Abstract

This study examines the Indonesian government's policies regarding the funding standards for Islamic religious education in schools and madrasahs. Islamic religious education plays a strategic role in shaping students’ character and moral values. However, its implementation faces various challenges, particularly in terms of financial support. Using a literature review approach, this research evaluates key regulations such as Minister of Religious Affairs Decree (KMA) No. 211 of 2011, KMA No. 165 of 2014, and KMA No. 183 of 2019, and analyzes their implementation effectiveness in practice. The findings reveal ongoing disparities in fund allocation, delays in budget disbursement, and insufficient managerial capacity within Islamic educational institutions. Therefore, a comprehensive strategy is needed—encompassing budget transparency, financial management training, community involvement, and collaboration between the government and educational institutions—to ensure a more effective, accountable, and sustainable financing system for Islamic religious education.

Abstract

This research discusses how to manage stakeholders to improve the effectiveness of strategic management in schools by examining various available resources. From the analysis conducted, it was found that strategic management can function well if the school can manage stakeholders in an organized manner thru steps such as recognizing, mapping, communicating, engaging, building partnerships, and integrating them at all stages of the strategy. Involving stakeholders, both internal and external, helps create cooperation, increase resource support, and ensure accountability in decision-making. Additionally, improving capabilities and building a culture of cooperation has proven to continuously support the implementation of school strategies. This research emphasizes that strengthening relationships between stakeholders is crucial for achieving the best quality of education.

Abstract

Abstrak: Investasi baik yang berasal dari dalam negeri maupun asing sangat diperlukan untuk menunjang roda pembangunan dan perekonomian di Indonesia. Dalam menggerakkan pembangunan tersebut, seringkali investor perlu mendapat suntikan pembiayaan kredit dari perbankan. Bagi investor vang berbentuk PT yang mendapat fasilitas kredit dari perbankan, persetujuan pemegang saham adalah salah satu dokumen wajib yang harus dipenuhi. Kendala pemenuhan dokumen tersebut seringkali ditemui pada PT PMA, yang biasanya pemegang saham PT PMA berdomisili di luar negeri. Sebagai solusinya, pemegang saham PT PMA akan memberikan persetujuan melalui keputusan sirkuler yang ditandatangani di negara asal pemegang saham. Dalam Perseroan Terbatas (PT), Rapat Umum Pemegang Saham Perseroan (RUPS) merupakan organ tertinggi yang mewakili kepentingan seluruh pemegang saham dalam PT tersebut.  PT yang mendapatkan pembiayaan kredit dari perbankan, biasanya akan dimintakan persetujuan dari pemegang saham terkait fasilitas yang diperoleh PT. Hal ini yang bisa menjadi salah satu alasan diadakannya RUPS. RUPS dapat  dilaksanakan secara konvensional dan secara sirkuler. RUPS secara konvensional dilakukan dengan cara mengumpulkan seluruh pemegang saham secara bersamaan. Seringkali juga ditemukan kesulitan untuk ”mengumpulkan” para pemegang saham di saat yang bersamaan, dan untuk mengatasi hal tersebut dapat dilaksanakan pengambilan keputusan secara sirkuler, sebagaimana diatur dalam pasal 91 UU No. 40/2007 tentang Perseroan Terbatas (PT). Pada prakteknya, keputusan sirkuler ini dapat dibuat dan ditandatangani oleh pemegang saham PT yang berkedudukan di luar wilayah Indonesia (luar negeri), keputusan sirkuler inilah yang sering disebut sebagai Keputusan Sirkuler Lintas Negara. Atas dasar Keputusan Sirkuler inilah nantinya akan dituangkan dalam akta perjanjian kredit yg dibuat secara notarial.Abstract:Both domestic and foreign investments are needed to support the wheels of development and the economy in Indonesia. In driving the development, investors often need to get credit financing injections from banks. For PT investors who obtain credit facilities from banks, shareholder approval is one of the mandatory documents that must be met. Constraints on the fulfillment of these documents are often encountered at PT PMA, which is usually the shareholder of PT PMA domiciled abroad. As a solution, the shareholders of PT PMA will give their approval through a circular decision signed in the country of origin of the shareholders. In a Limited Liability Company (PT), the General Meeting of Shareholders of the Company (GMS) is the highest organ that represents the interests of all shareholders in the PT. PT that obtains credit financing from banks, usually will be asked for approval from shareholders related to the facilities obtained by PT. This could be one of the reasons for the holding of a General Meeting of Shareholders. RUPS can be held conventionally and circularly. GMS is conventionally conducted by gathering all shareholders together. It is also often difficult to "gather" shareholders at the same time, and to overcome this a circular decision can be made, as provided for in article 91 of Law No. 40/2007 concerning Limited Liability Companies (PT). In practice, this circular decision can be made and signed by PT shareholders domiciled outside the territory of Indonesia (overseas), this circular decision is often referred to as the Cross-Country Circular Decision. On the basis of this Circular Decree, it will later be contained in a notarial deed of credit agreement.
