the Pancasila Student Profile Dimensions; (c) learning objectives; (d) sparking questions before learning activities; (e) activities in the Critical Thinking Core Activity section of individual assignments; (f) questions that test students' understanding; (g) in the formative and summative assessment sections of group assignments; and (h) in enrichment and remedial activities. This PRB Integrated History Teaching Module is expected to not only improve students' understanding of disaster history, but also instill the values of preparedness and social awareness, as well as support the Disaster Safe Education Unit (SPAB) program and sustainable education goals in Indonesia.

Abstract

The Disaster Safe Education Unit Program is a national policy aimed at building school community preparedness in facing potential disasters through three main components: safe school facilities, disaster management in schools, and disaster risk reduction education. The southern coastal area of Bantul, particularly Parangtritis Village, has a high level of vulnerability to threats such as earthquakes, tsunamis, and coastal abrasion, making the implementation of Disaster Safe Education Unit Program in this region highly crucial. This study aims to evaluate the implementation of the Disaster Safe Education Unit Program in elementary education units located in the coastal area of Parangtritis using the CIPP evaluation model (Context, Input, Process, Product). This research employs a qualitative descriptive approach, with data collected through in-depth interviews, field observations, and a review of Disaster Safe Education Unit Program documents. The research informants include school principals, teachers, students, members of the Parangtritis Disaster-Resilient Village, and representatives from the Regional Disaster Management Agency and the Department of Education, Youth, and Sports. Data analysis was conducted through data reduction, data presentation, and conclusion drawing based on the four dimensions of the CIPP model. The findings indicate that, in the context aspect, there is awareness of the importance of SPAB, but it is not yet supported by strong internal policies. In the input aspect, human resources and facilities remain limited. The process aspect shows that disaster drills and training activities are still incidental and have not been disseminated to all members of the school community. Meanwhile, in the product aspect, there has been an increase in students’ basic preparedness knowledge, but it has not yet resulted in comprehensive disaster-resilient behavioral change. In conclusion, the implementation of Disaster Safe Education Unit Program in elementary schools in the Parangtritis Village area is categorized as adequate, but requires strengthening of school policies, enhancement of teacher capacity, and cross-sector collaboration among schools, government agencies, and the community to realize safe and resilient schools. Abstract

Berdasarkan Indeks Risiko Bencana Indonesia (IRBI) setiap tahunnya tidak ada satu pun wilayah di Indonesia yang berisiko rendah terhadap bencana. Kejadian bencana tersebut, baik karena alam atau non alam, bisa menyebabkan terjadinya krisis kesehatan. Kabupaten Gunungkidul termasuk kategori wilayah yang memiliki indeks risiko bencana (IRB) sedang. Data BPBD Kabupaten Gunungkidul tahun 2024, jumlah kejadian bencana tertinggi berada di Kapanewon Ponjong. Kesiapsiagaan Puskesmas pada tahap pra krisis, merupakan kegiatan preventif promotif yang berperan penting dalam upaya penanggulangan krisis kesehatan di wilayah kerjanya. Tujuan penelitian ini adalah mengidentifikasi dan menganalisa kesiapsiagaan Puskesmas di Kapanewon Ponjong Kabupaten Gunungkidul. Metode yang digunakan dalam penelitian adalah deksriptif kualitatif, dengan wawancara dan observasi. Teknik pengambilan data dengan cara purposive sampling di Puskesmas Ponjong I dan Puskesmas Ponjong II. Hasil penelitian ini adalah kesiapsiagaan Puskesmas yang meliputi 1) sistem peringatan dini, 2) kapasitas sumber daya manusia kesehatan, 3) upaya pemberdayaan masyarakat, 4) tim penanggulangan krisis: EMT, RHA dan PHRRT, 5) sarana prasarana, logistik dan perbekalan kesehatan, dan 6) simulasi/gladi bidang kesehatan.

