Abstract

This research aims to evaluate the counter-terrorism policy in Poso Regency, Central Sulawesi Province. Poso Regency is one of the areas that has experienced horizontal conflict and became a base for terrorism movements in Indonesia. This research uses a descriptive qualitative approach with policy evaluation theory from Dunn and Ripley which includes seven evaluation aspects: measuring program effects, measuring compliance, providing explanation, obtaining information, providing feedback, conducting auditing, and providing recommendations. Research informants consist of the people of Poso Regency, task implementing officers, local government, and village officials. Data collection techniques were conducted through observation, in-depth interviews, documentation studies, and literature review. The results show that the implementation of counter-terrorism policies in Poso Regency refers to Law Number 5 of 2018 concerning Eradication of Criminal Acts of Terrorism with soft approach and hard approach. This policy evaluation is important to provide recommendations for improvement in terrorism prevention and handling efforts in the future and to ensure the security and survival of the community in Poso Regency.

Abstract

This study aims to analyze human resource development (HRD) among personnel at the Pangkep Regency Regional Revenue Agency (Bapenda) using the Human Resource Development (HRD) theory proposed by Holton and Swanson (2011), which emphasizes three main dimensions: learning, performance, and change. The research approach used was a qualitative case study method, and data were collected through in-depth interviews, observations, and documentation studies with the Head of the Agency, the Secretary, and several employees as key informants. The results show that in the learning dimension, training and development of personnel have been carried out, but are still general and not based on a clear needs analysis. In the performance dimension, training has an impact on increasing work effectiveness and productivity, but has not been balanced with a sustainable performance-based reward and evaluation system. Meanwhile, in the change dimension, there have been positive behavioral changes in the form of increased discipline, adaptability to information technology, and strengthening work ethics and professionalism. These findings indicate that HRD development at the Pangkep Regional Revenue Agency (Bapenda) has had a positive impact on personnel competence and behavior, although it still requires strengthening policies and institutions so that the three HRD dimensions can be fully integrated. This research confirms that HRD theory is relevant to be applied in the context of public bureaucracy because it is able to explain the relationship between learning, performance, and changes in organizational culture as the basis for creating competent and adaptive apparatus to the demands of modern public services.

Abstract

This study aims to examine the quality of Electronic Identity Card (E-KTP) services at the Department of Population and Civil Registration of Sigi Regency. The research focuses on four service quality indicators based on Taliziduhu Ndraha's theory: speed, accuracy, convenience, and fairness. This research uses a qualitative method with a descriptive approach. Data collection techniques include observation, interviews, and documentation. The results of the study show that E-KTP services in Sigi Regency have not been optimal. In terms of speed, the E-KTP issuance process is still slow due to limited facilities such as a lack of recording and printing equipment, as well as network disruptions. Regarding accuracy, services do not meet the standard completion time due to a lack of discipline and preparedness among staff. However, in terms of convenience, the public finds the procedures and requirements for E-KTP services to be accessible and straightforward. Meanwhile, in the aspect of fairness, there are still practices of prioritizing relatives or acquaintances, which leads to public dissatisfaction and a sense of unfairness. The conclusion of this study is that the quality of E-KTP services at the Department of Population and Civil Registration of Sigi Regency still needs improvement, particularly in the aspects of speed, accuracy, and fairness, to ensure more optimal and equitable services.

Abstract

This research evaluates the policy of Child Friendly City (KLA) in child friendly services at Puskesmas Balikpapan City by using William N. Dunn's six policy evaluation criteria. The purpose of this study is to analyze and provide a deeper understanding of the evaluation of Child Friendly City policy on child friendly services at Puskesmas of Balikpapan City. Among 27 Puskesmas in Balikpapan City, this research will focus on six Puskesmas, namely Puskesmas Karang Joang, Manggar, Margo Mulyo, Klandasan Ilir, Sepinggan, and Mekar Sari. This study adopts a qualitative approach by using evaluative qualitative methods. The evaluation was conducted using 15 indicators of PRAP set by the Ministry of Women's Empowerment and Child Protection (KemenPPPA). The results showed that this policy was well implemented, but there were constraints on facilities and human resources at several health centers, especially at Puskesmas Margo Mulyo and Manggar. Evaluation based on Dunn's theory shows that effectiveness, efficiency, adequacy, and equity still need to be improved to fully achieve KLA goals.
