Abstract

Abstract

Policy synchronization across regions is a key element in supporting the successful implementation of the Integrated and Sustainable Tourism Development Program (P3TB) in the 3B Tourist Destination area, which includes Banyuwangi, West Bali, and North Bali. This program aims to create tourist destinations that not only prioritize visitor numbers but also consider social, cultural, and environmental sustainability. This study analyzes the extent to which policies in each region, particularly those of Banyuwangi, Jembrana, Buleleng, and Bali Province, can be harmonized to achieve integrated tourism development goals. Policy synchronization plays a vital role in ensuring the harmonious management of natural resources, infrastructure development, community empowerment, and cultural preservation across the three regions. The study's findings indicate that policy synchronization in the 3B area effectively supports environmental conservation by managing sensitive areas such as Ijen Crater and West Bali National Park, preserving their tourist appeal without compromising local ecosystems. Additionally, harmonized policies facilitate integrated cross-regional infrastructure planning, such as the development of Ketapang-Gilimanuk Port, enhancing connectivity and accessibility for tourists. Synchronized community empowerment policies significantly contribute to increasing local community participation, generating direct economic benefits, and maintaining social and cultural balance. However, this study also highlights major challenges, including differences in development priorities between regions, imbalances in infrastructure development, and the need for stronger cross-sectoral coordination. The study recommends strengthening collaboration between central and regional governments, as well as other stakeholders, to ensure a more effective and sustainable implementation of P3TB. With these strategic steps, the 3B Tourist Destination area holds great potential to become a model of integrated tourism that is not only globally competitive but also inclusive for local communities and environmentally friendly.

Abstract

The development of tourist villages in Indonesia is currently showing quite a significant increase. The government has a role in establishing policies and regulations used as a guide for the development of tourism villages. Karedok Village is a tourist destination located in Jatigede District, Sumedang Regency. In 2023, the regional government of Sumedang Regency enacted regional rule Number 1 of 2023 regarding Tourism Villages to serve as a guideline for managing tourism villages. This research intends to evaluate the efficacy of applying these Regional Regulations in Karedok Village. The research methodology used is qualitative descriptive analysis. The discussion results indicate that the regulations in Karedok Village have not been implemented effectively. Causes include lack of collaboration among village institutions, limited community participation, ineffective tourism promotion, and lack of facilities and infrastructure. By establishing a solid and effective Tourism Village management, the purpose is to boost economic growth and achieve sustainable, community-based tourism in Karedok Village.

Abstract

This study aims to delineate drought hazard zones in Nglanggeran Tourism Village as a basis for disaster-aware tourism development. The area is characterized by high geotourism and cultural potential, yet is highly susceptible to drought due to its karst geomorphology and uneven rainfall distribution. A quantitative-descriptive approach was employed using Geographic Information Systems (GIS), incorporating spatial variables such as precipitation, soil type, land use, and slope gradient. Weighted overlay analysis was applied to generate a spatial zonation of drought vulnerability. The findings indicate that Nglanggeran is segmented into three zones: high vulnerability (24.8%), moderate (47.6%), and low (27.6%). These spatial patterns highlight the need for strategic planning that integrates environmental constraints and hazard risks. This study recommends incorporating geospatial data into local spatial planning (RTRW) and promoting educational and sustainable tourism initiatives that support water conservation and drought mitigation in hazard-prone zones.

Abstract

Background: Ecotourism that involves local communities emphasizes active participation from local residents. This concept is based on the understanding that local populations possess indigenous knowledge about the natural environment and cultural heritage, which can serve as a tourism attraction. Therefore, community involvement is a crucial aspect of ecotourism development. This study focuses on the ecotourism management of Wana Wisata Ranca Upas and how it integrates local communities. Methods: A qualitative paradigm was applied as the research framework, following a post-positivist philosophy to explore phenomena in a natural setting. Data collection was conducted through triangulation, with an inductive approach to analysis. The study prioritized a deep understanding of community involvement over generalization. Findings: The analysis showed that the management of Wana Wisata Ranca Upas is committed not only to commercial aspects but also to environmental sustainability, community education, and providing significant economic and social benefits to local communities. Community motivation for participating in ecotourism varied, with many viewing it as a source of substantial income. However, there is a gap in ecotourism-related knowledge between the management, which operates according to Perhutani’s vision and mission, and the local communities, who often do not fully understand ecotourism principles. Factors influencing these differences in perception include access to information, background, interests, decision-making processes, and trust. Conclusion: The study concludes that while Wana Wisata Ranca Upas emphasizes sustainability and ecotourism principles, there remains a knowledge gap between management and local communities. Bridging this gap is essential for the long-term success of ecotourism in the area.  Novelty/Originality of this study: This study highlights the disconnect between management's vision and the local community's understanding of ecotourism, emphasizing the need for improved communication and education to foster more effective and sustainable community participation in ecotourism development.

Abstract

Halal tourism is a rapid emerging concept in the tourism sector that offers substantial development opportunities, particularly in a country with Muslim majority such as Indonesia. This concept encompasses the provision of products and services aligning with sharia principles, including accommodation, transportation, culinary, and tourist activities. Despite the potential, the implementation of halal tourism in Indonesia, particularly in Bandung Regency faces several challenges such as limited understanding from peoples of halal tourism concept, insufficient socialization from the government, difficulties in halal certification standards among tourism business industries, and the complexity related to the policies. This study aims to analyze the understanding of the community and business industries in the development of halal tourism in Bandung Regency. By using a qualitative method with policy analysis approach, this research identifies challenges and opportunities in implementing halal tourism. The data were collected through in-depth interviews with business actors, local community, and stakeholders, as well as an analysisi of regulatory documents, including Regional Regulations of Bandung Regency on Halal Tourism. Additionally, a comparative analysis of halal tourism policies between Indonesia and Thailand, was conducted to identify the differences in conceptual and implementation. The findings indicate that the community predominantly associates halal tourism with prayer’s facilities and culinary offerings, while other aspects such as accommodation, activities, and services remain unexplored. Business actors encounter significant challenges in obtaining halal certification due to bureaucratic complexity and high costs. This study emphasizes the importance of an inclusive approach from the government to enhance public and business understanding, thereby fostering the sustainable development of halal tourism in Bandung Regency.
