Abstract

Indonesia is undergoing a period of demographic aging. In the fifty years after 1971, the proportion of the elderly population has climbed by 6.2% to 10.7% of the overall population of Indonesia in 2020. This proportion is expected to rise to 9.2% or 19.9% of Indonesia's overall population in the following 25 years (2045). The Indonesian people's life expectancy has likewise increased. Men have a life expectancy of 69.67 years, while women have a life expectancy of 73.55 years. One of the numerous elements influencing Indonesians' life expectancy is the quality and quantity of development in terms of social protection, health, education, and the economy. However, the growing number of elderly people is accompanied by social difficulties such as neglect, economic/social exploitation, acts of violence, maltreatment, and dealing with the law, resulting in gaps in intergenerational interactions. This can occur in both the smallest environments, such as the family, and in society as a whole. The major legislation, notably Law No. 13 of 1998 on Social Welfare of the senior, has not yet been amended to balance the development of diverse senior concerns. This modification is critical and urgent, especially given that pandemic conditions have made the elderly one of the most vulnerable groups. Reexamination of old-age categories, rights and obligations of the elderly, and the notion of service to the elderly. The role and participation of the central, province, and district/city governments, the commercial sector, academics, the family, community, media, and local groups must therefore be expanded and updated. The National Elderly Commission's independence and strengthening are other issues that require more attention. This is to adapt to society's increasingly complicated problems and advancements in the digital era, in which the old have equal access to knowledge and technology. This research technique makes use of journal literature, rules and regulations, and the author's activities as a gerontology social worker. The draft amendment of the law on old welfare is supposed to serve as a catalyst for providing optimal protection for the aged, who are projected to become healthier, more independent, and productive.

Abstract

Pengabdian Pada Masyarakat (PPM) Universitas Padjadjaran di Desa Ciliang Kecamatan Paragi Kabupaten Pangandaran dengan kegiatan Peningkatan Kapasitas Aparatur Desa. PPM ini dilakukan untuk untuk mengetahui peran pemerintah desa maupun faktor penghambat dalam meningkatkan ketahanan pangan di Desa Ciliang. Hal ini didasarkan pada pesatnya permasalahan yang berkaitan dengan ketahanan pangan, sehingga peran pemangku kebijakan politik menjadi begitu penting dan krusial terhadap isu tersebut. Metode pada kegiatan ini berupa assessment atau penghimpunan kritik dan saran dari masyarakat Desa Ciliang guna mendapatkan data maupun informasi yang ditujukan kepada pemerintah Desa Ciliang. Hasil yang didapatkan melalui kegiatan penyuluhan ini dapat meningkatkan kompetensi aparatur Desa tentang pengelolaan pemerintah serta memeberikan informasi bagiamana bentuk pelayanan di Desa Ciliang untuk masyarakat setempat. The Padjadjaran University Community Service Program (PKM) in Ciliang Village, Paragi District, Pangandaran Regency with Village Apparatus Capacity Building activities. This PKM was conducted to find out the role of the village government and the inhibiting factors in increasing food security in Ciliang Village. This is based on the rapid pace of problems related to food security so the role of policymakers is so crucial to this issue. The method for this activity is in the form of an assessment or collection of criticisms and suggestions from the Ciliang Village community to obtain data and information aimed at the Ciliang Village government. So that through counseling activities not only help the management of the government of Ciliang Village but also improve the welfare of the Ciliang Village community

Abstract

Stunting is a major health problem for toddlers in Indonesia. To prevent and overcome stunting in Indonesia, the central and regional governments have established various policies and programs to accelerate stunting reduction. This study aims to evaluate government policies and programs from existing studies on the government's strategy for tackling stunting cases in Indonesia. This study used a systematic review method on case study journals indexed by Sinta with the keyword "Stunting Prevention and Management" searched through the Google Scholar database with a range of 2019 - 2023. Based on the researcher's search, five journals met the following criteria. Evaluation based on input, process, and output parameters from case studies on preventing and controlling stunting in Indonesia. The results of a systematic review show that the process of preventing and overcoming stunting in Indonesia is quite good but not optimal. The Covid-19 pandemic is one of the factors causing the process of preventing and overcoming stunting in Indonesia not to be optimal. At the same time, other problems include limited human resources, financing, and inadequate facilities or facilities in several areas.

