Abstract

The Kepenuhan Hulu Village Government has successfully encouraged the community to participate actively in deliberation forums to convey information about accountability and receive feedback from the community. This indicates the existence of social accountability practices in financial management in Kepenuhan Hulu Village. This study examines how social accountability in village financial management is implemented using the Social Accountability theory of Grandvoinnet et al. The results show that social accountability in financial management in Kepenuhan Hulu Village is built through active community involvement and the village government's commitment to creating transparent and participatory governance. Social accountability is manifested in deliberation forums such as hamlet deliberations, village deliberations, and village development planning deliberations. These forums have become a space for the community to express aspirations and determine the direction of village development. The findings of this social accountability study have implications for strengthening accountability in village financial management by optimizing the deliberation mechanism regulated by the regulation to be more inclusive and based on real community needs. With a clear commitment from the village government to meeting community demands and needs, this social accountability approach can serve as a reference for strengthening more transparent village financial management.

Abstract

Penelitian ini berangkat dari ketidakseragaman praktik dalam penyelenggaraan pendidikan inklusif di Kota Padang. Tujuan penelitian yaitu menganalisis mekanisme diskresi guru dan kepala sekolah sebagai street level bureaucracy serta bagaimana komunikasi kebijakan, sumber daya, dan budaya organisasi lokal membentuk variasi implementasi pada  jenjang TK hingga SMP di Kota Padang. Melibatkan 47 informan dari 9 sekolah serta UPTD LDPI, data dikumpulkan melalui wawancara, telaah dokumen, serta observasi. Temuan menunjukkan bahwa meskipun prinsip penerimaan tanpa diskriminasi dipahami secara konsisten, tingkat kesiapan sekolah dan pemahaman praktis terhadap implementasi bervariasi. Para pelaksana memanfaatkan diskresi untuk menyesuaikan layanan dengan kebutuhan anak, dinamika orang tua, serta beban kerja dan kemampuan sekolah. Diskresi yang muncul bukan sekedar respons terhadap tekanan struktural sebagaimana dijelaskan Lipsky, melainkan membentuk  adaptive discretion yakni diskresi reflektif yang mempertimbangkan dilema moral, nilai profesional, dan kepentingan institusional. Pola ini dipengaruhi budaya birokrasi lokal yang menekankan kehati-hatian, harmoni, dan penyelesaian kasus secara situsional, sehingga menghasilkan implementasi yang tidak seragam. Studi ini memperluas teori street level bureaucracy, bahwa diskresi dalam konteks inklusi pendidikan juga merupakan arena negosiasi etis, bukan sekedar respons teknis keterbatasan aturan dan sumber daya. Oleh karena itu, diperlukan SOP, koordinasi lintas jenjang dan penguatan kapasitas agar praktik inklusi menjadi lebih konsisten dan akuntabel. This study stems from the inconsistency of practices in the implementation of inclusive education in Padang City. The objective of this study is to analyze the discretion mechanisms of teachers and principals as street-level bureaucracy and how policy communication, resources, and local organizational culture shape variations in implementation at the kindergarten to junior high school levels in Padang City. Involving 47 informants from 9 schools and the UPTD LDPI, data were collected through interviews, document reviews, and observations. The findings show that although the principle of non-discriminatory acceptance is understood consistently, the level of school readiness and practical understanding of implementation varies. Implementers use discretion to tailor services to children's needs, parental dynamics, and school workload and capabilities. The discretion that emerged was not merely a response to structural pressures as described by Lipsky, but rather formed adaptive discretion, which is reflective discretion that considers moral dilemmas, professional values, and institutional interests. This pattern was influenced by the local bureaucratic culture that emphasized caution, harmony, and situational case resolution, resulting in inconsistent implementation. This study expands on the theory of street-level bureaucracy, arguing that discretion in the context of educational inclusion is also an arena for ethical negotiation, not merely a technical response to regulatory and resource constraints. Therefore, standard operating procedures (SOPs), cross-level coordination, and capacity building are needed to make inclusion practices more consistent and accountable.

