Abstract

Land use changes in upstream cause flooding in the middle and downstreams so that appropriate spatial planning is required. The study aims to (1) analyze the forest management in ecologycal region percpective community, unilateral and bilateral on the boundary areas of Indonesia and Timor Leste, (2) analyze dependence of spatial-ecology with income farmers, and (3) analyze descriptively the spatial planning of border regions. The data used were secondary and primary data which were obtained from Indonesia and Timor Leste. Primary data sampling technique using multistage sampling, namely cluster sampling for the sample village representing the upstream, middle, and downstream of the watershed; while the sample of farmers using purposive sampling. The analysis used was descriptive analyisis which was used to analyze management of forest in ecologycal region on boundary area. Then, the spatial durbin model was used to analyze the dependence effect of spatial-ecology on farmer income in transboundary watershed. The spatial durbin model showed that farmers’ income in the downstream of transboundary watershed will be reduced because patterns of farming on upperstream transboundary watershed tends to be exploitative. This implication required administrative and spatial ecology perspective in boundary spatial planning.

Abstract

This study aimed to determine food vulnerability in the village level. This study was conducted by analysing 3,270 villages in Nusa Tenggara Timur (NTT) Province. Principal component analysis, cluster analysis and discriminant analysis were employed to classify the vulnerable villages. This study found that 1,468 villages (44.90%) were categorized as very vulnerable and vulnerable villages. Both categories were found mostly in Timor Tengah Selatan, Manggarai Timur, Manggarai Barat, Sumba Barat Daya, and Sumba Timur Regency. Food vulnerability enhancment programs need to be prioritized in very vulnerable and vulnerable villages in Timor Tengah Selatan, Manggarai Timur, Manggarai Barat, Sumba Barat Daya, and Sumba Timur Regency. Accessibility to electricity, clean water and sanitation facilities as well as the improvement of public welfare are key important factors to improve village food vulnerability.Keywords: cluster, food vulnerability, village

Abstract

Rice is a strategic commodity, so efforts to increase its production continue to be carried out, one of which is by increasing fertilization efficiency. The government has set policies in the field of fertilization, one of which is to provide fertilizer recommendations for rice plants based on specific location. The objective of this research was to evaluate the fertilization policy written in Permentan RI No. 40/Permentan/OT.140/4/2007. The methods were analyzing the variance values for each type of fertilizer recommended and validating N, P, and K levels in selected locations. The results of the study showed that the fertilization recommendations set by the government still need to be improved because there were still many discrepancies with conditions in the field. The adjustment of recommendation dose with the addition of organic materials were relevant and can be implemented, but it is still required further socialization to farmers. Reformulation of subsidized fertilizers, from NPK fertilizer 15-15-15 to NPK fertilizer 15-10-12 also had not been able to increase fertilization efficiency, because it actually made the dose of NPK becomes higher, but did not reduce the addition of a single fertilizer significantly. Subsidy policy also needs to be reviewed, because farmers did not fully get subsidized fertilizer so the farmers could not meet the needs of their fertilizers. Regarding the implementation of fertilization information, a soil big database must be created nationally to make specific location fertilization recommendations, and this must be easily accessed by farmers. Abstract

The utilization of ground water in the long term will lead to a number of negative impacts on groundwater resources and the environment, such as the decrease of groundwater level, seawater intrusion, land subsidence as well as scarcity of ground water. Furthermore, the use of ground water has directly affected the consumption pattern of Regional Water Company Bogor City (PDAM) customers. This study aims to determine the patterns and characteristics of PDAM customers in the utilization of ground water by using spatial association rule mining, so it can help PDAM to approximate the increase of customers that utilize ABT and the losses incurred. This research shows that as many as 53.362 (41.27%) PDAM customers that have the potential to use groundwater. The said customers are featured by several characteristics, such as being active customers, with monthly water bill of less than Rp. 53.358 and are not close to river.

