Abstract

Dalam rangka mencapai tujuan nasional bukanlah perkara yang mudah. Ancaman, hambatan, gangguan, dan tantangan akan senantiasa mengiringi. Sehingga diperlukan suatu kemampuan untuk menghadapi faktor penghalang tersebut. Hal inilah yang dikenal dengan ketahanan nasional. Di era globalisasi seperti saat ini teknologi informasi (TI) merupakan salah satu faktor yang mempengaruhi ketahanan nasional. Penggunaan teknologi informasi seperti pisau dibelah dua, satu sisi berdampak positif dan satu sisi berdampak negatif. Dampak positif TI akan meningkatakan ketahanan nasional, sebaliknya dampak negatif akan menurunkan ketahanan nasional. Pada penelitian ini akan dibahas dampak TI terhadap ketahanan nasional dengan Kabupaten Bangkalan sebagai lokasi penelitian. Dalam penilaian ketahanan, variabel pokok yang digunakan adalah Indeks Pembangunan Manusia (IPM), partisipasi politik masyarakat (PPM), toleransi dan kerukunan masyarakat (TKM), dan keamanan. Metode yang digunakan dalam penelitian ini adalah Decision Making Trial Evaluation and Laboratory (DEMATEL) untuk mendapatkan hubungan keterkaitan antar variabel, dalam bentuk grup dispatcher dan grup receiver, dan pendekatan sistem dinamik untuk menganalisa dampak TI terhadap ketahanan nasional di wilayah Kabupaten Bangkalan dengan menerapkan dua skenario kebijakan antara lain; skenario menurunkan prosentase pengakses pornografi (skenario 1) dan skenario peningkatan prosentase pengguna sosial media (skenario 2). Hasil simulasi menunjukkan bahwa skenario 2 memiliki dampak yang paling baik terhadap variabel output dari sistem pada penelitian ini. Nilai ketahanan wilayah Kabupaten Bangkalan bernilai 0,77 pada periode akhir simulasi. Sedangkan skenario 1 mengakibatkan nilai ketahanan wilayah Kabupaten Bangkalan 0,76.

Abstract

The industrial revolution 4.0 requires that one must be able to work with increasingly sophisticated technological developments. The industrial revolution 4.0 emphasizes digital economic patterns, artificial intelligence, big data, robotic or known as the disruptive innovation phenomenon. The problem discussed in this study is how to determine the strategy for developing STTAL. The purpose of this study was to determine the best strategy for developing STTAL using the SWOT analysis method. The results of the study show that the development of STTAL to produce Human Resources that mastered the technology faced the era of industrial revolution 4.0. Namely: a). Increase the quantity and quality of laboratory facilities that are complete in stages according to the priority scale adjusting the available budget by means of regulation, cooperation, coordination and socialization to relevant stakeholders, b). Publication of lecturer and student research in national and international journals is one way to improve the ability and expertise to produce technological products of marine and maritime technology, c). Establish a curriculum for each Study Program based on IQF and lead to the science and technology fields of maritime and maritime technology, d). Establishing the ideal STTAL Organization will be able to support the operational education and development of new Cyber Study Programs. Abstract

School of Communication (Sekom) is a place for educational institutions of the Indonesian Navy'sNational Army which has the duty to educate and prepare human resources in the field of communication.In providing Morse gesture learning material, the instructors still use the media in the form of a Morseknock tool manually, the news is received and recorded by other students with a sheet of paper or abook. There are ideas or ideas from the author to combine the Morse signal method using computermedia in its implementation. The design of this study was carried out to provide an overview of thesystem to be created. The flow of news delivery is news that is processed in the server and then sentusing the computer as a server automatically so that it will come out in the form of morse audio after theprocess begins and then is received by students using a computer as a client and the results of studentanswers will be automatically saved into the server, after saving the teacher can retrieve the resultsdirectly typing students who automatically have a value that is managed in the server. The assessmentsystem is automatically processed in the server by means of a comparison between the news sent by theteacher with the results typed by students.Keywords: Morse, Server and client.

