Abstract

This study highlights the implementation of fiscal incentive policies for the ease of investment in Singkawang City. This study analyze the factors that influence the success of policy implementation using dimensions which are expressed by Grindle by analyzing variables about the contents of the policy and the context of implementation. This study selects a qualitative method because it allows researchers to understand social phenomena in its context more comprehensively. Researchers collected data through three main techniques: interviews, observations, and documentation. This study chose to apply data analysis techniques consisting of three main steps, namely data reduction, data presentation, and drawing conclusions. The results showed that the implementation of fiscal incentive policies for the ease of investment in the Singkawang City Government in the span of 2023-2024 was not yet optimal. Weaknesses both in policy content and from the context of their implementation are identified.

Abstract

Procurement of government goods and services is one of the most crucial parts of the government process. Presidential Regulation Number 12 of 2021 on the Procurement of Government Goods and Services reflects the government's commitment to enhancing the transparency and accountability of procurement processes. A key component of this initiative is the implementation of the General Procurement Plan Information System (SiRUP). This paper examines how SiRUP has contributed to the procurement of goods and services within the West Java Provincial Government. The method used in writing this article is a qualitative method with documentation studies. Data was obtained from secondary sources from the Bureau of Goods and Services Procurement of the West Java Provincial Secretariat. The findings of this study indicate that, despite the implementation of the SiRUP application, the procurement process within the West Java Provincial Government has not yet been fully optimized in practice. Improvements are needed, particularly in terms of human resources related to competency, as well as in the optimization of the system itself.

Abstract

One of the most criticized arrangements in the Job Creation Law is its regulation in the environmental sector which changes several provisions in Law No. 32/2009 on Environmental Law. The regulation in the Job Creation Law in the environmental sector is the legal politics of the Jokowi administration and will be continued by the government that won the 2024-2029 presidential election. This arrangement can be explained using critical theory. This research was prepared with the aim of knowing the threat to democracy from the Job Creation Law in the environmental sector, which in its ratification caused pros and cons in the Prabowo-Gibran Government era. This research uses normative legal research with a statutory approach and conceptual approach. The results show that the Job Creation Law in the environmental sector is more likely to reduce community participation in environmental approval, which is one indicator of the realization of democracy in state administration. This regulation is a threat to democracy after the 2024-2029 presidential election because the winner of the 2024-2029 presidential election has a tendency to continue the previous government's program.

Abstract

The agricultural sector in Bandung Regency faces significant challenges due to climate change, such as drought and flooding, resulting in a shift in the planting season. Local governments have a critical role in mitigating these impacts through three main functions, namely allocation, distribution, and stabilization. But the implementation is considered not optimal. The purpose of research is to analyze the role of the Bandung Regency Government in handling the impact of climate change in the agricultural sector through the approach of the three roles of the opinion of Musgrave: (a) the role of resource allocation; (b) the role of distribution of assistance and programs; (c) The role of farmers' economic stabilization. The method in this study uses qualitative with data collection techniques through in-depth interviews, observations of participants in several districts in Bandung Regency, and the study of policy documentation, reports, and related articles. Then the data is analyzed interactively using the Miles & Huberman model (data reduction, data presentation, verification of conclusions). The results obtained show that the role of the Bandung Regency Government has not been optimal in handling the impact of climate change in the agricultural sector

Abstract

The main objective of this research is to analyze health policy collaboration, program innovation, and challenges faced in preventing tuberculosis in Serang Regency using a triangle framework. Unlike previous studies that often focus on single-actor initiatives, this research emphasizes the multi-stakeholder collaboration involving regional government and private-sector volunteers. The urgency of this study lies in the persistent burden of TB in Indonesia, particularly in Serang Regency, which requires integrated and adaptive policy innovation. A qualitative method was employed through desk reviews and semi-structured interviews with key stakeholders, with data triangulated for validation. Findings indicate that the innovation programs introduced by the Serang Regency Government—such as active case finding and community-based treatment—have contributed to a decrease in TB incidence, with case discovery rates declining from 230 per 100,000 population in 2021 to 198 in 2023. However, challenges remain, particularly in implementing Tuberculosis Preventive Therapy (TPT) for household contacts. Strengthening inter-sector coordination, expanding service access, and optimizing policy innovation are critical for sustaining progress.

