Abstract

Bureaucratic simplification represents a strategic government effort to enhance organizational effectiveness and public service quality. This study analyzes the influence of bureaucratic simplification policy implementation on public service quality at the Investment and One-Stop Integrated Service Agency (DPMPTSP) of Lampung Province, Indonesia. Using a quantitative survey design, data were collected from 150 service recipients selected through random sampling. Policy implementation was measured through Mazmanian and Sabatier’s (1983) framework (tractability of problems, ability of statute to structure implementation, and nonstatutory variables), while service quality was measured using the five-dimensional SERVQUAL model (tangibles, reliability, responsiveness, assurance, empathy). Due to non-normal distribution of independent variables, Spearman Rank Correlation was employed. Results indicate that all three implementation dimensions significantly and positively influence service quality: tractability of problems (r = 0.329, p < 0.01), ability of statute to structure implementation (r = 0.418, p < 0.01), and nonstatutory variables (r = 0.396, p < 0.01), with total implementation showing r = 0.417 (p < 0.01). The regulatory framework dimension emerged as the strongest determinant of service quality improvement. The study contributes to bureaucratic reform literature by empirically testing the Mazmanian-Sabatier framework in a regional one-stop service context. Limitations include cross-sectional design and single-agency focus. Findings suggest that strengthening regulatory clarity and coordination mechanisms should be prioritized in bureaucratic simplification efforts.

Abstract

This study examines the implementation of the population administration service program related to newborn health facilities at the Population and Civil Registration Office (Disdukcapil) of Bandung City in 2024. Using Mazmanian and Sabatier’s policy implementation framework, this research analyzes three core dimensions: the tractability of the problem, the ability of the policy to structure implementation, and non-statutory variables affecting implementation. The study employs a qualitative descriptive method, with data collected through in-depth interviews, documentation, and field observations. The findings reveal three major issues: (1) difficulties in controlling implementation challenges due to actor diversity, uneven public awareness, and suboptimal data accuracy; (2) policy characteristics show inconsistency in coordination mechanisms, limited resource allocation, and underdeveloped technological integration; and (3) external environmental factors particularly socio-economic disparities, technological readiness, and institutional support significantly influence implementation outcomes. Strengthening inter-agency coordination and improving digital administration systems are essential to optimizing newborn registration services.

Abstract

Program Citarum Harum merupakan kebijakan strategis yang digagas oleh pemerintah dalam merespons kerusakan di DAS Citarum, khususnya di wilayah hulu Kecamatan Kertasari. Wilayah ini diketahui mengalami perluasan lahan kritis terbesar di Kabupaten Bandung, yang berdampak signifikan terhadap peningkatan risiko bencana lingkungan seperti banjir, kekeringan, dan tanah longsor sehingga mengancam keberlanjutan fungsi Sungai Citarum sebagai sumber kehidupan masyarakat. Penelitian ini bertujuan untuk mengevaluasi kebijakan dalam penanganan lahan kritis berdasarkan enam kriteria evaluasi kebijakan William N. Dunn yaitu efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan ketepatan.  Hasil riset menunjukkan bahwa pelaksanaan Program Citarum Harum telah berhasil merehabilitasi lahan kritis, peningkatan kualitas air dan meningkatkankan partisifatif masyarakat dalam pelestarian lingkungan. Namun, terdapat kendala seperti keterbatasan anggaran dan personel, serta distribusi manfaat yang belum merata. Evaluasi pelaksanaan Program Citarum Harum di Kecamatan Kertasari menunjukkan bahwa program ini berhasil pada aspek efektivitas, responsivitas, dan ketepatan. Namun, masih terdapat kelemahan dalam efisiensi, kecukupan, dan pemerataan. Dengan demikian, program ini secara umum dapat dikategorikan berhasil namun belum sepenuhnya optimal. Untuk mengoptimalkan program, perlu penguatan koordinasi lintas sektor, peningkatan jumlah dan produktivitas personel, perluasan cakupan intervensi program, serta integrasi hasil evaluasi sebagai dasar dalam perumusan kebijakan. Abstract The Citarum Harum Program is a strategic policy initiated by the government in response to environmental degradation in the Citarum River Basin, particularly in the upstream area of Kertasari District. This region has experienced the largest expansion of critical land in Bandung Regency, which significantly increases the risk of environmental disasters suchas floods, droughts, and landslides—threatening the sustainability ofthe Citarum River as a vital life source for the community. This study aims toevaluate the policy for managing critical land based on William N. Dunn’s six policy evaluation criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The research findings indicate that the implementation of the Citarum Harum Program has succeeded in rehabilitating critical land, improving water quality, and increasing community participation in environmental conservation. However, it still faces challenges such as limited budget and personnel, as wellas unequal distribution of benefits. The evaluation of the program in Kertasari District shows success in terms of effectiveness, responsiveness, and appropriateness, while weaknesses remainin efficiency, adequacy, and equity. Therefore, the program can generally be categorized as successful, though not yet fully optimal. To maximize its outcomes, it is necessary to strengthen cross-sectoral coordination, increase the number and productivity of field personnel, expand the scope of program interventions, and integrate evaluation results as the basis for policy formulation.

