Abstract

Since the last two decades, Indonesia has been performed decentralization for managing water resources. However, some problems related to water management still exist such as flood, drought, and ego sectoral among stakeholders. Cisadane river basin was used as a study area due to this river basin is one of the national strategic river basin and faced the fastest growing population and land conversion function in Indonesia. Using Grindle model (1980), we analyzed the performance of the policy and figure out its supporting and constraining factors. As a result, in general, implementation of decentralized water resources management based on “Integrated Water Resource Management (IWRM)” principles at Cisadane river basin has been running well. Nevertheless, some problems related communication among stakeholders, public participation, and limited resources are the main issues of decentralized water resources management in Indonesia and can hamper the policy to reach its goals.

Abstract

Education is a strategic area for a nation's change, but Indonesia is not optimistic enough to rely on this position because in reality the conditions and results of education in Indonesia are inadequate. Data published by the United Development Index shows that Indonesia's Human Development Index (HDI) in 2015 was still 113th out of 188 countries. Education in Bengalon district is based on data on dropout rates, the number of level students and education is second place on poverty level indicator. So the government does a partnership with PT. KPC in Corporate Social Responsibility (CSR) programs is one of them in the field of education. This study aims to analyze the implementation of CSR programs in the field of education in Bengalon District. The research method used is descriptive qualitative method. Based on the research that has been done, it is obtained that the implementation of CSR programs in the field of education in Bengalon District has been successfully carried out by PT. KPC is seen from 3 aspects namely Accountability, Transparency, and Sustainability.

Abstract

The purpose of this paper is to describe the embodiment of performance accountability in DISPERKIM Parks Sector, Malang City. This paper is also based on the development concept of performance measurement from Speklé & Verbeeten (2014) through three indicators of operational use, incentive use, and explanatory use. The results of this study are: a) Operational use: in organizational operational planning and preparation of budget allocations is strongly influenced by institutional restructuring and the influence of regional heads in determining bureaucratic efficiency; b) Incentive use: the number of employees namely 214 people can only reach the target of 78.45%, so it’s not surprising that Malang City still receives accountability reports in the BB category; and c) Explanatory use: in the formulation of strategy and communication’s goal, the head of the department and the chief of sector are only limited to reviewing every quarter only, meaning there is no subordinate involvement in the formulation of strategy. For strategy and learning management it’s known that Parks Sector minimizes program and activity budgets, so that it’s used as a reference in observing budget absorption

Abstract

This research aims to reveal the implementation of  Disaster risk reduction (DRR) policy in Jayapura city, Papua Province, Indonesia through the socio-ecological system (SES) perspective. It applies descriptive method and uses qualitative approach, which was intended to explore the information correlated to DRR policy directly from its implementing agency. The result of this study shows that implementation of DRR policy in Jayapura city still need to be developed, although it has positive progress in recent years. In social dimension, it has fulfilled the criteria described in SES concept, however, the result is slightly different in ecological aspect. In ecological aspect, some of implementing agencies still lack of technocratic expert to solve technical problem which ecological aspect. Under this circumstance, the structural coordination among implementing agency is difficult to be performed. Thus, the local major of Jayapura still need to establish an emergency’s organization due to critical situation.

Abstract

This study aims to identify the implementation of child protection policies during the Covid-19 pandemic through the Campus Social Responsibility (CSR) program imposed on circular letter issued by the Surabaya City Social Service number 460/33250/436.7.7/2020 analyzed based on the theory of implementation of Hogwood & Gunn (1984) and Dye's policy impact theory (2017). The results showed that the implementation of the Campus Social Responsibility program during the Covid-19 pandemic was categorized as an unsuccessful implementation since several requirements for the successful implementation of the program were not fulfilled. The impact of the unsuccessful implementation of the Campus Social Responsibility program leads to the potential rate of school dropout at the SMA/ SMK level in Surabaya is quite high. The minimal contribution from various parties involved in the Campus Social Responsibility program has the consequence that the vulnerable school dropouts cannot be handled properly causing the low quality of Human Resources (HR), increasing number of job seekers, open unemployment, moral degradation, poverty, as well as crime.

