Abstract

Along with the time that continues to turn where previously children who were still toddlers were taken care of by their parents until they moved to the village and got a job and were busy to have a partner and offspring and their own lives, on the other hand the parents who used to raise them have now entered old age which should be the child's obligation to take care of parents at that time. The dilemma that occurs between the obligation to care for wives and children and work with caring for parents when they enter old age or old age. Responding to the phenomenon that occurs related to the child's obligation to choose parents when entering old age. So the service team from the Faculty of Law, Goronalo State University conducted counseling in a number of villages which basically had a number of problems related to this, including Kaaruyaan Village, Paguyaman District, Boalemo Regency, Gorontalo Province. The problems raised in this service include the background of children taking care of their own elderly parents at home and children who entrust elderly parents in nursing homes. Legal review of the responsibilities of children who entrust their parents in nursing homes. This research method uses qualitative methods and discussions in counseling, where the research was carried out in the Kaaruyaan Village area. The subjects of counseling are children who care for and children who entrust elderly parents (Elderly) in Nursing Homes. Observation, interviews and documentation. Extension results. The background of children choosing to entrust elderly parents in the orphanage is triggered by a number of things including work, obstacles in communication between family and parents, incompatibility between the wife / husband and parents in the house. While the background of children chooses to take care of their own parents at home, facilitate communication with parents, control physical health, guarantee the needs and needs of parents daily to apply forms of love and affection to parents.

Abstract

Kecenderungan masyarakat bantaran danau dalam memanfaatkan danau sebagai salah satu sumber mata pencaharian dan sebagai tempat tinggal memberikan dampak negatif bagi eksositem danau salah satunya penggunaan alat tangkap ikan yang tidak ramah lingkungan. Program dalam kegiatan pengabdian ini mengedukasi masyarakat melalui kegiatan penyuluhan hukum. Tujuannya supaya masyarakat bantaran dapat mengetahui dan memahami regulasi terkait lingkungan, khususnya dalam menjaga kelestarian danau. Metode yang digunakan dalam kegiatan pengabdian ini adalah mengidentifikasi masalah pada masyarakat bantaran danau. Hasilnya adalah penggunaan alat tangkap tradisional mulai jarang digunakan, bahkan di Desa Iluta Kabupaten Gorontalo alat tangkap tradisional “tinggawango” sudah tidak digunakan lagi dan nelayan beralih ke alat tangkap modern yang cenderung merusak ekosistem danau Limboto, sehingga dibutuhkan kerjasama semua pihak secara berkesinambungan dalam rangka menjaga dan mengawasi danau Limboto dengan tetap melestarikan nilai lokal yang telah dianut, melalui pelatihan, penyuluhan dan pemberdayaan kepada masyarakat bantaran salah satunya dengan tetap menggunakan alat tangkap tradisional yang ramah lingkungan.

Abstract

The Principle of Constante Justitie, or the principle of a simple, fast, and light trial, is intended so that handling cases can be resolved in a short time. It does not need to take a long time. The problem in this paper is: (1). how is the application of the Constante Justitie principle or the simple, fast, and low-cost principle as expected by justitiabellen? (2). How to renew the criminal justice system through the principle of Constante Justitie, which can guarantee justitiabellen satisfaction. This research is normative juridical research, namely legal research that aims to find methods, norms, or das sollen. The results showed that the application of the principles of justice, speed, and light costs that guarantee justitiabellen satisfaction has not been following the mandate of laws and regulations. The renewal of the criminal justice system, especially the Principle of Constante Justitie, which can guarantee justitiabellen satisfaction, has now been pursued by the Supreme Court by issuing various regulations such as the Supreme Court Rules or PERMA or Supreme Court Circulars or SEMA, but it has not been successful.

Abstract

Masalah anak pendek (stunting) adalah salah satu permasalahan gizi yang menjadi fokus Pemerintah Indonesia, Stunting adalah status gizi yang didasarkan pada indeks PB/U atau TB/U dimana dalam standar antropometri penilaian status gizi anak, hasil pengukuran tersebut berada pada ambang batas (Z-Score) -2 SD sampai dengan -3 SD (pendek) dan -3 SD (sangat pendek).Stunting merupakan permasalahan gizi kronis yang menjadi prioritas pembangunan nasional yang tercantum dalam RPJMN 2020-2024. Kabupaten Pohuwato Kecamatan Patilango desa Suka Makmur melakukan metode Akselerasi Pencegahan Stunting di Desa Suka Makmur sebagai panduan dana arah kebijakan bagi pemerintah desa dan masyarakat untuk pencegahan stunting di desa Suka Makmur. Selain itu sosialisasi dan penyuluhan terkait dengan rencana strategis akselerasi pencegahan stunting tersebut kepada kader kesehatan dan masyarakat desa dimaksudkan untuk memberikan pengetahuan sekaligus penyamaan persepsi dalam melakukan ikhtiar kolektif pencegahan stunting di Desa Suka Makmur Kecamatan Patilanggio Kabupaten Pohuwato, serta launching Kader Kesehatan Desa untuk pencegahan Stunting di Desa Suka Makmur Kecamatan Patilanggio Kabupaten Pohuwato dengan tujuan semakin memasifkan akselerasi pencegahan stunting di dusun-dusun hingga ketingkat keluarga.

