Abstract

This study aims to analyze the influence of halal tourism development on the performance of Micro, Small, and Medium Enterprises (MSMEs) in Pangkalpinang City. Halal tourism development is considered a strategic approach to promoting local economic growth based on Islamic values, involving local business actors as providers of Muslim-friendly products and services. A quantitative approach was used, with a survey conducted among 130 MSME actors engaged in the tourism sector. The data were analyzed using multiple linear regression, along with classical assumption tests and hypothesis testing. The results indicate that halal tourism development has a positive and significant effect on MSME performance, as reflected in increased income, market expansion, and product quality improvement. Government support also plays a crucial role in strengthening infrastructure, regulations, and business empowerment. These findings align with Local Economic Theory and the concept of halal tourism, both of which emphasize the importance of leveraging local resources and religious values for sustainable development. The study recommends strong synergy between the government, MSMEs, and local communities to optimize halal tourism potential as a driver of regional economic growth.

Abstract

This study analyzes inclusion policies that ensure the political rights of persons with disabilities, using a Palopo City case study. It uses qualitative research and a case study approach to examine policy implementation from a social inclusion perspective. Data were collected from November 2024 to May 2025 using observation, interviews, and documentation. Informants included election organizers, disability communities, and voters with various disabilities in Palopo City, selected through purposive sampling for their relevance and experience with inclusion policies. The results show that inclusive election policies have been formally adopted. However, there are specific implementation gaps. These include limited physical access to polling stations, incomplete outreach and education for voters with visual and hearing impairments, and restricted involvement of disability communities. Their involvement is limited to just the socialization stage, with no role in planning or evaluation. These findings reinforce social inclusion theory. They underscore the need for a multidimensional approach that covers participation and relationships. This study strongly recommends strengthening synergy among policies, institutions, and the social environment. Effective cross-sectoral coordination among the General Election Commission, local government, and organizations of persons with disabilities is crucial for inclusive elections. This research advances inclusion theory and participatory policy. It highlights the critical importance of a multidimensional approach to creating inclusive, equitable policies.

Abstract

This Community Service Program (PKM) aimed to address fundamental educational challenges—namely the low basic skills in Literacy and Numeracy, and the limited understanding of National Insight (Wawasan Kebangsaan) and Religious Knowledge—among students at the Learning Center (Sanggar Belajar or SB) Sungai Buloh, Selangor, Malaysia. The main issues identified included poor basic reading, writing, and arithmetic (calistung) abilities, along with limited access to adequate formal education. The PKM Team implemented an Integrated Intervention Model combining creative learning methods and educational games based on interactive media (such as flashcards, the “10 Menit Lancar Membaca” book, and the “Spin and Speak” game). The program was carried out over four weeks, encompassing observation stages, collaborative schedule arrangement with the center's management, material delivery, and achievement evaluation. Evaluation results showed significant improvements across four main indicators:1) Literacy: The average reading ability of participants increased from 58% to 85% (a 27% increase), based on tests of basic vocabulary mastery and simple text comprehension.2) Numeracy: The accuracy of basic arithmetic (addition and subtraction) increased from an average of 65% to 89% (a 24% increase). 2) National Insight (Wawasan Kebangsaan): Knowledge of state symbols and important figures increased by 35% from the pre-test score. 3) Religious Knowledge: The percentage of students capable of memorizing a minimum of five short surahs/daily prayers increased from 40% to 75%. Overall, the approach based on the Holistic-Diagnostic approach proved effective. The tangible contribution of this PKM is not only limited to improving students' cognitive and affective competence but also successfully strengthening social and cultural ties between the program implementers and the local community at SB Sungai Buloh.
