Abstract

This study aims to map the development of research and scientific publications related to strategies to improve the quality of human resources in Indonesian government administration. This research uses the Sytematic Literature Review (SLR) approach by following the PRISMA protocol and analyzing 64 relevant scientific articles from the Dimension database, published in 2013-2024. The analysis was conducted using VOSviewer to identify topic clusters, related concepts. As well as research trends. The results revealed that there are five main clusters that are dominant and relevant in the development of human resources for government officials, namely: education, HR management, technology, digital literacy, bureaucratic reform, and public service innovation. The education cluster emerged as the most dominant theme, showing the importance of literacy and continuous training in supporting the digital transformation of the bureaucracy. This research makes a significant contribution to the development of ASN capacity building policies through a data-based approach and scientific trends. In addition, these findings also serve as a strategic reference in strengthening HR management systems and technology-based governance. The limitation of this study lies in the data source that only comes from the data dimension, so that the coverage of the literature does not represent the whole of various relevant sources. Therefore, future studies are advised to combine data from various reputable databases such as Scpus, Web of Science, and EBSCO for more comprehensive results. Abstract

The expansion of Indonesia’s digital economy has amplified the demand for privacy-preserving technologies, particularly in the e-commerce sector. This study explores the implementation of Differential Privacy (DP) to strike a balance between data utility and regulatory compliance. Through simulations involving BPS microdata, synthetic modeling via SmartNoise, and financial time series from Bank Indonesia, we applied calibrated DP mechanisms and evaluated performance using utility metrics (MAPE, MAE, AUC) across varying epsilon (ε) values. Results indicate that ε values between 1 and 3 offer optimal privacy-utility trade-offs, preserving analytical accuracy while ensuring compliance. The findings highlight SmartNoise’s usability and ISO 27559's role in promoting privacy by design. This work contributes a practical framework for DP adoption in Indonesia’s e-commerce sector, with broader relevance for Southeast Asia.

Abstract

The Role of Bawaslu in Supervising the Neutrality of State Civil Apparatus in the 2024 Pilkada in Pinrang Regency. Supervised by Sapri and Kamaruddin Sellang.This research aims to understand and analyze the role of the Election Supervisory Board (Bawaslu) of Pinrang Regency in overseeing the neutrality of the State Civil Apparatus (ASN) in the 2024 Regional Election. The focus of the research includes three main aspects, namely: (1) prevention (preventive) (2) active supervision (3) law enforcement. The research results show that the Pinrang Regency Bawaslu has carried out its functions through preventive efforts by socializing the principle of ASN neutrality both formally and informally. Active supervision is conducted both directly in the field and digitally through social media monitoring. Law enforcement is carried out through coordination with the National Civil Service Agency (BKN) and the GAKUMDU Center. However, supervision still faces challenges such as budget and human resource limitations. Violations of ASN neutrality often occur in symbolic forms in the digital space and through indirect participation in campaign activities, reflecting a lack of understanding of the principle of "impartiality and non-involvement" as explained by Yamin (2013). Thus, strengthening institutional frameworks, enhancing the capacity of supervisors, and providing continuous education to ASN are crucial for achieving more effective oversight and maintaining the integrity of democracy at the local level.

Abstract

Penulisan ini bertujuan untuk mengetahui analisis kepuasan masyarakat di Kantor Kelurahan Benteng, untuk mengetahui pelayanan administrasi kependudukan di Kantor Kelurahan Benteng, dan untuk mengetahui faktor–faktor yang memengaruhi pelayanan administrasi kependudukan di Kantor Kelurahan Benteng. Populasi 40 orang dan sampel sebanyak 40. Teknik pengumpulan data yang dilakukan dalam penulisan ini adalah menggunakan teknik observasi, wawancara, studi pustaka, dan kuesioner. Data yang terkumpul kemudian dianalisis dengan menggunakan tabel frekuensi dan persentase. Hasil penelitian ini menandakan bahwa kepuasan masyarakat dengan nilai yaitu 70,71% termasuk dalam kategori baik. Pelayanan administrasi kependudukan yaitu 67,4% termasuk dalam kategori baik. Sedangkan faktor-faktor yang memengaruhi pelayanan administrasi kependudukan di Kantor Kelurahan Benteng terdiri dari faktor kesadaran 70%, faktor aturan 68,5%, faktor organisasi 66,5%, faktor pendapatan 71%, faktor kemampuan keterampilan 62%, dan faktor sarana pelayanan 68,5%, dengan capaian 67,75% termasuk dalam kategori baik.

