Abstract

Oil palm plantation waste, including fronds, fibres, and palm kernel meal, remains an underutilised local resource among livestock farmers in the Tanah Laut region. Despite its potential as an economical and sustainable alternative feed, its adoption has been limited. This community service initiative, conducted in collaboration with ASPERKAM Tanah Laut, aims to promote a circular agriculture model by utilising oil palm waste as feed for goats. The primary objective is to enhance farmers’ capacity to process oil palm waste into nutritious livestock feed while strengthening community-based sustainable agricultural practices. The implementation methods included field surveys, technical training on feed formulation, and feeding trials with goats. A participatory approach was employed to ensure active farmer involvement throughout each phase of the activity. The results indicate that oil palm waste can be processed into feed with adequate nutritional content and is well accepted by livestock. Feed cost efficiency improved by up to 30% compared to commercial feed. Farmers demonstrated increased knowledge and skills in feed formulation, along with heightened environmental awareness through organic waste reduction. This initiative also reinforced synergy between academia and local communities in developing grassroots innovations. In conclusion, the utilisation of oil palm waste as goat feed has proven to be effective and holds significant potential to support inclusive and sustainable circular agriculture.

Abstract

This research aims to determine the effect of coffee skin fermentation with the molds Pleurotus ostreatus and Lentinus edodes on crude protein and crude fiber. The research method used was an experimental method with a Completely Randomized Factorial Design (CRDF), consisting of Factor A: Differences in Microorganisms, namely A1: Lentinus edodes and A2: Pleurotus ostreatus, while Factor B: Difference in length of fermentation days, namely B1: 3 days , B2: 6 days and B3: 9 days. Each treatment was repeated 3 times. The variables observed were the quality of crude protein (%) and crude fiber (%). The results of this research were that there was no interaction (P>0.05) between the type of microorganism and the length of fermentation days. Meanwhile, each factor had a very significant influence (P<0.01) in improving the quality of coffee skin. The conclusion of this research is that fermented coffee skins using Lentinus edodes mold with a fermentation time of 9 days provide the highest increase in crude protein and the lowest decrease in crude fiber. The crude protein content value was found to be 19.86%, while the crude protein of the coffee skin before fermentation was 11.16%. The crude fiber content of the coffee skin after fermentation with Lentinus edodes was 15.42%, while the crude fiber content of the coffee skin before fermentation was 26.31%.

Abstract

Abstract

This research aims to explain the effect of Local Own-Source Revenue (Pendapatan Asli Daerah/PAD) and the General Allocation Fund (Dana Alokasi Umum/DAU) on Regional Financial Independence (Kemandirian Keuangan Daerah/KKD) of regency and municipal governments in East Java Province during the period 2014–2023. Regional financial independence is an important indicator for assessing the ability of local governments to finance governmental functions and development activities without excessive dependence on central government transfers. This study employs a quantitative approach with an associative research design. The population includes all regencies and municipalities in East Java, using a saturated sampling technique that results in 29 regencies and 9 municipalities as research samples. Secondary data in the form of realized PAD and DAU were obtained from the Directorate General of Fiscal Balance and Statistics Indonesia. Data analysis methods include descriptive statistics, multiple linear regression, classical assumption tests, and partial and simultaneous significance tests. The results indicate that PAD has a positive and significant effect on regional financial independence, while DAU has a negative and significant effect on regional financial independence. Simultaneously, PAD and DAU significantly affect regional financial independence.

Abstract

This study aims to evaluate the free parking policy implemented in Jember Regency and its impact on the quality of public services and the local economy. This policy was launched to reduce the burden on the community in paying parking fees and to increase population mobility. Using a qualitative approach, this study analyses data through field observations and documentation studies. The results of the study show that this policy has succeeded in reducing the financial burden on the community and improving accessibility to public facilities. However, there are challenges related to the decline in regional revenue from the parking sector, which needs to be offset by other alternative sources of revenue, such as regional taxes. This study suggests the need for periodic evaluations to ensure the sustainability of this policy and its positive impact on the local economy and public infrastructure. A comprehensive evaluation will be crucial to assess the effectiveness of this policy in the long term.

Abstract

Palm kernel meal is a potential alternative feed ingredient due to its abundant availability; however, its utilization in poultry diets is limited by suboptimal nutritional quality. One strategy to improve its nutritional value is fermentation using microorganisms. This study aimed to evaluate the effect of palm kernel meal fermentation by a bacterial and yeast consortium on its nutritional quality. The experiment was conducted using a completely randomized design with four treatments and five replication: a (unfermented palm kernel meal), B (fermentation with Bacillus subtilis), C (fermentation with Saccharomyces cerevisiae), and D (combined fermentation with Bacillus subtilis and Saccharomyces cerevisiae). The observed parameters included moisture content, metabolizable energy, organic matter, and inorganic matter. Data were analyzed using analysis of variance (ANOVA) at a 95% confidence level. The results showed that fermentation using the bacterial and yeast consortium significantly affected (P<0.05) moisture content and metabolizable energy, but had no significant effect (P>0.05) on organic and inorganic matter. The combined treatment produced the best values, with a moisture content of 12.25%, a metabolizable energy of 3139.52 kcal/kg, an organic matter of 95.57%, and an inorganic matter of 4.43%. This study concludes that the fermentation of palm kernel meal using a consortium of Bacillus subtilis and Saccharomyces cerevisia is the most effective treatment for improving nutritional quality, particularly by increasing metabolic energy without reducing the content of organic and inorganic compounds.
