Abstract

Urban flooding in low-lying coastal zones like Way Lunik, Bandar Lampung, presents a growing challenge driven by rapid land use change, degraded infrastructure, and limited hydrological planning. This study combines high-resolution UAV-derived Digital Surface Models (DSM), national elevation data (DEMNAS), satellite imagery, and field-based drainage surveys to analyze flood risk in the Way Lunik watershed. Hydrological modeling shows that the watershed acts as a terminal catchment with low slopes and only two main discharge points, making it prone to runoff accumulation and tidal backflow. Significant mismatches between modeled and observed drainage patterns stem from blocked channels, informal settlements, and outdated infrastructure. Land cover analysis (2017–2023) reveals substantial growth in impervious surfaces, especially over former green or agricultural areas, increasing runoff and decreasing infiltration. Field surveys confirm drainage blind spots, unplanned flow paths, and encroached outlets in industrial and residential zones. The study also maps building types and clusters of flood-prone areas, often overlapping with marginalized neighborhoods and public facilities. By integrating elevation data, UAV imagery, and ground mapping, this research provides a spatially detailed assessment of urban flood hazards, emphasizing the importance of watershed-scale planning, infrastructure renewal, and the role of UAVs in adaptive flood risk management.

Abstract

The implementation of Indonesia’s National Strategic Projects (PSN) increasingly relied on the exchange of local government assets, particularly land, through ruilslag mechanisms, raising critical issues of justice, accountability, and the protection of public interests. Local governments occupied an ambiguous position as both public authorities and civil law actors, complicating the governance of public asset transfers. Using a normative-empirical legal research method, this study analyzed statutory regulations, regional legal instruments, and official asset swap documents, supported by a case study of Bulungan Regency and interviews with key stakeholders. The findings revealed procedural inconsistencies, limited transparency, and unequal bargaining power in asset transactions, indicating that existing legal frameworks were often inadequately implemented to ensure substantive justice. The study concluded that local governments require stronger institutional, fiscal, and regulatory support to manage public assets effectively, and that PSN-related asset exchanges must integrate legal safeguards, public participation, and long-term social considerations to avoid becoming merely technocratic instruments of central government policy.

Abstract

Natural resources are utilized for the development and community welfare. Economic potential, however, is made easy by the community so that illegal mining occurs, even though the government accommodates access rights for the community. The purpose of this article is to analyze the existence of rights for the community to access minerals and coal mining. The approach used is a doctrinal approach. The research results: first, limitations and permit procedures become obstacles to individual access. Secondly, post-mining environmental restoration is imposed on local governments so that it becomes a tug of war in considering economic potential and post-mining obligations, which ultimately hinders the fulfillment of community access rights. As a welfare state, government policies related to this matter should consider allocating community mining areas with potential mineral content and preparing human resources through training to create security for the community and awareness of environmental damage.

Abstract

This study uses a quantitative approach with a descriptive evaluative type to assess the effectiveness of the School Literacy Movement Program (GLS) in elementary schools in Gunung Kidul Regency, Yogyakarta. In this Context, reading literacy challenges are still evident in the uneven interest in reading, limited and diverse reading materials, variations in the readiness of school facilities/infrastructure, and parental involvement and consistency in implementing literacy activities. The study evaluated GLS using the CIPP (Context, Input, Process, Product) model based on the perceptions of program implementers (principals and teachers). Data were collected through questionnaires from 9 principals and 54 teachers in 9 elementary schools and analyzed using IBM SPSS Statistics 29 (mean and standard deviation). The results show Context = 3.55 (very good), Input = 3.35 (very good), Process = 3.10 (good), and Product = 3.50 (perfect). These findings confirm that GLS has a strong policy foundation and adequate resource support, followed by generally exemplary implementation, and contribute to improving students' reading literacy. The implementation of GLS at Gunung Kidul Elementary School is effective. However, it needs to be strengthened in terms of process, especially consistency of implementation, active student participation, diversification of reading materials, support from parents/community, and ensuring the sustainability of resources so that the program's impact is more equitable and sustainable.

Abstract

This study aims to determine the water quality status of the Musi River in Palembang City in the dry season (July) and the rainy season (October) using the STORET and Pollution Index (PI) methods, as a scientific basis for evaluating seasonal pollution dynamics and supporting sustainable river management. Water samples were collected from four representative sampling sites along the Musi River in Palembang City, representing the upstream reach, industrial zone, urban reach, and downstream section. Primary data were obtained from field measurements of physical and chemical parameters, while secondary data were obtained from water quality standards and related literature. Water quality determination using the STORET method was based on deviations from regulatory standards, while the PI method estimated the average pollution load. The results show that several parameters exceed the allowed limits, with the STORET method generally classifying the river as moderately polluted, whereas the PI method classifies it as lightly polluted. This study evaluated the water quality of the Musi River in Palembang City using the STORET method and the Pollution Index at four sampling locations in the dry and rainy seasons. The STORET analysis showed that four points fell into the moderately polluted category (score: -12 to -20), while the PI method showed lightly polluted throughout the area (Pij score: 2.29 to 3.07). The results underscore the urgent need for integrated pollution management to ensure regulatory compliance and protect ecosystems.

Abstract

According to the WHO, nearly the entire global population, at approximately 97%, is exposed to air contaminated with pollutants exceeding the WHO guideline threshold. Air pollution results from the coalescence of pollutants with atmospheric air and has become a global challenge, primarily impacting the most significant urban areas worldwide. The Greater Jakarta, or Jabodetabek, is the world's second-largest metropolitan region, with a population of around 34.6 million distributed across 14 municipalities and cities. The high-intensity human activities in Greater Jakarta have severely deteriorated the air quality. This study employs a holistic approach, utilising spatiotemporal analysis and quantitative-descriptive methods to investigate the atmospheric concentrations of CO, NO₂, and SO₂ in Greater Jakarta and its surrounding areas. The spatial distribution patterns of pollutants and their driving factors, including stationary and climatic factors, are investigated during July-December 2023. Results indicated that CO, NO₂, and SO₂ concentrations are significantly above the thresholds defined by the WHO, particularly during the dry season. It is found that the combination of stationary sources, including coal-fired power plants and industrial areas, along with climatic factors, significantly affects pollutant dispersion. These findings underscore the urgent need for stricter emission controls in coal-fired power plants and industrial areas to mitigate the effects of air pollution on public health.
