Abstract

Penelitian ini mengevaluasi pelaksanaan inovasi Gerakan Satu Sekolah Satu Kearifan Lokal (GS3KL) sebagai bagian dari strategi pengarusutamaan kebudayaan melalui pendidikan di Kota Singkawang pada tahun 2021–2023. Evaluasi dilakukan menggunakan enam kriteria dari William N. Dunn: efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan ketepatan. Dengan pendekatan studi kasus kualitatif, data dikumpulkan melalui wawancara, observasi, dan studi dokumen. Hasil penelitian menunjukkan bahwa: (a) efektivitas sudah terlihat pada tahap awal, namun belum optimal; (b) efisiensi belum merata antar sekolah; (c) kecukupan masih terbatas akibat kesenjangan sumber daya; (d) perataan belum terpenuhi secara adil, khususnya dalam akses, pelatihan, dan pelibatan aktor budaya; (e) responsivitas cenderung positif namun belum menyeluruh; dan (f) ketepatan kebijakan tergolong cukup tinggi secara kontekstual. Studi ini menekankan pentingnya penguatan dukungan kelembagaan dan keterlibatan masyarakat untuk menjamin keberlanjutan kebijakan pendidikan berbasis budaya.

Abstract

This research is driven by the inadequacies in the collaborative process within the Public-Private Partnership (PPP) scheme, which has hindered the operationalization of Singkawang Airport, despite its inauguration by the President of Indonesia on March 20, 2024. The collaboration involves key actors, including the Central Government through the Ministry of Transportation, the Singkawang City Government, PT Penjaminan Infrastruktur Indonesia, CSR Team and the local community surrounding the airport construction site. Adopting the cross-sector collaboration framework proposed by Bryson, Crosby, and Stone, this study aims to analyze and elucidate the Collaborative Governance process in the development of Singkawang Airport by examining six dimensions: forging initial agreements, building leadership, building legitimacy, building trust, managing conflict, and planning. This study employs a qualitative research method, with data collected through interviews, observations, and document analysis. Informants were selected using purposive and snowball sampling techniques. The findings reveal that the Collaborative Governance process in the PPP scheme for Singkawang Airport is partially evident across the six dimensions. The first dimension, forging initial agreements, highlights the absence of formal agreements underpinning the collaboration. The second dimension, building leadership, demonstrates the presence of both formal and informal leadership structures. In the third dimension, building legitimacy, both internal and external legitimacy have been established. The fourth dimension, building trust, reveals that trust-building efforts are limited to periodic meetings conducted several months apart. The fifth dimension, managing conflict, shows a lack of preventive measures necessary to sustain trust. Finally, the sixth dimension, planning, indicates that while initial plans were formulated, they required dynamic adjustments to address emergent challenges during implementation. In conclusion, this study underscores that relying solely on the PPP scheme poses significant challenges to the realization of the airport project. Cross-sector collaboration has accelerated the development process but remains suboptimal, as it does not fully address the six dimensions of effective collaboration.

Abstract

Mass organizations are organizations that are established and formed by the community voluntarily and function as a forum for community aspirations for social, educational, religious, or cultural activities. There are 116,647 mass organizations in West Java out of 554,692 registered mass organizations spread across Indonesia. The purpose of this study is to see how and to what extent the effectiveness of the supervision and guidance carried out by the West Java government is running towards mass organizations. This study uses a descriptive qualitative approach with a literature study method, the aim is to understand in depth a social phenomenon reported in online media, and to strengthen the analysis with theories and findings from scientific sources. The results of the study indicate that the effectiveness of the supervision and guidance functions carried out by the local government towards mass organizations is still low. Therefore, a policy reorientation is needed through a risk-based supervision model, integration of an integrated database system between agencies for real-time monitoring of mass organization activities, initiation of a tripartite collaborative forum (government-mass organizations-academics) as a space for constructive dialogue and early conflict resolution, and increasing the capacity development of officers through specific training for contemporary-based coaching officers.

