Abstract

The targets of the Salatiga City Government Bureaucratic Reform are adjusted to the development targets of the state apparatus sub-sector, as stated in Presidential Regulation Number 18 of 2020 concerning the 2020-2024 National Medium-Term Development Plan (RPJMN), namely: a clean and accountable bureaucracy; capable bureaucracy; and excellent public service. This research uses the descriptive qualitative method. Qualitative research is research where the researcher is placed as a key instrument, the data collection technique is carried out by combining and analyzing the data and is inductive in nature. This research will use an inductive mindset, namely, the researcher goes into the field, studies a process of discovery which is a fact or event, and then records it. , analyze with a phenomenological approach then interpret and report and draw conclusions from the process. The result of his research was that the Mayor of Salatiga requested that the implementation of Bureaucratic Reform be followed up immediately. Digital signatures are expected to encourage effective and efficient bureaucratic processes. Public service problems include people's dissatisfaction with the time, cost, and method of service. The implementation of Bureaucratic Reform covers eight areas of change. In Salatiga, there are several assessment indices that have decreased in 2021. "No less important is how to use one data to synergize with each other," is the application of digital signatures to ensure the authenticity and transparency of documents. Digital signatures are expected to encourage effective and efficient bureaucratic processes, without reducing the accountability factor for document changes that occur. The mayor said the bureaucratic flow is getting better so that public services can be of higher quality.

The growing digital era has forced the world to keep up with it. Various aspects of people's lives are now connected to digitalization. In recent years, Indonesia has begun to implement e-government development. This period of political reform, which began in 1997, began to break down the arrogance of the bureaucracy and gave rise to an independent society. People began to demand improvements in bureaucratic performance towards the public in various countries, including Indonesia, which is required to provide e-government services that are considered more effective and efficient for the community. This research uses a descriptive qualitative approach with a literature study method. The results obtained are that in implementing e-government in Indonesia there are several things that need to be considered such as government interaction with the community, the level of effectiveness and efficiency. In Indonesia itself, the application of e-government to support good governance, one of which is e-procurement, which is a process of procuring goods and services that are presented on the website so that it is more transparent.

Abstract

Wakatobi, located in Southeast Sulawesi, Indonesia, is recognized as one of the country’s leading marine tourism destinations and designated as a UNESCO Biosphere Reserve. However, the sustainability of tourism development in this region relies not only on ecological potential but also on the role of indigenous communities in governance practices. This article examines the role of indigenous communities in sustainable tourism governance in Wakatobi through the lens of good governance. Data were collected using a qualitative approach, including semi-structured interviews with customary leaders, village officials, tourism actors, and domestic and international tourists. The findings demonstrate that indigenous communities play a pivotal role in ensuring transparency through customary marine regulations, fostering participation via homestays and cultural festivals, strengthening accountability in community-based tourism funds, enhancing effectiveness through the integration of customary and formal rules, and promoting equity in the distribution of economic benefits. This study contributes to the literature on sustainable tourism governance by highlighting the centrality of indigenous knowledge in achieving inclusive and sustainable outcomes.

Abstract

Bangsri Village, located in Blora Regency, achieved 13th place out of 2,500 villages in the 2023 Nusantara Tourism Village Competition and has progressed from a disadvantaged village to a developing village on its way to becoming an advanced one. This accomplishment was achieved despite Bangsri lacking prominent natural tourism attractions such as mountains, rivers, or unique scenic views, and previously being categorized as an underdeveloped and extremely poor village. Through a collaborative governance process involving multiple actors, Bangsri Village succeeded in transforming and developing its tourism potential. This study aims to analyze the collaboration process among stakeholders in developing Bangsri Tourism Village and its contributions to social and economic changes in the village. Employing a descriptive qualitative approach, data were collected through in-depth interviews, field observations, and document analysis. The findings show that collaboration among the Village Government, the youth group Tim Maju Mapan, and local investors was key to success. This collaboration met the five indicators of collaborative governance proposed by Ansell & Gash: face-to-face dialogue, trust building, commitment to the process, shared understanding, and intermediate outcomes. Evidence of success includes increased community participation, the creation of over 150 jobs, and the return of migrant villagers to invest in their hometown. These findings demonstrate that strong collaboration can turn limitations into strengths and accelerate development based on local potential. It is recommended that the Bangsri Village Government establish a structured collaborative forum and develop guidelines for sustainable tourism investment to strengthen governance and long-term stakeholder commitment.