Abstract

Tolerance is one of the essential pillars in creating a harmonious and inclusive society, particularly in a city with ethnic and cultural diversity like Singkawang. Collaborative Governance, as an approach involving various stakeholders in the decision-making process, is key to achieving this goal. This study aims to explore how Collaborative Governance plays a role in making Singkawang a Tolerant City in 2023, using Ansell and Gash's (2007) theory of Collaborative Governance as an analytical framework. The research method used is a qualitative study with a descriptive approach. Data was collected through in-depth interviews and related document analysis. The results show that there are 13 main stakeholders involved, with the Singkawang City Government as the primary facilitator. Each has a specific role in facilitating cooperation, conducting dialogues, preserving culture, and supporting activities that promote tolerance. The study also found that the roles and contributions among stakeholders have not yet been fully integrated into a structured legal framework, and there are still challenges in aligning interests and long-term commitments. Collaborative Governance in Singkawang is effective in enabling better coordination among stakeholders, but there are still shortcomings in dialogue participation, consensus on mutual understanding, and accountability mechanisms that need improvement. This study provides important insights for the development of public policy and collaborative practices in Singkawang.

Abstract

In the midst of increasingly high public demands for quality public services, the government through service officers must be able to serve professionally. Implementation and apllication of the core values of BerAKHLAK is one of the main keys to realizing excellent public services. This study aims to examine the process of internalization and application of the core values of BerAKHLAK carried out in Singkawang City in the implementation of public services and their contribution to improving the performance of quality public services for the community. The research method used is a descriptive research type and qualitative approach. Informants were selected through purposive and snowball sampling techniques. Data analysis techniques included data reduction, data presentation, and conclusion/verification sourced from observation, interviews and documentation. The results showed that the internalization of the core values of BerAKHLAK in Singkawang City has been running well and has had a positive impact on improving public service performance. This is evidenced by the increasing value of the public service index in Singkawang City by the Ministry of PAN-RB with a score of 4.22 in 2022 from previously in 2021 getting a score of 3.57. In addition, public satisfaction with public services in Singkawang City has also increased as seen from the value of the public satisfaction index, and the commitment of UPP in Singkawang City to improving the quality of public services. However, there are still weaknesses in several aspects of service. Therefore, The Singkawang City Government must continue to make sustainable efforts to improve the quality of public services in Singkawang City.

Abstract

Penelitian ini memiliki fokus pada permasalahan konflik yang terjadi di Pancoran Buntu II antar kelompok yang dibalut oleh isu persengketaan tanah. Dalam memperoleh data-data untuk penelitian digunakan metode penelitian kualitatif dengan pendekatan studi kasus. Data yang diperoleh dilakukan dengan observasi lapangan, wawancara dengan para informan yang terlibat, serta dokumen-dokumen terkait konflik Pancoran Buntu II. Berdasarkan hasil penelitian lapangan, pada fase potensi konflik dimulai dengan adanya tindakan sosialisasi serta intimidasi oleh PT Pertamina melalui PT PTC dengan oknum terhadap warga tanpa informasi sebelumnya. Pada fase pertumbuhan konflik, muncul empati dari pihak-pihak dengan dilakukannya edukasi hukum. Kemudian, pada fase pemicu dan eskalasi konflik, terdapat puncak masalah dimana menjadikan bentrok serta demo oleh warga dan solidaritas sebagau puncaknya. Terakhir, pada fase pasca konflik, pemerintah daerah setempat memiliki komitmen dalam membantu warga memperoleh hak dasar atas kasus Pancoran Buntu II yang belum kunjung selesai. Sehigga, manajemen konflik yang dilakukan oleh Pemerintah Provinsi DKI Jakarta adalah mediasi terkait persengketaan tanah dan komitmen dalam akomodasi terkait dampak konflik terhadap warga Pancoran Buntu II.

