Abstract

Urban population growth accompanied by the phenomenon of urbanization is a global issue. This raises challenges and problems in various aspects, including the decline in environmental quality due to reduced agricultural land/green spaces that are changing functions and the need for adequate food availability. As has been implemented in various cities in the world, urban farming activities were then developed as a promising solution to supply sustainable quality agricultural products. Following up on this, this study aims to develop urban agriculture (urban farming) in the city of Semarang to increase community productivity and co-benefits. The analysis carried out includes a qualitative descriptive analysis supported by secondary and primary data. There are 2 (two) indicators of the results and discussion of this research, namely (a) the development of urban agriculture (urban farming) in the city of Semarang, and (b) the benefits of urban agriculture (urban farming) in the city of Semarang. The potential for urban agriculture in the city of Semarang is very diverse, including various types of vegetables, cassava, sugar cane, durian, and mushrooms. In addition, various other benefits of urban agriculture, namely environmental, economic, social, health, education and tourism benefits are added values ​​that are very important to encourage the development of this activity in a more massive and structured manner. Policy instruments through appropriate top-down and bottom-up approaches are essential.

Abstract

The Indonesian government makes a policy to carry out community service through the Large-Scale Social Restriction (PSBB) policy. The government issued this policy to suppress the spread of Covid-19 in Indonesia. The implementation of this policy is also carried out in the city of Semarang, so there is a need for a scientific study to measure the implementation of the PPKM policy in the city of Semarang. This research is a type of qualitative descriptive research. This study uses data sources from scientific journals, book literature, and official websites, which are then described through descriptive analysis. The assessment of this implementation uses four variables from George III: communication, resources, disposition and organizational structure. The results of this study indicate that the communication carried out by the Semarang City Government is to conduct outreach directly to the community regarding PPKM policies. The organizational structure, in this case, the Semarang City Government, formed a task force consisting of various elements in the city of Semarang as a supporter of the implementation of the policy. This study concludes that there are still many layers of society in the city of Semarang who think that the policy hinders community mobility in carrying out work, so there is still a lack of public understanding. Therefore, the Semarang City Government needs to work together with community leaders to provide an understanding of PPKM policies.

Abstract

The simplification of the organizational structure does not change the typology of regional apparatus but simplifies the organizational structure into two levels. The simplification of the structure does not remove the duties of the functions of government affairs but shifts the executor of the functions into functional officials with certain expertise and skills. The purpose of this simplification of the organizational structure is to make the government administration system more effective and efficient. While this article aims to determine the analysis of the simplification of the bureaucratic structure in Pemalang Regency. This study uses a qualitative approach. The theory that researchers use in this study is the theory of organizational restructuring. The research method is done by document study, observation, and interviews. The results of the study indicate that the simplification of the organizational structure in Pemalang Regency needs to be a common concern.

Abstract

The World Health Organization (WHO) declared Covid-19 a global pandemic because it has spread widely in the world. The impact is felt not only in the health sector but also in other fields such as the economy, socio-culture, and education, to influencing government policies. In Indonesia, the implementation of the Large-Scale Social Restriction (PSBB) policy has been carried out to prevent the spread of Covid-19 in several areas such as DKI Jakarta and Surabaya. In contrast to Central Java Province, which implemented the Jogo Tonggo policy, a community-based policy at the Residents' House (RW) level in an effort to deal with Covid-19 that requires collaboration between the government and the community. This study uses descriptive qualitative research methods. Data collection is done through literature study and documentation. The results showed that Jogo Tonggo during the Covid-19 emergency period encouraged the formation of joint awareness and obedience of the citizens of Central Java to the government's appeal. Community obedience is driven by choices, namely: obeying because of the threat of a pandemic, strengthening social solidarity and human values, togetherness in society at the RT and RW levels, as well as the existence of legal rules that contain sanctions.

Abstract

Equalization of positions from administrative positions to functional positions is one form of implementation of the policy of simplifying the bureaucracy into two levels in government agencies in Indonesia. This problem occurs because the equalization of positions is carried out in a relatively short time without being preceded by an in-depth study. This condition has an impact on the career uncertainty of functional officials as a result of the equalization which has an impact on the decline in employee performance and organizational performance. This study aims to analyze the process of equalizing administrative positions to functional positions in order to formulate inputs for improving the implementation of these policies in the field. The research method uses a qualitative descriptive approach. Research informants determined the snowball with key people Central Government Officials and related functional officials. Data was collected through observation, in-depth interviews and literature study. Data analysis techniques with data reduction, presentation and conclusion. The validity of the data using a triangulation technique of sources and data. This theory uses the theory of policy implementation. The results of the study indicate that the equalization of administrative positions to functional positions in government agencies needs to pay attention to communication factors, resources, dispositions and bureaucratic structures. Recommendations are in the form of policy proposals to improve arrangements for equalizing administrative positions to functional positions.

