Abstract

Pilang village is a village included in the classification of the poor population highest in Randublatung Subdistrict. The “program Sesarengan Ngopeni Kadang Kekurangan” in the Family Hope Program aims to reduce poverty. This research aims to analyze community empowerment “Program Sesarengan Ngopeni Kadang Kekurangan” in Pilang Village, Randublatung District, Blora Regency. The research method used is a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. This research uses the theory of Robert Chambert regarding the implementation of empowerment which includes improving education, improving life, improving income, improving society. The results showed that the implementation of empowerment in the PKH Program in improving education, improving life, social welfare, improving income, improving health has not been effective because there are still obstacles in its implementation. This is influenced by inhibiting factors such as the emergence of social jealousy in the community, the workload of PKH assistants does not match the number of beneficiaries who must be assisted, the behavior of beneficiaries who are not disciplined because they do not carry out their obligations, limiting the quota of KPM recipients. The recommendations given are to increase reading interest and school enrollment rates for KPM children, increase skills training for the elderly and disabled, increase entrepreneurial activities, increase Posyandu activities for pregnant women and toddlers.

Abstract

Plastic waste is a very well-known problem because it has a long decomposition time limit, which is 100-500 years and can release a toxic substance (methane) when exposed to sunlight and if not decomposed immediately it can clog waterways and cause flooding. The step taken by the Bekasi City government is to create Bekasi Mayor Regulation No. 61 of 2018 which regulates the use of plastic bags, was made with the aim that people get used to using personal shopping bags. This study aims to describe and analyze the results of the implementation of Bekasi Mayor Regulation No. 61 of 2018 which has been running for 3 years at Pasar Kranji Baru Bekasi, as well as finding out the factors in the business actors. The research method used in this research is descriptive through a qualitative approach and uses primary data through questionnaires, as well as secondary data through journals, books, literature, etc. The research was then analyzed using Microsoft Excel and showed a low adherence rate of 44.8%. As for the inhibiting factors, namely the knowledge that business actors are still low, the habit of business actors using conventional plastic bags, and there are no sanctions for violators.

Abstract

Since the corona virus entered Indonesia in early March 2020, this virus has spread very quickly. So that the government determines the status of a pandemic situation in the territory of this country. In particular, Polri has the duty to maintain public order and security, carry out law enforcement functions and provide protection, protection and service to the community. This study aims to obtain an overview of; (i) work-life balance that is formed in the work environment of the Demak Resort Police; (ii) work engagement that develops among members of the Demak Resort Police; (iii) work-life balance and work engagement built in the work environment. This research is a descriptive qualitative research with the research locus at the Demak Police Resort. There are two sources of data in this study. Primary data sources were obtained from interviews with seven police officers who were determined by purposive sampling. Secondary data sources are data obtained from electronic journals, reports and e-books. This study found that although members of the Demak Resort Police experienced stress and burnout during the pandemic, all subjects stated that family support and understanding shown by the leadership were factors that greatly assisted the subjects in overcoming the stress and burnout they experienced. Families and leaders have provided support for research subjects to develop a work-life balance in their daily work. The work-life balance that they feel makes police officers give a strong commitment to the tasks assigned to them (work-engagement is built).

Abstract

Telunjuk Sakti Application is an innovation launched by Department of Population and Civil Registration of Wonogiri Regency to overcome problems of population administrative service. Mobile based Telunjuk Sakti Application Innovation is flexibly accessible by smartphone. This research aims to analyze the acceptance responses of Telunjuk Sakti Application Innovation. Referring to the Unified Theory of Acceptance Use of Technology 2 by Venkatesh (2003), technology acceptance is analyzed using perceived usefulness, perceived ease-ofuse, relative advantage, and compliance indicators. Acceptance’s driving and inhabiting factors of Telunjuk Sakti Application Innovation is analysed using indicators constructed of many theories like risk-averse culture, facing risks inability, and innovation value suitability. This research was conducted using the qualitative descriptive method, with the subject taken by purposive sampling, locals who have been using Telunjuk Sakti Application Innovation. The results of this research, fulfillment of speed and certainty of service, service results conformity, and increased service quality, prove the fulfillment of the perceived usefulness indicator of the Telunjuk Sakti Application. The ease-of-use indicator of the service menu and the acquisition of document results have been fulfilled, but some users still encounter obstacles in the form of signal and network difficulties. On the relative advantage indicator, the benefits of convenience of use compared to manual counters, cost advantages, and time advantages have been fulfilled. Subjects and motivations for using the innovation are known, but the indicators for the sustainability of use have not been met due to network constraints. The driving factors are there is no resistance to trying technology and no technological risks to innovation. Value compliance of the innovation encourages acceptance of innovation because of the benefits offered by Telunjuk Sakti Application Innovation. The inhibiting factor of accepting innovation lies in the inability to deal with risks and changes due to network barriers that have not been fully resolved