Abstract

According to the 2023 report of the Indonesian Ombudsman, the National Police (Polri) is an institution frequently reported for public service complaints, especially in regional areas. This issue is notably observed in providing SIM (Driver's License) and SKCK (Police Clearance Certificate) services by Waropen District Police in Papua Province. Improving public services in regional areas is crucial for the Polri to enhance public trust. Therefore, this study will analyze the optimization of SIM and SKCK services by the Waropen District Police, considering that Waropen Regency is a remote area and poses unique challenges for the Polri in providing public services. This research used Haywood's model of public service quality with three main elements: Professional Judgment, Physical Facilities, Processes and Procedures, and People's Behavior and Conviviality. A qualitative method through interview techniques was used in this research. The findings of this study indicate that efforts to improve SIM and SKCK services need to consider the professionalism of personnel, service facilities, and procedures, as well as the attitudes and behaviors of personnel.

Active archives are needed to support the administrative and bureaucratic activities of each agency, which serves as the center of memory, decision-making tools, and authentic evidence of the agency. memory, decision-making tools, and authentic evidence of the agency. institution. This study discusses active archive management using the State Application Electronic Correspondence (SULTAN) application at the Bandung Regency Library and Archives of Bandung Regency in 2024. The study This study uses qualitative methods because of several considerations, namely first, first, this method presents the nature of the relationship between the reviewer and the respondent directly; and respondents directly; and by using this method, the reviewer can balance the value patterns to be studied. patterns of values that want to be studied more deeply. The data collection techniques used data collection techniques used were observation, interviews, and document studies, which were then processed using the technique of source triangulation to review information. triangulation technique to review the information.The results showed that although this application helps in the efficiency of active archive management, there are still several obstacles that cause active archive management which includes the process of creation, management and control, as well as the process of use and maintenance to not be fully implemented according to applicable regulations. This obstacle is often caused by features in the SULTAN application that are still not in accordance with archival principles. In addition, archival human resources (HR) who do not optimize the use of applications so that there are still many archives that are still managed conventionally. Seeing the existing problems can cause the risk of hampering active archive management in the SULTAN application. This study provides recommendations to improve the efficiency of active archive management using the SULTAN application at the Bandung Regency Library and Archives Office.

Abstract

This study aims to analyze the efficiency of the SRIKANDI application in managing dynamic archives in government agencies. The method used is a quantitative survey by distributing questionnaires to 100 respondents consisting of employees at various levels of office. The results of the study showed that the majority of respondents (70%) use the SRIKANDI application every day, with a high level of user satisfaction, namely 85% feeling satisfied and very satisfied. The efficiency of archive management is considered good, with an average score above 4.0 for aspects of access speed, storage space savings, and ease of collaboration. However, this study also identified several obstacles, including technical problems and lack of adequate training, with an average obstacle score reaching 3.8. These findings indicate that the SRIKANDI application plays an important role in improving the efficiency of archive management, although there is a need for improvement in terms of technical support and human resource training. This study is expected to provide recommendations for further development of the SRIKANDI application and improve the quality of archive management in government agencies.

Abstract

This study examines the implementation of the SRIKANDI e-government policy in Indonesia, focusing on six critical elements: information exchange, information security, citizen engagement, human resources, inter-agency services, and policy-related decision-making. Employing a qualitative research methodology, NVIVO software was used to conduct thorough data coding and content analysis. Data were collected through literature reviews, non-participant observations, in-depth interviews, and analysis of official government documents, ensuring robust triangulation and comprehensive understanding. The findings reveal significant challenges in information security, particularly with system vulnerabilities that pose risks to data integrity. The level of citizen engagement remains low, with existing regulations limiting public participation in the development and use of the G2G system. Human resource issues, especially in regional areas, highlight gaps in both technical skills and staffing adequacy. System reliability, a crucial discovery, emphasizes the need for stable microservices architecture and proper integration of blockchain technology development to ensure seamless operation. Moreover, political commitment emerges as the primary driver in policy-related decision-making, with clear discrepancies between regional leadership affecting implementation success. The study finds that stronger political will and alignment between government levels are necessary for realising SRIKANDI’s full potential. This research contributes to a deeper understanding of the complexities of e-government policy implementation in Indonesia. It offers key recommendations to address political alignment and technical infrastructure challenges, with broader implications for optimizing e-government policies in developing nations.
