Abstract

Penelitian ini mengkaji problematika yang dihadapi masyarakat petani rumput laut serta peran Pemerintah Desa Blangmerang sebagai fasilitator dalam menangani permasalahan tersebut di Desa Blangmerang, Kecamatan Pantar Barat, Kabupaten Alor, Nusa Tenggara Timur. Pemberdayaan masyarakat pesisir melalui budidaya rumput laut merupakan bagian dari kebijakan publik untuk mengurangi kemiskinan dan memperkuat ekonomi lokal. Namun, dalam praktiknya petani masih menghadapi berbagai kendala struktural dan teknis. Penelitian ini menggunakan pendekatan kualitatif dengan strategi studi kasus untuk memahami secara mendalam realitas sosial, pengalaman, dan interaksi masyarakat. Data diperoleh melalui observasi, wawancara, dan dokumentasi, kemudian dianalisis menggunakan model analisis interaktif. Hasil penelitian menunjukkan adanya berbagai permasalahan yang saling berkaitan, antara lain keterbatasan air bersih, serangan hama seperti lumut hijau dan kuning, bulu babi, serta cacing laut, kelangkaan bibit, pencemaran akibat bahan peledak, fluktuasi harga, keterbatasan infrastruktur, serta konflik antar petani terkait lokasi penanaman dan penjemuran. Permasalahan tersebut berdampak pada produktivitas, kualitas hasil panen, dan hubungan sosial masyarakat. Pemerintah Desa Blangmerang telah menjalankan perannya sebagai fasilitator melalui pemberian bantuan sarana produksi seperti terpal, tali induk, dan jaring penjemuran, serta pelaksanaan musyawarah untuk meredam konflik. Meskipun bantuan tersebut membantu menekan biaya operasional dan meningkatkan kualitas pasca panen, upaya tersebut belum sepenuhnya mampu mengatasi persoalan struktural, terutama ketidakstabilan harga dan keterbatasan infrastruktur. Penelitian ini menyimpulkan bahwa keberhasilan pengelolaan sektor rumput laut tidak hanya ditentukan oleh faktor alam dan ekonomi, tetapi juga oleh penerapan prinsip-prinsip good governance secara konsisten guna mewujudkan kesejahteraan masyarakat pesisir yang berkelanjutan.

