Abstract

Pandemi Coronavirus disease (Covid-19) belum dapat diprediksi kapan berakhir. Menurut ahli, penyebarannya masih akan terus terjadi. World Health Organization (WHO) malah mengingatkan bahwa virus ini mungkin tidak akan pernah pergi. Penambahan kasus terkonfirmasi positif Covid-19 di Indonesia masih konsisten naik turun. Himbauan untuk disiplin menjalankan protokol kesehatan tak henti-henti digaungkan. Penerapan protokol kesehatan yang ketat di sekolah menjadi komitmen kuat dari pihak sekolah agar sekolah tidak menjadi cluster baru penyebaran Covid-19 ini. Pelaksanaan aktivitas sekolah harus memenuhi syarat dan daftar pemeriksaan (ceklist) kesiapan sebelum membuka sekolah di masa Pandemi Covid-19 yang termuat dalam Surat Keputusan Bersama Empat Kementerian tentang Panduan Penyelenggaraan Pembelajaran pada Tahun Ajaran dan Tahun Akademik Baru di Masa Pandemi Covid-19. Syarat dan daftar ceklist tersebut merupakan manifestasi dari penerapan protokol kesehatan di sekolah. Menerapkan protokol kesehatan sebagai kebiasaan baru di sekolah tentu tidak akan mudah. Tantangannya adalah dengan munculnya berbagai masalah. Masalah yang dihadapi SD Negeri 166 Ciateul dalam menerapkan protokol kesehatan di sekolah, diantaranya: 1) Keterbatasan tempat cuci tangan sebagai sarana penerapan protokol kesehatan di sekolah; dan 2) Kurangnya pemahaman orangtua peserta didik tentang pentingnya penerapan protokol kesehatan di sekolah. Kegiatan yang dilakukan sebagai solusi dari masalah tersebut adalah: 1) Pendampingan pengadaan tempat cuci tangan sebagai sarana penerapan protokol kesehatan di sekolah; dan 2) Sosialisasi tentang pentingnya penerapan protokol kesehatan di sekolah kepada orangtua peserta didik. Target capaian kegiatan, meliputi: 1) Tersedianya tempat cuci tangan sebagai sarana penerapan protokol kesehatan di sekolah; dan 2) Meningkatnya pemahaman orangtua peserta didik tentang pentingnya penerapan protokol kesehatan di sekolah.

Abstract

In the digital era, IKIP Siliwangi Cimahi seeks to enhance educational service quality by improving its new student admission process, which has faced issues like limited information, access difficulties, and data errors. This qualitative case study explores the planning, organization, implementation, supervision, impact, strengths, weaknesses, and design of a management information system (SIM) for admissions, using POAC management, SIM, and academic selection theories. Data were collected via observation, interviews, documentation, and FGD, and analyzed through triangulation. Results show that the SIM is well-structured, improves information access and registration efficiency, and is managed and supervised effectively. Benefits include faster, more transparent admissions, though challenges remain with internet access and occasional technical issues. This study contributes to the field of educational management by providing an in-depth analysis of the development and implementation of a well-structured Management Information System (SIM) for new student admissions at IKIP Siliwangi of Bandung at Cimahi.

Abstract

This study analyzes the impact of inflation and exchange rates on the Indonesia Sharia Stock Index (ISSI) before and after the 2024 Election. Using daily time series data and t-tests, the results show that inflation had a significant negative effect on ISSI before the election, but no significant effect afterward. The exchange rate had a significant negative effect in both periods, with a stronger impact after the election. These findings indicate that the 2024 Election influenced ISSI’s sensitivity to macroeconomic variables and reflect increased investor confidence and greater stability in the sharia stock market post-election. Abstract

UMKM play a central role in driving local economies, yet they often face challenges in building a strong product identity and effectively expanding market access. This study aims to identify and analyze strategies that can be implemented to strengthen product identity and market access for UMKMs, using a case study of the "Raja Basreng" UMKM in Tapos 1 Village, Tenjolaya District, Bogor Regency. The research employed a descriptive qualitative approach, collecting data through field observations, direct interviews with UMKM owners, and documentation of production and marketing activities. The results indicate that Raja Basreng possesses strong product flavor and name characteristics, but has not yet developed a comprehensive branding strategy. The product identity remains latent, not optimally conveyed through visual elements (packaging, logo, and design), narrative (product story), or consumer experience. Furthermore, market access remains geographically limited due to the dominance of offline sales and minimal utilization of digital channels such as social media or marketplaces. This study recommends the importance of an integrated branding approach with a digital marketing strategy to effectively convey product value and reach a broader market. Awareness of the importance of building product identity is not merely an aesthetic necessity, but a long-term investment in building image, consumer loyalty, and sustainable competitiveness. The implications of this research not only impact the economic empowerment of UMKMs but also open up new opportunities for developing local potential based on narrative and technological strengths.

