Abstract

This study investigates the determinants of the merit system through the mediating role of talent management at the Regional Secretariat of the Riau Islands Province. Specifically, it examines the effects of spiritual motivation, innovative behavior, competence, and work culture on the merit system, both directly and indirectly through talent management. The research employs Structural Equation Modeling using AMOS (SEM-AMOS) to analyze data collected from 160 respondents selected based on the Slovin formula. The findings indicate that spiritual motivation, innovative behavior, and work culture exert a significant positive effect on the merit system, whereas competence demonstrates a positive but statistically insignificant direct effect. All four independent variables significantly influence talent management, which subsequently mediates their relationships with the merit system. The mediation analysis confirms that talent management plays a significant intermediary role, as spiritual motivation, innovative behavior, competence, and work culture each positively and significantly affect the merit system through this mechanism. Additionally, the simultaneous effect of these variables on the merit system via talent management is statistically significant. The coefficient of determination (R²) values demonstrates strong explanatory power, with 0.790 for talent management and 0.886 for the merit system. These results underscore the strategic importance of spiritual motivation, innovative behavior, and work culture in strengthening the merit-based governance of civil servants, particularly when integrated through structured talent management practices. Practically, the study highlights the necessity of embedding cultural and spiritual values, promoting innovation, and enhancing professional competence within public sector human resource management frameworks.

Abstract

The development of digital technology has had a major influence on the world of education, including the learning of Islamic Cultural History (SKI). This study aims to examine the transformation of SKI learning in the digital era in improving students’ understanding and character. The method used in this research is a qualitative approach with library research methods through collecting data from journals, books, and other relevant literature. The results show that the use of digital technology such as learning videos, interactive multimedia, e-learning platforms, and educational social media can increase students’ learning interest, facilitate understanding of Islamic historical materials, and create more interactive and flexible learning. In addition to improving students’ understanding, digital-based SKI learning also plays a role in shaping Islamic character through the inculcation of exemplary values from Islamic figures such as honesty, discipline, responsibility, and enthusiasm for seeking knowledge. However, the implementation of digital learning also faces several challenges, including limited technological facilities, low digital literacy, and the potential misuse of technology by students. Therefore, the role of teachers is needed in guiding the wise use of technology and developing learning media that are in accordance with Islamic educational values. Thus, the transformation of SKI learning in the digital era can become an effective educational innovation in improving the quality of learning and students’ character building. Perkembangan teknologi digital memberikan pengaruh besar terhadap dunia pendidikan, termasuk dalam pembelajaran Sejarah Kebudayaan Islam (SKI). Penelitian ini bertujuan untuk mengetahui transformasi pembelajaran SKI di era digital dalam meningkatkan pemahaman dan karakter peserta didik. Metode yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan pendekatan studi kepustakaan (library research) melalui pengumpulan data dari jurnal, buku, dan berbagai literatur yang relevan. Hasil penelitian menunjukkan bahwa pemanfaatan teknologi digital seperti video pembelajaran, multimedia interaktif, platform e-learning, dan media sosial edukatif mampu meningkatkan minat belajar, mempermudah pemahaman materi sejarah Islam, serta menciptakan pembelajaran yang lebih interaktif dan fleksibel. Selain meningkatkan pemahaman peserta didik, pembelajaran SKI berbasis digital juga berperan dalam membentuk karakter Islami melalui penanaman nilai-nilai keteladanan tokoh-tokoh Islam seperti kejujuran, disiplin, tanggung jawab, dan semangat menuntut ilmu. Namun, penerapan pembelajaran digital juga menghadapi beberapa tantangan, seperti keterbatasan fasilitas teknologi, rendahnya literasi digital, dan potensi penyalahgunaan teknologi oleh peserta didik. Oleh karena itu, diperlukan peran guru dalam membimbing penggunaan teknologi secara bijak serta pengembangan media pembelajaran yang sesuai dengan nilai-nilai pendidikan Islam. Dengan demikian, transformasi pembelajaran SKI di era digital dapat menjadi inovasi pendidikan yang efektif dalam meningkatkan kualitas pembelajaran dan pembentukan karakter peserta didik.

Abstract

The rapid development of digital technology has significantly transformed various aspects of human life, including education. This condition requires Islamic education to adapt by developing a curriculum capable of addressing contemporary challenges while maintaining the fundamental values of Islamic teachings. This study aims to analyze the challenges faced by Islamic education in the digital era and examine relevant curriculum development strategies to respond to these changes. The study employed a qualitative approach using a library research method. Data were collected from books, scientific journals, articles, and other relevant literature discussing Islamic education curriculum development in the digital era. Data analysis was conducted descriptively through the processes of data collection, reduction, presentation, and conclusion drawing. The findings indicate that the main challenges of Islamic education in the digital era include the rapid flow of information, low digital literacy, changes in students' learning patterns, and the need to improve teachers’ competencies. Curriculum development should focus on integrating technology into learning, strengthening character education, enhancing digital literacy, and improving educators’ competencies. Therefore, the Islamic education curriculum is expected to produce generations who are faithful, possess noble character, adapt to technological advancements, and are prepared to face global challenges. Perkembangan teknologi digital telah membawa perubahan yang signifikan dalam berbagai aspek kehidupan, termasuk bidang pendidikan. Kondisi ini menuntut pendidikan Islam untuk melakukan adaptasi melalui pengembangan kurikulum yang mampu menjawab tantangan zaman tanpa meninggalkan nilai-nilai dasar ajaran Islam. Penelitian ini bertujuan untuk menganalisis tantangan yang dihadapi pendidikan Islam di era digital serta mengkaji strategi pengembangan kurikulum yang relevan dalam menghadapi perubahan tersebut. Penelitian menggunakan metode studi kepustakaan (library research) dengan pendekatan kualitatif. Data diperoleh melalui kajian berbagai buku, jurnal ilmiah, artikel, dan sumber literatur yang berkaitan dengan pengembangan kurikulum pendidikan Islam di era digital. Analisis data dilakukan secara deskriptif-kualitatif melalui proses pengumpulan, reduksi, penyajian, dan penarikan kesimpulan. Hasil kajian menunjukkan bahwa tantangan utama pendidikan Islam di era digital meliputi derasnya arus informasi, rendahnya literasi digital, perubahan pola belajar peserta didik, serta tuntutan peningkatan kompetensi guru. Pengembangan kurikulum pendidikan Islam perlu dilakukan melalui integrasi teknologi dalam pembelajaran, penguatan pendidikan karakter, peningkatan literasi digital, serta pengembangan kompetensi pendidik. Dengan demikian, kurikulum pendidikan Islam diharapkan mampu menghasilkan generasi yang beriman, berakhlak mulia, adaptif terhadap perkembangan teknologi, dan siap menghadapi tantangan global.

Oleh karena itu, diperlukan peran guru dalam membimbing penggunaan teknologi secara bijak serta pengembangan media pembelajaran yang sesuai dengan nilai-nilai pendidikan Islam. Dengan demikian, transformasi pembelajaran SKI di era digital dapat menjadi inovasi pendidikan yang efektif dalam meningkatkan kualitas pembelajaran dan pembentukan karakter peserta didik.
