Abstract

Abstract This paper discusses the power relations in the land dispute on the site of Bojongmenje Temple, to reveal why conflicts in Bojongmenje Temple Site lasted continuously (2003-present). To clarify this, this paper uses an analysis of power relations to identify the mutually contested interests in establishing a claim on land in the site of Bojongmende Temple area. The research method used is qualitative method, with data collection through indepth interview among actors involved in conflict. The research finds that land dispute in the area of Bojongmenje Temple site is a complicated conflict, preceeded by changes in the economic value of land due to the discovery of cultural heritage sites that have tourism potential. This complicated conflict is prolonged and unresolved because the government's bargaining power as an authoritative institution is in a weak position. Conflict resolution needs to be arranged comprehensively, especially to resolve the root of conflict triggered by the instability of system change. This is done by balancing the power positions among conflicting actors in the land management of the Bojongmenje Temple site, beginning with the recognition of local land rights by the government and establishing concensus with citizens to manage the site participatively. Keywords: power relations, conflict, land dispute Abstrak Tulisan ini membahas tentang relasi kuasa dalam perebutan lahan di situs Candi Bojongmenje untuk mengungkapkan mengapa konflik dalam perebutan lahan di Situs Candi Bojongmenje berlangsung dengan lama (2003-sekarang). Untuk menjelaskan hal tersebut, tulisan ini menggunakan analisis kekuasaan untuk mengidentifikasi ragam kepentingan yang saling berkontestasi untuk membentuk klaim atas lahan di kawasan Situs Candi Bojongmende. Metode penelitian yang digunakan adalah metode kualitatif, dengan pengumpulan data melalui wawancara mendalam kepada para aktor yang terlibat di dalam konflik. Hasil riset menemukan bahwa konflik lahan di kawasan situs Candi Bojongmenje merupakan bentuk konflik pelik, yang diawali oleh perubahan nilai ekonomi lahan akibat ditemukannya situs cagar budaya yang berpotensi wisata. Konflik pelik ini berlangsung berkepanjangan dan tidak terselesaikan karena posisi tawar pemerintah sebagai institusi yang memegang otoritas justru berada pada posisi yang lemah. Penyelesaian konflik pelik perlu dilakukan secara komprehensif, terutama untuk menyelesaikan akar permasalahan yang dipicu akibat dari ketidakstabilan perubahan. Hal tersebut dilakukan dengan menyeimbangkan posisi kekuasaan dari para aktor yang berkepentingan di dalam pengelolaan lahan situs Candi Bojongmenje, yang diawali dengan pengakuan hak atas tanah dari warga setempat oleh pemerintah dan membangun kesepakatan dengan warga mengenai rencana pengelolaan kawasan tersebut secara partisipatif. Kata kunci: relasi kuasa, konflik pelik, perebutan lahan

Abstract

Sebagai kota yang memiliki ciri heterogenitas sosial, Bandung menyimpan potensi konflik yang bersumber dari keberagaman identitas tersebut. Salahsatu sumber konflik yang rentan muncul di tengah-tengah masyarakat yang heterogen adalah konflik yang bersumber dari perbedaan agama. Artikel ini berupaya mengkaji toleransi dalam hubungan antarumat beragama di Kota Bandung yang diukur melalui seberapa jauh para pemeluk agama menentukan jarak sosial mereka terhadap para pemeluk agama lainnya. Dengan menggunakan metode kuantitatif, penulis mengukur nilai indeks toleransi malalui tiga dimensi utama yaitu persepsi, sikap dan kerjasama antar umat beragama. Hasil penelitian menunjukkan bahwa Indeks Toleransi antarumat Beragama di Kota Bandung sebesar 3,82 termasuk dalam kategori “Tinggi”, yang mengindikasikan bahwa interaksi sosial antarumat beragama di Kota Bandung telah berlangsung secara baik dan berada dalam batas-batas jarak sosial yang wajar. Kemungkinan konflik umumnya dipicu oleh perizinan pembangunan rumah ibadat yang berada dalam ranah kewenangan pemerintah, sehingga hal ini penting untuk dibenahi dalam rangka meningkatkan capaian Indeks Toleransi di Kota Bandung.

Abstract

Water policy assessment could be multifaceted in nature considering its systemic implications for governance. The context of governing water is constantly changing. Water demand may rise of population growth and economic activities, whilst water service provision may be challenging due to interconnected aspects of water justice, water conflict and water resources management.  Policymaking adaptability to change should think about the consequences of the policy design to all stakeholders, including their situation and options and determine the most possible alternative resolutions. Most attention is given to key lessons for development considering the impact of and the need to discuss the issue of water security in a way that could contribute to protecting lives and the environment. To some extent the issue of water security in Indonesia is interconnected with general enabling measures of assessing the existing regulation at the national level. Unambiguous actions may be required at regional and local levels, together with sound socio-economic and socio-cultural institutions and instruments, namely building capacity and advocating partnerships. This primary qualitative research is about providing water security roadmap in West Java as a case in point, contributing to policy discourse on how to govern the complexity of water security issue concerning making model grounded on collaborating local community participation and regional government support.

