The Indonesian state has made an important contribution to the development of international climate law by implementing efforts to reduce greenhouse gas emissions and protect environmental sustainability. By collaborating with other countries, Indonesia has also actively participated in negotiations on global agreements on climate change. Indonesia has also implemented regulations and programs for greenhouse gas emissions and deforestation, prioritizing ecosystems, which aim to improve ecosystem balance through sustainable forest and land management. Indonesia has pledged its commitment to overcoming climate change, remembering that Indonesia has peat soil and is rich in natural energy sources that can be used as renewable energy sources, developing renewable energy is a substitute for reducing fossil fuels that trigger greenhouse gas emissions. Indonesia has also developed an action concept aimed at reducing emission problems by up to 29% by 2030. RAN GRK is integrated through national agendas such as Nawacita and RAN (National Action Plan). In conducting research, the author uses normative legal research methods by accumulating information in the form of legal products. And with cooperation from developed countries as the largest contributors to gas emissions, developing countries should be able to collaborate well in carrying out efforts to develop international climate legislation.

This legal scientific paper not analysis in depth role e-government in mitigating the impact of climate change in the Riau Islands region. As it is known that climate change is a serious topic of discussion for every country. The climate change that is happening in the Riau Islands region has an impact on almost all sectors ranging from health, agriculture, to changes in the number of islands in the Riau Islands. The preparation of this paper was carried out using normative and empirical methods through literature studies and interviews and observations so that the results of the analysis are described descriptively to find out the answers to the legal issues under study. The results of the research and discussion show that the impact of climate change in the Riau Islands over the past 20 years has triggered floods, extreme weather, extreme waves and abrasion, forest and land fires, and landslides. A number of risks resulting from these natural disasters can be prevented and minimized through mitigation measures by the Riau Islands Provincial Government. The e-government service through Kepri Smart Province has in fact not accommodated the public's need for disaster mitigation, so that currently the community still relies on two main mobile applications namely InaRISK Personal and BMKG Info. It is hoped that in the future the Riau Islands Provincial Government can develop and optimize the Riau Islands Smart Province service through the existence of a special service that provides information and early warning of disasters throughout the Riau Islands.

AbstractThe development of information and technology has brought the economy to a new stage known as e-commerce. The presence of e-commerce also presents a new problem in society, namely the presence of a disclaimer. To examine these problems, this research uses normative legal research methods. This research shows that the disclaimer is a form of standard clause. As a form of e-commerce consumer protection, the standard clause must comply with the provisions regarding standard clauses as stipulated in statutory regulations. In Indonesia, e-commerce is regulated in Law No. 19 of 2016 concerning Electronic Information and Transactions. So, the implementation of the disclaimer in e-commerce transactions must be adjusted to the existing laws in Indonesia. Keywords: E-Commerce; Disclaimer; Consumer Legal Protection.

In accordance with Government Regulation "Perpres No. 52 of 2020," the construction of a Special Infection Hospital (Rumah Sakit Khusus Infeksi/RSKI) was completed, and the BMN administration was transferred to the Ministry of Defense. Currently, the RSKI functions as an emergency clinic dedicated to treating COVID-19 patients explicitly. Once the pandemic is declared over, the RSKI will serve as a medical clinic for maintenance purposes. This study aims to examine and analyze the establishment of the RSKI from legal perspectives. It also to identify challenges or obstacles encountered by the Batam City Government pursuant to the construction of the RSKI for the purpose of treating and reducing the Covid-19 patients. Hence, this study utilized socio-legal research by collecting primary data through in-depth interviews with stakeholders, The secondary data was also used and collected through library research. Both data were analyzed by using qualitative approaches. It was found that the establishment of the RSKI was based on Law Number 44 of 2009 on Hospital. However, the Batam City Government remained to face challenges in handling the Covid-19 pandemic because of a lack of people’s awareness on health protocols, consequently many of them rejected the Covid-19 vaccines. Furthermore, Batam City was pointed as the entry point of the repatriation of Indonesian migrant workers from Malaysia and Singapore. The RSKI had fewer adequate facilities to provide effective treatments to the Covid-19 patients.

Personal data leakages have been experienced by both Indonesia and South Korea. To ensure the protection of privacy rights relating to personal data, both countries have promulgated special laws, namely the Indonesian Personal Data Protection Law (PDP Law) and the South Korean Personal Information Protection Act (PIPA). This study aims to compare the two laws to ascertain their similarities and differences by adopting a comparative law approach. The study found that similarities exist in the two laws. They are to protect personal data and confer rights on data subjects. In the absence of explicit consent given by data subjects, data controllers and processors are prohibited from collecting and processing the data with some exceptions. They also mandate a special institution that is tasked to investigate and sanction data controllers and processors when they conduct data infringement. There are inherent differences in the two laws. PIPA is designed to be the framework legislation and PDP is designed to be a special statute. Additionally, PIPA mandates the institution dealing with personal data protection without referring to any other law but the Act itself.  PDP Law clearly states that further provisions relating to this institution will be governed by Presidential Regulation.

Welfare constitutes a goal of the Indonesian State as mandated in the 1945 Constitution. The concept of welfare in Indonesia must be in accordance with Pancasila as the ideology of the Indonesian state. The purpose of this study is to analyze the concept of welfare from the Pancasila perspectives and its manifestation in the Sea Tribe community in Lingga Regency. The method in this study is empirical research with socio-legal approaches. The results of the study show that the welfare based on the Pancasila perspectives is the fulfillment of the rights of society, namely the rights to health, education, housing and adequate income. The realization of this right remains to be a challenge for the Sea Tribe in Lingga Regency, even though the local government has taken adequate regulatory measures by establishing a regional regulation regarding the empowerment of the Sea Tribe community. Therefore, contextual and concretes measures are needed through the integration of work programs in the education, health and social sectors. Public participation is also needed in supporting the government program.

In 2020, a hoax was disseminated through social media in Batam City, claiming that the captain of the Virginia Ship had contracted Covid-19. This hoax immediately caused significant concern among the residents of Batam City, as the ship was anchored in their city. This study aims to identify the strategies employed by the Regional Police of Riau Islands Province to combat hoaxes, specifically focusing on the case of the Virginia Ship. To achieve this objective, socio-legal research was conducted, which involved in-depth interviews with relevant stakeholders from the Regional Police of Riau Islands Province. Additionally, secondary data collected through library research was utilized. All data was qualitatively analyzed. The findings of the study indicate that the enforcement of laws against hoaxes on social media pertaining to COVID-19 news in Batam City has been effective. This success can be attributed to the establishment of a Cyber Crime Investigation Satellite Office situated at the Kepulauan Riau Regional Police headquarters.