Abstract

Tujuan penulisan ini adalah mensosialisasikan secara tertulis tentang Musyawarah Lingkungan Hidup sebagai salah satu cara penyelesaian kerusakan lingkungan di Desa Tupa yang dilakukan oleh Tim Pengabdian Fakultas Hukum Universitas Negeri Gorontalo. Musyawarah Lingkungan Hidup merupakan strategi yang diatur dalam draf Peraturan Desa Tupa tentang Pelestarian Lingkungan Hidup sebagai perwujudan dari hasil yang ingin dicapai dalam pengabdian, yaitu terbentuknya dokumen kebijakan pemerintah desa tentang bagaimana penyelesaian kerusakan lingkungan dan kesadaran hukum masyarakat Desa Tupa Kecamatan Bulango Utara. Metode yang digunakan dalam mencapai tujuan tersebut adalah (1) Pendampingan Rancang Bangun Strategi Penyelesaian Kerusakan Lingkungan Desa Tupa; (2) Penyuluhan, Sosialisasi dan Diseminasi Percepatan Strategi Penyelesaian Kerusakan Lingkungan dan Kesadaran Hukum Masyarakat Desa Tupa; (3) Launching Pembentukan Kelompok Gerakan Masyarakat Sadar Hukum Desa Tupa. Dalam pelaksanaan Program Pengabdian  dapat ditarik kesimpulan bahwa meskipun telah terdapat beberapa peraturan baik di tingkat pusat maupun daerah terkait pengelolaan lingkungan hidup dan pengelolaan hutan, namun peraturan tersebut belum dapat mengatasi kerusakan lingkungan di Desa Tupa. Selan itu, peran serta semua pihak terkait, khususnya masyarakat merupakan poin utama dalam penyelesaian kerusakan lingkungan. Terakhir, pembentukan Musyawarah Lingkungan Hidup sebagai wadah masyarakat Desa Tupa untuk melestarikan lingkungan hidup merupakan salah satu strategi yang dapat digunakan menyelesaikan permasalahan kerusakan lingkungan di Desa Tupa. The purpose of this writing is to socialize in writing about the Environmental Consultation as a way to resolve environmental damage in Tupa Village, which was carried out by the Community Service Team of the Faculty of Law, State University of Gorontalo. The Environmental Deliberation is a strategy regulated in the draft Tupa Village Regulation on Environmental Preservation as a manifestation of the results to be achieved in community service, namely the formation of a village government policy document on how to resolve environmental damage and raise the legal awareness of the people of Tupa Village, North Bulango District. The methods used in achieving these objectives are: (1) assistance in the design of environmental damage settlement strategies for Tupa Village; (2) Counseling, socialization, and dissemination of the acceleration of environmental damage settlement strategies and legal awareness of the Tupa Village community; (3) Launching of the Formation of the Tupa Village Law Aware Community Movement. In the implementation of the Community Service Program, it can be concluded that although there have been several regulations both at the central and regional levels related to environmental management and forest management, these regulations have not been able to overcome environmental damage in Tupa Village. In addition, the participation of all related parties, especially the community, is the main point in solving environmental damage. Finally, the formation of an environmental conference as a forum for the Tupa Village community to preserve the environment is one of the strategies that can be used to solve the problem of environmental damage in Tupa Village.

Abstract

This thesis aims to examine criminological aspects related to criminal acts of abuse committed by children who consume alcoholic drinks, with a focus on the context of the Gorontalo City Police Department. The first problem formulation explores the criminological review of criminal acts of child abuse related to the consumption of alcoholic beverages. This study involves analysis of criminological factors that may influence such behavior, including environmental, family, and social influences. The second problem formulation explores efforts to overcome criminal acts of abuse by children related to the consumption of alcoholic beverages, especially those carried out by the Gorontalo City Police. The analysis focuses on prevention, detection and response strategies carried out by police officers in responding to these cases. Apart from that, this thesis also evaluates the effectiveness and obstacles faced by the authorities in dealing with this problem. The research method used involves a qualitative approach with case studies as the main research design. Data was obtained through interviews with police officers, document analysis, and direct observation of the situation in the field. It is hoped that the results of the research will contribute to further understanding of the criminological factors that influence criminal acts of abuse by children who consume alcoholic beverages, as well as provide recommendations for improving response strategies by the police.

