Abstract

The LPG 3 Kg subsidy policy is an important instrument of social protection; however, its implementation continues to face various distribution and governance challenges at the local level. This study aims to analyze the implementation of the LPG 3 Kg subsidy distribution policy in Bantul Regency, identify key implementation problems, and formulate the most feasible policy alternatives based on the rational policy analysis framework of Patton and Sawicki. The study employs a mixed-methods approach with a convergent design, combining qualitative data (in-depth interviews with local government officials, Pertamina, Hiswana Migas, agents, and LPG outlets) and quantitative data (a survey of 105 LPG 3 Kg subsidy users), which are analyzed using descriptive statistics and multiple linear regression. The findings indicate that policy implementation is characterized by persistent targeting inaccuracies, dominance of purchases through informal retailers, and weak administrative operability in the application of the Merchant Apps Pangkalan (MAP). Regression analysis reveals that the fairness variable (β = 0.479; p < 0.001) and administrative operability (β = 0.372; p < 0.001) are the most significant determinants of policy effectiveness. Based on the evaluation of policy alternatives using an evaluation matrix, strengthening the NIK-based verification system and integrating socio-economic data with MAP is identified as the most rational and feasible policy option for implementation in Bantul Regency. This study recommends improving data-driven LPG 3 Kg distribution governance as a strategic measure to enhance the effectiveness, equity, and accountability of energy subsidies at the local level.

Abstract

The management of Indonesia's State-Owned Assets (SOA), valued at IDR 6,388.18 trillion in 2023, faces challenges due to complex administrative processes, fragmented policy implementation, and limited human resource capacity. This study aims to analyze scientific discussions on SOA management policy implementation, identify research trends, and highlight knowledge gaps for future improvement. A Systematic Literature Review (SLR) method analyzed 139 scientific articles from Google Scholar and Scopus databases (2018–2023). The findings reveal that SOA administration is the most frequently discussed theme, consistently addressed yearly, reflecting its vital role in government financial reporting. However, research on supervision, control, borrowing, lending, and disposal remains scarce. The dominant factors influencing policy implementation are human resources and information systems. This study implies that policymakers need to enhance functional positions in SOA management and improve technological infrastructure. For academics, this review provides a comprehensive overview of SOA management research and offers a basis for further empirical studies focusing on underexplored themes, supporting continuous improvement in public asset governance.

Abstract

Kebijakan subsidi LPG 3 Kg merupakan salah satu instrumen fiskal pemerintah Indonesia yang bertujuan untuk meningkatkan akses energi bagi rumah tangga miskin. Namun, pelaksanaan kebijakan ini di Provinsi Jawa Barat menghadapi sejumlah tantangan, seperti ketidaktepatan sasaran, distribusi yang tidak merata, serta dampak negatif terhadap lingkungan. Penelitian ini bertujuan untuk menganalisis efektivitas subsidi LPG 3 Kg dari perspektif ekonomi publik, dengan fokus pada distribusi kesejahteraan dan risiko ekologis yang ditimbulkan. Metode yang digunakan adalah pendekatan kualitatif-deskriptif dengan studi literatur, data sekunder, dan analisis kebijakan. Hasil analisis menunjukkan bahwa meskipun subsidi LPG memberikan manfaat ekonomi dalam menekan pengeluaran energi rumah tangga miskin, terdapat ketimpangan akses yang signifikan dan potensi kerusakan lingkungan akibat penggunaan energi fosil yang berkelanjutan serta kurangnya sistem pengelolaan limbah tabung LPG. Selain itu, subsidi masih banyak dinikmati oleh kelompok non-sasaran, yang menyebabkan inefisiensi fiskal dan distorsi dalam alokasi sumber daya publik. Penelitian ini merekomendasikan reformasi kebijakan berbasis data, integrasi aspek lingkungan dalam desain subsidi, serta promosi energi alternatif yang lebih ramah lingkungan untuk mendorong keberlanjutan sosial dan ekologis. Temuan ini menegaskan pentingnya evaluasi kebijakan subsidi LPG secara menyeluruh agar selaras dengan prinsip efisiensi, keadilan sosial, dan keberlanjutan fiskal