Abstract

AbstractThe emergence of the Law Number 6 of 2014 on Village providing the broadest space in the village to organize and manage his village in order to improve rural development and rural welfare. The village must rise and grow in the dynamic global life greater challenge. ASEAN Economic Community (AEC) is also a challenge for rural communities in competition. Rural communities should also be changed according to the demands of an increasingly global era. Infrastructure development should also continue to be made at the village level. Besides, the village required to be creative, innovative and participatory resource management in the village. Potential villages still buried in village life should be utilized for the welfare of the villagers. To manage the potential and the resources needed rural village human resources and quality management transparent and accountable, so that the potential of the village can be extracted and properly managed and optimized. This is a serious concern in the management of village resources, given the enormous potentials that exist in the village to be developed and used as a source of rural income that has not been optimized in its management. Abuses of authority and corruption at the village level are becoming increasingly vulnerable in the management of village resources. Given the central government through the Village Act already allocated funds for the village at 1 Billion - 1.4 Billion according to the needs of the village. Including the management of village resources in it. Management of village resources that are not appropriate in its implementation, will be a “hot ball” for the village government. Therefore, it is necessary for early prevention of corruption at the village level in the management of village resources to do, namely the village leadership that is transparent and accountable, improving the quality of rural human resources, information systems and the optimization of the village. AbstrakMunculnya Undang-Undang Desa Nomor 6 Tahun 2014 tentang Desa memberikan ruang yang seluas- luasnya kepada pemerintah desa untuk mengatur dan mengelola desanya dalam rangka meningkatkan pembangunan desa dan kesejahteraan masyarakat desa. Desa harus bangkit dan tumbuh dalam dinamika kehidupan global yang semakin besar tantangannya. Masyarakat Ekonomi ASEAN (MEA) juga menjadi tantangan tersendiri bagi masyarakat desa dalam berdaya saing. Mindset masyarakat desa harus dirubah sesuai dengan tuntutan zaman yang semakin global. Pembangunan infrastruktur juga harus terus dilakukan ditingkat desa. Disamping itu desa dituntut untuk kreatif, inovatif dan partisipatif dalam pengelolaan sumber daya desa. Potensi desa yang masih terpendam dalam kehidupan masyarakat desa harus dimanfaatkan untuk kesejahteraan masyarakat desa. Untuk mengelola potensi dan sumber daya desa dibutuhkan sumber daya manusia desa yang berkualitas dan manajemen pengelolaan yang transparan dan akuntabel, sehingga potensi-potensi desa dapat digali dan dikelola secara baik dan optimal. Hal ini menjadi perhatian serius dalam pengelolaan sumber daya desa, mengingat besarnya potensi-potensi yang ada di desa untuk dapat dikembangkan dan dijadikan sebagai sumber pendapatan desa yang belum dioptimalkan dalam pengelolaannya. Tindakan penyalahgunaan wewenang dan korupsi ditingkat desa menjadi semakin rentan dalam pengelolaan sumber daya desa. Mengingat pemerintah pusat melalui UU Desa sudah mengalokasikan dana desa untuk sebesar 1 Miliyar – 1,4 Miliyarsesuai dengan kebutuhan desa. Termasuk pengelolaan sumber daya desa di dalamnya. Pengelolaan sumber daya desa yang tidak tepat dalam implementasinya, akan menjadi “bola panas” bagi pemerintah desa. Oleh karena itu, perlu dilakukan pencegahan dini terhadap tindak pidana korupsi di tingkat desa dalam pengelolaan sumber daya desa yang harus dilakukan, yaitu kepemimpinan desa yang transparan dan akuntabel, peningkatan kualitas sumber daya manusia desa, dan optimalisasi sistem informasi desa.

Abstract

The use of information technology to improve the effectiveness, accountability, and transparency of governance, including in the management of Regional Assets (BMD), is driven by digital transformation in government administration. Electronic Regional Assets (E-BMD) is an electronic-based asset management system implemented by the Malang City Government through the Regional Finance and Assets Agency (BKAD). The capabilities of the human resources running this system have a significant impact on the success of its implementation. To achieve Public Service Excellence in the Malang City BKAD, this study aims to assess the capabilities of human resources in operating E-BMD, identify supporting and inhibiting factors, and investigate their roles. A descriptive qualitative methodology was employed in this study. In-depth interviews, observations, and documentation of staff members involved in E-BMD management were used to collect data. Afterward, an interactive data analysis model with triangulation of sources and methods for validity testing was used to examine the data. The findings indicate that human resource competency in E-BMD operations is quite strong, as evidenced by work attitudes, knowledge, and skill mastery. Training, technical advice, mentoring, organizational support, and employee dedication all contribute to developing competency. Operator changes, varying user capabilities in information technology, and potential data entry errors are examples of inhibiting factors. In regional asset management, equipment competency has been shown to improve asset data accuracy, administrative effectiveness, accountability, and transparency. To enable effective E-BMD implementation and achieve Public Service Excellence, enhancing human resource capabilities is strategically crucial.

