Abstract

Abstrak. Pelaksanaan Masyarakat Ekonomi ASEAN (MEA) akan dimulai pada awal 2016 sesuai dengan kesepakatan yang ditandatangai oleh semua Kepala Negara ASEAN. Salah satu kesepakatan dalam MEA adalah aliran bebas tenaga kerja ahli dan trampil termasuk di bidang jasa Manajemen Sumber Daya Manusia (MSDM). Praktisi MSDM di Indonesia tidak sepenuhnya siap menghadapi persaingan yang semakin terbuka ini. Kompetensi praktisi Manajemen Sumber Daya Manusia (MSDM) di Indonesia perlu diteliti secara mendalam untuk mengetahui keberadaannya dilihat dari sisi praktisi MSDM. Penelitian ini menggunakan metoda statistik deskriptif untuk memetakan pendapat, persepsi, dan opini praktisi MSDM tentang kompetensinya. Responden yang dilibatkan dalam penelitian ini meliputi praktisi MSDM di Jabodetabek serta kota-kota besar di pulau Jawa, sesuai dengan lokasi utama organisasi/perusahaan swasta. Kerangka sampling yang dipergunakan adalah purposive non random sampling yang ditujukan pada anggota Perhimpunan Manajemen Sumber Daya Manusia (PMSM) Indonesia melalui studi kuisioner secara online. Responden yang telah mengisi kuisioner secara lengkap sebanyak 250 orang. Temuan penelitian menunjukkan bahwa latar belakang pendidikan yang berkarir di MSDM beragam dari berbagai lulusan dan didominasi dari Jurusan Manajemen, kemudian disusul Psikologi, Teknik, dan Hukum. Evolusi profesi MSDM di Indonesia menunjukkan bahwa sebagian besar praktisi MSDM Indonesia (35%) masih terlibat dalam aktivitas administrasi dan Hubungan Industrial, sebanyak 21% sudah terlibat dalam pengambilan keputusan yang strategis, dan 20% sudah bertindak sebagai mitra strategis dan agen perubahan. Standar kompetensi praktisi MSDM beserta program pengembangan dan sertifikasinya dipersepsikan sangat penting serta memiliki urgensi yang tinggi untuk dikembangkan, walaupun pemerataan kesempatan untuk mengembangkan kompetensi tersebut tidak merata di seluruh Indonesia. Organisasi/perusahaan telah memberikan penghargaan yang signifikan pada profesi MSDM dengan 34,8% posisi tertingginya berada di level direktur, 14% berada di posisi general manager, dan 32,4% di posisi manajer. Lebih dari setengah responden menyatakan kurang siap menghadapi Masyarakat Ekonomi ASEAN (MEA), sehingga proses percepatan pengembangan kompetensi praktisi MSDM di Indonesia perlu dilakukan untuk meningkatkan daya saingnya dalam kompetisi regional dan global.Kata kunci: Masyarakat Ekonomi ASEAN, kompetensi, praktisi Manajemen Sumber Daya Manusia Indonesia, purposive non random sampling, statistik deskriptif.Abstract. ASEAN Economic Community (AEC) will be implemented at the early 2016 referred to the agreement signed by all ASEAN countries' leaders. One of the agreement content is the free flow of skilled labor including Human Resources (HR) professional. Indonesia's HR practitioners are not fully ready to face this upcoming more open competition. HR professional competency in Indonesia needs to be examined deeply to find its existence to be seen from HR practitioners' point of view. This research uses descriptive statistic method to map ideas, perceptions, and opinions from HR practitioners pertaining their competencies. Respondents come from Jabodetabek area and the big cities in Java Island due to the main location of private companies. Sampling frame is purposive non random sampling to cover members of Indonesia HR Management Association via online questionnaire study. There are 250 respondents who filled the questionnaries completely. Research findings show that the educational background of Indonesia's HR practitioners is various and dominated by Management, then followed by Psychology, Technic, and Law. HR evolution in Indonesia indicates mostly being exposed in administration dan industrial relations (35%), 21% has been involved in strategic decision making process, and 20% has demonstrated as strategic partner and change agent. HR competency standard and its development and certification programs are perceived very important and urgent to be developed further, although the uqualization of development opportunity is not well distributed across Indonesia areas. Organization/company has already showed significant recognition to HR profession by giving the highest position at director level (34,8%), General Manager (14%), and Manager (32,4%). More than half respondent stated not ready to face the ASEAN Economic Community (AEC), however the acceleration process of HR practitioners' competency development program needs to be done in order to enhance the competitiveness in regional and global competition.Keywords: ASEAN Economic Community, competency, descriptive statistic, Indonesia's Human Resources practitioner, purposive non random sampling.

