Abstract

This research is motivated by the routine agenda of the Ombudsman Republic Indonesia every year to assess the implementation of public services which is a priority agenda in the 2020-2024 RPJMN. This research aims to see how the implementation of compliance assessments is carried out by the Indonesian Ombudsman Representative of West Sumatra Province. This research uses a descriptive qualitative approach by collecting data through interviews, documentation and observation from purposive sampling informants. The theory used in this research is policy implementation according to Edwards III which consists of communication, resources, disposition and bureaucratic structure. The results of this research indicate the implementation of compliance assessments has gone well. In the communication variable, the implementation of the compliance assessment has been communicated. However, the clarity of the information contained in the relevant regulations is not yet complete considering that there has been an update to aspects of the assessment carried out by the Ombudsman. In the resource variable there is a shortage of human resources which are insufficient in quantity but can be balanced in terms of quality. The disposition variables and bureaucratic structure have been running well. Thus, the compliance assessment carried out by the Indonesian Ombudsman Representative for West Sumatra had a positive influence on public services in West Sumatra Province. With the role of the Ombudsman, the compliance status obtained by West Sumatra Province is increasing every year.

Abstract

West Sumatra Province has a high risk of tsunami disaster. From this situation description, an appropriate and relevant Contingency Plan is needed so that it can be used effectively when a disaster occurs. This research explains the evaluation of West Sumatra Province's tsunami contingency planning policy based on the descriptor of public policy responsiveness proposed by William Dunn. The approach used in this research is descriptive qualitative with purposive sampling to determine informants. Meanwhile, the data analysis technique uses the triangulation method. The results of the research show that from the descriptor of the responsiveness of West Sumatra's tsunami contingency plan policy, there is doubt about its readiness to face this disaster. This is because the necessary measures have not gone through a review process to adapt them to the threats and required resource requirements. From the research findings, it can be explained that the responsiveness descriptor, namely focusing on crucial issues and intensity of preferences, has not been implemented in the West Sumatra tsunami contingency plan policy.

Abstract

The birth of Law Number 6 of 2014 concerning Villages became a milestone in changing the paradigm about villages. The village is no longer an object but has become a subject of development and has the authority to manage its own finances. As a consequence of this authority, financing or finance is a very essential factor in supporting the implementation of village autonomy or gampong. The handover of authority to gampong raises great demands on financial management by the community against the Gampong Government. These demands must be responded to by making changes in gampong financial management. This study aims to determine how financial management in Gampong Blang Makmur, Kuala Batee District, based on Permendagri Number 20 of 2018 concerning Village Financial Management. With the research method carried out using a type of descriptive qualitative research that seeks to tell the solution of problems that occur now based on data in which there are efforts to describe, record, analyze and interpret conditions that are now occurring in other words descriptive research aims to obtain information about the current situation with data collection techniques in the form of interviews, ducumentation and observation.  Gampong Blang Makmur's financial management has been carried out properly in accordance with the stages and principles in village financial management in accordance with the mandate of Permendagri Number 20 of 2018 concerning Village Financial Management.  However, there are several shortcomings and weaknesses in the implementation at each stage, including: The determination of the Gampong Blang Makmur APBG is not in accordance with the established schedule; Inadequate apparatus human resources in gampong financial management, to delayed and untimely gampong financial management accountability reports. On the other hand, gampong financial management is not as autonomous as imagined, most of gampong's finances are guided to implement district priority programs.

Abstract

Regional Technical Implementation Unit of Rendang Service and Development Center still faces obstacles in efforts to develop the Rendang Small and Medium Industry. So that coordination, integration, and synchronization with stakeholders from internal and external Payakumbuh City government are formed in a network governance. This paper aims to describe the implementation of network governance in the development of the Rendang Small and Medium Industry in Payakumbuh City. The author uses a descriptive qualitative approach to explain, record, and analyze data obtained from relevant literature studies. The phenomena found will be analyzed using network governance theory by Klijn and Koppenjan. The conclusion is that the implementation of network governance in the development of the Rendang Small and Medium Industry in Payakumbuh City has not run optimally due to unclear network management, despite the involvement and trust of stakeholders. This unclear network management has implications for achieving results that are not maximized. In general, the network formed has resulted in innovation, integrated solutions, contributions from stakeholders, problem-solving capacity, efficiency and support. However, it is still necessary to pay attention to indicators of resilience, conflict resolution, and network development due to poor network management.

