Abstract

The boundary village is a parapet government administration of the region inter-villages which is a series of coordinates to which points are on the surface of the earth. This study examines the application of the Minister of Home Affairs Regulation Number 45 of 2016 concerning the determination and affirmation of village boundaries in Rancabali Sub-district, Bandung District, West Java Province, Indonesia. The Rancabali sub-district consists of five villages whose boundaries must be affirmed and defined. According to the Minister of Home Affairs Regulation Number 45 of 2016 in the determination and affirmation of village boundaries, it is defined as administrative boundaries inter-villages that are juridical. This study aims to determine and confirm village boundaries based on the methodology contained in Minister of Home Affairs Regulations number 45 of 2016 by producing the village's administrative boundaries from the results of cartometric technical agreements. The data of this study were sourced from village boundary data in a participatory manner by villages in Rancabali Sub District using cartometrics. Because the Minister of Home Affairs Regulation Number 45 of 2016 stipulates that the determination and affirmation of regional boundaries are carried out cartometrically so that the application of this method needs to be carried out on the determination of village boundaries. The results of this research resulted in technical agreements and maps of village/kelurahan administrative boundaries in Rancabali District. In the technical agreement activities carried out, it was possible to identify the boundaries between villages/kelurahan in Sukaresmi Village, the maps of Indragiri Village and Cipelah Village resulted in an agreement. Patengan Village and Alamenda Village still have areas where they disagree.

Abstract

This study explores the spatial analysis of flood-prone areas in Rajabasa by utilizing Digital Elevation Model data from DEMNAS and high-resolution aerial photographs obtained via commercial drones. The research aims to understand the region’s flood dynamics and watershed characteristics. The elongated shape of the Rajabasa basin, with a calculated circularity ratio (Rc) of 0.19, indicates that runoff follows the existing stream network, resulting in gradual and prolonged flood events. Field surveys were conducted to validate land cover data, revealing that the majority of the area was residential and classified under Hydrology Soil Group (HSG) D, leading to high Curve Number (CN) values between 88 and 93. These values suggest that nearly all rainfall converts to runoff, exacerbating flooding conditions. Effective flood management strategies were proposed by focusing on areas with the highest CN values and integrating long-term land improvement with short-term flood control infrastructure. The study also highlights the importance of preserving natural drainage lines, which are often overlooked, for enhancing flood mitigation, educating residents about floodplain management, and implementing proper land use regulations. The findings underscore the necessity of combining spatial analysis, high-resolution data, and targeted flood management strategies to mitigate flood risks in Rajabasa and similar flood-prone areas.

Abstract

Climate change has increased the frequency and severity of urban flooding worldwide. This research utilizes Google Earth Engine (GEE) and Sentinel-1 synthetic aperture radar (SAR) imagery to detect, map, and analyze flood inundation in Bandung City, Indonesia, from 2014 to 2023. Our workflow combines radiometric calibration, Lee speckle filtering, and Otsu thresholding implemented through GEE's JavaScript API to delineate flooded areas in all weather conditions at 30 m resolution. The results show clear spatial and temporal fluctuations in inundation levels, with peaks in flood coverage in 2016, 2020 and 2021. This approach identifies recurring inundation points and supports targeted disaster management interventions such as prioritized drainage improvements, flood forecasting systems, and nature-based solutions to improve flood resilience in Bandung City by rapidly processing a decade of data in the cloud.

Abstract

The granting of a brand to a product of goods or services can also prevent unfair business competition, with the brand of a product or service being able to distinguish its origin, quality and guarantee that the product is original. A high-priced product is usually not because of the product itself, but the influence of the brand. In the case obtained by the author, the panel of judges is of the opinion that the lawsuit for the cancellation of the mark is not accepted because the goods in dispute are not of the same type. The Supreme Court argues that until now there has been no Government Regulation as a follow-up to Article 6 paragraph 2 of Law Number 15 of 2001 concerning Marks. Based on the plenary meeting of the civil chamber as outlined in the Circular Letter of the Supreme Court Number 03/BUA.6/HS/SP/XII/2015, it has been agreed that the lawsuit for the cancellation of a mark which has essentially different similarities, the lawsuit must be declared not accepted and the verdict -the previous Supreme Court decision regarding the same mark for goods of a different kind is no longer guided by the guidelines; is a cumulative-critical legal case study that is based on a collection of information, the existence of cause and effect to then draw conclusions; Based on the description of the legal analysis above, the authors draw two conclusions, namely: 1. The decision of the Panel of Judges is not quite right. 2. The legal consequences of the Supreme Court's Decision Number 29 PK/Pdt.SusHKI/2016 which was decided with a verdict that cannot be accepted in the last legal effort of the PK, has permanent legal force.

Abstract

This study analyzes the Supreme Court’s decision in Case No. 12 P/HUM/2024, which annulled Presidential Regulation No. 53 of 2023 for contradicting the 1945 Constitution and financial management laws. The regulation, as a legal product, created unequal accountability between regional heads and legislatures, raising risks of injustice and misuse of funds. The Court emphasized that its drafting process lacked transparency and public participation, thus violating the principles of good governance. Although the annulment created temporary legal uncertainty in regional financial management, the government addressed the issue through a Joint Circular as transitional guidance. This decision highlights the importance of aligning legal products with constitutional values and reinforcing government governance based on rule of law, accountability, equality, and participation.

Abstract

Environmental pollution from wastewater and soil contamination remains a critical global concern, with current treatment methods often facing limitations in scalability, cost, or environmental safety. Biochar, a carbon-rich material derived from biomass pyrolysis, has emerged as a sustainable adsorbent for heavy metals and organic pollutants. While its use in environmental remediation is well-established, the fate and reuse of spent biochar have received limited attention. This comprehensive review explores the untapped potential of used biochar, particularly for the removal of hexavalent chromium (Cr(VI)) from wastewater and its role in enhancing soil fertility. We critically analyze current practices, mechanisms of Cr(VI) removal using spent biochar, regeneration techniques, and field applications, while highlighting circular economy frameworks that promote resource efficiency. The study integrates empirical evidence from recent case studies and offers policy recommendations to support large-scale implementation. This work is the first to provide an integrative review of the reuse of spent biochar with a dual focus on wastewater treatment and soil enhancement, underpinned by a circular economy perspective. It addresses critical research gaps by evaluating regeneration techniques, post-use functionality, and practical field applications, thereby positioning spent biochar as a viable, low-cost, and eco-friendly alternative in environmental management systems.