Abstract

The participatory budgeting process through social media has received attention in recent years, aims to increaseg citizen participation in government budgeting. The use of social media in many cases opposes the political practice assumptions of a budget lobbying to decide a specific budget post. Using conceptual article methods, we identified a participatory budgeting framework simulation using social media (Facebook, Twitter, WhatsApp, YouTube, Google+, Telegram) to provide detailed explanations of procedures or techniques, specific instructions, discuss, and describe the participatory budgeting practices determination. Therefore, it required an innovative way, academically claimed to give better budget transparency. This research resulted in some information i.e., with the participatory budgeting model through social media, the citizen can take part in the planning, decision-making, and monitoring budgets democratically. Finally, we consider the weaknesses of our knowledge, suggesting the participatory budgeting that can be tested in future research. Keywords: Participatory Budgeting, Social Media, Citizen Participation, Innovative Abstrak Proses penganggaran partisipatif melalui media sosial telah mendapat perhatian dalam beberapa tahun terakhir, bertujuan untuk meningkatkan partisipasi masyarakat dalam penganggaran pemerintah. Penggunaan media sosial di banyak kasus menentang asumsi praktik politis anggaran dengan cara lobi untuk menentukan pos anggaran tertentu. Dengan menggunakan metode conceptual article, kami mengidentifikasi simulasi kerangka kerja penganggaran partisipatif menggunakan media sosial (Facebook, Twitter, WhatsApp, YouTube, Google+, Telegram) untuk memberikan penjelasan rinci tentang prosedur atau teknik, dan menyediakan instruksi spesifik, mendiskusikannya, dan menggambarkan penentuan praktik penganggaran partisipatif. Oleh sebab itu diperlukan cara yang inovatif, secara akademis diklaim memberikan transparansi anggaran yang lebih baik. Penelitian ini menghasilkan beberapa informasi yaitu, dengan model penganggaran partisipatif melalui media sosial, masyarakat lebih demokratis untuk ikut dalam perencanaan, pengambilan keputusan, dan pengawasan anggaran. Terakhir, kami mempertimbangkan kelemahan pengetahuan kami, menyarankan penganggaran partisipatif yang dapat diuji dalam praktik penelitian masa depan. Abstract

This study analyzes the fiscal implications of the 3 kg LPG subsidy policy in Indonesia, focusing on its impact on national revenue and regional finance in West Java Province. Employing a descriptive qualitative approach supported by empirical data, the research reveals that although the subsidy aims to improve social welfare by providing affordable energy access for low-income households, it also creates significant fiscal pressure on both national and regional budgets. The findings indicate that the subsidy reduces potential state revenue, narrows fiscal space, and leads to inefficiencies due to mis-targeting and distribution leakages. At the regional level, the subsidy affects budget allocations, limits fiscal flexibility, and increases administrative burdens for monitoring and implementation. The case study in West Java illustrates how the suboptimal management of the subsidy generates a trade-off between achieving social goals and maintaining fiscal sustainability. Therefore, policy reforms are needed, including digitalized distribution systems, improved beneficiary targeting, and stronger fiscal coordination between central and local governments. This research contributes to the development of more efficient and sustainable energy subsidy policies and supports the improvement of public financial governance that is transparent and accountable at both national and subnational levels.

Abstract

This study aims to analyze the implementation of the 3-kg LPG subsidy policy in West Java Province and to identify the challenges faced in its distribution and monitoring. Using a descriptive qualitative approach, data were collected through in-depth interviews with key informants and documentation studies. The findings show that the 3-kg LPG subsidy policy has had a positive impact in reducing household energy expenses for low-income families, improving quality of life, and expanding access to clean energy. However, several serious challenges still hinder the effectiveness of the policy, including inaccuracies in targeting subsidy recipients, uneven distribution, weak distribution infrastructure, poor local monitoring, and the emergence of speculative practices and gas mafia activities. The role of local governments in updating data, conducting socialization, and enforcing regulations needs to be strengthened to ensure the subsidy reaches its intended targets. Policy recommendations include the adoption of digital technologies for distribution monitoring, regular updating of recipient data, strengthening of supervision, community empowerment in distribution monitoring, enhancing transparency, and fostering collaboration among government, private sector, and society. With improvements in these areas, the distribution of the 3-kg LPG subsidy is expected to become more equitable, effective, and supportive of Indonesia’s sustainable energy transition agenda.

Abstract

This study aims to analyze the 3 Kg LPG subsidy policy in West Java Province from the perspective of policy sociology, focusing on its impact on community welfare and the accompanying social dynamics. The 3 Kg LPG subsidy was designed to ease the energy expenditure burden of poor households and improve access to affordable clean energy. However, its implementation faces several challenges, including mistargeting, unequal distribution, social dependency on subsidies, and limited public participation in the policy-making process. Using a qualitative descriptive approach and thematic analysis of interview data, observations, and policy documents, the study finds that the 3 Kg LPG subsidy policy reflects unequal power relations at the local level and results in structural injustice in energy distribution. Therefore, policy reform is required through improvements in data-based distribution systems, increased public participation, and a transition toward inclusive and equitable renewable energy. These findings provide important insights for the formulation of fairer and more sustainable energy policies in Indonesia.