Abstract

This study was aimed to investigate the satisfaction level of students with disabilities toward the educational services provided by Brawijaya University based on indicators of Tangibles, Reliability, Responsiveness, Assurance, and Empathy. The popilation was students with disabilities at Brawijaya University, while the sample included 16 respondents determined by the Purposive sampling technique. The result demonstrated the average score of the tangibles (X1) variable, reliability (X2), responsiveness (X3), assurance (X4), and empathy (X5) were 4.40, 4.04, 4.11, 3.97, and 3.76, respectively. This showed that respondents gave a positive response (agree) to the indicators of the quality of education service. In addition, the score of the customer satisfaction index (CSI) obtained was 81.26%. Therefore, it is concluded that students with disabilities have so far been “satisfied” with the educational service provided by the university. However, university is expected to improve the quality of education service quality and students’ expectation.

Abstract

This study explain the implementation of spesific nutrition intervention policy in attempt of stunting handling refer to Malang Regent Act No. 33 of 2018 about Stunting Prevention Efforts. A qualitative-descriptive approach used to describe the policy implementation according to A Model of The Policy Implementation Process by Donald Van Meter and Carl Van Horn. Amid of COVID-19 pandemic, several spesific nutrition activities were not carried out due to health budget refocusing. However, the proponent of implement agent such as nutritionist officer in Puskesmas and village tocologist are the key actors in pursuance of stunting integration action timeline. In adaption to this situation, home visits and appointments are made to reach a wider target group. The need for technical regulations as a continuity of Malang Regent Act No. 33 of 2018 to accomodate the handling of stunting through spesific nutrition intervention during the time of pandemic optimally.

Abstract

As an agrarian country, Indonesia has significant potential for developing its agriculture sector. However, the majority of its agricultural workforce is elderly, and there is a lack of young talent entering the field, which has implications for the sustainability of agriculture in Indonesia. The issuance of PERKEMENPER 09/2019 has brought a breath of fresh air to the Indonesian agricultural sector through the millennial santri program. This research aims to assess the extent of the implementation of PERKEMENPER 09/2019 in Islamic boarding schools (pondok pesantren) with agricultural potential and promising conditions. This study employs a qualitative approach, using indicators adapted from Van Meter Van Horn, adjusted to the field conditions. The research results indicate that all three Van Meter Van Horn indicators (standards, resources, and external environment) show favorable outcomes. Islamic boarding schools and their students have made efforts to comply with PERKEMENPER 09/2019. Supporting resources have also been provided through human resource development programs and financial assistance. Additionally, the external environment, including the social and economic conditions in the city of Batu, is highly conducive to the implementation of these policies.

Abstract

The aim of this research is to explore and analyze statistical data management and identify the role of Multi Helix in the statistical transformation process. This research uses a descriptive qualitative approach with 17 informants. to provide solutions to challenges in overcoming data problems at the national and sub-national levels as well as local government agencies. National Statistics Transformation aims to build national statistical governance and capabilities to produce quality national statistical data. The statistical data governance model used at BPS in managing BPS statistical data uses generic statistical business process model (GSBPM) to obtain quality data. At BPS, quality data and publications create a shared spirit of mutual trust that BPS is able to make publications that can be used by the wider community. Capacity for joint action requires strong understanding and harmonization between stakeholders. actors, as well as close relationships to determine the joint actions needed to achieve the desired goals.

Abstract

This study aims to analyze strategies for optimizing Local Own-Source Revenue  in the Kupang City Government using a SWOC (Strengths, Weaknesses, Opportunities, Challenges) analysis of the Strategic Plan of the Regional Revenue Agency for the period 2023–2026.The research method used is a qualitatative approach with a descriptive type, while the main focus of the research is on analyzing the strategic plan document of the Kupang City Regional Revenue Agency to evaluate the strategic plan in increasing Local Own-SourceRevenue especially local tax.The analysis reveals that despite strengths such as an online tax system and qualified human resources, there are weaknesses including suboptimal regulations, limited budget, and lack of integrated technology. Opportunities such as the delegation of tax authority and stakeholder support should be leveraged to enhance  Local Own-Source Revenue. Key challenges include low taxpayer awareness and socio-political issues. The study recommends strengthening regulations, improving human resource capacity, advancing tax digitalization, and fostering inter-agency collaboration as primary strategies to sustainably increase  Local Own-Source Revenue.
