Abstract

Budget absorption is the process of implementing everything that has been planned and budgeted by a public organization in realizing community welfare. This research was conducted at the Riau Regional Police with the aim of testing and analyzing 1) the effect of budget participation on budget absorption; 2) the influence of human resource competency on budget absorption; 3) the role of organizational commitment moderating the relationship between budget participation and budget absorption and 4) the role of organizational commitment moderating the relationship between human resource competence and budget absorption. The population in this study were 55 Satker/Satwil in the Riau Regional Police. The sample used was a census technique, because the entire population was sampled, namely 55 Satker/Satwil with a total of 220 respondents. The data collection technique in this research is by using a questionnaire. This research uses the Partial Least Square (PLS) method by processing data and drawing conclusions using the SmartPLS version 3.0 program. The research results show that 1) budget participation influences budget absorption in the Riau Regional Police. 2) Human resource competency influences budget absorption at the Riau Regional Police. 3) Organizational commitment moderates the influence of budget participation on budget absorption in the Riau Regional Police. 4) Organizational commitment moderates the influence of HR competency on budget absorption in the Riau Regional Police

Abstract

Banks are institutions that play a mediating role in collecting and distributing funds. To carry out this main function, banking management really needs maximum employee performance. Employee performance achievements are influenced by other factors, which in this research only look at the influence of implementing the Work From Home (WFH) policy and work discipline on job satisfaction, the direct influence of employee performance, the influence of job satisfaction on employee performance, the direct influence of WFH and work discipline on performance and the influence of WFH and work discipline on performance through employee job satisfaction at PT Bank BNI (Persero), Tbk Pekanbaru Branch. To achieve the research objectives, primary and secondary data are required which are obtained using questionnaires, interviews, observations and research files. The sample for this research was 80 employees and the data analysis tool was carried out using SEM (Structural Equation Model) which was processed using the SmartPLS version 3.00 program package. The results of this research conclude that the application of WFH and work discipline has a significant effect on employee job satisfaction, the application of WFH policies does not have a significant effect on employee performance, job satisfaction has a significant effect on employee performance, there is an influence of the implementation of WFH policies and work discipline on performance through job satisfaction of PT employees Bank BNI (Persero), Tbk Pekanbaru Branch. Abstract

Performance is the achievement of an employee's work results within a certain time period based on established standards. Many factors can influence employee performance, but this research only uses the variables work ethic, work discipline and employee job satisfaction. This research aims to determine the direct influence of work ethic and work discipline on employee performance and the indirect influence of work ethic and work discipline on employee performance through job satisfaction; This research uses primary data obtained using a questionnaire. The sample for this research was 86 employees of the Pekanbaru City Public Works and Spatial Planning Department, where the sampling technique was carried out using the census method. The research data analysis using the SEM method, which used the SmartPLS program in data processing, and hypothesis testing. The research findings proved that work ethic was not proven to have a significant effect on employee performance, work discipline has been directly proven to have a significant effect on employee performance, there is an indirect influence of work ethic on employee performance through job satisfaction, there is an indirect influence of work discipline on employee performance through job satisfaction. Abstract

This study aims to analyze the influence of pedagogical competence and professional competence on teacher performance at SDN 001 Panipahan, Pasir Limau Kapas District, Rokan Hilir Regency. The study used a quantitative approach with a survey method; the population and sample were all school teachers (n = 32) who were used as census samples. Data were collected through a Likert-based questionnaire, interviews, observations, and document reviews. The analysis included instrument validity and reliability tests, classical assumption tests, and multiple linear regression using SPSS. The results show that pedagogical competence has a positive and significant effect on teacher performance, as does professional competence. Simultaneously, both variables significantly influence teacher performance. Furthermore, both variables are able to explain 74.9% of the variation in teacher performance. The findings indicate that improving both competencies is important for optimizing teaching performance. It is recommended that schools improve professional development programs (workshops, academic supervision, and the use of ICT) and encourage pedagogical training that emphasizes learning theory, learning strategies, and authentic assessment.