Abstract

Penelitian ini mengevaluasi pelaksanaan inovasi Gerakan Satu Sekolah Satu Kearifan Lokal (GS3KL) sebagai bagian dari strategi pengarusutamaan kebudayaan melalui pendidikan di Kota Singkawang pada tahun 2021–2023. Evaluasi dilakukan menggunakan enam kriteria dari William N. Dunn: efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan ketepatan. Dengan pendekatan studi kasus kualitatif, data dikumpulkan melalui wawancara, observasi, dan studi dokumen. Hasil penelitian menunjukkan bahwa: (a) efektivitas sudah terlihat pada tahap awal, namun belum optimal; (b) efisiensi belum merata antar sekolah; (c) kecukupan masih terbatas akibat kesenjangan sumber daya; (d) perataan belum terpenuhi secara adil, khususnya dalam akses, pelatihan, dan pelibatan aktor budaya; (e) responsivitas cenderung positif namun belum menyeluruh; dan (f) ketepatan kebijakan tergolong cukup tinggi secara kontekstual. Studi ini menekankan pentingnya penguatan dukungan kelembagaan dan keterlibatan masyarakat untuk menjamin keberlanjutan kebijakan pendidikan berbasis budaya.

Abstract

Indegenous Law Peoples have always been marginalized with growing of time. A special law is needed to address problems among customary law communities. The establishment of Law Indigenous Peoples has actually started since 2014 under the name of the PP-MHA and change into the MHA in 2019. Currently MHA Bill is in the national legislation and waiting schedule for the discussion. This research aims analyze the legislative process of MHA Bill using model of policy formulation and concept of meaningful participation. This research uses qualitative methods with exploratory approach and case study strategy. The results are. First, problems among customary law communities are mostly caused by legal uncertainty. Sectoral laws who regulate indegenous law communities different from one another. Second, the stage of selecting alternative policies, there is conflict of interest between factions debating of development and investment will be disrupted because the birth of this Law. Third, the main reason MHA Bill has not been passed, is there are no political will from President and DPR RI to pass MHA Bill. Finally, public participation cannot be said to be meaningful participation. This is caused lack of public access related to conveying aspirations, considering aspirations, and explaining aspirations.

Abstract

Ketergantungan pangan yang tinggi terhadap daerah lain membuat Kota Bandung sangat rentan terhadap ketahanan pangan, tidak memiliki kedaulatan pangan, rentan terhadap gejolak harga, atau tidak dapat mengontrol harga pangan yang beredar. Tata kelola digital melalui indigenous knowledge di Kota Bandung menjadi aspek penting untuk mewujudkan ketahanan pangan, salah satunya melalui pertanian perkotaan terpadu yang disebut Buruan Sae (Pekarangan Sehat Alami dan Ekonomis). Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus di Kota Bandung. Hasil penelitian menunjukkan bahwa Kota Bandung melalui DKPP belum menerapkan tata kelola pemerintahan digital pada program Buruan Sae, baru baru memulai yaitu dengan pembuatan aplikasi yang belum sempurna yang merupakan layanan menuju pemerintahan digital, belum sampai pada kategori SPBE. Padahal program buruan sae dapat membantu masyarakat memanfaatkan sumber tanaman pekarangan sebagai alternatif untuk ketahanan pangan, dengan adanya teknologi digital yang mendukung program buruan sae DKPP dapat melacak alur barang dari petani hingga ke konsumen, memonitoring kualitas produk, dan memastikan pemenuhan standar keamanan pangan yang memberikan kepercayaan konsumen terhadap produk lokal. Such high food dependence on other areas means that the city of Bandung is very vulnerable to food security, does not have food sovereignty, is vulnerable to price fluctuations, or cannot control the price of food in circulation. Digital governance through indigenous knowledge in the city of Bandung is an important aspect of realizing food security, one of which is through integrated urban farming called Buruan Sae (Natural and Economical Healthy Yard). This research uses a qualitative approach with a case study method in the city of Bandung. The results of the research show that the City of Bandung, through DKPP, has not yet implemented digital governance in the Buruan Sae program, only just starting out, namely with the creation of a rudimentary application that is a service towards digital government, not yet reaching the SPBE category. Even though the sae hunting program can help the community utilize garden plant sources as an alternative for food security, the existence of digital technology that supports the sae hunting DKPP can track the flow of goods from farmers to consumers, monitor product quality, and ensure compliance with food safety standards that provide consumer trust in local products.