Abstract

Voter participation indicates the success or failure of a general election. People of Bandung City, who have been characterized as an urban society, openly accept mass media as an information channel and the internet as a form of information technology development. In terms of quantity, young voters have potential as a major group of voters in the General Election. The number of young voters in Bandung City achieves 29.6% of the voters on the list (Daftar Pemilih Tetap/DPT or List of Voters) in the Election of Mayor and Deputy Mayor of Bandung in 2018. The lives of the young generation are closely related to the development of media. In this context, therefore, the authors researched to find out if there is a significant effect of print media, electronic media, and internet media on the participation of young voters in Bandung. This article is written based on a survey of 100 respondents aged 17-year-old (married/had been married) up to 30-year-old, who is registered on the List of Voters or DPT in the Election of Mayor and Deputy Mayor of Bandung in 2018. This research uses an instrument named The Ordinal Scale whose validity and reliability have been proven. The research applies a technique Multiple Linear Regression to analyze data, as well as in examining hypothesis. The research findings reveal that print media and electronic media did not have a significant effect on young voters but did the internet media have a necessary effect on the young voters.

Abstract

Desentralisasi dan demokratisasi dalam era reformasi telah mengubah proses pemilihan kepala daerah menjadi peristiwa politik yang menarik dan sulit untuk diprediksi. Dalam proses tersebut, terdapat berbagai kepentingan yang bertarung dengan menggunakan bermacam-macam strategi, termasuk melalui penggunaan bahasa dalam pertarungan wacana. Analisis terhadap pertarungan wacana dilakukan dengan menggunakan metode analisis wacana (discourse analysis). Indikator yang digunakan meliputi setting, agents atau participants, political actions, dan mutual knowledge (basis kognisi) yang membentuk pemaknaan dari wacana-wacana yang saling berkompetisi. Pemaknaan terhadap wacana yang muncul, baik wacana utama maupun wacana tandingan dianalisis dengan mengacu pada konteks sosial. Selanjutnya, ketersediaan ruang publik sebagai arena berlangsungnya kompetisi wacana dapat diukur dari penggunaan dimensi-dimensi kekuasaan, kapital, dan kebudayaan dalam proses produksi dan reproduksi makna dari suatu wacana. Hasil penelitian menunjukkan bahwa konstruksi makna masih didominasi oleh elit. Dominasi ini diindikasikan dari penggunaan argumen-argumen yang bersifat legal, normatif, dan prosedural sehingga mempersempit peluang munculnya wacana tandingan. Wacana figur alternatif sebagai wacana tandingan mengindikasikan ketidakpercayaan masyarakat terhadap elit penguasa yang dinilai tidak mampu membawa perubahan signifikan dalam praktik pemerintahan daerah. Dari ketiga dimensi yang diteliti, dimensi kapital berpotensi besar untuk memperluas ruang publik meskipun perannya dalam memunculkan wacana tandingan tidak terlepas dari kepentingan akumulasi modal sehingga perlu diimbangi dengan pengembangan kapasitas dua dimensi lainnya. Abstract

Tulisan ini ingin mengungkapkan bagaimana pembangunan sebagai praktik kekuasaan berlangsung atas dasar klaim kebenaran tertentu yang menjadi instrumen untuk mempertahankan kemapanan. Dengan menggunakan konsep kekuasaan produktif dari Foucault (2002), yang dioperasionalisasikan dengan metode analisis diskursus, akan ditunjukkan bagaimana praktik pembangunan diarahkan untuk tunduk pada rezim knowledge management. Penguasaan akan pengetahuan dan kemampuan untuk mengelola berbagai informasi secara sistematis menjadi sangat strategis untuk menjamin keberlanjutan pembangunan. Masuknya rezim ini dalam pembangunan menjadi dasar argumen untuk mendorong perubahan cara kerja birokrasi. Birokrasi sebagai institusi yang berwenang mengalokasikan sumber-sumber daya didisiplinkan melalui penetapan berbagai standar agar mampu mengelola data dan informasi untuk pengambilan keputusan. Penundukan birokrasi pada rezim knowledge management untuk berinovasi mengubah praktik pembangunan menjadi lebih terukur, tapi di sisi lain, juga menjebak birokrasi pada rigiditas prosedur pengelolaan pengetahuan, sehingga mengabaikan makna utama pembangunan sebagai penciptaan kesejahteraan bukan sekedar pencapaian angka.

