Abstract

Penelitian ini dilatarbelakangi oleh terbatasnya data statistik yang disediakan pemerintah untuk kebutuhan informasi publik sehingga untuk mengintegrasikan informasi publik perlu dilaksanakan kebijakan Satu Data. Tujuan penelitian ini untuk mengetahui proses kolaborasi kebijakan Satu Data Salatiga dalam menyediakan informasi publik serta mengetahui faktor pendukung dan penghambat kolaborasi di Kota Salatiga. Penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang digunakan melalui observasi, wawancara, dan studi dokumentasi secara langsung oleh peneliti. Hasil penelitian menunjukkan kolaborasi dilakukan oleh stakeholders utama dengan melakukan koordinasi dan komunikasi intensif melalui Forum Satu Data Salatiga. Pelaksanaan kolaborasi sesuai dengan Perwali Salatiga No. 6 Tahun 2021 dan SK Wali Kota No. 048/670/2021, berupa instansi lainnya sebagai Produsen Data mengumpulkan data kepada Diskominfo Salatiga selaku Walidata kemudian disebarluaskan melalui portal Satu Data. Faktor pendukung kolaborasi dalam penelitian ini adalah kebijakan Pemerintah Daerah dalam perencanaan pembangunan serta kepentingan untuk menyajikan informasi publik. Sedangkan faktor penghambat adalah keterbatasan sumber daya, kurang optimalnya komunikasi internal instansi dan peran Forum Satu Data Salatiga. Oleh karena itu, rekomendasi berupa perlunya kepemimpinan yang dapat merangkul semua pihak, meningkatkan pengawasan tahapan penyelenggaraan, dan melakukan pembinaan intensif kepada pegawai pelaksana untuk mengatasi hambatan dalam kolaborasi Satu Data Salatiga.

Abstract

Potensi bencana erupsi gunung api merupakan ancaman permanen bagi Indonesia terutama bagi daerah Kabupaten Magelang. Pemantauan aktivitas Gunung Merapi menunjukkan guguran kubah lava sering terjadi. Radius bahaya Merapi sudah ditetapkan dan salah satu daerah terancam bahaya adalah Kabupaten Magelang. Peristiwa erupsi Merapi tahun 2010 menjadi pengalaman bagi daerah terdampak agar meningkatkan kapasitas dan kesiapan dalam menghadapi potensi bencana untuk mengurangi risiko bahaya dengan memiliki ketahanan yang optimal. Tujuan penelitian ini adalah untuk memberikan gambaran dan menganalisis kapasitas Kabupaten Magelang dalam mengurangi risiko bencana erupsi Gunung Merapi. Penelitian ini menggunakan metode gabungan (mixmethode) dengan pengumpulan data melalui kegiatan wawancara dan obsevasi. Analisis data bersifat deskriptif kualitatif melalui tahap reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan kapasitas Kabupaten Magelang sangat baik dalam melaksanakan prioritas pengurangan risiko bencana erupsi Merapi dibuktikan dengan perolehan skor mencapai 92,5% masuk dalam kategori A. Ketahanan wilayah Kabupaten Magelang dalam menghadapi risiko bencana berada di level yang sangat baik. Seluruh lapisan masyarakat hingga tingkat pemerintah sudah berhasil melakukan berbagai pencapaian dalam meminimalisir risiko bencana dan pelaksanaan mitigasi bencana.

Abstract

Berbagai macam permasalahan yang ditemui di Kantor Kecamatan Bawen Kabupaten Semarang diantaranya semakin menurunnya skor kepuasaan masyarakat, kuantitas dan kualitas aparatur pemerintahan yang kurang memadai, dan lemahnya inovasi dan penggunaan ilmu pengetahuan dan teknologi sebagai akibat kurangnya keterampilan dan keahlian. Penelitian ini bertujuan untuk mengetahui hubungan kompetensi dan motivasi terhadap kinerja pegawai Kantor Kecamatan Bawen Kabupaten Semarang. Penelitian ini menggunakan metode kuantitatif yang bersifat deskriptif dan melibatkan 13 responden yang merupakan seluruh pegawai Kantor Kecamatan Bawen. Hasil penelitian menunjukan variabel kompetensi memiliki hubungan yang kuat dan signifikan terhadap kinerja pegawai sebesar 0.585 pada signifikansi 0.036 (< 0.05). Variabel motivasi memiliki hubungan yang kuat dan signifikan terhadap kinerja pegawai sebesar 0.613 pada signifikansi 0.026 ( < 0.05). Sedangkan nilai koefisien korelasi variabel kompetensi dan motivasi terhadap kinerja pegawai sebesar 0.746 dengan nilai signifikansi 0.017 (< 0.05). Dari data yang diperoleh dapat disimpulkan terdapat hubungan yang positif dan signifikan variabel kompetensi dan motivasi terhadap kinerja pegawai pada Kantor Kecamatan Bawen Kabupaten Semarang.