Abstract

This study analyzes government instruments and the challenges in implementing the Free Nutritious Meal Program (MBG) in Bandung City (2024-2025). The program faces several obstacles, including limited budgets, logistical and distribution constraints, low capacity of third-party providers, inadequate facilities and personnel, as well as weak supervision, coordination, socialization, and regulatory uniformity. Using a qualitative case study approach, data were collected through purposive sampling, observation, interviews, documentation, and triangulation, and analyzed using reduction, display, and conclusion-drawing techniques. The analysis applies Hughes’ (2012) framework of government instruments: provision, subsidy, production, and regulation. The findings show that the application of government instruments in the MBG program remains suboptimal. Among the four instruments, only subsidy functions relatively effectively, while provision, production, and regulation are still constrained. To address these challenges, the Bandung City Government is advised to strengthen budget flexibility, cross-sectoral logistics, and processing facilities in priority areas, while improving target mapping, facility audits, hygiene training, food quality monitoring, and standardized technical guidelines.

Abstract

This study aims to examine the pattern of women's empowerment through the Kube Kembang Jayanti Program by the Ganjar Sabar Village Government, Nagreg District, Bandung Regency. Ganjar Sabar Village as the focus of the research has quite complex women's problems where there are many cases of women, especially widows, who experience social, economic and religious problems. The Ganjar Sabar Village Government as a community service at the local level presents the Kube Kembang Jayanti Program to overcome this problem. This study uses a qualitative approach with a descriptive analysis model in describing the research results. The main data source in this study comes from the results of researchers' interviews with a number of parties involved both directly and indirectly in the Kube Kembang Jayanti Program. The results of this study show that the Ganjar Sabar Village Government has been quite successful in overcoming women's problems, especially widows, through the Kube Kembang Jayanti Program. This is based on the fulfillment of the three empowerment stage indicators which are the theoretical basis for this research. The three stage indicators are awareness, capacity building and empowerment. The Ganjar Sabar Village Government has been able to take a persuasive approach in the awareness stage, being able to provide facilities in the form of training programs, providing initial capital and also business tools for members of Kube Kembang Jayanti. Furthermore, Kube Kembang Jayanti members also receive sustainable benefits from the women's empowerment program by the Ganjar Sabar Village Government. However, at the empowerment stage, the Ganjar Sabar Village Government was not yet optimal in providing collaboration so that product marketing could be sustainable, this should be corrected so that the empowerment program can run optimally. Abstract

This study is motivated by the critical role of village funds in enhancing community welfare and alleviating poverty in Indonesia. The study aims to evaluate the effectiveness of village fund management in poverty alleviation efforts in Majalengka Regency using policy evaluation criteria. Employing a qualitative research approach with a descriptive design, data were collected through in-depth interviews, observations, and documentation involving village government officials, village institutions, and community members. Data analysis was conducted using William Dunn’s policy evaluation framework, which encompasses six criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The findings indicate that the management of village funds has generally been effective, with programs such as infrastructure development, direct cash assistance, food security initiatives, community empowerment, and the development of village-owned enterprises contributing to improved welfare and poverty reduction. The criteria of effectiveness, efficiency, adequacy, responsiveness, and appropriateness were assessed as satisfactory, whereas equity requires further attention due to the uneven distribution of benefits. The study highlights the need for more equitable distribution and inclusive community participation to strengthen the long-term impact of village funds, ensuring that their management is sustainable and fosters inclusive local development.

Abstract

This Article aims to explain how the West Java Quick Response position in the West Java regional government system 2018-2020 as an auxiliary institution outside the main government institutions is a new problem in the West Java regional government system. This type of research is qualitative with descriptive type. Data collection techniques are observation, interview, and documentation. The number of informants are 11 people who are determined proportionally. The results showed that the position of West Java Quick Response in the local government system in West Java 2018-2020 by looking at the two principles of independent institution criteria, namely First, the Policy Principle, and second, the Tenure or not-Political Party Principle. It can be concluded that West Java's Quick Response position in the regional government system of West Java 2018-2020 is not only a supporting institution, which helps, and supports humanitarian and social tasks, as well as the political stability of the governor of West Java as the regional head. West Java Quick Response in addition to being an innovation in West Java regional government in an effort to realize Good Governance. Although the position JQR cause problem, but it is also an effective step in the politics of the governor of West Java in carrying out leadership as the regional head in the government of West Java.