Abstract

This research is motivated by the difficulty of maintaining and creating a harmonious household. Differences of opinion, lack of communication and various kinds of problems that trigger disputes and disputes between the two. The aims of this research are (1) to determine the factors that cause continuous disputes and quarrels and (2) to determine the consequences of continuous disputes and quarrels. This research was carried out at the Tilamuta Religious Court using a qualitative approach with an empirical research type. The results of the research show that the causes of disputes and quarrels are; a) Economic problems, household needs are not met while there are children and wife's needs that must be met. b) Third party interference, can come from families who are excessively involved in household relationships or from other people. c) Polygamy is unhealthy, the husband is unable to act fairly and is unable to take responsibility for his two wives. d) Domestic violence/abuse occurs, lack of control of each other's egos and coupled with the husband not being able to control his emotions so he takes it out on his wife. The consequences arising from continuous disputes and quarrels include: (a) Disruption in fulfilling the rights and obligations of husband and wife, (b) Problems regarding child custody, (c) Division of joint Assets

Abstract

This research aims to: 1) analyze and determine the legal certainty strength of private deeds as evidence in resolving civil disputes. 2) understand the legal consequences of using private deeds as evidence based on Article 1874 of the Civil Code. The research employs the normative method, which reviews secondary document studies such as laws and regulations and court decisions involving private deeds as evidence. It is based on the theory of evidence, legal certainty, and expert opinions, which are then analyzed using qualitative methods.The results of the legal analysis on the strength of private deeds as evidence in the District Court of Gorontalo City are as follows: 1) private deeds are considered legitimate evidence, but their evidentiary strength in judicial processes requires the involvement of several parties that must be included in the private deed, namely: a) Both parties involved, b) Authorized officials (Land Deed Officials, Notaries, and Local Government), and c) Witnesses. 2) According to Article 1874 of the Civil Code, all forms of private deeds carry legal consequences in judicial processes. Therefore, to mitigate negative outcomes from using private deeds as evidence, it is necessary to apply the appropriate procedures during their creation to ensure legal certainty in resolving civil cases

Abstract

This study aims to analyze legal protection for female workers who are laid off (PHK) and to find solutions to obstacles in providing legal protection for female workers who are laid off (PHK). The methodology used in this study is normative legal research, while the research approach used is a legislative approach where the relevant laws and decrees are sought and studied, and other decisions related to the legal issues being studied are matched by discussing thoughts and lessons or teachings in the field of law, and matching the formulation of the problem based on cases in the world of work related to the material being discussed. The results of the study indicate that various legal instruments, both national and international, have regulated protection for female workers, especially in situations of layoffs. Law No. 13 of 2003 concerning Manpower and the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) which has been ratified by Law No. 7 of 1984 have provided a clear legal basis regarding the prohibition of layoffs against women on the grounds of pregnancy, childbirth, or marriage. In addition, compensation and industrial dispute resolution are also regulated to ensure that the rights of female workers are protected. However, there are still gaps in the implementation of this legal protection, especially related to the lack of knowledge of workers regarding their rights and the uneven implementation of policies in various industrial sectors. Implementation obstacles in regulating the legal protection of female workers, namely work agreements that are not in accordance with regulations, the lack of general sanctions, and workers' ignorance of their rights are obstacles. The state needs to integrate international conventions into national law and ensure that violators receive appropriate sanctions. Many female workers are not yet fully aware of their rights, which hinders effective protection.

Abstract

This study examines the application of Dynamic Governance in the investment climate development program in Gorontalo Province. The concept of Dynamic Governance includes adaptive and proactive governance in dealing with economic dynamics. The purpose of this study is to evaluate the effectiveness of local government policies in encouraging investment by considering factors such as regulations, infrastructure, and coordination between institutions. This research uses a qualitative approach through in-depth interviews with government officials, business actors, and investors. The results show that although Dynamic Governance has great potential in improving the investment climate, some key challenges still need to be overcome. These challenges include frequently changing regulations, weak cross-sectoral coordination, and inadequate infrastructure. These findings highlight the importance of more flexible, innovative, and participatory policies, as well as the need to increase the digitalization of licensing services to improve efficiency and transparency. This study contributes to the theory of Dynamic Governance by showing that dynamic governance can help local governments respond to investment challenges more effectively. The strength of this research lies in its in-depth and comprehensive qualitative approach, while its weakness is the limited scope of data that only focuses on Gorontalo Province. The results of this research are expected to be the basis for local governments in creating policies that are more responsive and relevant to the needs of investors.
