Abstract

Tuberculosis (TB) remains one of the most significant public health issues globally, with high morbidity and mortality rates. The City of Palembang, Indonesia, has been identified as a high-burden area for TB, which poses challenges in achieving the national and global elimination targets by 2030. This study explores the roles of collaborative governance and public value in enhancing patient adherence to TB treatment in Palembang. Using qualitative research methods, including in-depth interviews and focus group discussions (FGD) with TB patients, healthcare providers, and stakeholders, this research aims to understand how collaborative governance structures and patients' perceptions of public value influence treatment adherence. The study finds that effective collaboration between government agencies, healthcare facilities, and non-governmental organizations (NGOs) plays a critical role in improving TB service delivery and treatment adherence. However, challenges remain in the areas of data sharing, coordination, and resource allocation, which hinder the full potential of collaborative governance. Furthermore, the research reveals that patients' adherence to treatment is significantly influenced by their perception of public value, such as feeling respected, having access to equitable healthcare, and trusting the healthcare system. Patients who feel valued and treated with dignity are more likely to adhere to their treatment regimen, while stigma and discrimination remain significant barriers to adherence.

Abstract

The integration of the Tahfiz Program and the Bilingual Program at MTsN 8 Jombang has been developed as a strategy to strengthen academic quality, spirituality, and global competence through the management of integrated flagship programs. This study aimed to analyze the planning, implementation, and management of the integration of the two programs, as well as to identify supporting and inhibiting factors in its implementation. A qualitative approach with a case study design was employed, with data obtained through interviews, observations, and documentation, and analyzed using the Miles, Huberman, and Saldaña model, which includes data reduction, data display, and conclusion drawing. The findings show that the integration of the Tahfiz Program and the Bilingual Program is carried out through curriculum alignment, teacher collaboration, the strengthening of a Qur’an-based school culture, language-based learning, and systematic evaluation. The Tahfiz Program contributes to the formation of students’ religious character, discipline, and spirituality, whereas the Bilingual Program enhances students’ global communication skills and language literacy. In conclusion, the integration of the two programs has been proven to strengthen the quality of learning while consolidating the madrasah’s identity as an excellent school that is religious, modern, and globally oriented.

Abstract

The rapid growth of online buying and selling has increased the incidence of fraud, resulting in significant losses for victims. Although Articles 98–101 of the Indonesian Criminal Procedure Code (KUHAP) provide a legal mechanism for combining compensation claims with criminal proceedings, its implementation remains ineffective in practice. This study aims to analyze the implementation of collaborative governance in compensation claims under Articles 98–101 KUHAP and to develop a collaborative model oriented toward justice for victims of online transaction fraud. Employing a qualitative descriptive-analytical approach, the research was conducted at the Bengkulu High Prosecutor’s Office through in-depth interviews, observation, and document analysis. The findings reveal that compensation claims have not been treated as a collaborative process, as reflected in weak initial collaboration conditions, the absence of cross-institutional governance design, and informal, unsustained coordination among law enforcement agencies. This study proposes a collaborative governance model emphasizing strengthened initial conditions, collaborative institutional design, facilitative leadership of the prosecution service as a lead institution, and deliberative inter-agency processes. The proposed model is expected to integrate compensation claims more effectively into the criminal justice system and contribute to the realization of substantive justice for victims.

Abstract

Educational planning through strategic documents has long been recognized as an essential instrument for quality improvement; however, empirical studies on how school principals manage the planning cycle through the Strategic Plan (Rencana Strategis, Renstra) and Annual Work Plan (Rencana Kerja Tahunan, RKT) remain limited. This study aims to examine the role of the madrasah principal in managing the educational planning cycle through the Renstra and RKT as instruments for improving educational quality at MTsN 8 Jombang. The study employed a Research and Development (R&D) method with a qualitative approach, with data obtained through interviews with the madrasah principal, vice principals, and the madrasah development team, as well as analysis of planning documents. The findings show that the principal plays an active role in initiating the preparation of the Renstra, setting policy directions, and ensuring alignment between medium-term planning and annual operational planning. The implementation of the Renstra and RKT was carried out systematically through cross-unit coordination, strengthening of teacher professionalism, and continuous performance-based evaluation. The study concludes that effective management of educational planning requires strategic leadership capable of integrating planning, implementation, and evaluation in a sustainable manner as a prerequisite for improving madrasah quality.