Abstract

The circulation of illicit drugs in correctional institutions remains a serious problem that undermines the objectives of inmate rehabilitation. To address this issue, Malang Class I Correctional Institution implemented the Drug-Free Program (BERSINAR) as an effort to prevent and control drug distribution within the prison environment. This study aims to evaluate the implementation and effectiveness of the BERSINAR Program in preventing illicit drug circulation. The research employed a descriptive qualitative approach, with data collected through interviews, observations, and documentation. Program evaluation was analyzed using public policy indicators proposed by William N. Dunn, namely effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The findings indicate that the BERSINAR Program has generated positive impacts through routine urine tests, cell inspections, counseling activities, religious guidance, and rehabilitation programs. However, the goal of achieving a drug-free prison has not been fully realized due to ongoing drug smuggling practices, manipulation of urine tests, and limited supervision. In addition, constraints in human resources, facilities, and access to rehabilitation services have hindered the program’s optimal and equitable implementation. This study highlights the importance of strengthening supervision, resources, and target accuracy to enhance the effectiveness and sustainability of the BERSINAR Program.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi digitalisasi pelayanan publik serta strategi penguatan kapasitas aparatur dalam mendukung pelayanan berbasis digital di Kantor Urusan Agama (KUA) Kecamatan Camplong, Kabupaten Sampang. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Analisis data dilakukan menggunakan model interaktif yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi digitalisasi pelayanan publik melalui pemanfaatan Sistem Informasi Manajemen Nikah (SIMKAH), Sistem Informasi Wakaf (SIWAK), serta berbagai aplikasi administrasi berbasis elektronik mampu meningkatkan efisiensi pelayanan, mempercepat proses administrasi, memperkuat transparansi informasi, meningkatkan akuntabilitas layanan, dan memperluas akses masyarakat terhadap pelayanan keagamaan. Meskipun demikian, pelaksanaan digitalisasi masih menghadapi sejumlah kendala, terutama rendahnya literasi digital sebagian masyarakat serta keterbatasan kualitas infrastruktur jaringan internet yang belum merata. Untuk mengatasi hambatan tersebut, KUA Kecamatan Camplong menerapkan berbagai strategi penguatan kapasitas aparatur, antara lain melalui pelatihan, bimbingan teknis, workshop, dan pembelajaran kolaboratif antarpegawai guna meningkatkan kompetensi digital dan kualitas pelayanan. Temuan penelitian menunjukkan bahwa kompetensi aparatur memiliki peran yang lebih menentukan dibandingkan ketersediaan teknologi dalam mendukung keberhasilan transformasi pelayanan publik berbasis digital. Oleh karena itu, penguatan kapasitas sumber daya manusia menjadi faktor strategis dalam mewujudkan pelayanan publik digital yang efektif, inklusif, dan berkelanjutan.

Abstract

The hajj pilgrimage process at the Office of the Ministry of Religion of Blitar Regency has been marked by an increasing waiting period each year, leading to longer queues. This study aims to: 1) assess the implementation of the hajj service policy at the Office of the Ministry of Religion of Blitar Regency; 2) analyze the dynamics of governance in the execution of hajj services; and 3) identify both supporting and inhibiting factors affecting the policy's effectiveness in enhancing service quality. Employing a qualitative and descriptive research approach, the study finds that policy implementation dimensions—Communication, Resources, Disposition, and Bureaucratic Structure—are generally functioning well. However, the resource dimension requires improvement for optimal service delivery. The Dynamic Governance analysis reveals that the Office of the Ministry of Religion of Blitar Regency, through its Thinking Forward initiative, has effectively synergized with the Ministry of Religion of the Republic of Indonesia. Strategic policies have been adopted to manage the hajj waiting period more efficiently. Innovations such as bio visa recording have been implemented independently by the Blitar office, bypassing the Central Ministry. Furthermore, the Blitar office is working to increase pilgrimage capacity by exceeding standard quotas and engaging in comparative studies with Tangerang City to adopt best practices. Overall, while improvements have been made, ongoing enhancements in resource management and strategic policy implementation are essential for better handling of the hajj waiting period and service quality.

