Abstract

There are many factors that determined budget allocation in irrigation network: technical factor, policy, political factor, and local economic capacity to fund an activity.Budget allocation design is conducted by consider priority index factor and budget allocation index based on Budget (RAB) nominal value, irrigation network performance, economic benefit of agricultural activities, and land area of the irrigation network. With Analysis of priority index = 0,05(IRAB) + 0,8(1/IKSI) + 0,1(IME) + 0,05(ILBS), resulted that maintenance activities of JI Prambatan Kanan is the first priority with priority index value 1,334, and JI Prambatan Kiri is second priority with priority index value 1,315. Nominal value of the budget and budgetary plafond for annually costs of irrigation network is considered in the process of allocating budget to the maintenance activities.Keywords: Use value, irrigation, performance

Abstract

Jalan tol Gempol - Pandaan sta 6+275 – 6+375 hasil pengeprasan bukit mengalami kelongsoran pada  tanggal 3 Februari 2015 dengan didahului oleh hujan. Studi ini bertujuan mengetahui pengaruh hujan pada stabilitas lereng di jalan tol Gempol – Pandaan. Intensitas hujan sebagai input Geostudio Seep/W, hasil analisisnya menjadi input Slope/W. Hasilnya angka keamanan saat terjadi longsor adalah 1.10595 (Bishop), 1.060512 (Fellenius), dan 1.100788 (Morgenstern-Price). Berdasarkan data hujan selama 10 tahun, intensitas 0.0077 m/jam, merupakan nilai maksimal karena setelah nilai ini tercapai, angka keamanannya tidak bisa berkurang lagi.  Alternatif perkuatan soil nailing mempunyai angka keamanan 1.555921, lebih tinggi dari bored pile dan anggaran biaya lebih kecil sebesar Rp. 1.938.804.000,00 lebih kecil dari bored pile. Ambang batas hujan yang dapat memicu longsor adalah kombinasi hujan 60 mm dan hujan 100 mm selama 30 hari yang menghasilkan total hujan sebesar 960 mm.Kata kunci: stabilitas lereng, intensitas hujan, Seep/W, Slope/W, ambang batas hujanABSTRACT: Gempol - Pandaan toll road at sta 6 + 275 - 6 + 375 is formed by cutting hill. On February 3th, 2015 this location suffered landslide that was preceded by rainfall. This study aims to determine the effect of rainfall on slope stability in Gempol - Pandaan toll road. Rainfall intensity was apllied as input in Geostudio Seep / W and the results of Seep/W analysis became input in Slope / W. As a result, factor of safety when landslide occured was 1.10595 (Bishop), 1.060512 (Fellenius), and 1.100788 (Morgenstern-Price). Based on rainfall data for 10 years, rainfall intensity 0.0077 m / h was the maximum value. After this value was reached, the factor of safety cannot be reduced again. Factor of safety from soil nailing reinforcement increases up to 1.555921, higher than bored pile application and the cost budget of soil nailing (Rp. 1,938,804,000.00) is cheaper than bored pile. The rainfall threshold value to initiate landslide is a combination of 60 mm rainfall and 100 mm rainfall for 30 days that produce total amount of 960 mm of rain. Keywords: slope stability, rainfall intensity, Seep/W, Slope/W, rain threshold

Abstract

The demand of water resource tends to increase due to the growth of population. Pitu Spring is a potential water source because it is a factor behind the idea of the utilization of non-irrigation to be used as the raw material of drink water.Result of optimization by considering the demand of irrigation water at Kedungkandang area indicates that the water stock is not enough if the Drink Water Company of Malang City is collecting standard water. The irrigation water system must be changed to SRI Method (System Rice of Intensification) because this system can save irrigation water by 48 %. The irrigation water scenario in the SRI system with the saving of irrigation water by 30% and 40 % can meet the demand of irrigation water, riparian water and standard water collection by Drink Water Company of Malang City until 2020 in constantly basis throughout year.region indicates that during rainy season, the demand of.Keywords: water resource, spring, optimization, riparian, and raw water

Abstract

Underdrain Box Storage is one of the conservation drainage (eco-drainage) that can be developed for a dense residential (urban villages). Surface runoff flows into the drainage channel and the bottom were the holes are arranged along the channel as a storage function, where the base of the shelter space in direct contact with the soil is the one concept offered.Construction Underdrain Box Storage consists of open channel, vertical drain hole, and box storage. The function of open channel is received runoff in the area. Vertical drain hole is continuing drain water runoff into the box storage. And the box storage as long storage is hold runoff to fill and absorb into the ground naturally. In addition, the application of underdrain box storage is reduced runoff in Jl.Yogyakarta (Veteran) until 83,34%. This system is capable to provide infiltration until 5% for on ce rainfall within 1hour.By considering the pattern of rainfall and its duration during the last 5 years in the UB campus, then every time the rainy season UB-Drainage system is able to contribute water infiltration by 45%.Keywords: underdrain box storage, run-off, reduced, infiltration

