Abstract

One of the efforts to reduce the risk of the dangers of Mount Merapi is to make policies related to relocation. Relocation must be carried out for people who are included in the Disaster Prone Area (KRB) III of Mount Merapi. However, there are still three hamlets in KRB III Merapi that do not want to be relocated, namely Kalitengah Lor, Kalitengah Kidul and Srunen hamlets in Glagaharjo village Cangkringan district. The community's refusal to relocate will have a negative impact because Mount Merapi has a high potential for danger. Disaster preparedness management is needed by paying attention to social capital in the community. So that it can strengthen internal factors in society in facing the dangers of Merapi. This study used a qualitative method using purposive sampling in determining the subject. The techniques used for data collection are interviews, observation, and documentation on primary and secondary data. Then analyzed with an interactive model, namely data reduction, data presentation and conclusions. The results of the study found that there is social capital in the form of trust, norms and social networks. These three things make the people on the slopes of Mount Merapi more resilient and ready to face the disaster of the eruption of Mount Merapi that will occur. While habitual factors, individual roles, education and socio-economic class are the driving factors. It is recommended to expand the network, especially to private parties and agencies related to livestock rescue and care.

Abstract

This study aims to analyze the concept of collaboration between districts in fulfilling the national production of Rajangan Madura tobacco national and to know the factors causing the decline in Rajangan Madura tobacco production. The problems are focused on the decline in tobacco production and the area of agricultural land in each district, and the instability of the price of tobacco which causes anxiety for farmers. The production and area of Madura tobacco farming land has decreased since 2013 with the production produced is only 3.5 tons with an area of 8.4 ha. If the accumulated decline in production and the area of tobacco farming land per year has decreased by 15%of the total normal production per year as much as 29 thousand tons from a land area of 32 hectares in each district.To approach this problem, Wright's theoretical reference was used, there were five key elements in the implementation of intergovernmental relations, namely 1) the roles of government, 2) the interactions of public officials, 3) sustainability communication, 4) the roles administrators, and 5) focus attentions on the policy. The data were collected through observation and literature study and analyzed qualitatively and descriptively. This study concluded that collaboration between districts has shown good cooperation by dividing the roles and tasks of each region. The interaction of public officials had shown cooperation in behavior, beliefs, perceptions and preferences. With regard to the communication that was built from the four regions, looking for ways and solutions to increase Madura tobacco production and prevent instability in the price of Madurese tobacco in the harvest season. This collaboration had a target of achieving the fulfillment of Rajangan Madura tobacco production to increase by thirty percent, namely the production of Madura tobacco in each year was targeted at eighty tons. Three factors caused the decline in Rajangan Madura tobacco production, namely, first, the decline in tobacco prices was a major factor for farmers in producing tobacco. Second, climatic factors also influenced the maturation process of tobacco until it wasready for harvest. Third, the reduction of land owned by the government and the community due to the fulfillment of development in the infrastructure sector.

Abstract

This article aims to discuss the effectiveness of the Minang Mart partnership pattern in empowering local Micro, Small, and Medium Enterprises in Padang City, West Sumatra. The problem is focused on the realization of Minang Mart's idea for empowerment and collaboration with local traders and MSMEs. Along with its development, Minang Mart has come out of the initial idea, namely the modernization and empowerment of local traders, and local Micro, Small, and Medium Enterprises have not been implemented until now. To approach this problem, Nugroho's theoretical reference was used regarding the effectiveness of a policy which was put forward in four "right" ways, namely the right policy, the right implementer, the right target, and the right environment. The data were collected through observation and documentation techniques. This study was qualitative research with a descriptive approach and inductive analysis. This study concludes that based on the four "correct" policies in the effective study of policies, the West Sumatra government was not ready with what was announced and it was known that the policies regarding Minang Mart have not been implemented effectively. Minang Mart's policy was the right policy and has not fulfilled the right implementation, right target, and environmental aspects. It is known that Minang Mart is currently managed by the private sector, Minang Mart's partnership with local Micro, Small, and Medium Enterprises has not materialized, and there are no zoning regulations regarding the establishment of Minang Mart.

Abstract

This study tries to analyze the concept of inter-regency in the fulfillment of the national production of Madura shredded tobacco and study the factors that cause the decline in Madura sliced tobacco production. Problems that arise at the time of production as well as the area of agricultural tobacco in each district besides the instability of tobacco prices which causes anxiety for farmers. To discuss this problem, reference theory from Wright (1974) in Irawanto et al. 2015: 20) there are five key elements in the implementation of intergovernmental relations, i.e. 1) the role of government, 2) interaction of public officials, 3) sustainability communication, 4) the role of administrators, and 5) focus of attention on policy. Data collected through observation, interviews (FGD) and literature study and analyzed qualitatively descriptive. This study represents collaboration between districts which has shown good collaboration by dividing the roles of each region. Interaction of public officials has proven participation in interactions, beliefs, perceptions and preferences. With regard to communication developed from four regions looking for ways and solutions to increase Madura tobacco production and avoid the volatility of Madura shredded tobacco prices in the harvest season. This collaboration has a target of achieving fulfillment of Madura Chopped Tobacco Production, increasing thirty percent from Madura Tobacco Production annually targeting eighty tons.