Abstract

The flood monitoring information service website was created to as government efforts to detect dink flood disasters in Semarang City, However, the flood disaster still continues in Semarang, indicating that the webiste has not been utilized to the maximum extent. So the purpose of this study is to evaluate the website information service monitoring the flood in Semarang City. This research uses the theory of the effectiveness of e-government online services by Xuetao Guo and Jielu, which consists of system quality, information quality, web presence quality and user satiety. This type of research uses a quantitative approach with a descriptive type of research. The population of this study is all users of the flood monitoring website with a sample of 100 respondents using purposive sampling techniques. Evaluation results based on research show system quality score 84.01% with excellent category. information quality 84.56% with excellent category, web presentation quality score 87.94% with excellent category, user satisfaction 78.82% with good category, and web presentation quality score 87.94% with excellent category. However, there are still gaps (gap) in all dimensions, items that require major improvements are the response speed and ease of CCTV features, the completeness of flood disaster detection information, the overall quality of the system satisfies the user, and the overall quality of information satisfies the user.

Abstract

Tourist visits to the Bukit Cinta Rawa Pening tourist attraction have not been optimal. This study aims to determine the strengthening of brand identity to increase tourist visits to Bukit Cinta Rawa Pening and to analyze the driving and inhibiting factors. This study uses the Analytical Hierarchy Process (AHP) method with a quantitative approach to obtain decisions regarding branding strengthening strategies. The results of the study shows that Branding has been strengthened on 4 tourism components (4A), with priority on the Attraction aspect with a total score of 0.35. The driving factors include; the supporting natural and cultural attractions, the supporting basic and additional facilities, the strategic location with adequate road infrastructure, the availability of active online promotional media, and collaboration with various parties in order to increase tourist visits. The inhibiting factors include; the growth of water hyacinth which disturbs the beauty of nature, limited tourism management related to conservation rules by BBWS, limited budget management, lack of variety of water tourism, no restaurants within the tourist attraction area, the little number of public transportations around the tourist object, and the use of online promotional media is not yet optimal. Suggestions that can be given are; Managers and local governments need to make efforts to maintain the beauty and sustainability of Lake Rawa Pening, as well as optimizing online promotional media. It is necessary to increase capacity building for the managers and staff of Bukit Cinta Rawa Pening.

Abstract

Berkembangnya suatu kawasan wisata dapat memberikan dampak positif terhadap peningkatan kunjungan wisata. Desa Wisata Lerep merupakan salah satu Desa unggulan di Kabupaten Semarang yang memiliki beberapa destinasi wisata dan siap dikunjungi oleh wisatawan. Salah satu daya tarik utama Desa wisata Lerep adalah fokus pada pengembangan potensi wisata berbasis kearifan lokal. Tujuan dari penelitian ini adalah untuk mengetahui pengembangan yang dilakukan oleh pengelola Desa Wisata Lerep untuk meningkatkan kunjungan wisatawan. Metode penelitian yang digunakan yaitu penelitian kepustakaan atau library research. Analisis data yang digunakan yaitu kualitatif deskriptif berupa kalimat tertulis dan hasil perilaku yang diamati dari hasil penelitian yang dilakukan oleh peneliti sebelumnya. Hasil penelitian menunjukkan bahwa Pengembangan Desa Wisata Lerep untuk meningkatkan kunjungan wisata telah dilakukan melalui potensi alam, sosial, buatan, kuliner hingga budaya untuk diolah menjadi atraksi yang ditawarkan pada wisatawan. Adanya pengembangan Desa Wisata Lerep juga memiliki dampak meningkatkan kondisi daya tarik wisata, aksesibilitas, amenitas, ancillary, dan sosial budaya masyarakat. Hal ini dinilai dapat membantu wisatawan dalam menentukan keputusan berkunjung serta peran pelaku wisata lokal di Desa Wisata Lerep