Abstract

Tujuan dari penelitian ini adalah untuk menganalisis dan menguraikan strategi Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Barat dalam menurunkan tingkat pengangguran terbuka tahun 2023-2024. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Adapun teknik analisis yang digunakan yakni observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukan bahwa strategi Dinas Tenaga Kerja dan Transmigrasi Jawa Barat sudah berjalan dengan optimal dalam rangka menekan angka pengangguran terbuka sepanjang tahun 2023-2024. Hal ini didukung oleh; 1) Dinas Tenaga Kerja dan Transmigrasi Jabar telah menetapkan arah kebijakan jangka panjang melalui Corporate Strategy (Strategi Organisasi); 2) Pada tataran Program Strategy (Strategi Program), ketiga UPTD tersebut menyusun dan melaksanakan program pelatihan yang kontekstual dengan kebutuhan peserta dan kondisi lapangan; 3) Dari segi pendukung sumber daya (Resource Support Strategy), Dinas Tenaga Kerja dan Transmigrasi Jabar menghadapi tantangan nyata dalam hal keterbatasan sumber daya manusia, anggaran, sarana dan prasarana, serta teknologi informasi; 4) Dari segi institutional strategy, turut memperkuat implementasi keseluruhan kebijakan. Dalam kerangka reformasi birokrasi, Dinas Tenaga Kerja dan Transmigrasi Jabar telah menyederhanakan struktur kelembagaan, melebur beberapa bagian, serta membentuk sistem kerja berbasis tim yang adaptif.

Abstract

Penelitian ini bertujuan untuk mengevaluasi Program Smilling West Java Ambassador yang dilaksanakan oleh Dinas Pariwisata dan Kebudayaan Provinsi Jawa Barat sepanjang tahun 2022-2023. Pertama kali diselenggarakannya program SWJ Ambassador pada tahun 2022 yang tujuannya adalah mengaktivasi kreaton konten lokal untuk membantu Pemerintah Provinsi Jawa barat mempromosikan destinasi unggulan sesuai google trend dengan anggota sesuai jumlah destinasi unggulan yaitu 108 anggota. Terlihat bahwa SW Ambassador mempunyai ouput video konten ketika mengikuti kegiatan dan diposting setelah itu wajib untuk laporan sudah mengikuti kegiatan pada tempat yang sudah disediakan Disparbud Jabar. Studi ini menggunakan metode deskriptif dengan pendekatan studi kasus di Provinsi Jawa Barat. Teknik pengumpulan data yang digunakan yakni melalui observasi, wawancara dan studi dokumen. Hasil penelitian ini menunjukan bahwa dalam beberapa aspek (tahapan masukan, tahapan proses), program Smilling West Jawa Ambassador yang diterapkan oleh Dinas Pariwisata dan Kebudayaan Provinsi Jawa Barat sejak tahun 2022 berjalan optimal. Meskipun demikian, namun dari aspek tahapan konteks, dan tahapan hasil/produk, program Smilling West Jawa Ambassador belum sepenuhnya beralan optimal. Hal ini tentunya akan sangat mempengaruhi tujuan yang ingin dicapai oleh Pemerintah Provinsi Jawa Barat termasuk dalam hal peningkatan pendapatan daerah. Kontribusi utama penelitian ini terletak pada penguatan penggunaan model CIPP dalam mengevaluasi program promosi pariwisata berbasis digital serta memberikan rekomendasi kebijakan untuk pengembangan program ambassador yang lebih berkelanjutan dan berdampak strategis bagi pembangunan pariwisata daerah.

Abstract

The digitalization of public services in the women and child protection sector faces challenges including institutional fragmentation, weak data integration, and limited regional capacity. This study analyzes the application of Digital Era Governance (DEG) in the Online Information System for Women and Child Protection (SIMFONI PPA), Indonesia’s national system for recording and reporting violence victims. Using a qualitative case study design, data were collected through in-depth interviews (n = 15 key informants including ministry officials, regional UPTD heads, and service users), observations, and analysis of regulations, policy documents, and digital sources (2024-2026). Thematic coding based on DEG’s three dimensions reintegration, needs-based holism, and digitalization revealed three main findings. First, SIMFONI PPA functions as a governance reintegration tool by unifying workflows and data across central and regional governments without formal institutional restructuring. Second, the system promotes a holistic, needs-based service orientation by facilitating continuous case handling and victim-centered data integration. Third, digitalization has not fully resulted in equitable governance transformation due to persistent disparities in human resource capacity, infrastructure, and cross-sector integration at local levels. The study contributes to digital governance literature by extending DEG framework application to gender-based violence recording systems. Limitations include single-country focus and limited cross-sectoral data integration analysis. Policy implications emphasize strengthening local capacity, expanding interoperability with health and legal systems, and balancing digital standardization with contextual service practices.
