Abstract

An organization is a consciously coordinated social entity, with a relatively identifiable boundary, that works on a relatively continuous basis to achieve a common goal or set of goals (Stephen & Judge, 2015). This study aims to analyze the internal and external environment of the North Kalimantan regional police organization in maintaining security in the RI-Malaysia border area. By using qualitative research methods. The results of the study indicate that currently the supporting factors in the North Kalimantan regional police organization are organizational structure and organizational culture. Meanwhile, those outside the North Kalimantan regional police organization are community groups and companies. This is due to the orderliness of border communities in guarding the RI-Malaysia border area as evidenced by the decrease in crime in 2020-2021. In 2020 the number of crimes reached 1,079 cases and decreased in 2021 to 890 cases of crime. And all groups of companies participated by providing CSR funds to build the current Kaltara Polda. The inhibiting factor can be seen that currently the resources owned by the North Kalimantan regional police organization are still limited, starting from the absence of a budget, the number of member personnel who secure border areas, and the PLBN infrastructure facilities whose construction has not yet been completed due to the COVID-19 pandemic in the RI-Malaysia border area in North Kalimantan Province.

Abstract

The approach used in this study uses a descriptive qualitative approach, which is a research that is included in the type of qualitative research. According to Moleong (2007), qualitative research is research that intends to understand phenomena about what is experienced by research subjects such as behavior, perceptions, motivations, actions, etc. holistically, and by means of descriptions in the form of words and language, in a context. Natural specialization and by utilizing various natural methods. The research focus has two objectives, firstly, by setting the research focus, it means limiting the extent of the study, thereby determining the research site more focused. Second, determining the focus will streamline the information received. Data collection techniques are the most important step in research, because the main purpose of research is to obtain data. The model of economic empowerment of salt farmers through PUGaR which leads to community-based participatory development (in this case cooperatives) is unable to respond to the local wisdom of salt farmers in North Aceh. Where the traditional salt management system done by family members. Those involved in salt production come from one family member consisting of father, mother, children and other cousins. if, through the PUGaR program, salt farmers must convert their business land into a community outside of their main family system. This pattern is then based on field findings contrary to the wishes of the community.

Abstract

The phenomenon that occurs in the recruitment process for members of the Indonesian National Police in realizing Good Governance is following the principles of good management, such as Clean, Transparent, Accountable, and Humanist. This is intended so that the philosophy of the right man on the right place remains the basis for consideration in the context of recruiting members of the National Police. However, it is possible to accept the recruitment of members of the National Police, which is considered to be full of acts of corruption, collusion and nepotism (KKN). The purpose of this study is to analyze the problems faced by Polri in managing the principles of good governance through the BETAH principle in the recruitment of Polri members in 2015-2019. The research method used in this study is a descriptive method with a qualitative approach that is oriented towards naturalistic or natural phenomena, aiming to understand human and social problems. The results of the study show that various irregularities still occur in the recruitment and selection process for the National Police organized by Polda throughout Indonesia. The various modes of deviation include: (1) fraud and embezzlement by promising to pass, (2) the policy of prioritizing local sons, (3) leaking test questions, and (4) abuse of authority. These various problems occur because there are still gaps that have the potential for irregularities in the mechanism of the National Police recruitment and selection process, so this study will also discuss issues related to the mechanism of the National Police recruitment and selection process which still has the potential for such irregularities to occur. The selection of the National Police, which is held by all regional committees in all regional police units, must be able to formulate regulations and mechanisms that can ensure the implementation of the National Police recruitment and selection process based on a merit system.