Abstract

Indonesia is a disaster-prone country that requires strengthening community capacity as a key strategy for disaster risk reduction. The Disaster Resilient Village Program (Kampung Tangguh Bencana – KTB) was developed as a community-based disaster management initiative to enhance preparedness, program sustainability, and community self-reliance. This study aimed to analyze the level of community participation, program sustainability, and community independence in the implementation of the KTB Program in Jetis and Umbulharjo Subdistricts, Yogyakarta City. A mixed-methods approach was employed, combining quantitative and qualitative methods. Quantitative data were collected through questionnaires administered to 761 respondents and analyzed using a Likert scale, while qualitative data were obtained through in-depth interviews, participatory observation, and documentation involving officials from the Regional Disaster Management Agency (BPBD), disaster management facilitators, KTB leaders and members, volunteer communities, and non-KTB residents. The results indicate that community participation in both subdistricts was high and corresponded to the partnership level of participation based on Arnstein’s ladder. The sustainability analysis revealed that all KTBs were categorized as sustainable to self-reliant, with mean scores ranging from 4.20 to 4.33, and none were classified as vulnerable. Several villages namely Badran, Penumping, Tahunan, and Tempel Wirogunan demonstrated higher levels of self-reliance, supported by routine activities, innovative local funding mechanisms, and well-developed organizational capacity. Nevertheless, challenges remain, particularly related to leadership regeneration, fluctuations in community participation during non-disaster periods, and technical dependence on BPBD for large-scale activities. This study highlights the importance of strengthening institutional capacity and providing continuous facilitation to ensure the long-term and equitable self-reliance of Disaster Resilient Villages.

Abstract

Social media is one of the disaster communication means for social cohesion in information retrieval. However, Karo Regency has limitedly use WhatsApp, Instagram, and Facebook. This study aimed to evaluate social media Instagram and Facebook as part of the disaster information system in disaster-prone areas to improve social cohesion in Karo Regency, North Sumatra, Indonesia. This study combined qualitative and quantitative evaluation. Qualitative evaluation steps consist of (1) setting goals; (2) classification; (3) stating structured goals; (4) collecting data; (5) analyzing results of observations and measurements. Based on the evaluation, Instagram has been inactive since April 1, 2020, and Facebook has been inactive on August 17, 2017, due to the absence of competent human resources (HR). The use of internal WhatsApp groups is due to the unpreparedness in dealing with public comments. Based on a survey in early June 2021 to the Karo community showed that 56.3% of respondents were familiar with the Karo BPBD social media. The trust level of social media users for social cohesion in the disaster-prone area of Karo Regency was very high at 56.3%. Respondents believed that information conveyed through social media uploads is able to improve social cohesion in dealing with various disasters. This is formed because of the sense of belonging, social trust, generalized reciprocity, and social harmony. This study contributed in the form of BPBD policies in managing social media as an information system to improve social cohesion in the disaster-prone area ofKaro Regency. The new findings theoretically added caring in Johnson's Social Cohesion Theory.

Abstract

Coastal areas along the northern coast of Java are highly vulnerable to the impacts of climate change, particularly coastal abrasion, tidal flooding, and land subsidence. Bedono Village, Sayung Sub-district, Demak Regency, represents an extreme case of a coastal community experiencing profound socio-ecological transformation due to cumulative and progressive environmental pressures. This study aims to analyze the existing hazard conditions, forms of community adaptation, and adaptation strategies perceived as resilient by local communities in responding to coastal abrasion and tidal flooding during the period 1990-2020. A qualitative research approach was employed, utilizing in-depth interviews, focus group discussions, field observations, and document analysis. Data were analyzed using an interactive model consisting of data reduction, data display, and conclusion drawing. The findings reveal that abrasion, tidal flooding, and land subsidence have resulted in land loss, infrastructure damage, livelihood shifts, and coastal ecosystem degradation. Despite these challenges, the community of Bedono Village has demonstrated strong adaptive capacity through physical, economic, socio-cultural, and ecosystem-based adaptation strategies. Resilient adaptation is characterized by participatory, sustainable, and context-specific practices that integrate local knowledge, such as mangrove rehabilitation, stilt houses, livelihood diversification, and strengthened community institutions. These findings highlight the crucial role of community-based adaptation as a foundation for climate change adaptation policies in vulnerable coastal regions