Abstract

Penelitian ini menelaah bagaimana dinamika politik melalui perubahan konfigurasi kekuasaan, desain kelembagaan, dan proses legislasi mempengaruhi penegakan hukum di Indonesia, serta bagaimana opini publik dan kepentingan politik membentuk prioritas, tempo, dan arah penanganan perkara. Metode yang digunakan adalah yuridis normatif dengan pendekatan perundang-undangan, konseptual, dan studi kasus; analisis bersifat kualitatif-interpretatif dengan triangulasi sumber regulasi, putusan, dan publikasi ilmiah. Temuan menunjukkan bahwa politik berdampak pada struktur (independensi, pengawasan, koordinasi), substansi (kejernihan rumusan, ruang diskresi), dan budaya hukum (patronase, praktik diskresi), yang memunculkan pola selective enforcement, under/over-enforcement, dan kegagalan koordinasi. Opini public dimediasi media arus utama dan media social dapat memperkuat akuntabilitas, tetapi juga memicu populisme penal dan lawfare ketika tidak dibatasi pagar prosedural yang memadai. Kebaruan artikel ini terletak pada kerangka integratif structure–substance–legal culture yang dioperasionalkan untuk menjembatani indikator makro (indeks rule of law, kebebasan sipil) dengan studi kasus mikro, sehingga menghasilkan rekomendasi operasional. Rekomendasi utama mencakup publikasi pedoman diskresi penuntutan, open data perkara, protokol komunikasi peradilan, harmonisasi kewenangan antarlembaga, dan program integritas berkelanjutan.

Abstract

Undang-Undang Nomor 2 Tahun 2002 tentang Kepolisian hanya mengatur kode etik kepolisian secara umum tanpa menjelaskan parameter khusus terkait kelembagaan dan hubungan dengan masyarakat. Sementara itu, Peraturan Kapolri memberikan batasan mengenai kode etik anggota Polri, namun pengaturan tersebut seharusnya dimuat dalam undang-undang agar memiliki kekuatan hukum yang lebih kuat dan jelas. Penelitian ini menggunakan pendekatan yuridis normatif dengan analisis data kualitatif. Hasil penelitian menunjukkan bahwa Peraturan Kepolisian Nomor 7 Tahun 2022 tentang Kode Etik Profesi Polri belum memiliki dasar hukum yang rinci dalam Undang-Undang Nomor 2 Tahun 2002. Undang-undang tersebut hanya memuat ketentuan umum tanpa batasan eksplisit terkait etika, kelembagaan, dan hubungan dengan masyarakat, termasuk pembatasan terhadap perintah atasan yang bertentangan dengan kepentingan publik. Oleh karena itu, pengaturan kode etik anggota Polri perlu diintegrasikan ke dalam Undang-Undang Nomor 2 Tahun 2002 agar norma dan batasannya lebih jelas serta menghindari kekaburan hukum.

Abstract

The purpose of this study is to analyze the efforts to develop the HR and innovation ecosystem in the digital economy. The research method used is a qualitative analysis method with a litteature study approach. In general, the condition of human resources and digital economy innovation (startup) in Indonesia is still minimal. The lack of human resources makes national digital business actors "nudge" each other to compete for human resources, until finally "damaging" the wage standards of digital human resources themselves. An easier digital industry will certainly be easier to pay dearly for each competent individual. Meanwhile, small industries, which actually train their human resources more from the start, have to "bite their fingers". The portrait of the availability of human resources in the field is still lacking. Therefore, synergies and cointegration between various stakeholders need to be carried out. As a regulator and facilitator, the government must take the initiative to take strategic steps with other stakeholders to contribute positively to human resource development and innovation in the digital economy in Indonesia. One of them is through the implementation of the curriculum from vocational, vocational, and tertiary institutions and accelerated professional/skill certification to overcome the scarcity of human resources. Abstract

The development of science and technology of mankind has brought us to a new era, the era of technology and information, the digital age. The development of human civilization that has occurred to date has led to progress in various aspects of life, social, economic, cultural, spiritual, technological, and linguistic. The dynamics of digital civilization is also happening in Indonesia. How developed countries build their digital economy ecosystems. It takes a number of examples from progress in developed and neighboring countries. Experience in other countries is a parameter of where Indonesia's current position is. And what are the efforts and targets that Indonesia needs to do in order to become big in the digital economy, especially for the next 5 years? Abstract

This research study aims to analyze digital disruptive opportunities and threats for the Indonesian state and nation. The method used in this research is qualitative analysis with a literature study approach. There are a number of digital economy practices that have caused Indonesia to lose potential state revenues. The interesting phenomenon of the case of Chinese tourists in Bali with WeChat Pay and Alipay has cost Indonesia foreign exchange, and is detrimental because the transactions are not recorded. The polemic about taxes on electronic transactions is still limited to tax collection in the e-commerce sector, while social media (Medsos) and over-the-top services (OTT) are still a polemic. This section also discusses mastery of data and transaction flows in the digital economy. The recommendations in this chapter focus on how Indonesia can address this “leakage”. One of them is through tax reform for e-commerce actors, equal level playing with businesses in Social Media, and other digital transactions. Keywords: opportunities and threats, digital disruptive
