Abstract

This research analyzes bureaucratic transformation by optimizing village officials in Gorontalo Regency. Based on the research gap results, this study aims to analyze how bureaucratic transformation optimizes the role of village officials in providing public services. The academic interest of this research is to contribute new knowledge in the bureaucratic transformation field, especially through optimizing village officials. In addition, the practical importance is also quite significant, where this research can guide local governments and related stakeholders regarding strategies and concrete actions that can be taken to improve the quality of public services, bureaucratic efficiency, and responsiveness to community needs. This research uses simple descriptive statistics and is processed using the Nvivo 12 plus application. The community and local government want renewal or transformation in the bureaucratic structure of the village apparatus. The findings in the field are that the local government conducts competency mapping of village officials by conducting Computer Assisted Test (CAT) tests. The test results showed that of the 2089 participants who took part in the selection, only 179 people were ineligible, 50 people did not take the test, while those who passed the selection amounted to 1860. The transformation of the village bureaucracy was carried out through three steps, namely increasing the capacity of village officials, simplifying administrative procedures, and strengthening the supervisory system. The simplification of administrative procedures aims to reduce excessive bureaucracy and speed up public services. Strengthening the supervisory system also plays an important role in improving accountability and transparency.

Abstract

This research aims to find out (1) the implementation process of the billboard tax collection policy in Gorontalo City, and (2) the factors determining the success of the billboard tax collection policy in Gorontalo City. This research uses a descriptive qualitative method by using data sources conducted through in-depth interviews with informants. The research findings show that the Implementation Process of the Reclame Tax Collection Policy in Gorontalo City is good in planning, implementation, monitoring, and evaluation. In general, it has been implemented but is not optimal. In the implementation stage, it has not been optimal in terms of annual realization revenue. In the monitoring and evaluation stage, has been through meetings but has not shown the suitability between the implementer's achievements and what was targeted in the planning. Factors that determine the success of the Implementation of the Billboard Tax Collection Policy in Gorontalo City communication, the attitude of implementers, and the bureaucratic structure have been implemented well. As for resources, they have limited human resources.

Abstract

This research aims to find out (1) the Implementation of the Family Hope Programme (PKH) in Poverty Alleviation in Talumolo Village, Dumbo Raya Sub-district, Gorontalo City (2) the Determinant Factors of PKH Success in Poverty Alleviation in Talumolo Village, Dumbo Raya Sub-district, Gorontalo City. This research uses a descriptive qualitative method, while the data collection techniques used are interviews, field observations, and documentation. Based on the results of the research, it is known that the implementation process of the Family Hope Program (PKH) in Poverty Alleviation in Talumolo Village, Dumbo Raya District, Gorontalo City, which consists of Planning, Determination of KPM PKH, Distribution of Assistance, Assistance, and Membership Transformation has been carried out well but there are still obstacles, namely frequent changes in regulations, and the end of PKH membership through the social assistance check application. Abstract

This research is entitled The Essence of the Main Thoughts of the DPRD in Equitable Regional Development, with the formulation of the problem: what is the development planning process in Gorontalo Province?, what is the process for preparing the Main Thoughts (POKIR) of the DPRD?, how is the process for preparing the Regional Government Work Plan (RKPD) )?, what are the steps for synchronizing POKIR with the RKPD in Gorontalo Province?. While the research method used is a qualitative method. The Main Thoughts (POKIR) DPRD is a program of regional development activities obtained by DPRD members based on minutes of meetings, hearings, or the results of absorption of aspirations through recess, which are then entered into the Regional Government Information System (SIPD) in the form of Programs and Activities. This is done considering the existence of the DPRD as the representative of the people who are expected to accommodate and accept the various aspirations of the citizens so that their difficulties are resolved and their needs are met. Of course, the community expects the DPRD's role to continue and fight for their aspirations to receive a budget or improve facilities from the government. The topic of discussion regarding the essence of the DPRD's main thoughts in the distribution of regional development will be directed to the discussion on the active role of the DPRD in absorbing, accommodating, and fighting for the aspirations of the citizens, which are outlined in the Regional Revenue and Expenditure Budget (APBD).