Abstract

This study examines the strategies employed by the Consulate of the Republic of Indonesia (KRI) in Tawau to assist the children of Indonesian migrant workers (PMI) in Sabah’s palm oil plantations in obtaining birth identity documents—a crucial requirement for citizenship status and access to basic social services. Using a descriptive qualitative approach, data were collected through a literature review and in-depth interviews with consular officers and PMI families. The findings show that KRI Tawau has established a vision, mission, and objectives consistent with its mandate to protect Indonesian citizens abroad, particularly in securing the identity rights of migrant children. The Consulate implements outreach strategies, including public awareness campaigns on the importance of the Surat Bukti Pencatatan Kelahiran (SBPK), mobile consular services, and community-based cooperation, to reach families in remote plantation areas. These efforts have improved public awareness and expanded service coverage, although challenges persist, especially the incomplete administrative documents often held by migrant workers. Despite these constraints, KRI Tawau’s strengthened consular functions play a vital role in enhancing children’s access to identity documentation and improving their opportunities to obtain education, which remain limited under Malaysia’s migration and education policies. The study highlights the need for innovative and sustained consular services to protect the rights of migrant children.

Abstract

Urban tourism has emerged as a strategic driver of local economic development, yet cities face mounting challenges in translating tourism growth into measurable fiscal benefits. The proliferation of digital technologies ranging from smart ticketing systems and destination platforms to analytics-based governance presents opportunities for cities to enhance efficiency, transparency, and revenue capture. This study aims to examine how the digitalization of urban tourism innovation contributes to increasing local government revenue (LGR) through improved compliance, reduced leakage, and the formalization of tourism transactions. Using a Systematic Literature Review (SLR) approach, the research synthesizes empirical and conceptual studies from multidisciplinary fields including urban tourism, smart city governance, and public finance. Literature was systematically searched, screened, and analyzed to identify mechanisms linking digital innovation with fiscal performance. The findings reveal four dominant revenue pathways: (1) expanding the taxable base through transaction formalization, (2) enhancing compliance and auditability via digital payments and e-licensing, (3) reducing administrative and operational inefficiencies through automation and analytics, and (4) protecting long-term fiscal sustainability by improving destination management and visitor dispersion. The results highlight that fiscal gains materialize when digitalization initiatives are embedded within coherent governance frameworks and data-sharing mechanisms across public agencies and private actors. The study concludes that urban tourism digitalization can be a strategic fiscal instrument transforming cities into more efficient, accountable, and sustainable tourism ecosystems while strengthening their local revenue capacity.

Abstract

Background This study investigates the role of 'lapau' as a mechanism for social accountability in the budget planning of the Salayo Nagari government. Set within the framework of village autonomy as defined by Law Number 6 of 2014, the research addresses the disparity between formal, procedural accountability and the substantive community practices that exist in reality. Methods Through qualitative methodology involving interviews, observations and document analysis, the study identifies 'Lapau' as a critical informal public sphere. The presence of government officials within the 'Lapau' reduces social distance and encourages continuous dialogue, which contributes to greater public trust and responsiveness. Results The findings suggest that this social arena facilitates transparency, direct discourse and rapid problem solving, thereby overcoming the limitations of rigid formal procedures.  Instead of replacing the formal accountability mechanisms, the 'Lapau' works with the institutional arrangements that already exist by embedding accountability practices within social and cultural relations. Conclusions Ultimately, the 'Lapau' strengthens the Nagari government's legitimacy and fosters a deeper emotional bond with the community, ensuring a sustainable response to citizen aspirations.

Abstract

The Solok Mayor Election was one of the simultaneous Election of Regional Heads held on the first wave of national elections along with 269 regions in Indonesia and simultaneously with the Governor Election and 13 Regents/Mayors in West Sumatera Province. Not only the simultaneous implementation of Pilkada but the joint funding was initiated to reduce the burden of the regional budget. The research which aims to explain the process of budgeting of Solok Mayor Election in the first wave regional elections in year 2015. Using qualitative research method with a case study approach, this study concludes that the Solok Mayor Election budget has been based on the principles in the budget preparation stage and formulation in the budget cycle. Turbulence policy on the implementation of the election model in the Election of Regional Heads is anticipated with policy anticipation both in terms of planning and budgeting that it doeas not disrupt the regional budget cycle. But on the other hand, there is no proportional joint funding (cost sharing) according to the workload among the executors of the Simultanoeus Regional Head Election that it makes the budget for the Election of Regional Heads burden for the Solok City Regional Revenue Budget Keywords: Budgeting, budget, simultaneously local elections Abstrak Tulisan ini tentang analisis anggaran pelaksanaan Pemilihan Walikota Solok Tahun 2015yang termasuk dalam Pilkada serentak nasional gelombang pertama di Indonesia bersama 269 daerah dan serentak dengan Pemilihan Gubernur serta 13 Bupati/Walikota di Provinsi Sumatera Barat. Tidak saja pelaksanaan Pilkadayang serentak tetapi pendanaan bersama kembali digagas untuk mengurangi beban anggaran daerah. Riset yang bertujuan untuk menjelaskan proses penganggaran Pemilihan Walikota Solok pada Pilkada Serentak Nasional Gelombang Pertama pada Tahun 2015 yang lalu. Tulisan ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus dalam penelitian. Sehingga dapat disimpulkan bahwa anggaran Pemilihan Walikota Solok telah berdasarkan pada prinsip-prinsip dalam tahapan budget preparation and formulation dalam siklus anggaran. Turbulensi kebijakan tentang pelaksanaan model pemilihan dalam Pilkada diantisipasi dengan kesiapan kebijakan (policy anticipation) baik dari sisi perencanaan maupun anggaran sehingga tidak mengganggu siklus anggaran daerah. Tapi, disisi lain tidak terjadi pendanaan bersama yang proporsional (cost sharing) sesuai beban kerja diantara pelaksana Pilkada serentak sehingga menjadikan anggaran Pilkada beban bagi APBD Kota Solok Kata Kunci : Penganggaran, anggaran, pilkada serentak

