Abstract

Perkembangan media sosial menciptakan ruang interaksi baru yang memperluas komunikasi publik, namun juga membuka peluang munculnya kekerasan berbasis gender di ruang digital, salah satunya pelecehan seksual verbal. Fenomena ini sering muncul dalam bentuk komentar bernuansa seksual, candaan, maupun ungkapan yang mengandung objektifikasi tubuh. Penelitian ini bertujuan untuk menganalisis dinamika pelecehan seksual verbal di media sosial serta mengkaji adanya standar ganda dalam persepsi gender terhadap fenomena tersebut. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif-analitis melalui analisis konten komentar media sosial, wawancara dengan pengguna media sosial, serta studi dokumentasi. Hasil penelitian menunjukkan bahwa persepsi netizen terhadap pelecehan seksual dipengaruhi oleh konstruksi sosial gender yang membentuk standar ganda dalam memaknai pengalaman korban. Korban laki-laki sering dipersepsikan sebagai pihak yang tidak dirugikan, sementara korban perempuan lebih rentan mengalami objektifikasi dan victim blaming. Selain itu, penggunaan humor seksual dalam interaksi digital turut menormalisasi pelecehan seksual verbal sehingga batas antara candaan dan kekerasan menjadi kabur. Temuan ini menunjukkan bahwa pelecehan seksual verbal di media sosial tidak hanya berkaitan dengan perilaku individu, tetapi juga dipengaruhi oleh konstruksi sosial dan budaya komunikasi digital. Hal ini menunjukkan bahwa ruang digital tidak sepenuhnya menjadi lingkungan yang aman bagi penggunanya.

Abstract

The representation of women in political leadership in Indonesia remains relatively limited, particularly in executive positions at the regional level. This condition reflects structural, cultural, and symbolic barriers that influence women's participation in politics. The election of Sherly Tjoanda as the Governor of North Maluku in the 2024 regional election provides an important case for examining how female leadership is represented in the digital media space. This study aims to analyze how online media frame Sherly Tjoanda’s leadership and how gender narratives are constructed within digital political communication. This research employs a descriptive qualitative method with a case study approach and uses Robert M. Entman’s framing theory as the analytical framework, which includes define problems, diagnose causes, make moral judgement, and treatment recommendation. The research data were obtained from online media coverage and the dynamics of digital discussions throughout 2024. The findings show that media coverage does not merely convey information about Sherly Tjoanda’s political activities but also constructs layered narratives that combine the image of inspirational female leadership with expectations that remain influenced by gender stereotypes. Digital media, on one hand, provides opportunities for female politicians to build their political image, while on the other hand it can also become a space where gender bias is reproduced within public discourse. This study highlights the important role of media framing in shaping public perceptions of women’s political leadership in Indonesia’s digital political landscape.

Abstract

The expansion of digital technology, particularly social media platforms, has created broader opportunities for public engagement in political discussions, including for women. Digital platforms allow women to share political perspectives, contribute to public opinion, and participate in political conversations that have traditionally been dominated by formal political actors. Nevertheless, the growing involvement of women in digital political spaces has also been accompanied by an increase in online gender-based violence (OGBV). This study aims to identify the forms of OGBV and examine its impact on women’s political participation on social media. The research adopts a qualitative approach using discourse analysis to analyze public comments responding to political content posted by the influencer Satya Salsabila on TikTok. The findings indicate that women who express political opinions online frequently encounter personal attacks such as verbal harassment, sexually suggestive remarks, body shaming, and attempts to question or undermine women’s credibility in discussing political matters. These acts of harassment not only function as symbolic violence against individuals but also reflect persistent gender stereotypes and patriarchal power relations that continue to shape interactions within digital environments. Such experiences may influence women’s sense of security and confidence when expressing political viewpoints online, potentially limiting their participation in digital political discussions. Therefore, creating safer, more inclusive, and equitable digital spaces is essential to support women’s active participation in political discourse.