Abstract

Penelitian ini difokuskan untuk mencari gambaran mengenai relasi partai politik dengan konstituen dalam mencari dukungan massa. Penelitian ini dilakukan dengan menggunakan pendekatan kuantitatif yang dioperasionalkan melalui metode survei pakar, di mana kuesioner disebarkan kepada responden yang dipandang memiliki pengetahuan luas dan mendalam tentang partai politik, kampanye, dan pemilihan umum maupun lokal yang berlangsung di lokasi penelitian, serta memiliki pengetahuan tentang konteks politik lokal di lokasi penelitian. Responden terdiri dari elit partai politik, akademisi, tokoh masyarakat, dan media massa lokal di kedua lokasi penelitian. Hasil analisis data menunjukkan bahwa pengelolaan organisasi partai politik di tingkat lokal diintervensi oleh pengurus pusat, mekanisme pertukaran masih bersifat transaksional dengan faktor uang yang paling peran, partai dan kandidat tidak terlalu melakukan pengawasan dengan ketat, partai politik saat ini lebih bersifat non ideologis, dan partai politik belum menggunakan strategi yang efektif dalam penggalangan dukungan. Agar relasi partai politik dan konstituen menjadi lebih demokratis, maka kami menyarankan pimpinan partai pusat memberikan otonomi kepada partai di tingkat lokal untuk mengambil keputusan sendiri dengan cara memperkuat organisasi partai di tingkat lokal baik sumber daya manusia ataupun sumber keuangan partai.

Abstract

This paper examines the supervisory function of Election Supervisory Board (Bawaslu) in the 2018 West Kalimantan Governor and Vice Governor election, particularly in campaign administration. The campaign period in electoral cycle is one of the key stages in political contestation that it is vulnerable to malpractices, moreover it involves many parties and masses. The campaign malpractices that often occur are administrative irregularities, involvement of civil servants, and money politics. This paper employed a descriptive qualitative method by using data that were collected through interview and document study during the period October - December 2019. The results of this research revealed that in carrying out the supervisory function, the West Kalimantan Election Supervisory Board carried out malpractices prevention and enforcement which synergize with supervision of the district/city to sub-district/village levels. By emphasizing on the prevention function, the West Kalimantan Election Supervisory Board arranged supervisory design built upon potential vulnerability, which based on sub-stages and regions, conducted socialization intensively in the community, and coordinated with the stakeholders. Meanwhile, in the enforcement function, the West Kalimantan Election Supervisory Board cooperated with General Election Commissions (KPU), police and prosecutors.

Abstract

The quality of an election can be measured by the number of violations that can be solved to ensure the legitimisation of the election results. Violations in elections are still a problem since the amount tends to increase, which needs a long period of time to be solved. The enforcement of the regulations, such as the role of Bawaslu, is limited because it only serves as a ‘postman’ who forwards the violation cases to another law enforcement institution. The shifting of electoral supervision towards a more participatory approach has become an opportunity to develop an electoral supervision model that involves the community, especially in the prevention phase. This article describes the emergence of the idea of volunteerism in the context of the election, particularly in the election’s implementation monitoring and supporting the functions of Bawaslu. The article uses qualitative methods to analyse the various regulations in relation to monitoring and supervising the election, as well as various referral sources that contain voluntary practice information. The result of the study shows that an early detection system is an alternative method that can be developed, considering the voluntary spirit which is currently undergone an improvement. Therefore, it is necessary to build an early system in the prevention phase by conducting supervision on the implementation of the overall stages of the election and building public awareness to guard the integrity of the election results.

Abstract

Since the beginning of its implementation, direct local election has brought great expectation to perform radical changes in fulfilling the political rights of public to determine local political leader in their region. This expectation gained momentum from the contestation of national versus local political discourse, that created direct local election as new field of discursively to build local political power. Meanwhile, various researches on direct local election have found that the high expectation of political freedom actually had been 'hijacked' by political oligarchy that made direct local elections very expensive event, but could not be guaranteed to increase public welfare. The concurrent local elections, which will be held for the first time at the end of year 2015, become new field of discursively to overcome the public apathy. This paper positions concurrent local elections as discursive struggle that established figure-based politics as hegemonic discourse and at the same time, excluded political parties within the discourse, through the dislocations of meaning, that define simultaneity as instrumental arrangement. The exclusion of political parties is also dislocated because this involvement is understood only as 'political vehicle' or formalistic institution for candidacy. These dislocated meanings evoked a question, whether concurrent local elections could create new form of political representation, or in fact, establish figure-based politics hegemony that actually challenge democratization.