Abstract

The targets of the Salatiga City Government Bureaucratic Reform are adjusted to the development targets of the state apparatus sub-sector, as stated in Presidential Regulation Number 18 of 2020 concerning the 2020-2024 National Medium-Term Development Plan (RPJMN), namely: a clean and accountable bureaucracy; capable bureaucracy; and excellent public service. This research uses the descriptive qualitative method. Qualitative research is research where the researcher is placed as a key instrument, the data collection technique is carried out by combining and analyzing the data and is inductive in nature. This research will use an inductive mindset, namely, the researcher goes into the field, studies a process of discovery which is a fact or event, and then records it. , analyze with a phenomenological approach then interpret and report and draw conclusions from the process.The result of his research was that the Mayor of Salatiga requested that the implementation of Bureaucratic Reform be followed up immediately. Digital signatures are expected to encourage effective and efficient bureaucratic processes. Public service problems include people's dissatisfaction with the time, cost, and method of service. The implementation of Bureaucratic Reform covers eight areas of change. In Salatiga, there are several assessment indices that have decreased in 2021. "No less important is how to use one data to synergize with each other," is the application of digital signatures to ensure the authenticity and transparency of documents. Digital signatures are expected to encourage effective and efficient bureaucratic processes, without reducing the accountability factor for document changes that occur. The mayor said the bureaucratic flow is getting better so that public services can be of higher quality.

Abstract

Ketidakseimbangan antara tujuan pelayanan Persetujuan Bangunan Gedung (PBG) dan ketersediaan aparatur administrasi atau administrasi lag menjadi masalah di Dinas Pekerjaan Umum dan Perumahan Rakyat (Dinas PUPR) Kabupaten Tegal. Diterbitkannya Peraturan Pemerintah Nomor 16 Tahun 2021 tentang Peraturan Pelaksana Undang – Undang Nomor 28 Tahun 2002 tentang Bangunan Gedung menumbuhkan optimisme untuk menyelesaikan masalah tersebut, yaitu dengan inovasi Sistem Informasi Manajemen Bangunan Gedung (SIMBG). SIMBG sendiri merupakan aplikasi berbasis web yang bertujuan untuk meningkatkan kualitas pelayanan perizinan khusus PBG. Karena itu, tujuan dari penelitian ini adalah untuk menganalisis proses persiapan penerapan inovasi baru dari munculnya inovasi sampai dengan kesiapan implentasi melalui program inkubasi inovasi. Jenis penelitian yang digunakan adalah pendekatan kualitatif dengan tipe penelitian deskriptif menggunakan jenis penelitian studi kasus yang bertujuan untuk mengetahui lebih mendalam proses persiapan penerapan SIMBG. Hasil penelitian menunjukan bahwa program inkubasi inovasi SIMBG atau proses persiapan penerapan inovasi SIMBG sangat dibutuhkan untuk kemantapan penerapan inovasi, dari dasar hukum penerapan inovasi, kesiapan SDM dan kesiapan perangkat atau inovasi itu sendiri. Proses inkubasi layanan PBG melalui SIMBG dapat dikatakan berhasil meningkatkan kualitas layanan namun ada faktor lain yang menyebabkan penurunan jumlah pemohon layanan yaitu anggapan belum perlu PBG, biaya retribusi yang membebani, dan sanksi yang belum ditegakkan.

Abstract

Tourism is one of the industries with positive growth and the most dynamic that can make tourism a key sector to encourage economic growth, especially in providing jobs, increasing regional incomes and people's living standards, as well as encouraging the development of other sectors economically. Pulau Penyengat, which is the center of Malay civilization both in language and culture, with a million potentials, as well as characteristics and historical values that support local wisdom and have an important influence on regional economic, social and cultural growth, requires integrated, comprehensive and sustainable effort to become a leading sustainable urban tourism destination. This study aims to explore the role of social capital in supporting the realization of sustainable urban tourism in Pulau Penyengat. The important findings in this research are (1) bounding social capital is a type of social capital that forms and develops in sustainable tourism destinations on Pulau Penyengat; (2) strong ties in the community system are based on values, culture, customs, and kinship relationships; (3) the community is convinced that social capital is the key to success in developing sustainable tourism, although objectively there is a tendency for social capital to fade due to internal and external factors.

Abstract

The Covid-19 pandemic has changed the world's learning system, from face-to-face to online (online). The transition of this system is a challenge that must be faced by education providers. This study aims to map the challenges faced in online learning, and analyze the use of a collaborative approach to deal with them. This research uses a qualitative descriptive approach, by utilizing literature and articles that are traced through literature studies. The results of the study found three challenges faced in online learning, namely: technology, socio-economics, and digital competence. There are five stakeholders in online learning collaboration during the COVID-19 pandemic, namely the government, the private sector, NGOs, universities, and the mass media. These stakeholders have their respective roles according to their capacities. Collaboration can work well by directly involving stakeholders in decision making, built through intensive communication between stakeholders in delivering creative and innovative ideas to solve online learning problems.

Abstract

Existence of active green open space is accessible to society as public space that has impact on economy. Park becomes space where people interact with each other, but it hasn’t been used maximally for economy. This research aims to strategize increase of utilization of active green open space for economic activity in South Semarang Subdistrict. This research uses qualitative descriptive method that is based on primary and secondary data resources. Internal and external environment of organization result in the formulation of strategy issue that is analyzed by using quadrant charts of SWOT analysis. The result of research shows that internal strengths of organization that are congruence of vision, mission, and organizational purpose, adequacy of human resources, various supporting facilities, CSR program, and organization possibilities that are stability of society’s political condition, society’s support of street vendors, and regulation that supports supporting factor to increase economic activity of active green open space. Strategy issue is calculated by giving weight and rating, its position is in quadrant I as very advantageous position with aggressive strategy. Formulated strategies are increasing society’s productive economy, mapping active parks for society’s economic activity, setting special location for micro, small, and medium-sized enterprises that are around the park, and developing area of active park by adding complementary facilities and actively including society.