Abstract

This study aims to analyze the dynamics of gender power relations within bureaucratic structures through the perspectives of institutional patriarchy and hegemonic masculinity in the Department of Women’s Empowerment, Child Protection, Population and Family Planning (DP3AKKB) of Banten Province. The research employs a qualitative method with a case study approach. Data were collected through literature review and document analysis of official institutional documents, including strategic plans, performance reports, and organizational staffing data. Data were analyzed qualitatively using thematic reading and critical interpretation to identify patterns of position distribution, leadership practices, and organizational culture shaping gender relations in the bureaucracy. The findings indicate that women hold a strong numerical representation in the leadership structure of DP3AKKB, with the majority of strategic positions occupied by female officials. However, the hierarchical organizational structure and bureaucratic leadership norms emphasizing authority, seniority, and administrative rationality still reflect the influence of masculine values in leadership legitimacy. This condition creates an institutional paradox in which an institution mandated to promote gender equality continues to operate within a bureaucratic framework that potentially reproduces gendered power relations. The study suggests that gender equality in bureaucracy cannot be measured solely by women’s numerical representation but also requires transformation in organizational culture and substantive power distribution in decision-making processes.

Abstract

The practice of female genital mutilation is still found in various regions of Indonesia and is often viewed as part of cultural traditions or religious practices. However, this practice has also sparked debate because it is considered to have no medical benefits and to potentially endanger women’s health and bodily autonomy. This study aims to analyze the ambiguity of state regulations regarding the practice of female genital mutilation in Indonesia through a biopolitical perspective. This study employs a qualitative descriptive method using a literature review approach, drawing from academic journals, books, and government policy documents. The results indicate that state policies regarding female circumcision exhibit inconsistent regulatory dynamics, marked by the implementation of medical guidelines through a Ministry of Health regulation in 2010, which was subsequently revoked in 2014. This situation highlights the state’s ambiguous position in balancing the protection of women’s health with the pressures of cultural and religious norms within society.

Abstract

 This study aims to analyze the phenomenon of “men do not talk” through the perspective of hegemonic masculinity theory and to explain how masculinity norms influence men’s emotional expression and help-seeking behavior. This research uses a qualitative approach with a literature review method. The research instrument consists of scientific documents including journal articles and academic books related to masculinity and men’s mental health. Data were collected through academic databases such as PubMed, Scopus, Web of Science, PsycINFO, and Google Scholar. Data analysis was conducted using thematic meta-synthesis to identify and interpret the main themes found in the literature. The findings indicate that men’s emotional silence is closely related to masculinity norms emphasizing strength and emotional control. These norms often lead men to suppress emotional expression and avoid seeking professional help. However, recent studies also show the emergence of more inclusive forms of masculinity that encourage emotional openness and help-seeking.

Abstract

The Family Planning (KB) program in Indonesia still demonstrates unequal participation between women and men, particularly in the use of permanent contraceptive methods such as vasectomy. This study aims to analyze the causes of low male involvement and examine the influence of masculinity construction on reproductive decision-making. The research employs a qualitative method using a literature review approach. The findings indicate that low male participation is influenced by strong patriarchal values, the perception of fertility as a symbol of masculinity, as well as limited knowledge and access to reproductive health services. From the perspective of hegemonic masculinity, vasectomy is often perceived as a threat to masculine identity, leading to social resistance. Consequently, the responsibility for contraceptive use remains largely borne by women. This study highlights that increasing male participation in the family planning program requires policy approaches that are not only technical-medical but also sensitive to social gender constructions.

Abstract

Gender inequality remains an ongoing issue within Indonesia’s social dynamics. Although various policies have been introduced to strengthen the principle of equality between men and women, unequal gender relations can still be observed in both domestic and public spheres. In this context, feminism, which seeks to challenge gender inequality, is often misunderstood as a movement that opposes men or as an ideology that contradicts cultural values and social norms. This study aims to examine how feminism is perceived within Indonesian society and how patriarchal culture contributes to maintaining such misconceptions. This research employs a qualitative approach using a literature study method based on academic journals, scholarly books, and official publications related to feminism and patriarchy. The theoretical framework applied in this study is Judith Butler’s post-structuralist feminism, which emphasizes that gender identity is socially constructed through the repeated performance of cultural norms. The findings indicate that misconceptions about feminism are not only influenced by limited gender literacy but also by the internalization of patriarchal values that have long been normalized within social life. These values are reproduced through family structures, educational institutions, media representations, and cultural practices that shape the image of the “ideal woman.” Therefore, a more contextual understanding of feminism is necessary to foster a more constructive discussion on gender equality in Indonesian society.