Abstract

Handling information security management is an absolute thing to do for organizations that have information systems to support the organization's operations. Information systems consisting of assets both software and hardware that manage data and information that are spread over networks and the internet, make it vulnerable to threats. Therefore investment and costs are needed to secure it. Costs incurred for this need are not small, but investment expenditures and information security costs carried out need serious handling to be more effective and on target. The System Dynamics Model is used to evaluate alternative strategies to demonstrate the effectiveness of investment and the cost of managing information security through simulation of policy changes. System Dynamics are methods for describing models and systems analysis that are dynamic and complex, consisting of variables that influence each other in the form of causal relationships and feedback between variables that are either reinforcing or giving balance. Simulation using a dynamic system model in this study illustrates that the management of risk assessment followed by vulnerability reduction efforts has a very large impact on the management of information security. By making a difference in the value of security tools investment, this provides an alternative choice in information security risk management investments to achieve the effectiveness of the overall costs incurred in managing information security

Abstract

The Indonesian National Armed Forces as the front line of national defense must implement policies that are inline with those conveyed by emphasizing the ranks in order to carry out appropriate budgetary activities, especiallythose that are right on target for predetermined uses. The use of the budget must optimize the control side ofactivities, the fulfillment of the procurement of goods and services as well as the maintenance of defenseequipment, the fulfillment of targeted supplies, as well as personnel management, and updating of educationalinstitutions. The Navy Education Centre For Administrative Support is an instructive institution for the Naval forcewhich is the center for authoritative help instruction and has an imperative part in regulatory help instruction. Thereason for this consideration was to decide on elective techniques for creating authoritative help instruction centersin arrange to move forward the quality of prepared warriors utilizing the SWOT strategy. The comes about ofdistinguishing proof are 10 (ten) internal variables with 4 (four) strength variables and 6 (seven) weaknessvariables, and 10 (ten) external components with 3 (eight) opportunity components and 7 (seven) Threatcomponents. Abstract

Assignment Marine security operation is an operation where the presence at sea has strategic value for theexistence of national sovereignty and maritime security in Indonesia's national jurisdiction. The threat of securitydisturbances and violations at sea in the form of fishing theft, theft of timber and other natural resources as wellas encroachment on territorial boundaries by foreign ships requires the presence of the Indonesian Navy PatrolElements (Ships and Aircraft) for security. The limited number of TNI AL Patrol Elements and the budgetprovided by the state as well as the need for securing the maritime territory of the Republic of Indonesia hasresulted in the need for thinking about optimizing the assignment of Patrol Ships and Aircraft in the Kamlaoperation sector and placement to their supporting bases, so that the right type and amount and operationalcosts in security. Ships and aircraft carry out patrols in randomly determined sectors. This optimization modelidentifies the related decision variables through open interview discussions, then sets the objective andconstraint functions as an optimization model to be developed. The application of the Goal Programmingmethod can be formulated by determining the decision variables related to the assignment of aircraft where theobjective function is to calculate the maximum radar coverage area in the operating sector and minimizeoperating costs. After optimizing the coverage area, there was an increase of 2.5% and a decrease in operatingcosts of 28%. So that, Mamdani's Fuzzy Logic method is used to determine the output of certain radar coverageareas. In this case, it requires the help of Matlab software on the Fuzzy Inference System (FIZ) toolbox to solvethis problem. Abstract

Digital culture allows members and the organizations that support them to grow, develop, and innovate quickly, as well as adapt to meet the needs of their customers. This research aims to develop appropriate and systematic procedural steps for creating a digital culture in an organization. The method used is the Descriptive Qualitative Analysis Method approach. The results of this research show that there are several reasons why digital culture is very important which can be described as follows: reducing barriers in communication and increasing transparency, increasing agility and greater adaptability, increasing collaboration and innovation, and increasing capabilities in terms of data collection. The results of the next research are that several best ways can be taken to realize and create a digital culture, which can be identified as follows: (1) prioritizing transparency, (2) encouraging collaboration, (3) offering digital training, (4) being comfortable with risk, and (4) aspires to inspire.