Abstract

Menjer Lake is a natural tourist attraction located in Maron Village, Garung District, Wonosobo Regency. Compared to other tourist attractions in Wonosobo Regency, Telaga Menjer is one of the tourist attractions that experiences instability in the number of visitors each year, is less attractive to tourists, and has not been able to contribute optimally to Wonosobo Regency's PAD. The aim of this research is to identify stakeholders and their roles in the management of Menjer Lake. This research uses qualitative research methods with data collection techniques through interviews, observation and documentation. The research results show that there are 3 stakeholders involved in this management, namely the government, the private sector or business world, and the community. The Maron Village Government acts as the implementer together with the Maron Village Karang Taruna, Bumdes Sumber Lancar, Wonosobo Regency Tourism and Culture Office, and the Fishermen's Group. The role of policy creator and coordinator is carried out by the Maron Village Government, the Wonosobo Regency Tourism and Culture Office, and PT Indonesia Power. The Fishermen and Investors Group also acted as facilitators together with the Maron Village Youth Organization and the Wonosobo Regency Tourism and Culture Office. The role of the accelerator is carried out by PT Indonesia Power. Based on the power versus interest analysis, the context setter stakeholders consist of the Maron Village Government and the Wonosobo Regency Tourism and Culture Office. Players consist of Karang Taruna Maron Village, Bumdes Sumber Lancar, and PT Indonesia Power. Subjects consist of Investors and Fishermen Groups.

Abstract

Klaten Regency was recorded as having 54,956 business actors in 2020, however, 5 (five) years since the innovation in issuing business permits which was carried out in 2017, the Klaten Regency DPMPTSP only issued 16,208 IUMK. The aim of this research is to determine the performance of Klaten Regency DPMPTSP employees and the factors that influence efforts to increase the number of business permit issuances. This type of research uses a quantitative approach with descriptive research type. The population of this research is the apparatus at DPMPTSP Klaten Regency, where the sample was determined using a saturated sampling technique. The measuring instrument used is the Likert scale. The results show that quantity gets a score of 67% with a medium score rating, quality gets a score of 53% with a low score rank, time gets a score of 67% with a medium score rank, skills gets a score of 67% with a medium score rank, leadership gets a score of 63% with a score rank low, and organizational culture scored 70% with a medium rating. Some things that need to be improved are monitoring the implementation of SOPs, evaluating the results of the work in question, increasing leader commitment, and facilitating the delivery of aspirations

Abstract

Halal Tourism is one of the sectors that is now expected to make a major contribution to the economy of a country. The concept of halal tourism aims to provide tourism services based on Islamic law. Not only Muslim countries are aggressively developing Halal Tourism, but several other non-Muslim countries are also now competing to open Halal Tourism packages, this is realized by a large number of the Muslim population in the world. Indonesia is no exception, especially Aceh, which is also currently developing Halal Tourism with all the potential it has so it is expected to become the world's main destination for Halal Tourism. This study aims to determine the prospects and challenges in developing Halal Tourism in West Aceh Regency. This research uses descriptive qualitative research methods using literature studies. The results of the study indicate that Aceh Barat Regency in developing Halal Tourism has collaborated with relevant agencies and stakeholders and provides services based on Islamic Sharia. The challenge of West Aceh Regency in developing Halal Tourism is to carry out strong collaboration between the central government, local governments, and industry players in the development of halal tourism, both related to promotion, branding, improvement of supporting facilities and infrastructure as well as efforts to change the mindset of the community and business actors regarding the importance of Developing Halal tourism