Abstract

Accountability is a form of accountability carried out by the government as reporting on activities carried out to the public. This accountability is the ground for the implementation of transparency in every implementation of activities. This study aims to assess and determine accountability and transparency in the management of village fund allocations carried out by the village government of Responsibility, Turen District, Malang Regency. The approach used in this research is descriptive qualitative. The data collection technique used was interviews involving the Village Government and village communities, totaling four informants. The results of this study indicate that, starting with accountability and transparency, managing village financial allocations for village infrastructure development under the responsibility as a whole is adequate, but still has some drawbacks. This is demonstrated by the application of the principle of government accountability in managing village fund allocations, in particular by involving the community in planning village fund allocations, but only until the rest of the planning is carried out by the village government without involving village officials in managing village funds. Thus, it is claimed that the implementation of transparency in managing village fund allocations in Responsibility Villages is not good. This is because the government does not apply the principle of transparency, especially by not fully involving the members of the village in managing village funds and by managing village funds in an opaque manner. Therefore it is claimed that the implementation of transparency in accordance with the implementation of the three processes is not good.

Abstract

Digital transformation in education policy implementation is essential to improve efficiency, transparency, and accountability, particularly in the management of Teacher Professional Allowance (TPG) as a government policy instrument. This study aims to analyze the implementation of digital transformation within the Teacher Professional Allowance (TPG) policy at the Department of Education and Culture of Sidoarjo Regency and its impact on teachers' teaching performance. This study employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. The results indicate that the digital transformation of the TPG policy has improved administrative efficiency, transparency, and accessibility for teachers. However, several challenges persist, including infrastructure limitations, lack of system integration, and disparities in digital competencies, indicating that the policy implementation has not been fully optimized. The implementation has positively impacted teacher professionalism, motivation, and teaching performance, although the impact remains uneven across different contexts. The study recommends strengthening policy integration, enhancing human resource capacity, and developing clear digital governance standards to improve the effectiveness of education policy implementation.

Abstract

This study analyzes the implementation of the Smart ATENSI Margolaras Pati application in social rehabilitation services for persons with disabilities in Gresik Regency. The study aims to examine the implementation of Smart ATENSI in accordance with Minister of Social Affairs Regulation Number 7 of 2022, its impact on the fulfillment of the rights of persons with disabilities, and the challenges faced in its implementation. A descriptive qualitative approach was employed using in-depth interviews, observation, and documentation. The findings show that Smart ATENSI has been implemented in line with the stages of social rehabilitation, including data collection, needs assessment, assistance distribution, and monitoring and evaluation. Digitalization through Smart ATENSI has improved the accuracy of beneficiary targeting, service efficiency, and data transparency. The program has also contributed positively to improving the social functioning of persons with disabilities. However, several challenges remain, particularly related to human resource capacity, digital literacy, internet infrastructure, and the workload of social assistants. Overall, Smart ATENSI represents an effective and inclusive digital innovation in social rehabilitation services in Gresik Regency.

Abstract

Interfaith marriages in people’s lives have been practised in many areas in Indonesia, even if it’s not legally registered. The rule of law in Indonesia does not accommodate interfaith marriages. When interfaith marriage occurs, the registration system should follow the marriage registration process, either at the KUA (office of religious affairs) for Muslims or at the Civil Registry office for other religions. This study aims to analyse the practice of interreligious marriage in Manado and how spouses of different religions maintain a good marital relationship. This research employs a qualitative approach, collecting data through interviews with 30 informants who practice interfaith marriage in Manado City. This research found that many people in Manado consider interfaith marriage permissible. They argue that religion is a relationship between humans and God, while marriage is related to human beings. The family of different religions based their relationship on the principle of “Torang Samua Basudara” (we are bound through kinship). Based on this principle, the family avoids using religious symbols in their communication that can cause tension and disrupt harmony among family members. The principle of torang samua basudara serves as the basis for good communication within the family. This study contributes to the literature and policy debate on interfaith marriage in Indonesia by providing grounded evidence of how local values and everyday communication practices function as a practical social mechanism for sustaining interreligious households, even within a legal context that offers limited formal recognition.