Abstract

Mangosteen is one of Indonesia's leading commodities and West Lombok was known as the producing centers of mangosteen in the eastern part of Indonesia. The purpose of this study is to identify the current condition of agribusiness of mangosteen as well as to analyze the strengths, weaknesses, opportunities, and threats of these commodities in West Lombok. The data was collected through in-depth interview methods, focus group discussions, and questionnaires. While the internal external analysis and SWOT was used as the analytical tool. The results show that the value of IFE and EFE obtained are 2.70 and 3.71. The strength lies on the branding of the products and the demand for a processing industry, which was shown with a score of 0.64 each. External factors that contributes to the successful development of mangosteen agribusiness is the support of the local government by making it as one of the region's leading commodities with a score of 0.77. The climate and unpredictable weather are now the biggest threat with a score of 0.75.

Abstract

Microbanking is generally defined as a broad set of financial services to meet the needs of the poor and small enterprises. However, mirobanking that have been well-designed might not have a positive impact on the poorest unless it particularly obtains to reach them through proper business model. On the other hand, Indonesia lists as the largest Moslem community in the world.  Hence, microbanking that are ruled under sharia regulation namely Islamic microbanking hopefully enable to support the development program particularly to the poor and SMEs in Indonesia. Therefore, the study of practices Islamic microbanking business model should be conducted in order to design the strategy of development, particularly on financial inclusion program. This study used qualitative analysis through a process of discussion, focus group discussion (FGD), in-depth interviews and literature review in order to gain information from primary and secondary sources as well as a comparative study of business models of Islamic microfinance in Indonesia.

Abstract

ABSTRACTGabungan Kelompok Tani (Gapoktan) is institutional economics in rural area in which the combined number of farmers' group. Based on the Regulation of the Minister of Agriculture, Gapoktan can perform economic functions. To more effectively manage the funds of PUAP, Gapoktan directed to develop Agribusiness Microfinance Institutions (AMFI). Growth and expansion in Gapoktan PUAP AMFIis strategic step to resolve the question of the financing of small farmers and agricultural laborers during this difficult to get financial services through formal financial institutions and banking. Therefore, the formation AMFI purpose is to; (1) provide assurance services and farmers easier access to financing facilities, (2) a simple and fast procedure, (3) the proximity of the location of the service with the efforts of farmers, (4) operator of AMFI very understanding of the character of farmers as customers. Central government and local government continued to encourage the formation of AMFI on Gapoktan PUAP. The existence AMFI certainly to be hoped by poor farmers in Pandeglang District.The Sum ofGapoktan that has been gained PUAP program until 2012 is 257 Gapoktan. This amount is equivalent to 76.72 percent of the total village in Pandeglang District. However, the number of successful AMFIuntil 2012 only 16 AMFI (6.23%). Total AMFI is certainly not expected. Therefore, this study discusses the performance Gapoktan PUAP, evaluate the process of the formation of the AMFI on  Gapoktan PUAP, and analyze the performance of AMFI. The study and analysis of the material to formulate a development strategy AMFI in Pandeglang District.Keywords: Gapoktan, PUAP, LKMAABSTRAKGapoktan adalah kelembagaan ekonomi di pedesaan yang di dalamnya bergabung beberapa kelompok tani.  Berdasarkan Peraturan Menteri Pertanian, Gapoktan dapat melakukan fungsi-fungsi ekonomi. Untuk lebih mengefektifkan pegelolaan dana PUAP, Gapoktan membentuk Lembaga Keuangan Mikro Agribisnis (LKMA). Penumbuhan dan pengembangan LKMA di dalam Gapoktan PUAP merupakan langkah strategis untuk menyelesaikan persoalan pembiayaan petani kecil dan buruh tani yang selama ini sulit mendapatkan pelayanan keuangan melalui lembaga keuangan formal dan perbankan. Oleh karena itu, tujuan pembentukan LKMA adalah untuk; (1) memberikan kepastian pelayanan serta kemudahan akses petani terhadap fasilitas pembiayaan; (2) prosedur yang sederhana dan cepat; (3) kedekatan lokasi pelayanan dengan tempat usaha petani; (4) pengelola LKMA sangat memahami karakter petani sebagai nasabah. Pemerintah Pusat dan Pemerintah Daerah terus mendorong terbentuknya LKMA pada Gapoktan PUAP. Keberadaan LKMA tentu sangat diharapkan oleh petani miskin di Kabupaten Pandeglang. Jumlah Gapoktan yang telah mendapatkan program PUAP hingga tahun 2012 sebanyak 257 Gapoktan. Jumlah ini setara dengan 76,72 persen dari jumlah desa dan kelurahan di Kabupaten Pandeglang. Namun demikian, jumlah LKMA yang berhasil dibentuk hingga tahun 2012 sebanyak 16 LKMA (6,23%). Jumlah LKMA tersebut tentu tidak sesuai harapan. Oleh karena itu, kajian ini membahas tentang kinerja Gapoktan PUAP, mengevaluasi proses pembentukan LKMA pada Gapoktan PUAP, dan menganalisis kinerja LKMA. Hasil kajian dan analisis tersebut menjadi bahan untuk merumuskan strategi pengembangan LKMA di Kabupaten Pandeglang.Kata kunci: Gapoktan, PUAP, LKMA