Abstract

This study is motivated by the impact of the covid pandemic on micro, small and medium enterprises (UMKM). Closing of markets, closing of malls have significant impact on the ability of micro-entrepreneurs to conduct their business. One of the government's efforts to recover the economy matters and help micro-enterprises is with issue Assistance for micro-enterpreneurs (BPUM) program. 905,328 micro-entrepreneurs in Central Java were recorded to have received that government assistance program. However, the large number of BPUM recipients has not been able to fill the needs of  UMKM in Central Java. It can be seen from the large number of requests and complaints for BPUM registration, both those posted through the governor's report channel, email, or other social media. This study aims to analyze and describe the implementation of BPUM program in Central Java and also to analyze and describe the supporting and inhibiting factors based on the Van Meter and Van Horne’s policy implementation model. The type of this study is descriptive method with qualitative research approach. The results of this study showed that the implementation of the program needs to be improved due to the lack of communication and limited resources.Keywords: implementation, micro-entrepreneurs, BPUM, Covid-19 pandemic

Abstract

Law No. 23/2014 on the Local Government aims at fostering local governments in the country to nurture a culture of innovation to improve the quality of public services. This research attempts to discover paradoxes in the Surakarta City Government related to regulations governing local governments in Indonesia in developing public service innovation. This study uses a qualitative methodology with descriptive analysis related to the paradoxical evidence of public service innovation capacity in the Surakarta City government. Data were collected through in-depth interviews, observations, and literature studies of reputable journals. Furthermore, interviews were conducted with resource persons, from top management leaders to innovation actors, with a total of ten people. We utilised the analysis framework of Public Sector Innovation Capacity Management by Kim and Lee to analyse the results. We used SWOT analysis to devise a public service innovation capacity management strategy in Surakarta City. The results prove that the Surakarta City government has different characteristics in developing public service innovation. However, there is a paradox, which is a contradiction in the course of the local government in general. This paradox is evident in two main phenomena. First, there were no particular government regulations. Second, regional apparatus organisations (OPD) practice less collaborative mechanisms. By contrast, we found that entrenched innovation DNA and an external driver of innovation support the creation of public service innovations in the Surakarta City Government.

Abstract

This study aims to describe the effectiveness of Collaborative Governance in managing public complaints based on electronic communication media in the Central Java Provincial Government for 3 (three years, 2017, 2018, and 2019. This research method uses descriptive qualitative methods. The location of this research is in the Central Java Provincial Government conducted at the Department of Communication and Informatics of Central Java Province. The results of the study conclude that this collaboration has not been effective, such as the lack of commitment from other stakeholders outside the Central Java Provincial SKPD such as Regency/City Governments, vertical agencies, BUMN, and BUMD. Then the limited authority of the Provincial Government of Java Central to the Regency/City Government, vertical agencies, BUMN, and BUMD, resulting in the completion of follow-up on community complaints is still low.The governance of handling public complaints by stakeholders is unclear, lack of accountability and responsibility from stakeholders other than S. KPD of Central Java Province and the supervisory team has not yet been formed to control the follow-up to the handling of complaints in the field.

Abstract

Penelitian ini berlatar belakang dengan masih adanya Kampung KB yang tidak berjalan dengan baik di Jakarta Timur, yaitu Kampung KB Pondok Kelapa. Penelitian ini bertujuan untuk menganalisis kinerja program Kampung KB (Keluarga Berkualitas) di Kelurahan Pondok Kelapa, Kecamatan Duren Sawit, Jakarta Timur. Penelitian ini memakai teori kinerja program menurut Mahmudi (2019) yang menyebutkan bahwa ada empat indikator dalam mengukur kinerja program yaitu ekonomi, efesiensi, efektivitas, dan manfaat sosial. Jenis penelitian ini ialah kualitatif deskriptif, dengan memakai tiga jenis pengambilan data yakni wawancara, dokumentasi, dan obeservasi. Hasil penelitian ini adalah masih adanya hambatan dalam program Kampung KB di Kelurahan Pondok Kelapa, yaitu anggaran yang terbatas dan sdm yang kurang terlatih dalam melaksanakan program, hal tersebut menjadi hambatan besar dalam menjalankan program Kampung KB Pondok Kelapa, sehingga harus adanya perbaikan dalam hambatan tersebut.
