Abstract

Poverty in Riau Province is still quite high, this is caused by several factors from the phenomenon of poverty that occurs. One of the causes of the increase in the poverty rate in Riau Province is the impact of Covid-19 which has caused several phenomena such as increased unemployment, paralysis of the commercial sector due to low purchasing power of the people, inflation rate of basic needs and low quantity of goods needed. Besides the Covid-19 phenomenon, the cause of poverty in Pekanbaru is also due to the low level of Human Resources in Pekanbaru so that people are less effective in efforts to improve their welfare. TKPK in carrying out its work program, especially in business development for MSMEs, has a strategy for accelerating poverty reduction, namely business development and program synergy. TKPK is committed to overcoming the problem of poverty in Riau Province together with the relevant stakeholders to be able to carry out business development for MSMEs. This study used a purposive sampling technique with a qualitative research type with a descriptive approach, the required data such as primary data and secondary data were obtained through interviews and documentation and then analyzed based on research problems. The results of this study indicate that the TKPK's business development strategy did not work well, while the inhibiting factors of this strategy were the TKPK's commitment to carrying out its responsibilities and poor coordination between stakeholders.

Abstract

In the problem of waste in Pekanbaru which is quite complicated in addition to being related to transportation problems, the amount of waste production continues to increase, the realization of the cleanliness retribution is low, the potential for cleanliness retribution is minimal. which is in the collection of retribution is not in accordance with the Pekanbaru Mayor Regulation No. 14 of 2020 concerning the management of retribution for waste services or the cleanliness of the city of Pekanbaru in particular. This study aims to determine the extent to which the waste retribution service in Pekanbaru City runs optimally and the inhibiting factors it faces. Looking at the waste service retribution data for Pekanbaru City from 2020 to 2021, although it has increased every year, the realization has not reached the set target, therefore it is necessary to optimize the waste service retribution in Pekanbaru City so that the realization of the waste service retribution is in accordance with the target which has been set. This study uses the implementation theory of Goggin Brown, et al. based on 3 indicators, namely the form and content of policies, organizational capabilities, and environmental influences. This study uses a qualitative descriptive method with data collection techniques in the form of observation, interviews, and documentation. The results of this study are that there is still a need for optimal retribution for waste services in Pekanbaru City with the limited number of officers and weak supervision of the Department, as well as community participation which is still lacking due to lack of coordination between the government and garbage retribution collectors. Of course, it is very influential on the realization of the waste service retribution in Pekanbaru City.

Abstract

This research is based on the sustainable management of Lubuk Larangan by the Sialang Jaya Village Community. This study aims to analyze the management process from planning to supervision by the people of Sialang Jaya Village and to detect a number of factors that influence the sustainability of Lubuk Larangan management by the people of Sialang Jaya Village. This research method is qualitative through a descriptive qualitative approach. The method used in this research is a descriptive qualitative approach that reflects the sustainable management process of Lubuk Larangan's local wisdom. Furthermore, to find out a number of factors that influence the sustainability of the management of local wisdom in Lubuk Larangan. The results of the study indicate that the people of Sialang Jaya Village have succeeded in managing the Lubuk Larangan management process in a sustainable manner which includes planning related to setting goals, strategies and developing management activities; relating to aspects of customary institutions and organizations, their duties and functions; implementation related to fish harvest events; as well as violations of supervision related to preventing agreements not to take fish for a predetermined time. Sustainability management of Lubuk Larangan by the people of Sialang Jaya Village is influenced by a number of factors including socio-economic factors and socio-cultural factors.

Abstract

Application Electronic Government at the Pekanbaru City Religious Court Office is implementation service public with use technology information and communication in give service to public for manifest in the Religious Courts of the Bureaucratic Region Clean and Serving (WBBM). However, on implementation application Electronic Governance this still there is the problem that becomes obstacles on implementation, such as Allocation Source power humans who haven't equally and lack of sustainable socialization. Study this aim for knowing Application Electronic Governance at the Pekanbaru City Religious Court Office as well as factor the inhibitor. Draft the researcher 's theory use is E-Government theory by Indrajit with six indicator that is E-Strategy, Architecture, Risk and Program Management, Organizational Capabilities, Value Chain Management, and Performance Management. Study use method study qualitative with technique data collection based on interviews, observations, and documentation.The results of the research found are the application of Electronic Government at the Pekanbaru City Religious Court which has been carried out optimally, that the implementation of e-government provides convenience to the community.Inhibiting factors are the unequal allocation of human resources, lack of socialization and education, and network disturbances. So that it has an influence on the implementation of Electronic Government at the Office of the Religious Courts in Pekanbaru City.

Abstract

The Pre-Employment Card Program is a program created by the ndonesian government in the form of training fee assistance to improve the competence of the workforce which is held throughout Indonesia. The target of the pre-employment card program is for job seekers, workers affected by termination of employment, and non-wage workers who need competency improvement. However, there are obstacles in the implementation of the Pre-Employment Card program in Pekanbaru City, such as the program targets that are still not appropriate and the participants' lack of interest in participating in the training. This study aims to determine the effectiveness of the pre-employment card program in Pekanbaru City. The theory used in this study is the theory of effectiveness by Budiani with four indicators, namely the accuracy of program targets, program socialization, program objectives, and program monitoring. This research method uses qualitative methods with data collection techniques based on observations, interviews, and documentation. The results of this study indicate that the effectiveness of the pre-employment card program in Pekanbaru City has not been effective both from the indicators of the accuracy of program targets, program socialization, program objectives and program monitoring. The factors that hinder the implementation of this program are the program is a program from the central government and the lack of public awareness.

Abstract

Problems on the road that are increasing, such as the increase in the number of accidents, the threat to the safety of other road users, and the emergence of a culture or habit of violating traffic must be resolved immediately. With the development of science and technology, the Indonesian National Police presents the Electronic Traffic Law Enforcement or ETLE to solve the problem of enforcing traffic violations. Where one of the implementers of ETLE is Riau Province, precisely in Pekanbaru City which was inaugurated in April 2021. In the process of implementing ETLE, it was found that it was running effectively which was supported by various parties starting from the local government level and the community as well as the capacity of the implementing agency. However, there are inhibiting factors in the form of network access that is still hampered, public knowledge is still minimal regarding ETLE and the timeliness of reporting from the ETLE Task Force to the District Court. This study uses a qualitative method with a case study approach which uses data collection techniques in the form of interviews, observations and documents. The source of this research was obtained from the ETLE implementor and the target of the ETLE implementation, namely the community.