Abstract

This research analyzes the responsiveness of SAMSAT Semarang City II and identifies inhibiting factors. It is driven by public complaints regarding the administration services provided by SAMSAT. The introduction of the SAKPOLE application aims to streamline motor vehicle administration and enable public complaint submission. Aligned with UNDP's principles of good governance, the study emphasizes transparency, accountability, participation, and coordination. The SAKPOLE app offers a quick and flexible resolution for public complaints. Descriptive qualitative methods, including interviews, documentation, and observation, are used for data collection. Primary data is obtained from SAMSAT and the public, while secondary data includes documentation, news, reports, laws, and the SAKPOLE app. Data validity is ensured through source triangulation. Findings show that the SAKPOLE platform, public participation, competent SAMSAT staff, and effective complaint handling processes facilitate responsive governance. Inhibiting factors include incomplete complaint information and a lack of human resources. To enhance the SAKPOLE app, clear complaint information, adherence to procedures, and staff training are recommended.

Abstract

Pemerintah perlu menghadirkan informasi yang relevan seiring dengan perkembangan zaman guna mencerdaskan kehidupan bangsa. Pengembangan perpustakaan digital sebagai sarana pemerintah menyediakan segala kebutuhan informasi pun sangat diperlukan. Tujuan penelitian untuk mengetahui tanggapan masyarakat akan pelayanan perpustakaan digital melalui perbandingan antara nilai persepsi publik akan kinerja pelayanan dengan nilai harapan yang diekspektasikan oleh masyarakat dalam pelayanan perpustakaan digital melalui situs web https://sibooky.semarangkota.go.id/ di Kota Semarang dengan menggunakan dimensi electronic government service quality (e-GovQual). Metode penelitian menggunakan kuantitatif deskriptif. Teknik pengumpulan data melalui penyebaran kuesioner dengan total 100 responden. Hasil penelitian menunjukkan bahwa persepsi masyarakat akan kinerja pelayanan Si Booky secara keseluruhan termasuk ke dalam kategori Baik, dengan nilai harapan secara keseluruhan termasuk dalam kategori Sangat Baik yang berarti masyarakat sebagai pengguna situs web Si Booky memiliki tingkat ekspektasi/harapan yang tinggi akan kehadiran situs web tersebut. Perbandingan antara kedua nilai mencapai kesesuaian sebesar 81,5% termasuk dalam kategori Cukup Puas. Namun, masih terdapat empat sub-indikator dimensi e-GovQual yang belum mencapai persepsi yang baik sehingga perlu ditingkatkan dan diprioritaskan sebagai kuadran 1, yaitu kelengkapan sajian informasi dan koleksi; kesesuaian penggunaan data dan informasi milik pengguna dengan layanan yang diminta dan/atau dibutuhkan; pemisahan dan pembatasan akses informasi dan data pribadi antar pengguna; kemudahan penjelasan pengelola dalam menjawab pertanyaan pengguna.

Abstract

Badan Pemeriksa Keuangan (BPK) Perwakilan Provinsi Jawa Tengah melaksanakan tugas pemeriksaan atas pengelolaan dan tanggung jawab keuangan daerah pada Pemerintah Kabupaten Wonosobo. Status tindak lanjut rekomendasi hasil pemeriksaan tersebut masih ada yang belum selesai tindaklanjutnya, ada yang belum ditindaklanjuti dan tidak dapat ditindaklanjuti. Terkait dengan hal tersebut penelitian ini bertujuan untuk menganalisis efektifitas pemerintah daerah dalam melaksanakan tindak lanjut atas rekomendasi hasil pemeriksaan, dan apa yang menjadi faktor-faktor penghambat dan pendukung dalam menindaklanjuti rekomendasi hasil pemeriksaan. Penelitian ini dilakukan dengan pendekatan kualitatif, analisis data sekunder, observasi dan wawancara dengan informan yang dipilih yaitu pejabat teknis di Inspektorat, BPPKAD, pejabat dan auditor di BPK yang menangani pemantauan tindak lanjut. Hasil penelitian menunjukkan bahwa fungsi kepatuhan terhadap peraturan perundang-undangan dalam pemantauan belum berjalan sebagaimana mestinya, masih terjadinya permasalahan serupa di tahun berikutnya menunjukkan tindak lanjut rekomendasi hasil pemeriksaan belum sepenuhnya efektif, namun tindakan perbaikan sesuai rekomendasi telah efektif dalam memperoleh opini WTP