Abstract

arious strategic issues that have an effect towards the performance of local governments in Indonesia are very complex just like the local governments in other countries, as investigated on previous researches. These strategic issues, which include the fiscal capacity, the background of the local leaders as entrepreneurs, and the capacity of management, would have significant influence towards the performance of local governments. This research tries to conduct the investigation towards other strategic issues i.e. the characteristics of local governments, the public entrepreneurship, the strategic environment, and the enforcement of ethics and accountability of bureaucracy, which is both very important and very certain in terms of the influence towards the performance of local governments. As the initial phase of thorough research is related to the influence of public entrepreneurship towards the performance of local government, the mapping needs to be conducted in order to ensure the level of importance and certainty of the strategic issues with the use of the Strategic Assumption Surfacing Test (SAST) approach involving the selected experts through limited Focus Group Discussion (FGD). The results of data processing would give an overview that the characteristics of local governments and its elements (the regional assets, the fiscal capacity, the capacity of management and entrepreneurial behavior), the public entrepreneurship (innovation, the creativity of the individuals within bureaucracy, proactiveness, risk-taking and public-oriented) are the strategic issues, which are important and certainly influence the performance of local governments in Indonesia.

Abstract

The participation of women in the agricultural sector has increased in the last two years, attributed to the population growth and household economy. Therefore, this research examined the internal and external factors to the women farmers’ participation. This research was conducted in Situ Gede Village, West Bogor Sub-district, Bogor City and involved women farmer group consisting of 36 members. The primary data were gathered by interviewing respondents using a questionnaire, while the secondary data were obtained from literature review and various related institutional sources. The data were examined using the Pearson’s Product-Moment Correlation analysis to investigate the relations between the internal and external factors to women farmers’ participation. The results of this study have revealed the internal factors related to women farmers’ participation, such as age, farm experience and decision making. Meanwhile, the external factor related to the participation of women farmers is the access to counseling, meaning that some of these aspects need to receive the government’s attention, especially in terms of access to education related to the counseling method, time and substance of counseling.

Abstract

The agricultural sector is one of the leading sectors in Pandeglang Regency. This study aims to describe the process of preparing and implementing agricultural sector budgets, analyzing the effect of agricultural sector and labor of the agricultural sector expenditure toward the growth of the agricultural sector regionally in Banten Province, and then formulating appropriate strategies in budget allocation and agricultural sector development. This study uses secondary data and primary data with descriptive analysis tools, regression analysis using panel data, and SWOT analysis. The results showed that the agricultural sector has become a priority in various planning documents in Pandeglang District including RPJP, RPJMD, and RKPD Pandeglang District. Then from the result of regression analysis using panel data, it is resulted that government expenditure for agriculture sector have positive and significant effect toward PDRB of agriculture sector. Meanwhile, the labor of agricultural sector has negative and significant effect toward GDP of agriculture sector. From the results of objectives 1 and 2 and supported by primary data through in-depth interviews could be formulated 10 strategies of budget allocation and development of agricultural sector in Pandeglang Regency.Keywords: Strategy, Agricultural Sector, Budget