Abstract

The development of agro-industry in Kerinci Regency requires thoroughly understanding of its environment as it located in conservation area and many established agricultural crops area.  This study aims to give a guide for agro-industry development zone in Kerinci Regency based on the regional potency, characteristic and regional development strategy.  This research applied some approaches of analysis, namely (1) location quotient analysis, which was used to identify prime commodity of the region; (2) land suitability evaluation and land availability analysis to observe carrying capacity of land; (3) analytical hierarchy process method to determine agro-industry type to be developed; (4) GIS facility to determine agro-industry location.  Furthermore, the determination of agro-industrial development guidances were done by descriptive analysis.  The results of the researches were as follows: (1) prime commodity being raw material for agro-industry development in Kerinci Regency is cinnamon; (2) agro-industry which given highest priority to develop is cinnamon powder; ( 3) development of agro-industry in Kerinci Regency is pointed as according to development  indication zone.   Key words: agro-industry, prime commodity, Kerinci Regency

Abstract

An index for labor absorption capacity of an agricultural cropping system requires worker number from direct activities and non-direct activities in a field The number of workers from direct activities can be generated from landmanagement (ploughing, fertilization, weeding, etc), meanwhile, the number of workers from non-direct activities such as transportation of manure and product, has to include a distance effect. A distance of a farm from a collection point, where agricultural facilities distributed, contributes to the number of workers required for carrying such products or fertilizers.To calculate a distant effect to absorption capacity is hampered by difficulty in measuring of farm distance in a field,which implies it is rarely found such proper data in producing a labor absorption capacity. GIS as a spatial technology has the capability to produce such as distance effect. This research demonstrated the use of GIS in producing labor absorption capacity index and map of status labor absorption in Samarang sub-district, where several intensive agricultural activities such as paddy, vegetable and perfume grass crops were found The map could be used to understand indirectly the economic situation of the area. Abstract

Agribusiness of herbal medicine is more important in the future due to raw material pharmaceutical industry tends to usematerials naturally produced To develop herbal medicine with high quality requires the criteria of land suitability based onyield quality, which is represented by active compounds. The compounds are resulted from secondary metabolite that isrelated to environmental conditions. The purpose of this study was to generate the land suitability criteria for curry withcurcuma production base. A total of 49 curry plantation sites were sampled for plant age, productivity, and landcharacteristics, as well as soil and rhizome samples for laboratory analysis. Age-adjusted curcuma production was used as the yield response, which were plotted against land characteristics. Boundary lines confining the resultant scatter of points were then mathematically described. The boundary lines defined curcuma yields that may occur under a given set ofconditions and could be used to determine land suitability criteria. The criteria were done by using projection of lineintersection between boundary line and yield cut off. Land characteristic and curcuma yield relationships had similar pattern, the scalier data were more skewness with higher yields and the scalier confined by boundary lines. By using the lines, every land characteristics that were studied, could be determine to establish land suitability criteria for curry, except for wateravailability and aluminum saturation.

Abstract

Kebutuhan lahan selalu meningkat dipicu oleh pertumbuhan penduduk, perkembangan struktur masyarakat dan perekonomian, sementara penawaran terhadap lahan tidak pernah bertambah, sehingga cepat atau lambat kondisi tersebut akan menimbulkan konversi lahan. Penelitian bertujuan mengidentifikasi perubahan penggunaan lahan Kabupaten Bogor tahun 1989-2013, menentukan faktor-faktor penentu perubahan penggunaan lahan di Kabupaten Bogor, memprediksi penggunaan lahan tahun 2025 dan menguji akurasinya, serta mengevaluasi keselarasan prediksi penggunaan lahan tahun 2025 dengan Rencana Tata Ruang Wilayah Kabupaten Bogor 2005-2025. Lahan yang paling banyak berubah adalah lahan pertanian baik lahan pertanian basah (sawah) maupun lahan pertanian kering (kebun dan tegalan). Total areal pertanian yang berubah menjadi lahan terbangun sebesar 47,953 ha atau 16.04% dari luas Kabupaten Bogor. Faktor-faktor yang meningkatkan perubahan penggunaan lahan pertanian menjadi non pertanian adalah izin lokasi tahun 2005, penetapan kawasan industri dalam kebijakan tata ruang, jarak ke/dari jalan kolektor, jarak ke/dari pusat aktivias ekonomi. Faktor – faktor yang menurunkan perubahan penggunaan lahan pertanian menjadi non pertanian adalah kelas lereng (16 – 25%), jenis tanah podsolik, dan jarak ke/dari pusat pemerintahan kabupaten. Prediksi penggunaan lahan tahun 2013 memiliki nilai ketepatan 80.49% sehingga model digunakan dalam prediksi penggunaan lahan tahun 2025. Hasil analisis keselarasan RTRW 2005-2025 dengan penggunaan lahan aktual 2013 menunjukkan adanya ketidakselarasan yang dapat menjadi masalah tata ruang di Kabupaten Bogor 63,822 ha atau 21.36%, dimana hutan hilang 64.90%, pertanian lahan basah hilang 20.68% serta tubuh air hilang 6.49%. Hasil analisis keselarasan RTRW 2005-2025 dengan penggunaan lahan hasil prediksi tahun 2025 menunjukkan adanya ketidakselarasan dengan alokasi ruang yang berpotensi menjadi permasalahan tata ruang sebesar 75,577 ha atau 25.29%, dimana terdapat potensi berkurangnya hutan, pertanian lahan basah dan tubuh air masing-masing sebesar 72.41%, 33.62%, 24.64%. Nilai tersebut menunjukkan adanya kenaikan ketidakselarasan dari tahun 2013 sebesar 11,856 ha atau 3.96%. Abstract

