Abstract

Kualitas layanan kesehatan merupakan salah satu faktor utama yang memengaruhi tingkat kepuasan pasien dalam menerima pelayanan di rumah sakit. Penelitian ini bertujuan untuk menganalisis kualitas layanan kesehatan terhadap tingkat kepuasan pasien di RSUD dr. Hi. Zainal Umar Sidiki Kabupaten Gorontalo Utara. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, serta telaah dokumentasi. Responden penelitian meliputi pasien rawat jalan dan rawat inap yang pernah memperoleh layanan kesehatan di rumah sakit ini. Hasil penelitian menunjukkan bahwa dimensi kualitas layanan, khususnya assurance (jaminan) dan empathy (empati), menjadi faktor dominan yang memberikan kepuasan pasien, seperti keramahan tenaga medis, sikap profesional, serta komunikasi interpersonal yang baik. Namun, masih terdapat kelemahan pada dimensi responsiveness (daya tanggap) dan tangibles (bukti fisik), terutama terkait lamanya waktu tunggu, keterbatasan jumlah tenaga kesehatan pada jam sibuk, serta kurang memadainya fasilitas ruang tunggu. Secara keseluruhan, pasien menilai bahwa layanan kesehatan sudah baik, namun masih membutuhkan peningkatan di aspek manajemen pelayanan dan fasilitas pendukung. Penelitian ini menegaskan bahwa peningkatan kualitas layanan kesehatan harus diimbangi dengan perbaikan manajemen pelayanan serta sarana prasarana rumah sakit guna menciptakan pengalaman pelayanan yang lebih optimal bagi pasien.

Abstract

This study aims to (1) determine the management strategy for tourist villages and (2) determine the factors influencing tourist attraction. Linawan Village has marine tourism potential in the form of beautiful beaches and mangrove areas, but management is not yet optimal. The research method used a descriptive qualitative approach, with data collection techniques through observation, in-depth interviews, and documentation of informants such as Pokdarwis, village government, MSMEs, the Tourism Office, community leaders, tourists, and youth organizations. The results of the study indicate that (1) management strategies include tourism promotion, partnerships with the private sector, human resource development, mapping tourism potential, and revitalizing the tourism village acceleration team. (2) Factors influencing tourist attraction include accessibility, infrastructure, promotion and information, and price. The main obstacles are limited supporting facilities, suboptimal coordination between stakeholders, and weak digital promotion. The study recommends an integrated and community-based management strategy, utilizing digital media, strengthening partnerships, increasing human resource capacity, and developing new tourist attractions. These results are expected to serve as a reference for the management of Linawan Tourism Village and a reference for the development of sustainable tourism villages in other areas.

Abstract

This study aims to find out how the implementation of policies and what factors determine the implementation of policies on procedures for filling high-ranking pratama positions in South Bolaang Mongondow Regency. The method used is a qualitative method with a descriptive approach. Informants in this study were the Regent, Regional Secretary, Secretary of BKPSDM, Head of Division and Sub-Section of BKPSDM. Data analysis through data reduction, data display and conclusion drawing/verification. The results of the study showed that at the preparation stage, there were no Independent Assessors. At the implementation stage, there is a lack of ASN human resources participating in the auction of positions. At the stage of monitoring and evaluation not running effectively, there are several High Leadership Officials who have held positions for 5 (five) years, and have not been reassessed related to the suitability of competencies and positions occupied. Factors that affect implementation: Communication, an inhibiting factor because of the existence of the Pansel Team and Assessor Team; Resources, become an inhibiting factor because the ASN candidates for bidding positions that meet the requirements are still very lacking; Disposition is a supporting factor because the understanding and response of program implementers is good; bureaucratic structure,

Abstract

Penelitian ini bertujuan untuk mendiagnosis faktor internal dan eksternal pemicu konflik dalam pelayanan publik serta menganalisis efektivitas strategi manajemen konflik yang diterapkan di Pemerintahan Desa Tinelo, Kabupaten Gorontalo. Menggunakan metode kualitatif deskriptif, data dikumpulkan melalui observasi partisipatif, dokumentasi, dan wawancara mendalam dengan informan kunci. Hasil penelitian mengungkapkan bahwa konflik internal berakar pada disfungsi birokrasi berupa tumpang tindih tugas (overlapping) dan organizational slack akibat ketiadaan Standar Operasional Prosedur (SOP) tertulis. Secara eksternal, konflik dipicu oleh kesenjangan ekspektasi masyarakat terhadap transparansi layanan dan adanya persepsi favoritisme (nepotisme) dalam proses administrasi. Strategi manajemen konflik yang diterapkan aparat cenderung bersifat reaktif melalui pendekatan penghindaran (avoidance) dan akomodasi (accommodation) yang menciptakan rhetorical wall sebuah kondisi di mana keluhan diredam secara lisan namun tanpa perbaikan sistemik. Meskipun terdapat upaya kompromi dan kolaborasi, implementasinya masih bersifat prosedural dan asimetris. Peneliti merekomendasikan reformasi struktur melalui penyusunan SOP berbasis digital dan standarisasi alur kerja untuk memulihkan kepercayaan publik (public trust) serta menciptakan resolusi konflik yang substantif.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi strategi pemasaran produk Gadai Emas di Bank Syariah Indonesia (BSI) KC Gorontalo serta mengidentifikasi hambatan teknis dan sosial yang memengaruhi efektivitasnya. Pendekatan penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui observasi partisipatif, dokumentasi, dan wawancara mendalam terhadap lima informan kunci. Analisis data mengikuti model interaktif Miles dan Huberman yang divalidasi melalui triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa BSI KC Gorontalo telah mengintegrasikan bauran pemasaran 4P (Product, Price, Place, Promotion) dengan inovasi digital seperti aplikasi BYOND dan fitur marketing automation. Strategi produk berfokus pada kepatuhan syariah dan likuiditas cepat, sementara strategi promosi mengandalkan sinergi media digital dan teknik word-of-mouth. Namun, implementasi strategi ini belum optimal akibat hambatan teknis berupa gangguan infrastruktur TI dan kendala sosial berupa rendahnya literasi serta adanya stigma masyarakat terhadap produk gadai. Penelitian ini merekomendasikan perlunya edukasi masif dan rekayasa sosial untuk mengubah persepsi publik terhadap instrumen keuangan syariah.

Abstract

Digital transformation in human resource management has become an important strategy for organizations to improve work effectiveness, competitiveness, and organizational sustainability in the digital era. This study aims to analyze the influence of Artificial Intelligence Integration, Talent Development, and Organizational Sustainability on the Digital Transformation of Human Resource Management. The study uses a quantitative approach with a survey method. The study population is employees and management staff in several organizations and companies in Gorontalo Province that have implemented digital systems in HR management. The sampling technique used purposive sampling with a sample size of 120 respondents. Data collection was carried out by distributing questionnaires using a Likert scale of 1–5. The data analysis technique used multiple linear regression analysis with the help of SPSS software. The results of the study indicate that Artificial Intelligence Integration, Talent Development, and Organizational Sustainability have a positive and significant effect on the Digital Transformation of Human Resource Management. The Artificial Intelligence Integration variable is the most dominant variable in influencing the digital transformation of HR. Furthermore, the coefficient of determination showed an R² value of 70.9%, indicating that the three independent variables were able to explain 70.9% of the influence on Digital Transformation of HR Management, while the remainder was influenced by other variables outside the study. This study implies that the success of an organization's digital transformation depends not only on technology, but also on the development of digital talent competencies and the organization's ability to build a sustainable and adaptive work system to technological change.