Abstract

This study aims to analyze the reproduction of patriarchy and masculine dominance in local politics in North Sumatra through a feminist perspective, highlighting the role of the patrilineal clan system in shaping social and political power structures. In Batak society, lineage is traced through men, thus positioning men as the successors of the clan and the primary representatives in both customs and social life. This condition causes male authority not only to remain within the family sphere but also extends into the public sphere, including local political practices. This study uses a qualitative approach with a desk study method through a review of literature, scientific journals, and regulations related to gender, customs, and local politics. The results show that patriarchy is reproduced through the clan system, customary practices, and the concept of Dalihan Na Tolu, which strengthens men's legitimacy in leadership and kinship-based power networks. In political contests, masculinity is often used as symbolic capital to gain voter trust, resulting in low female representation despite the 30 percent affirmative action quota policy. These obstacles are not only structural but also cultural, as customary norms still position men as more worthy figures for leadership. Therefore, efforts to achieve gender equality require changes not only in formal policies but also in cultural values and social practices within society.

Abstract

Artikel ini bertujuan untuk melihat lebih lanjut keterpilihan legislator perempuan pada Pemilihan Legislatif 2024 di Kota Cilegon termasuk memotret tantangan dan hambatan yang ditemui di tengah pusaran demokrasi lokal yang maskulin. Penelitian ini dilatarbelakangi oleh minimnya representasi perempuan yang duduk di kursi lembaga perwakilan. Kota Cilegon sendiri sebagai lokus riset pada periode 2019 dan 2024 hanya 4 dari 40 kursi (10%) yang berjenis kelamin perempuan. Representasi perempuan merupakan indikator penting menunjukkan sejauh mana demokrasi inklusif berjalan. Isu ini berkorelasi dengan lahirnya keberpihakan kebijakan publik pada isu perempuan dan anak. Meskipun sudah terdapat kebijakan afirmasi melalui UU Pemilu berupa partai politik harus mencalonkan perempuan minimal 30%, angka ini tidak selaras dengan angka keterpilihan perempuan. Metode yang digunakan dalam artikel ini adalah metode penelitian kualitatif dengan pendekatan multiple case study dimana peneliti membandingkan pola keterpilihan pada 2 (dua) legislator. Data dikumpulkan melalui wawancara mendalam pada legislator terpilih, pengurus partai, dan aktor kunci lain yang paham dinamika politik lokal di Cilegon. Metode ini diilih karena akan mampu melihat secara komprehensif proses keterpilihan legislator perempuan dan tantangan dalam membawa agenda representasi substantif. Hasil penelitian menunjukkan bahwa keterpilihan legislator perempuan di Cilegon tidak semata ditentukan oleh adanya kebijakan afirmasi pencalonan. Keteprilihan legislator perempuan ditentukan oleh kombinasi rekam jejak kerja, kedekatan dengan konstituen, pengabdian pada masyarakat, jejaring sosial, serta kemampuan kandidat untuk menavigasi norma politik yang maskulin. Perempuan dengan perolehan suara tertnggi yaitu Qoidatul Sitta (3.368 suara) dan Abadiah (3.109 suara) menunjukkan bahwa legitimasi politik dirinya sebagai perempuan dibangun oleh kepercayaan publik, integritas, pengalaman sosial dan ikatan dengan masyaakat. Partai politik sebagai aktor intermediary memainkan peran yang strategis sebagai penyangga institusional melalui proses kaderisasi, strategi pemenangan dan kampanye calon. Kesimpulannya, keterpilihan legislator perempuan di Kota Cilegon menunjukkan bahwa demokrasi lokal tidak hanya berfokus pada representasi deskriptif. Persoalan representasi substantif berupa etika kerja dan integritas juga merupakan persoalan penting Representasi perempuan yang substansial berkontribusi pada tata kelola yang lebih inklusif, setara, dan berkeadilan serta memperkuat ketahanan sosial melalui lembaga-lembaga lokal, kohesi sosial, dan kebutuhan akan legitimasi politik.