Abstract

The Covid-19 pandemic has caused major changes in almost all aspects of human life, including the implementation of public services. Government policies that implement work from home (WFH) for government agencies located in areas with a certain risk of transmission, have caused public service activities to undergo changes. public services during the Covid-19 pandemic while maintaining health protocols has become a separate issue and has led to many innovations in the field of public services. One of the public services affected during the Covid-19 pandemic is marriage services at the Office of Religious Affairs (KUA). Complaints from a number of communitiesaimed at marriage services at the KUA with suspected maladministration. This study aims to analyze marriage services at the KUA during the Covid-19 pandemic. The study was conducted using the literature study method with data sources for journal articles, government agency websites and related documents. Since the beginning of the pandemic period, the implementation of marriage services at the KUA has been regulated by three circular letters from the Director General of Islamic Community Guidance at the Ministry of Religion, taking into account developments in the condition of the community. Online marriage registration is optimized, and is demonstrated by the high rate of registration of marriage registrations during the Covid-19 pandemic.

Abstract

Penelitian ini bertujuan mengidentifikasi Peran Lembaga Masyarakat Adat Suku Marind dalam Penyelesaian Sengketa tanah Ulayat di Kota Merauke serta menganalisis faktor yang mempengaruhi peran Lembaga Masyarakat Adat Suku Marind dalam penyelesaian sengketa tanah Ulayat di Kota Merauke. Metode penelitian deskriptif kualitatif menggunakan teknik pengumpulan data primer (observasi dan wawancara) serta data sekunder. Teknik pengumpulan data yang digunakan study pustaka dan study lapangan berupa observasi dan Wawancara. Hasil penelitian menunjukkan bahwa Peran Lembaga Masyarakat Adat dalam Penyelesaian Sengketa Tanah Ulayat di Kota Merauke masih belum optimal, masih banyak kasus sengketa tanah ulayat yang belum terselesaikan dan masih ada berbagai indikator yang berpotensi menyebabkan terjadinya permasalahan terkait tanah ulayat. Di kemudian hari, indikator tersebut adalah; belum sistematisnya pendataan Lembaga Masyarakat adat terkait hak ulayat, belum adanya pemetaan secara tertulis terkait batas wilayah adat. Rekomendasi yang diberikan; Melakukan pemetaan wilayah dan batas wilayah adat yang dituangkan secara tertulis dalam Peta wilayah adat, merapihkan sistem administrasi di Lembaga Masyarakat Adat terkait status tanah ulayat yang belum dan yang telah dilepaskan, Melakukan pendataan dan pemetaan secara akurat terkait kelengkapan administrasi kepemilikkan Tanah ulayat, Membuat forum diskusi dengan melibatkan Instansi pemerintah Daerah, Lembaga Masyarakat Adat dan masyarakat, untuk dapat membuat sebuah rancangan produk hukum yang mengatur secara spesifik tata wilayah adat.

Abstract

Usaha Mikro Kecil dan Menengah (UMKM) merupakan salah satu motor perekonomian nasional Indonesia menjadi salah satu perhatian pemerintah. Provinsi Jawa Tengah memiliki jumlah UMKM cukup tinggi yaitu 4.174.210 unit. Hal ini tentunya membutuhkan perhatian dan upaya yang lebih serius oleh Provinsi Jawa Tengah untuk mengelola UMKM agar dapat memberikan konstribusi yang positif bagi perekonomian nasional dan daerah, serta untuk meningkatkan kesejahteraan masyarakat. Balai Pelatihan Koperasi UKM Provinsi Jawa Tengah (Balatkop UKM) memberikan peningkatan keterampilan kerja kepada UMKM melalui pendidikan dan pelatihan. Penelitian ini bertujuan untuk mendeskripsikan implementasi program pendidikan dan pelatihan koperasi dan UMKM serta untuk mengetahui faktor pendorong dan faktor penghambatnya. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Hasi penelitian menunjukkan terdapat fenomena yang dianggap kurang baik seperti ketepatan kebijakan, ketepatan pelaksana, ketepatan sasaran, ketepatan lingkungan dan ketepatan proses. Dalam penelitian ini juga ditemukan bahwa faktor pendukung implementasi program adalah komunikasi, disposisi dan struktur birokrasi, sedangkan faktor penghambat terdapat pada faktor sumberdaya.