Abstract

Abstrak : Waduk Bili-Bili direncanakan dengan usia guna efektif 50 tahun. Saat ini masih tersisa umur efektif 31 tahun berdasarkan kapasitas tampungan mati. Pada studi ini dilakukan beberapa analisis, yaitu analisis sedimentasi waduk, analisis penanganan sedimen, analisis manfaat ekonomi air waduk yang berupa manfaat dari air baku, PLTA, dan irigasi, analisis ekonomi serta analisis efektifitas kegiatan pengerukan berdasarkan empat simulasi alternatif waktu pengerukan sedimen dan peggunaan kapal keruk yang direncanakan. Hasil analisis menunjukkan bahwa alternatif eksisting dapat meningkatkan usia guna 5 tahun menjadi 36 tahun, dengan nilai IRR 12,460 sedangkan alternatif 1 dapat meningkatan usia guna 6 tahun menjadi 37 tahun dengan nilai IRR 11,667, sedangkan alternatif 2 dapat meningkatkan usia guna 10 tahun menjadi 41 tahun dengan nilai IRR 9,836 sedangkan alternatif 3 dapat meningkatkan usia guna 15 tahun menjadi 46 tahun dengan nilai IRR sebesar 9,236%. Kata Kunci : Waduk Bili-Bili, Sedimentasi Waduk, Pengerukan Sedimen, Analisis Ekonomi. Abstract: Bili-Bili reservoirs was planned effective life design for 50 years. In this study made several analysis, that are the analysis of reservoir sedimentation, sediment handling, economic benefits of water reservoirs, benefits from hydropower, irrigation, and the effectiveness of dredging. The activities of dredging was planned simulation time and dredger addition. The analysis showed that the existing alternative can increase the life desgin of reservoir up to 5 years being 36 years and it’s have 12,460 IRR value , the first alternative can increase the useful life of reservoir up to 6 years being 37 years and it’s have 11,667 IRR value, the second alternative can increase the useful life of reservoir up to 10 years being 41 years and it’s have 9,836 IRR value, the third alternative can increase the useful life of reservoir up to 15 years being 46 years and it’s have 9,236 IRR value. Keywords: Bili-Bili Reservoir, Sedimentation of Reservoir, Dredging Sediment, Reservoir economic analysis.

Abstract

Dam failure occured due to overtopping and piping. This can lead to rapid propagatioin of water flow so inundated the downstream of the dam. The purpose of this study was to analyze the various scenarios for the dam break. Dam Break Analysis conducted with Zhong Xing HY21 software. This study conducted the dam break analysis with overtopping and piping scenarios by insterting certain fracture parameters in order to obtain the outflow hydrograph.Gondang Dam Break greatest impact if experienced overtopping with Q Inflow 968,548 m /sec and produce Q Outflow 7671,57 m /sec. Result flood routing water level of the reservoir was located at an elevation of +40,593 (Gondang Dam Crest Elevation +42,00), so assumed the dam crest elevation of + 40,00. Abstract

Sengguruh, Sutami and Wlingi, were series of three reservoirs in the upper Brantas River which have a high rate of sedimentation, thus research should be carried out to determine the proper method of sediment handling which could maintain the benefit function of reservoirs as well as feasible from economic perspective.Processing data and data analysis was performed to determine the condition of reservoir capacity, sedimentation rate, the amount of sediment handling and most feasible alternatives on sediment handling. The analyzes carried out in two phases, first phases to the existing condition and the second phases to four (4) alternatives of sediment handling at ten years project work. Alternative 1 is sediment handling with a volume of 1 million cum/year, while Alternative 2, Alternative 3, and Alternative 4 is sediment handling with volume equals to annual sedimentation rate with variation on different work method. The average sedimentation rate in those reservoirs on the last 20 years reaching a massive 1.7 million cum/ year. Hence, routine sediment handling with dredging and flushing work should to be done with minimal volume at 1.7 million cum/year. The result of economic analysis show that alternative 3 with B/C = 1.03, IRR = 17.35% and NPV = Rp. 6.37 Billion in the alternative with volume of sediment handled equals to sedimentation rate and feasible from economic perspective.Keywords: reservoir sedimentation, sediment handling, economic benefit.