Sumur District and Cimanggu District are the buffer areas of Ujung Kulon National Park (UKNP). Based on the Spatial Planning of Pandeglang Regency 2013, the districts were designated as the center development of trade and services. In fact, there is still a lack of infrastructure. This condition is the main problem of the regional development plan. This study aims to: (1) analyze the village hierarchy based on areas for Sumur District and Cimanggu District; (2) analyze the main sector that supports the regional development; (3) propose the economic development programs in Sumur District and Cimanggu District. The results show that are twelve (12) UKNP buffer villages in hierarchy III. In hierarchy III, where there are five villages that have a relatively high economically disadvantaged population (79.9% - 87.8%). There are six villages in hierarchy II, and only one village in hierarchy I. The main sector in Sumur District, are rice (wet cultivation), vegetables, ornamental plants, livestock, fisheries and tourism. The main commodities in Cimanggu District, are rice, crops, vegetables, livestock, and plantations. The recommendation of regional development in Sumur District is fishery and tourism, the program of modern fishing technology, construction of ports and financial/capital institutions, facilities and infrastructure for tourism. The recommendation of regional development in Cimanggu District is on agriculture and plantation, the program of agricultural technology, financial/capital institutions, facilities and infrastructure to support the local economy. Abstract

Perlindungan lahan sawah di Kabupaten Garut perlu dilakukan sejak dini, hal ini dimaksudkan untuk menjaga keberadaan lahan sawah serta jati diri Kabupaten Garut sebagai lumbung padi Provinsi Jawa Barat. Upaya ini dilakukan untuk mendukung ketahanan pangan nasional ditengah maraknya isu konversi lahan pertanian. Terutama pada Kawasan Strategis Perkotaan yang pada dasarnya merupakan pusat perekonomian di Kabupaten Garut. Hasil kajian ini diharapkan diperoleh gambaran kondisi aktual lahan sawah di Kawasan Strategis Perkotaan Kabupaten Garut. Penghitungan neraca lahan dilakukan dengan membandingkan kebutuhan dan ketersediaan lahan pada Kawasan Strategis Perkotaan di Kabupaten Garut. Penentuan lahan prioritas dilakukan atas parameter: 1) kelas kesesuaian lahan; 2) intensitas pertanaman (IP); 3) sistem Irigasi; 4) luas hamparan; dan 5) jarak dari bahu jalan. Selanjutnya dilakukan pengelompokan berdasarkan kriteria fisik yang homogen, sehingga diperoleh empat karakteristik tipologi perlindungan lahan sawah di Kawasan Strategis Perkotaan. Sebaran lahan prioritas pertama kemudian di bandingkan dengan pola ruang dalam RTRW Kabupaten Garut tahun 2011-2013, sehingga diperoleh luas lahan prioritas pertama yang sesuai dengan Rencana Tata Ruang Wilayah Kawasan Strategis Perkotaan adalah sebesar 2,079 ha atau setara dengan 25.67% dari luas wilayah. Artinya, jika lahan sawah prioritas pertama ini digunakan sebagai sumber untuk Ruang Terbuka Hijau (RTH) dengan standar minimal 30%, pemerintah hanya tinggal mengakumulasi kekurangan sebesar 4.33%.