Abstract

ABSTRACTThe Government of Purbalingga Regency during the years 2011-2015 have received qualified opinion (WDP) from The Supreme Audit Agency (BPK) on the results of the audit of its financial statements. They are many problems in the presentation of fixed assets in their financial statements. This study aims to: (1) to analyze the existence of administration system of fixed asset in Purbalingga regency; (2) to analyze the weaknesses of administration system of fixed asset in Purbalingga regency; and (3) to formulate recommendation for improvement of administration system of fixed asset in Purbalingga regency. Formulation of strategy is done using SWOT analysis and strategic architecture. Then, the proposed strategies for improving the fixed asset administration system are the completion of fixed asset issues, improvement of inter-institution cooperation in asset management, improvement of human resources competence in asset management, improvement of compensation and rewards on the human resources performance in asset management, improvement of inters-institution coordination in asset management, implementation of action plan through escorting the follow-up audit findings by the Inspectorate, implementation of an action plan through census and reconciliation of asset data on a regular basis, and the implementation of an action plan through enhancement of the role of the Inspectorate in safeguarding asset.Keywords : Financial Statement, Fixed Asset, Strategic Architecture, SWOT AnalysisABSTRAKPemerintah Kabupaten Purbalingga selama tahun 2011 sampai dengan tahun 2015 mendapatkan opini Wajar Dengan Pengecualian (WDP) dari Badan Pemeriksa Keuangan (BPK) atas hasil audit laporan keuangannya. Terdapat berbagai permasalahan pada penyajian aset tetap dalam laporan keuangan. Penelitian ini bertujuan untuk: (1) menganalisis tinjauan keberadaan sistem kegiatan penatausahaan aset tetap Kabupaten Purbalingga; (2) menganalisis berbagai kelemahan sistem kegiatan penatausahaan aset tetap Kabupaten Purbalingga; dan (3) merumuskan rekomendasi perbaikan sistem kegiatan penatausahaan aset tetap Kabupaten Purbalingga. Perumusan strategi dilakukan dengan menggunakan analisis SWOT dan arsitektur strategi. Selanjutnya, strategi yang diusulkan dalam upaya perbaikan sistem kegiatan penatausahaan aset adalah penuntasan permasalahan aset tetap, peningkatan kerjasama antar lembaga dalam pengelolaan aset, peningkatan kompetensi SDM pengelola aset, perbaikan kompensasi dan penghargaan atas prestasi kerja dari SDM pengelola aset, peningkatan koordinasi antar lembaga dalam pengelolaan aset, pelaksanaan action plan melalui pengawalan pelaksanaan tindak lanjut temuan audit oleh Inspektorat, pelaksanaan action plan melalui sensus dan rekonsiliasi data aset secara rutin, pelaksanaan action plan melalui peningkatan peranan Inspektorat dalam pengamanan aset.Kata Kunci: Laporan Keuangan, Aset Tetap, Arsitektur Strategi, Analisis SWOT

Abstract

success of an integrate agribusiness system of a commodity must be followed by the increase of farmers’ bargain position, especially the small scale agribusiness runs by farmers. Otherwise, farmer will continue to be marginalized, and sustainable production is hard to be achieved. Farmer organization in Indonesia is relatively has weak position and cannot improve farmers’ bargain position since it is still in social institution form (i.e. farmer group), and yet become a socio-economic institution (cooperative). In many countries, farmers’ cooperative not only improves the production, productivity and product quality, but also lead to increase in welfare and life quality of its members. This study specifically aimed to develop corn farmer co-operative in Gorontalo Province. SWOT analysis was being used to formulate the strategy, followed by strategy mapping in road-map as guidance for local government to develop corn farmer co-operative that suitable with its character.Keyword: agribusiness, corn, farmer group, farmer co-operative, Gorontalo.

Abstract

PEMP Program in Sub-province South East Moluccas is executed since 2001-2007 expected can give positive result to coastal community and small islands especially to fisherman community. The objective of this research is evaluate the sustainable status of PEMP program and identify the performance elements that have an effect on to PEMP program execution so it can be formulated the policy strategy of marine and fisheries development of Sub-province South East Moluccas. The result of this research indicates that program performance in totally pertained “enough” based on RAPFISH analysis. Based on Analytical Hierarchy Process (AHP) result there are fourth criterions that must be paid attention that are (1) PEMP program planning base on society aspect, (2) PEMP program socialization aspect, (3) PEMP program companion execution aspect, and (4) PEMP program execution evaluation aspect. From those fourth criterions, there are five alternatives of policy strategies that ought to conducted by local government of Sub-province South East Moluccas in exploiting PEMP program, that are (1) Strategy of institute reinforcement policy PEMP and human resources, (2). Strategy fund sharing policy from Government of Sub-province South East Moluccas, (3). Strategy of community participation quality improvement policy, (4) Strategy of system structuring current fund returns policy, and (5) Strategy of partnership development policy.Keywords: strategy, quality improvement, coastal community economy empowerment program.