Abstract

Selorejo dam in Malang regency has been used as a water storage and for freshwater fishery. On February 13 th 2014, Mount Kelud was erupted and produced volcanic ash which fell into the reservoir and caused an imbalanced water quality.The research was conducted in order to (a) observe a comparison between field measurement (temperature, turbidity, DO, pH, ammonia, nitrite, nitrate, total-P, Cu, Zn, Pb, Cr, and silica) and water quality standard in both upstream and middle station,(b) to determine time interval needed by each parameter to meet permitted value for freshwater fishery, (c) to determine water quality status using Pollution Index method, (d) to determine main contributors to the water pollution, (e) to determine trophic status index of Selorejo dam prior to and after the eruption, and (f) to analyze trophic status index fluctuation and pollution load capacity after the eruption.Method that was used to determine water quality status was Pollution Index. Trophic status index determined by comparing trophic status index standard on PerMenLH tahun 2009 with total-P, NO3N, chlorophyll a, and water clarity.The result from this research shows (a) before eruption, 40% of field measurement in upstream station and 28% of field measurement in middle station do not meet the standard values required. After eruption, 31% of field measurement in upstream station and 36% of field measurement in middle station do not meet the standard values required, (b) time interval needed for each parameters to meet permitted values are 111 days (pH and nitrate), 71 days (DO), 54 days (turbidity), while total-P and silica have not meet the required values up to the end of observation period, (c) water quality status in Selorejo dam on both stations are “Lightly polluted”, before and after the eruption of Mount Kelud, (d) main contributors to the water pollution on upstream station are total-P and nitrate. On middle station, the main contributors are total-P, silica, and nitrate, (e) Trophic status index of Selorejo dam is “hypereutrophic” for chlorophyll a, (f) pollution load capacity of Selorejo dam for total-P is 12.072, 58 kg P/year and has to be increased 69, 61% to 39.722, 33 kg P/year to lower trophic status index to “Oligotrophic”.Keywords: Water quality, water quality status, trophic status index, load capacity index, pollution index

Abstract

At the beginning Tugu dam was planned to supply water demand and irrigation water. In this study will be reviewed on a large electric power can be generated from the utilization of the reservoir outflow discharge and increase the value of benefits when Tugu dam is used as power plant and tourism places.Power generation at Tugu dam is planned in base load. Francis turbine is selected with optimum installed power is 400 kW, which capability of producing energy is 2,140,382.328 kWh / year. Tugu dam tourism region plans to use the land area of 9.86 hectares with cottage, water and tourist playground, swimming pool, restaurant and shop / shopping tour. Based on economic analysis conducted, can increase in the value of BCR, NPV and IRR. BCR value of 1.115 which was originally changed to 1.142; the original NPV of Rp. 36,705,066,329.00 turned into Rp.53.154.809.819,00; the original IRR 13.057% turn into 13.408%.Key words: power generation, tourism, economic analysis.

Abstract

Debit sungai merupakan salah satu parameter hidrologi yang sangat penting dalam bidang Teknik Sipil. Mengingat pentingnya data debit sungai dan peramalannya dimasa mendatang, menyebabkan meningkatnya kebutuhan pemodelan hidrologi timeseries yang mampu menirukan dan meramalkan perilaku dari suatu rangkaian data debithistoris dari suatu sungai. Perbedaan rerata data debit dalam membangun model hidrologi deret berkala diduga akan mempengaruhi kinerja model hidrologi tersebut untuk peramalan debit sungai pada waktu mendatang.Pembangunan model hidrologi deret berkala untuk peramalan debit sungai dalam penelitian ini dilakukan dengan berbasis pendekatan statistik metode ARFIMA. Lokasi penelitian dilakukan pada dua sungai besar yang terpilih di Jawa Timur, yaitu Sungai Brantas dan Sungai Bengawan Solo. Pada masing-masing sungai tersebut dilakukan penelitian untuk data debit di tiga sampel lokasi AWLR dengan panjang datadebit pengamatan selama tujuh tahun.Berdasarkan hasil analisa dalam penelitian ini memperlihatkan bahwa model hidrologi deret berkala dengan metode ARFIMA secara umum cukup mampu menirukan data debit historis dan mampu meramalkan debit di Sungai Brantas dan Sungai Bengawan Solo untuk satu tahun periode data ke depan, sehingga hal ini berguna untukberbagai keperluan perencanaan dan pengelolaan debit di waktu mendatang.Hal tersebut ditunjang lebih detail dari hasil analisa variasi rerata data debit menunjukkan bahwa model hidrologi time series dengan data debit 15 harian menghasilkan model hidrologi time series dengan rata-rata kriteria statistik in sample MSE dan AIC serta out sample MSE dan MAD yang relatif lebih baik dibandingkan dengan model hidrologi untuk data debit 10 harian dan data debit bulanan. Untuk data debit dengan rerata 15 harian di Sungai Brantas menghasilkan rata-rata kriteria pemilihan model dengan MSE dan AIC sebesar 0,046 dan -494,883 serta untuk peramalan debit sungai satu tahun berikutnya diperoleh MSE dan MAD 0,141 dan 0,174. Sedangkan pada Sungai Bengawan Solo menghasilkan rata-rata kriteria pemilihan model dengan MSE dan AIC 0,104 dan -532,096 serta untuk peramalan debit sungai satu tahun berikutnya diperoleh MSE dan MAD 0,837 dan 0,377.Kata kunci : Pemodelan Hidrologi Deret Berkala, Peramalan Debit, Rerata Debit
