Abstract

The role of stakeholders affect the implemented programme such as member participation and the impact of the role. This research used qualitative approach with descriptive method. The research method applied in this descriptive approach was a case study. The determination of informants was carried out by purposive sampling with key informants and snowball sampling techniques, a total of 12 informants. Data validity used triangulation as a method to validate the data. The results showed that the development of Gapoktan Sidomakmur in the food security programme involved five main roles of stakeholders. These roles included policy-making by the Bojonegoro District DKPP and Purwosari Village Government as policy makers, coordination by the Gapoktan chairperson and farmer groups as coordinators, and facilitator roles by BPP, PPLs, Village Facilitators, and Purwosari Village Government. Programme implementation involved members of Gapoktan, farmer groups, and the Purwosari Village Government as implementers, as well as the role of accelerators by the Purwosari District Government, PPLs, and Village Facilitators. Although cooperation between stakeholders in the development of Gapoktan Sidomakmur in Purwosari Village is quite good, not all stakeholders are fully involved in carrying out their roles, which was evident from the lack of maximum support for Gapoktan Sidomakmur’s programmes.

Abstract

Community or member participation is one of the important aspects in the running of an institution or organisation. This research was conducted to analyse the participation of Gapoktan Sido Makmur members. It is a research that uses qualitative approach. Determination of informants was done by purposive sampling with key informants and snowball sampling techniques, a total of 12 informants. Data validity used triangulation as a method to validate the data. The discussion was conducted with reference to the theory of Totok Mardikanto and Subianto. The results show that the participation of Gapoktan Sidomakmur members is divided into four types, namely decision-making, implementation of activities, monitoring and evaluation of activities, and utilisation of development results. Participation in decision-making is still low due to lack of understanding, ineffective communication, and lack of awareness among members. In contrast, participation in the implementation of development activities is high due to members' commitment and awareness of the benefits. However, participation in monitoring and evaluation is still low due to a lack of understanding of the importance of these activities. On the other hand, participation in utilisation of development outcomes is high, indicating members' awareness and commitment to engage in economic and social activities resulting from development.

Abstract

Farmer competence is the ability of farmers to think, behave, and act in managing farming businesses. The competence can involve various stakeholders (actors) and types of farmers’ competencies. Therefore, this study investigates the role of stakeholders in farmers' competencies and assesses the rank of farmers’ competencies in Magelang Regency (highland) and Pati Regency (lowland). Both regions have a significant number of millennial farmers in Central Java Province. The sample for this study was 12 people (institutions) selected using purposive sampling. They provided their perceptions of farmer competencies through in-depth interviews. The interviews were conducted during July–August 2023. MACTOR and AHP methods were applied to measure the stakeholders’ role and rank the types of farmer competencies. The findings reveal that all actors agreed on developing farmer competencies through collaboration and business partnerships. Some stakeholders have the strongest level of convergence, consisting of local government agricultural agencies, local government industry agencies, farmer communities, and the banking industries. In contrast, the strongest divergence occurs with sellers of agricultural products and local public figures. In addition, the ranking or priority of farmer competencies from the top is innovative, communication, and entrepreneurial competencies. Policy implications emphasize increasing the level of collaboration and partnership between agricultural business stakeholders and local governments to enhance and guarantee the quality of farmer competencies.

Abstract

Health promotion models are essential for enhancing community health and facilitating access to quality health services. Understanding the effects of these models on the utilization of health services among participants of the Indonesian Social Security Agency for Health (Badan Penyelenggara Jaminan Sosial Kesehatan/BPJS) provides valuable insights for developing effective health promotion strategies. The aim of this study was to assess the impact of health promotion on the utilization of health services among BPJS health participants, focusing on the mediating roles of perception, self-efficacy, expected results, and social support, using structural equation modeling (SEM). A descriptive, quantitative research design was employed, involving 160 BPJS health participants at Prof. Dr. Margono Soekarjo Hospital, Purwokerto, Indonesia. Data was collected using structured questionnaires, with participants selected through purposive sampling. SEM analysis, performed using AMOS software, was utilized to examine the relationships among health promotion, perception, self-efficacy, social support, expected outcomes, and health service utilization behavior. The SEM analysis revealed that health promotion significantly influenced health service utilization behavior directly (critical ratio (CR)=2.741; p=0.011). Furthermore, health promotion had a significant effect on perception through self-efficacy (CR=2.500; p=0.012).  Perception also significantly influenced behavior through self-efficacy (CR=3.789, p<0.001), while its indirect effect on behavior through outcome expectations was not significant (CR=0.908; p=0.958). Social support directly affected behavior (CR=2.267; p=0.023) and exerted both direct and indirect effects on behavior through self-efficacy (CR=3.789; p<0.001) and outcome expectations via self-efficacy (CR=6.267; p<0.001). However, self-efficacy did not significantly influence the behavior of utilizing BPJS health services through outcome expectations (CR=0.237; p=0.185). The findings indicate that health promotion significantly enhances the utilization of health services among BPJS health participants by improving perceptions and self-efficacy. Social support emerges as a critical factor in influencing health service utilization behavior and shaping outcome expectations through perception. In conclusion, future health promotion strategies should prioritize strengthening perceptions, enhancing self-efficacy, and leveraging social support to improve health service outcomes effectively.