Abstract

This study aims to find out the performance of vehicle operation supervision, in this case motorized rickshaws as transportation in the province of Gorontalo. This study used a qualitative descriptive method with data collection techniques using observation and literature review through data from the Department of Transportation. The results of this study indicate that the supervision from the aspect of human resources or field officers is inadequate. The average education of field officers was still high school graduates and had not attended any trainings that supported organizational tasks, therefore there were no officers who were devoted to supervising bentor in operation. So that this has the effect of being less effective in supervising the operating areas. In order to optimize supervision, it is necessary to have sanctions so that people who break the law or commit fraud can find out their mistakes and not repeat them and be disciplined if they comply with the rules.

Abstract

This study aims to determine the magnitude of the influence of leadership, and the work environment on the work effectiveness of employees in the Gorontalo City Investment and Integrated One-Stop Service. The research approach used is quantitative methods. Sources of data in this study are primary data that is carried out using questionnaires on respondents who have met the standards of the study sample. The data analysis technique used is multiple regression analysis using SPSS program assistance. The results of the study show that (1) Leadership has a positive but not significant effect on the effectiveness of employees in Gorontalo Investment and One-Stop Services in the City of Gorontalo. This is because based on the results of the descriptive analysis shows that the Leadership variable lies in the criteria that are "quite good". (2) The work environment has a positive and significant effect on the work effectiveness of employees in the Gorontalo City Investment and One Stop Service. Meanwhile, the results of the descriptive analysis show that the working environment variable lies in good criteria. (3) Leadership and workplace environment together have a positive and significant effect on the variable work effectiveness of employees in the Gorontalo City Investment and One Stop Service. The determination coefficient or R Square number is 0.493. This value shows that as much as 49.3% variability The work effectiveness of Gorontalo Capital Investment Service and Integrated One-Stop Service staff can be influenced by Leadership and Work Environment while the remaining 50.7% is influenced by other variables not examined in this study. Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh kepemimpinan dan motivasi kerja terhadap kinerja pelayanan publik di Dinas Pendidikan dan Kebudayaan, Provinsi Gorontalo. Pendekatan dalam penelitian ini yakni kuantitatif dengan metode ex-post facto. Pengumpulan data dalam penelitian ini dilakukan dengan kuesioner. Adapun jumlah sampel sebanyak 50 orang yang diperoleh proses sampeling jenuh. Analisis data dalam penelitian ini yakni analisis kuantitatif inferensial regresi berganda. Hasil Penelitian menunjukan bahwa (1) Kepemimpinan berpengaruh positif dan signifikan terhadap kinerja pelayanan publik di Dinas Pendidikan dan Kebudayaan Provinsi Gorontalo dengan nilai pengaruh sebesar 36,40%. (2) Motivasi kerja berpengaruh positif dan signifikan terhadap kinerja pelayanan publik di Dinas Pendidikan dan Kebudayaan Provinsi Gorontalo dengan nilai pengaruh sebesar 29,20%. (3) Kepemimpinan dan motivasi kerja secara simultan berpengaruh signifikan terhadap kinerja pelayanan publik di Dinas Pendidikan dan Kebudayaan, Provinsi Gorontalo dengan nilai pengaruh sebesar 65,60%. Sisanya sebesar 34,40% dapat dipengaruhi oleh variabel lain yang tidak diteliti dalam penelitian ini seperti faktor manajemen karir, kompetensi, tunjangan kinerja, kepuasan kerja, komitmen organisasi, stres kerja pegawai dan pengelolaan konlik pegawai serta sarana dan prasarana dalam pelayanan publik.