Abstract

ABSTRAK Adapun tujuan dalam penelitian ini untuk mengetahui bagaimana Implementasi Program Pengurangan Risiko Bencana Oleh BPBD Kabupaten Pasaman. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif dengan menggunakan Teori Implementasi Kebijakan oleh Van Meter Van Horn. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dan dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, penyajian data, kesimpulan dan verifikasi. Hasil penelitian yang ditemukan bahwa implementasi program pengurangan risiko bencana oleh BPBD Kabupaten Pasaman belum diimplementasikan secara optimal. Hal ini dapat dilihat dari masih terdapatnya permasalahan dalam proses pelaksanaan kegiatan dari implementasi program pengurangan risiko bencana seperti kurangnya sumber daya aparatur yang dimiliki oleh pihak BPBD Kabupaten Pasaman dalam merealisasikan atau melaksanakan program pengurangan risiko bencana yang dilakukan oleh BPBD Kabupaten Pasaman. Selain itu kurangnya anggaran yang dimiliki dalam proses implementasi program pengurangan risiko bencana juga menjadi hambatan dalam pelaksanaan program ini dimana hal ini menyebabkan program dan kegiatan tidak berjalan sesuai semestinya. Seharusnya dalam proses pelaksanaanya, pihak Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Pasaman harus memberikan pelatihan dan pembekalan pengetahuan tentang penanggulangan bencana terhadap masyarakat tidak dapat diselenggarakan secara optimal.

Abstract

The purpose of this study is to explain the evaluation of disaster management policies in the Pasaman regency. William N Dunn's criteria theory assessment is used in this qualitative descriptive study. The data-gathering methods used were observation, interviews, and documentation. The data analysis strategies are data reduction, data presentation, conclusions, and verification. The findings of this study shows that the objectives of Pasaman Regency's disaster risk reduction strategy have not been met and must be evaluated due to the suboptimal execution of disaster risk reduction activities. The effectiveness instrument revealed that actions, such as drafting contingency plans, had not been implemented, and the objectives of the disaster resistant village (Destana) and disaster awareness group (KSB) activities had not been met, resulting in this risk reduction policy not being enforced adequately. Next, a lack of human resources in terms of competence and funding has prevented various initiatives, such as the sustainability of Destana and KSB, from being implemented, failing to meet efficiency objectives. Next, the adequacy of Pasaman Regency's BPBD, such as the level of success of disaster risk reduction operations carried out, is deemed insufficient to address future issues. Then, it was discovered that the application of this policy did not create an even output in each Nagari that served as the study locus. In terms of the responsiveness of the implementation of the disaster risk reduction policy, which was carried out to elicit a positive response from the community, and finally, in terms of the accuracy of the implementation of this disaster risk reduction policy, it can be concluded that while it was right on target, it was not executed optimally.

Abstract

The results of the study show that the sipaduko application does not fully fulfill all of the five pillars of e-government maturity as a whole. the research aims to evaluate the maturity of e-government through descriptive qualitative methods with the theory by Fietkiwitz et.al (2017) through five pillars namely information dissemination (catalogue), communication, transaction, interoperability (integration) and participation. Especially on the pillars of information dissemination (catalogue), communication and participation. In the information dissemination (catalogue) pillar, it shows that the appearance of the application does not fit all age groups, then there are no information features in using the application or the latest information related to administrative services. In the communication pillar, there is not link or separate social media account for the sipaduko application, but it is incorporated in one social media service for Civil Registry Service Jambi City. On the participation pillar, the sipaduko application does not present features to involve the communication in application development. This can certainly be used as material for evaluation by Civil Registry Service in the process of developing the sipaduko application for the better, so that people’s enthusiasm for using online service is increasing.