Abstract

Pemerintah memegang peranan penting dalam menyediakan akses kepemilikan rumah bagi masyarakat berpenghasilan rendah. Implementasi kebijakan subsidi perumahan menjadi kebijakan pemerintah di bidang perumahan telah dikembangkan dan berlangsung lebih dari sepuluh tahun hingga saat ini, namun aparat pengawasan pemerintah baik internal maupun eksternal masih menemukan permasalahan yang sama dan cenderung berulang dari tahun ke tahun diantaranya ketidaktepatan sasaran penerima subsidi rumah dan tingkat keterhunian rumah subisidi yang rendah.  Penelitian ini ditujukan untuk menganalisis permasalahan implementasi kebijakan subsidi perumahan yang dihadapi pemerintah dan langkah pemerintah untuk mengatasi permasalahan berulang tersebut. Dalam penelitian ini dikembangkan beberapa metode penelitian diantaranya menggunakan pendekatan literature review, pendekatan logic model, pendekatan system thinking dan analisis SWOT. Hasil penelitian berupa rekomendasi kebijakan yang dapat dipakai pemerintah sebagai solusi alternatif dalam mengatasi permasalahan yang sama dan berulang tersebut diantaranya melakukan pengawasan yang lebih melekat dengan melibatkan pihak pengembang/pengurus masyarakat setempat dan penerapan sanksi yang tegas dengan pencabutan manfaat subsidi yang tidak tepat sasaran.

Abstract

The transformation of Indonesia’s 3-kg LPG subsidy policy marks a progressive shift from an open, commodity price–based distribution system toward a beneficiary-targeted scheme reinforced by digital infrastructure. This study examines the evolution of policy objectives and governance arrangements across the LPG supply chain, spanning the 2007 kerosene-to-LPG conversion program through the post-2024 adoption of National Identification Number (NIK)–based targeting and digital transaction recording. Departing from earlier research that primarily addresses fiscal costs or subsidy effectiveness, the analysis advances a structured periodization framework integrated with a supply-chain governance perspective to illuminate how regulatory reforms, targeting instruments, and digital systems jointly reshape delivery mechanisms. Employing a descriptive qualitative design grounded in historical-archival methods, the study draws on government regulations, official reports, statistical records, and scholarly literature. Three analytically distinct phases emerge. The first phase (2007–2018) established an open distribution model that successfully curtailed kerosene use and generated fiscal savings, yet suffered substantial leakage and targeting inaccuracies. The second phase (2019–2023) constituted a transitional period characterized by strengthened regulatory frameworks and nascent digital monitoring. The third phase (2024–present) institutionalizes identity-based distribution through NIK verification and digital applications that document transactions throughout the supply chain, thereby enhancing accountability and precision. By combining policy periodization with a supply-chain governance lens, the study provides an analytical framework for understanding the institutional evolution of subsidy delivery. Persistent challenges remain, including inclusion errors, ambiguous beneficiary criteria, unclear consumption quotas, and ongoing vulnerability of the distribution chain to price distortions.

Abstract

The conversion of agricultural land has become a strategic issue with direct implications for food security, particularly in urban areas experiencing rapid development and population growth. Bengkulu City, as a provincial capital, has also undergone intensive agricultural land conversion. However, to date, no specific local policy has been established to ensure the protection of sustainable food agricultural land. This study examines the role of local regulations in preventing agricultural land conversion while identifying the need for adaptive policy innovations aligned with the local characteristics of Bengkulu City. Data were collected through in-depth interviews with relevant stakeholders, field observations in agricultural areas affected by land conversion, and document analysis of applicable local regulations. Data analysis followed the Miles and Huberman interactive model, reinforced by NVivo-assisted qualitative analysis to identify key themes and regulatory indicators. The findings reveal that the Bengkulu City Government currently relies on Local Regulation No. 4 of 2021 on the Regional Spatial Plan (2021-2041) concerning the Regional Spatial Plan as the primary instrument for controlling agricultural land conversion. Although this regulation normatively establishes spatial zoning, it has not effectively restrained agricultural land conversion due to the absence of specific provisions on the protection of sustainable food agricultural land. NVivo analysis identified three major regulatory indicators: regulations that support innovation, regulations that hinder innovation, and bureaucratic hierarchy. The lack of a specific regulation on Sustainable Food Agricultural Land Protection (LP2B), weak law enforcement, and complex cross-sectoral coordination are the main factors inhibiting policy innovation. This study concludes that ineffective control of agricultural land conversion in Bengkulu City is not caused by regulatory rigidity but by overreliance on general spatial planning policies without supporting technical and innovative derivative regulations. Therefore, this research recommends the formulation of a specific Local Regulation on Sustainable Food Agricultural Land Protection (LP2B) as an adaptive and integrated policy innovation.