Abstract

ABSTRAK Penelitian ini bertujuan untuk (1)Untuk mengetahui bagaimana Implementasi Kebijakan Siransija di Dinas Pendidikan dan Kebudayaan Provinsi Gorontalo dilihat dari integritas, etos kerja dan gotong royong.(2)Untuk mengetahui model implementasi kebijakan yang mendukung keberhasilan Implementasi Kebijakan Siransija di Dinas Pendidikan dan Kebudayaan Provinsi Gorontalo dilihat dari kepatuhan aparatur, kelancaran rutinitas dan tiada masalah dan kinerja kebijakan. Penelitian ini menggunakan metode pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif, dan menggunakan teknik penggumpulan data yang dilakukan dengan observasi, wawancara dan dokumentasi. Berdasarkan hasil penelitian yang dilakukan bahwa 1. Berdasarkan hasil penelitian impelentasi kebijakan aplikasi siransija di Dinas Pendidikan dan Kebudayaan Provinsi Gorontalo berdasarkan aspek (1) Integritas pegawai sudah berjalan baik dilihat dari indiktor pendukungnya : aturan tentang presensi kehadiran dan punishmen pengurangan tunjangan dan gaji namun secara kosisten tentang presensi kehadiran disistem dan apa yang ada ditempat kerja serta komitmen pegawai setelah absen belum efektif (2) etos kerja yang ditunjukan sudah baik dilihat dari tanggung jawab pekerjaan yang dilakukan berjalan baik serta kerja keras yang ditunjukan sudah baik namun peranan pemimpin dalam menjadi contoh sangat diperlukan (3) secara gotong royong sudah baik karena adanya faktor pendukung yaitu absensi tambahan ditiap kegiatan serta pengawasan pemimpin, kerja tim yang baik menujukan tingkat kebersamaan dditiap bidang sudah baik. 2. Berdasarkan model impelementasi kebijakan dalam implementasi kebijakan aplikasi siransija di Dinas Pendidikan dan Kebudayaan Provinsi Gorontalo (1) Kepatuhan aparatur pegawai dalam kebijakan siransija sudah baik faktor pendukung dari aturan presensi kehadiran dalam penilaian integritas,sasaran kinerja pegawai yang harus dipenuhi dalam etos kerja serta absensi tambahan dalam kegiatan bersama namun peranan pemimpin dalam menjadi contoh akan berpengaruh besar terhadap kepatuhan pegawai(2)Kelancaran fungsi yang masih ditemukan kendala berkaitan dengan sinyal dan jaringan, peningkatan dan pengoptimalan sarana dan prasarana pendukung dapat meminimalisir masalah yang timbul dari fungsi kebijakan(3) Dampak dari kinerja kebijakan menunjukan peningkatan pada integritas, etos kerja dan gotong royong yang ada walaupun belum sempurna.

Abstract

Tujuan penelitian ini untuk mengetahui implementasi kebijakan hewan lepas di kecamatan Bone Raya Kabupaten Bone Bolango. penelitian ini menggunakan pendekatan studi kasus dengan jenis penelitian yang digunakan adalah metode kualitatif. Hasil Penelitian menunjukkan bahwa implementasi kebijakan dalam hal ini Peraturan Daerah Nomor 39 Tahun 2006 tentang penertiban hewan lepas, dilihat dari segi Perencanan, Pelaksanaan, Evaluasi. Demikian terdapat beberapa faktor yang mendukung implementasi kebijakan yakni Komunikasi, Sumber Daya, Disposisi, dan Struktur Birokrasi

Abstract

The aim of this research is to determine and describe the Village Head's Leadership in Improving Employee Performance at the Bolihuangga Subdistrict Office, Limboto District, Gorontalo Regency. The data collection techniques used are observation, interviews and documentation. Based on the results of field research, the Village Head's Leadership in Improving Employee Performance at the Bolihuangga Village Office, Limboto District, Gorontalo Regency. Viewed from the aspects of Leadership as an Innovator, Leadership as a Communicator, Leadership as a Motivator, and Leadership as a Controller. There are still problems found, including, firstly, Leadership as an Innovator, where the Bolihuangga Village Head has not been able to create and provide innovation to employees at work, and the Bolihuangga Village Head is still lacking in encouraging his employees to create new things to improve performance, this causes The lack of creativity in work and innovation development in the Bolihuangga sub-district office, such as the condition of the rooms in the Bolihuangga sub-district office which are unstable and not neatly arranged. Secondly, Leadership as a Controller still lacks supervision from a village head as a leader which results in decreased employee performance which can be seen from the inaccuracy of entry times and work which is often postponed by employees.