Abstract

Penelitian ini menganalisis strategi Pemerintah Kabupaten Pandeglang, khususnya Dinas Pariwisata dan Kebudayaan, dalam pengembangan potensi pariwisata Pemandian Alam Cikoromoy tahun 2024 dengan pendekatan kualitatif deskriptif. Analisis dilakukan menggunakan tiga dimensi manajemen strategi David, yaitu strategi, penerapan, dan penilaian strategi. Data diperoleh melalui wawancara, studi pustaka, serta informasi dari pengelola, pengunjung, dan masyarakat. Hasil penelitian menunjukkan bahwa perumusan strategi telah mengacu pada dokumen perencanaan daerah dan pusat, namun belum komprehensif dan partisipatif. Penerapan strategi belum efektif karena keterbatasan anggaran, sumber daya manusia, fasilitas, serta belum adanya pengembangan produk wisata baru. Penilaian strategi telah dilakukan secara rutin, tetapi belum menjadi dasar perbaikan yang berkelanjutan. Penelitian ini menyimpulkan bahwa strategi pengembangan Pemandian Alam Cikoromoy belum berjalan optimal dan memerlukan pembenahan menyeluruh pada aspek perumusan, penerapan, dan penilaian strategi agar pembangunan pariwisata daerah dapat tercapai secara efektif dan berkelanjutan. Abstract This study analyzes the strategy of the Pandeglang Regency Government, particularly the Department of Tourism and Culture, in developing the tourism potential of Cikoromoy Natural Bath in 2024 using a descriptive qualitative approach. The analysis is based on three dimensions of strategic management proposed by David, namely strategy formulation, strategy implementation, and strategy evaluation. Data were collected through interviews, literature review, and information from managers, visitors, and the local community. The results indicate that strategy formulation has referred to regional and national planning documents; however, it has not been comprehensive and participatory. Strategy implementation has not been effective due to limited budgets, human resources, facilities, and the absence of new tourism product development. Strategy evaluation has been conducted regularly, but it has not yet served as a basis for sustainable improvement. This study concludes that the development strategy of Cikoromoy Natural Bath has not been optimally implemented and requires comprehensive improvements in strategy formulation, implementation, and evaluation to achieve effective and sustainable regional tourism development.

Abstract

The success of SPBE implementation is not solely determined by the availability of technology or regulations. It is also significantly influenced by social readiness, institutional readiness, implementation strategies, and contextual change management. The research method employed was a descriptive qualitative approach, with triangulation techniques utilized for data collection. The research findings indicate that during the planning phase, the City Government of Cimahi demonstrated a structured strategic approach through the collaborative development of the vision, mission, and objectives of the SPBE, despite facing challenges such as the digital divide and resource constraints. The implementation phase demonstrated the following outcomes: the strengthening of digital work culture, the enhancement of human resource capacity, the integration of information systems, and inclusive public communication. Concurrently, the SPBE index score of 4.15, which corresponds to a "Very Good" rating, serves as an indicator of the strategy's effectiveness during the evaluation stage. These findings suggest that a systematic and adaptive strategic management approach is essential to achieving an effective, inclusive, and sustainable digital government.
