Abstract

Subak irrigation system beside as an appropriate technological system, but as acultural system as well. This fenomenon indicate that basically subak irrigationsystem is a technological system that has been developed as a part of cultural society.Because subak system is viewed as a technological system, so this system has anability to be transformed. Meanwhile, limitation of the ability of subak irrigationsystem to overcome the extreem conditions, basically can be solved through theharmony and togetherness, based on the Tri Hita Karana (THK) principles as a basicof subak system. Futhermore, through inverse technique, it can be seen the ability ofsubak system, that can be transformed. And then, through Fuzzy Set Theory, it can beseen the dominance or ranks of the all elements of subak system, which are also as aconsideration on the transformation process.

Abstract

ABSTRACT Basically, agrotourism is to place the primary sector (agricultural sector) in the tertiary sector (tourism sector), in order to increase farmers income. Farmers in agricultural sector have to get some benefits from the agrotourism activities. Beside that, agrotourism may secure the agricultural sustainability, and avoid the agricultural sector from the marginalization process. Aftermoment, there are some opinions that tourist interest tend to see natural activities, and agrotourism activities. In Bali, there are some agrotourism regions with several different management models. That is way, in this article have been explained about the general model of agrotourism development in Bali, and hope there are usefulness to the other regions in Indonesia. Key words : Agriculture, Agrotourism, and Agrotourism model. ABSTRAK Pada dasarnya agrowisata adalah menempatkan sektor primer (sektor pertanian) di sektor tersier (sektor pariwisata) yang bertujuan untuk membantu meningkatkan pendapatan petani. Petani dan sektor pertanian akan mendapat keuntungan dari aktivitas agrowisata. Agrowisata juga mampu menjaga keberlajutan sektor pertanian dan menghindarkan sektor pertanian dari proses marginalisasi. Ada banyak alasan bagi wisatawan tertarik untuk melihat keindahan alam dan melakukan berbagai aktivitas di alam terbuka termasuk menikmati aktivitas agrowisata. Sejumlah kawasan di Bali kini sedang dikembangkan sebagai kawasan agrowisata, namun model pengelolaan agrowisata yang satu dengan yang lainnya sangat berbeda. Keberagaman model pengelolaan agrowisata itu menjadi bahan kajian untuk menyusun model pengembangan agrowisata yang diberlakukan dalam kondisi yang berbeda di masing-masing obyek agrowisata tersebut. Artikel ini memaparkan secara gamblang bagaimana model pengembangan agrowisata di Bali dan diharapkan dapat digunakan untuk pengelolaan agrowisata di daerah lain seluruh Indonesia. Kata kunci: Pertanian, Agrowisata, dan Model Agrowisata

Abstract

Subak in Bali having some wisdom. One of it is an ecological wisdom. The subak ecological wisdom basically based on the Tri Hita Karana (THK) philosophy. UNESCO recognition for subak as a world cultural heritage, because subak directly implemented the THK philosophy in their activities. The components of THK philosophy are parhyangan, pawongan, and palemahan. On parhyangan component, subak is developing harmony on spiritual sector, through some ceremonies at farmer and also at subak level. On pawongan component, subak is developing harmony on social sector, through work together at subak site, and also implementing water borrowing system among subak members in one subak site. Water borrowing system also implemented among subaks that get water from one river. On palemahan component, subak is developing harmony on fisical sector through developing the rice fileds along the land contour, without destroying the land. It’s constructing the beautiful rice field terrace at some subaks in Bali, that it is very famous in the world tourism.

Abstract

Subak system is a custom law community with socio-technical-religious characteristics,consists of a group of farmers that manage irrigation water at their irrigarted area (sawah).The existance of subak irrigation systems are dynamic, due to the socio-cultural conditionsof the society. Subak as a irrigation system which is based on Tri Hita Karana (THK)concept, is implemented on the system of irrigation in Bali. Its based on socio-technicalconcept which technologically integrated with the socio-cultural of the society.Furthermore, the form of subak system as an appropriate technology, is implemented onthe form of thinking-pattern, social system, and the development of artefax of the system.The final goals of the system are in order to achieve the harmony and togetherness in theirrigation management.