Abstract

Lahirnya UU Nomor 6 Tahun 2014 tentang Desa ibarat pisau bermata dua. Disatu sisi, melahirkan eksistensi Desa dalam bentuk otonomi yang lebih luas, disisi lain perluasan kewenangan tidak diimbangi dengan peningkatan kapasitas aparat desa. Salah satu dampaknya adalah muncul persoalan-persoalan dibidang pengelolaan keuangan desa, baik bersifat administrative maupun dugaan tindak pidana korupsi. Inspektorat menjadi salah satu organisasi perangkat daerah yang berperan dalam pengawasan pengelolaan keuangan desa. Studi ini dimaksudkan untuk meneliti peran Inspektorat dalam (1) pengawasan penyelenggaraan pemerintah desa, (2) pemantauan tindaklanjut hasil konsultasi, (3) pemeriksaan berdasarkan laporan masyarakat, dan (4) pemantauan tindaklanjut hasil pembinaan dan pengawasan. Hasilnya antara lain menunjukan (1) Inspektorat telah menjalankan fungsi pengawasan dan pemeriksaan atas dugaan pengaduan yang terencana dan didukung ketersediaan personil yang berpengalaman, (2) memberikan kewenangan kepada tim pemeriksa untuk secara mandiri menyusun tujuan dan strategi pemeriksaan, dan (3) menyederhanakan prosedur pengawasan melalui aplikasi Desawaskita. Namun demikian, Inspektorat masih mengalami kendala, antara lain terkait (1) pelaksanaan pemantauan tindaklanjut hasil konsultasi, pembinaan dan pengawasan yang tidak terdokumentasi, sehingga tidak dapat dipantau, (2) keterbatasan jumlah personil auditor dibanding banyaknya entitas yang diperiksa, dan (3) kelemahan aplikasi yang belum menampilkan informasi yang dibutuhkan. Permasalahan tersebut didentifikasi menggunakan faktor pendukung dan penghambat, meliputi (1) komunikasi, (2) kecenderungan, (3) sumber-sumber, dan (4) struktur birokrasi. Disimpulkan antara lain bahwa implementasi kebijakan pengawasan oleh Inspektorat (1) berjalan pada fungsi pengawasan dan pemeriksaan atas aduan masyarakat, namun (2) belum optimal berfungsi pada pemantauan tindaklanjut hasil konsultasi, pembinaan dan pengawasan. Terhadap permasalahan tersebut, direkomendasikan antara lain agar (1) dilakukan sinkronisasi regulasi yang mengatur tentang tupoksi personil Inspektorat untuk mendukung tugas Inspektorat dalam Perbup Nomor 34 Tahun 2018, (2) dikembangkan konsultasi, pembinaan dan pengawasan yang terdokumentasi untuk kemudian dipantau tindaklanjutnya, (3) pemilihan desa yang diperiksa berdasarkan basis risiko dan mekanisme diseminasi hasil pemeriksaan sebagai sarana pembelajaran pada entitas desa yang tidak diperiksa, (4) pengembangan aplikasi Desawaskita untuk dapat menghasilkan informasi yang lebih komprehensif.

Abstract

The purpose of this research is to measure the adjustment of implementation musrenbangdes with the principles of deliberative democracy and to assess the results of implementation of musrenbangdes in Pulau Rimau Subdistrict, Banyuasin Regency, South Sumatra. Descriptive research method with the approach used in this research process. The data analysis technique used by the researcher is Miles and Huberman. The results of this study indicate that the implementation of the principles of deliberative democracy in the musrenbangdes is weak because it has obstacles in reporting and realizing the results of the musrenbang. The community is not comprehensive in the process of implementing the musrenbang too, this interaction is contrary to the principles of deliberative democracy which is optimizing the role of the community in the process.

Abstract

The Family Hope Program (PKH) is a program aimed at addressing poverty for the poor through the provision of cash assistance with conditions and criteria that must be met by PKH participants, and PKH participants must commit to carrying out their obligations as PKH recipients. The Family Hope Program (PKH) in Rembang Regency was implemented starting November 24, 2011 simultaneously in all subdistricts in Rembang Regency, including in Sarang District, but its implementation has not been maximized. Therefore, the purpose of this study was to see the performance of PKH in the field of education in alleviating poverty in Sarang District, Rembang Regency. This study conducted a retrospective evaluation to see again whether PKH assistance in education had achieved its goals. The research method used is qualitative with data collection techniques through interviews, documentation, and observation. The results showed that the target of PKH beneficiaries in Sarang District had reached 95% on target, but for the effectiveness of PKH assistance, PKH beneficiaries had utilized the financial assistance provided to meet school needs and needs, but some were used for daily needs. day. In addition, the problem of disbursing aid funds experiencing delays and dependence on receiving assistance makes it difficult for PKH beneficiaries to carry out socialization and education for PKH membership graduation. Suggestions in this study are monitoring and mentoring to ensure that any assistance funds provided are properly used and awareness for PKH beneficiaries to want to graduate when their welfare has increased so that they are no longer dependent on the assistance provided.