Abstract

Indonesia is among the world’s most disaster-prone countries, with landslides posing a recurring and high-impact threat, especially in areas with steep terrain and high rainfall. Sawahlunto City in West Sumatra exemplifies this vulnerability, experiencing frequent landslides that result in human, infrastructural, and economic losses. Although various mitigation measures have been introduced, evidence shows that disaster risk reduction depends not only on physical or technical efforts but also on the quality of inter-organizational collaboration and institutional arrangements. This study analyzes the institutional design of collaborative governance in landslide mitigation in Sawahlunto City. Using a qualitative approach, data were gathered through interviews, document reviews, and field observations involving government agencies, community representatives, and relevant stakeholders. The analysis draws on the collaborative governance framework of Ansell and Gash, focusing on institutional design elements such as inclusive participation, exclusive forums, ground rules, and transparency. The findings indicate that collaborative governance mechanisms in Sawahlunto are formally established but function unevenly. Participation is recognized but limited in practice, forums exist yet lack consistency and strategic authority, ground rules are only partly implemented, and transparency varies across agencies. These weaknesses lead to fragmented coordination and reduced mitigation effectiveness. The study concludes that successful disaster mitigation requires not only collaboration but also a coherent, well-structured institutional design that strengthens coordination, accountability, and transparency at the local level.

Abstract

Rimbo Tarok Traditional Village was designated as a Thematic Village of Padang City in 2021; however, until 2024, its development remains stagnant, and it has yet to gain wider recognition as a tourist destination and creative economy hub. The primary issue lies in the suboptimal management of the Tourism Awareness Group (Pokdarwis), stemming from a limited understanding of institutional functions and a lack of digital promotion strategies. This study aims to analyze the weaknesses of institutional management and formulate strengthening strategies based on collaboration and digital promotion. A qualitative case study approach was employed, involving interviews, observations, and documentation, with the head and members of Pokdarwis. The findings reveal that Pokdarwis lacks a structured management system, stakeholder coordination remains weak, and the use of social media is underutilized. Institutional strengthening programs through socialization, management training, and engagement with external partners proved to enhance members’ understanding of organizational roles and opened opportunities for cultural tourism promotion. In conclusion, strengthening institutional capacity and utilizing digital promotion are strategic steps to develop Rimbo Tarok Traditional Village into a competitive cultural tourism destination that contributes to improving the local community’s economy.

Abstract

The education system in Yala, a conflict-sensitive and multicultural province in Southern Thailand, faces persistent challenges shaped by sociopolitical instability, cultural diversity, and governance constraints. This study investigates the perceptions of teachers, community leaders, and local officials regarding public management practices and their influence on educational improvement in Yala. Using a qualitative approach grounded in Community-Based Participatory Research (CBPR), data were collected through nine semi-structured individual interviews and two focus group discussions (FGDs), each involving three participants. Thematic analysis revealed four major insights: (1) a persistent disconnect between national education policies and local realities; (2) uneven access to teacher professional development due to geographic, cultural, and security barriers; (3) the underutilized potential of religious and cultural institutions in education governance; and (4) a trust gap between the community and central authorities that undermines participatory governance. These findings underscore the need for culturally inclusive, decentralized, and conflict-sensitive public management strategies. The study contributes both theoretically and practically by offering locally grounded insights for policymakers, educators, and scholars seeking to improve education systems in post-conflict, multicultural settings.