Abstract

Organizational culture is a system of values and norms that apply in the work environment and influence how employees provide services to the community. This study aims to determine the extent of the influence of organizational culture on the service quality of employees at the Puncak Harapan Village Office, Maiwa Sub-district, Enrekang Regency, as well as to identify the factors that influence this organizational culture.This research uses a descriptive quantitative method, with data collection techniques through observation, questionnaires, and literature studies. The sample in this study consisted of 81 community members out of a total population of 487 people who had received services from the village office staff. The data obtained were analyzed using validity tests, reliability tests, and simple linear regression with the help of IBM SPSS version 26. The results of this study indicate that organizational culture has a significant influence on the service quality of employees at the Puncak Harapan Village Office, Maiwa Sub-district, Enrekang Regency. Based on the recap of the organizational culture variable, the percentage result of 70% falls into the “good” category, and the service quality variable also falls into the “good” category with a percentage of 68%. Meanwhile, the factors influencing organizational culture towards service quality resulted in 64%, which is also in the “good” category

Abstract

This study examines community empowerment models in development planning to identify the most effective and relevant across various socio-political contexts. It examines central themes, research trends, and challenges in community empowerment through a systematic literature review and bibliometric analysis. The article search was conducted comprehensively using the Scopus database, focusing on publications from 2014 to 2024 to ensure a focus on the most recent developments in the field. The results indicate that the Asset-Based Community Development (ABCD), Participatory Rural Appraisal (PRA), and Community-Led Development (CLD) models are the most effective approaches for empowering communities when supported by robust institutional frameworks and adapted to local contexts. This study also highlights the importance of institutional support and a deep understanding of external power structures in enhancing the resilience and sustainability of community empowerment initiatives. These findings suggest the need for further exploration of the interactions between these empowerment models and external factors, such as economic pressures and social hierarchies, to develop more adaptive and contextually appropriate strategies. Further research is also needed on the scalability and long- term sustainability of these models, particularly in diverse and evolving development settings, to ensure that community empowerment efforts can effectively address the complexities of modern development challenges.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh gaya kepemimpinan terhadap kualitas pelayanan publik di Desa Bila Riase, Kecamatan Pitu Riase, Kabupaten Sidenreng Rappang. Pelayanan publik merupakan tanggung jawab utama pemerintah desa dalam memenuhi kebutuhan masyarakat, namun masih ditemukan permasalahan seperti rendahnya disiplin aparatur desa dan keterbatasan sarana prasarana yang berdampak pada kualitas layanan. Penelitian ini menggunakan metode kuantitatif dengan pendekatan deskriptif. Data diperoleh melalui observasi, penyebaran kuesioner, dan studi pustaka, dengan populasi masyarakat penerima layanan publik serta sampel sebanyak 33 responden. Hasil penelitian menunjukkan bahwa mayoritas responden menilai gaya kepemimpinan Kepala Desa kurang efektif, khususnya pada aspek pengambilan keputusan, pola komunikasi, dan pengendalian emosi. Rata-rata jawaban responden cenderung pada kategori kurang setuju, yang mencerminkan rendahnya kepuasan masyarakat terhadap kualitas pelayanan publik. Temuan ini membuktikan bahwa gaya kepemimpinan berpengaruh signifikan terhadap pelayanan yang diberikan pemerintah desa. Oleh karena itu, Kepala Desa diharapkan dapat mengembangkan gaya kepemimpinan yang partisipatif, komunikatif, dan akuntabel sehingga pelayanan publik semakin optimal dan mampu meningkatkan kepuasan masyarakat.