Abstract

Someone who can be regarded as the heir is a person who fulfills the conditions and certain obligations that he is entitled to inherit. In connection with this case, it will be explained regarding liability issues of a child (swadharama). If someone gets inheritance but he has changed his religion then how does the inheritance status. The issue of this research is why the status of land ownership inheritance can be turned into Pelaba Pura land in balinese folks costumary law and how does the process of inheritance land ownership transfer into a Pelaba Pura land in balinese folks customary law in traditional village of canggu. Type of research used was empirical legal research conducted in the village of Canggu. It was a descriptive study. This study used primary and secondary data sources. Data collection techniques in this research were observation, interview and document study. Data processing and analysis techniques used in this study generally consisted of three stages of data analysis: data reduction, data display, and data verification stage. Results of the study on the considered problem was that the status of inheritance land ownership can be turned into Pelaba Pura land in in balinese folks costumary law because of religion change eliminates a person's status as a heir. Only descendants with Kapurusa status were deemed capable of taking care and continuing family’s Swadharma (responsibility), both in relation to parahyangan (Hindu’s belief), pawongan (Hindus), and palemahan (preservation of the natural environment in accordance with the Hindu’s belief). Thus it is the same as the person who left the family responsibilities (ninggal kedaton), and are therefore considered not entitled to inheritance in families. The ownership process of inheritance land that become Pelaba Pura land in customary law community of Canggu Bali. A single heir who has switched religions can no longer be regarded as an heir. Therefore disputed inheritance from the past until now has been dominated by Canggu custom banjar as pengemong and pengempon Khayangan temples of Canggu custom banjar hereditary. In this case the land is used as Pelaba Pura land which proposed sporadically. Existence of land belonging to the temple already has a legal basis, namely by the presence of Government Regulation No. 38 of 1963 On Legal institution to Have Properties of Land which was reaffirmed by the Decree of Home Affairs Ministry of Indonesia SK / 556 / DJA / 1986 on the appointment of Temple As a Religious Legal Entity That Can Have Reserved Land Rights.

Abstract

Peran dan pemberdayaan desa pakraman unluk menimiang kegiatan kepariwisataan di Bali , berkaitan dengan peran dan pemberdayaan lembaga tradisional lainnya yang melakukan polisentrisitas dengan desa pakraman yakni sistem subak. Disamping itu tentu saja dengan desa dinas. Ketiga lembaga ini hams mampii melakukan polisentrisitas yang optimal, demi terwuiudnya suasana harmoni dan kebersamaan. scsuai semaiigat yang ada pada konsep Tri Hita Karana. Kondisi seperti ini sangat penting artinya bagi kegiatan kepariwisataan di Bali . Peran desa pakraman dalam kepariwisataan di Bali adalah dengan mewujudkan suasana harmoni dan kebersamaan baik pada intern desa pakraman yang bersangkutan maupun antara desa pakraman dengan lingkungan sekitarnya . Peran dan pemberdayaan desa pakraman sebaiknya jangan sampai kebablasan. sehingga justru dapat menimbulkan konfiik. Desa pakraman di Bali perlu terus diberdayakan, agar mampu menjalankan perannya sectira maksimal dalam menunjang sektor pariwisata di Bali . Pemberdayaan dilakukan. baik di bidang ekonomi, sosial, kelembagaan, dan pengelolaan objek wisala yang ada di kawasan desa pakraman yang bersangkutan. Pemberdayaan desa pakraman seharusnya dilihat dari sudut pandang sistem kebudayaan, yang dilihat dari subsistem poki pikir, sosial, d;tn artefak. di mana seintia subsistem itu satu dan lainnya adalah saling terkait.

Abstract

Basically subak is a farmer-managed irrigation system in Bali. It is an entity managing some sites of rice field, getting irrigation water from one source, having subak temple, and getting an autonomy of internally and externally. It also has some natural bounderies. Subak as a socio-cultural institution has some strengths. But subak is very weak because of external intervention. The globalization (competition, pragmatism, materialism, etc) highly influences the subak existence. Now, irrigation water for subak is taken by tourism sector as water drinking industry and by the domestic used. Therefore water for subak is limited. Also, the land tax (pajak bumi dan bangunan) is very high, because the number of tax is based on rice fileld location. That is why land conversion in Bali is very high, about 750 ha/year. The problems and threats of subak in Bali are coming from tourism sector, green revolution concept, free trade, and biotechnology development. To increase the defensiveness and sustainability of subak needs a strategic policy in relation with parhyangan (values) aspects, pawongan (social) aspects, and palemahan (physical) aspects.