Abstract

Upaya mewujudkan birokrasi yang dinamis, lincah, dan profesional terus dilaksanakan dalam bentuk kebijakan penyederhanaan birokrasi, transformasi mendasar dan menyeluruh sangat diperlukan khususnya dalam aspek sistem kerja ASN, perubahan system kerja menuntut perubahan sitem kerja aparatur yang tadinya bersifat hierarki menjadi lincah, fleksibel, dan kolaboratif serta sistem kerja yang mengedepankan kerja tim yang fokus pada hasil serta menghargai kompetensi, keahlian, dan keterampilan dengan dukungan tata kelola pemerintahan berbasis digital untuk mendukung pencapaian tujuan organsiasi, tulisan ini diharapkan dapat memberikan gambaran dan penjelasan implikasi kebijakan penyederhanaan birokrasi terhadap system kerja ASN. Metode yang digunakan dalam pembahasan adalah pendekatan dekskriptif kualitatif dengan pengumpulan data menggunakan studi pustaka. Dengan metode ini, penulis menginterpretasikan segala data dan peristiwa yang ada untuk mengonstruksi makna-makna yang dibutuhkan dalam memahami dan menjawab kasus serta permasalahan di lapangan. Penyesuaian sistem kerja dimaksudkan agar ASN memahami dan mengetahui setiap tugas dan fungsi pasca penyetaraan jabatan. Sistem kerja akan menjadi pedoman ASN dalam melaksanakan tugas pokok dan fungsi pasca penyetaraan jabatan dan menjadi faktor penentu bagi keberhasilan kebijakan penyederhanaan birokrasi.

Abstract

The purpose of this research is to explain the implementation of the Child Identity Card Program by the Department of Population and Civil Registration of Dharmasraya Regency. This research was conducted using descriptive qualitative techniques, namely data collection using interviews and documentation. The selection of informants used is source triagulation. The data validity technique that the researcher uses is triagulation. This study uses the concepts of Van Meter and Van Horn, namely policy standards and objectives, resources, characteristics of implementing agents, inter-organizational communication, attitudes or tendencies of implementers, and social, economic, and political situations. Based on the findings in the field, it can be concluded that the Implementation of the Child Identity Card Program by the Department of Population and Civil Registration of Dharmasraya Regency has been implemented but not optimal. In the implementation of the Child Identity Card Program in Dharmasraya there are still obstacles in the form of the absence of a clear program structure between implementing organizations which results in ineffective communication and coordination due to the absence of a clear division of tasks and roles between the agencies involved. Then the influence of social, economic and political conditions as well as people's understanding of the Child Identity Card program which has not been good has an impact on the implementation of the Child Identity Card program in Dharmasraya District.

Abstract

Accountability in the financial management of Village Funds is crucial. This research is motivated by the financial management of village funds by the Kuteni Reje village government, which has achieved achievements in managing village funds. However, there are still shortcomings in implementing accountability in the financial management of Village Funds. Therefore, it is necessary to carry out a more in-depth study to find an accountability model for Village Fund management to maximize the performance of the Kuteni Reje village government as a public service provider. This research uses Mardiasmo's accountability theory, which consists of 4 (four) variables: legal accountability and honesty, process accountability, program accountability, and policy accountability. The research was conducted using qualitative methods. Data collection techniques were carried out using interviews and documentation. The selection of informants was carried out using a purposive sampling technique. The results of this research show that in terms of formal accountability, the management of Village Funds by the Kuteni Reje Village Government has been carried out accountably. However, there are still shortcomings in village financial management, namely delays in the process of preparing the Village Revenue and Expenditure Budget (APBK) and lack of transparent information regarding the Village Revenue and Expenditure Budget (APBK) to the community, especially the use of Village Funds, and the unavailability of compliant services for the community to convey any deviations in the management of Village Funds that occur. So, we need a model and pattern of accountability that focuses more on social accountability to complement the dark side of formal accountability so that the performance of the Village government in financial management becomes better.