Abstract

This study examines the role of Artificial Intelligence (AI) in fostering a culture of knowledge sharing and enhancing knowledge management among students and university learners in the digital learning environment. Using a quantitative explanatory approach, data were collected from 100 respondents who actively used AI-based applications such as ChatGPT, Grammarly, and Copilot in their academic activities. The data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with SmartPLS 4.0. The results reveal that AI has a significant direct effect on knowledge management (β = 0.316, p = 0.000) and a strong positive influence on knowledge sharing behavior (β = 0.851, p = 0.000). Furthermore, knowledge sharing significantly mediates the relationship between AI and knowledge management (β = 0.611, p = 0.000), indicating that AI’s greatest impact occurs through the enhancement of collaborative knowledge exchange among learners. The model explains 80.3% of the variance in knowledge management and 72.3% in knowledge sharing, demonstrating strong predictive power. These findings highlight AI’s potential as a collaborative catalyst that strengthens human-centered learning ecosystems. The study contributes both theoretically by extending the understanding of AI-mediated knowledge processes—and practically by providing insights for educators to integrate AI ethically and effectively into knowledge-based learning systems

Abstract

Purpose: This study aims to examine the influence of job placement, work environment, and leadership on job satisfaction and performance, both directly and indirectly, as well as to examine the influence of job satisfaction on personnel performance. Methodology/approach: This study predominantly uses primary data obtained through questionnaires distributed to 46 respondents, namely personnel from the Riau Regional Police Public Relations Division. It was conducted using the SEM model with the SmartPLS program. Results/findings: Job placement has no effect on job satisfaction, while work environment and leadership have a significant effect on job satisfaction. Job placement and leadership have no significant direct effect on performance, while work environment has a significant direct effect on performance. Job satisfaction has a significant effect on performance. Job placement has no effect on performance through job satisfaction. Conclusions: Findings indicate that work environment and leadership significantly increase job satisfaction, which in turn positively impacts employee performance. Job placement, however, does not show a significant direct or indirect effect on performance through job satisfaction. Contribution: The contribution of this research is to connect the media with the police and its role as a conveyor of information to the public through the mass media. Limitation: This study was only conducted at one agency, namely the Riau Regional Police Public Relations Division, so the results cannot be generalized to other agencies, either within the police force in other regions or non-police organizations.

Abstract

This study aims to analyze the influence of knowledge sharing and knowledge transfer on the effectiveness of policymaking, with organizational learning as a mediating variable, among leaders of private universities accredited at least “Very Good”. The study used a quantitative, explanatory survey design. Data were collected through a structured questionnaire with a five-point Likert scale from 93 structural officials of private universities and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS. The results showed that knowledge sharing had a positive and significant effect on policymaking effectiveness, whereas knowledge transfer did not show a significant direct effect. However, both knowledge sharing and knowledge transfer were found to have a positive effect on organizational learning, which, in turn, significantly affected policy effectiveness and mediated the relationship between the knowledge variables and policy effectiveness. These findings confirm that policy effectiveness is not only determined by the availability or transfer of knowledge, but is highly dependent on the organization’s ability to manage learning collectively. This study provides theoretical contributions to the Knowledge-Based View and practical implications for strengthening learning-based governance in private universities.

Abstract

Lecturer commitment plays a vital role in the sustainability and performance of private universities. This study investigates how organizational culture and organizational support drive lecturers’ commitment, with work engagement serving as a key explanatory mechanism. A strong organizational culture fosters shared values and behaviors aligned with institutional goals, while organizational support enhances lecturers’ sense of recognition and professional well-being, thereby strengthening engagement in academic responsibilities. Using a quantitative survey of 250 lecturers from private universities in Riau, data were collected through structured questionnaires and analyzed using Structural Equation Modeling (SEM). The results indicate that organizational culture and organizational support have significant positive effects on lecturers’ commitment, both directly and indirectly through work engagement. These findings highlight the importance of cultivating supportive and adaptive organizational environments to enhance lecturer commitment and improve institutional performance.

Abstract

Pengabdian ini bertujuan menilai efektivitas pelatihan kepemimpinan digital dalam meningkatkan pengetahuan, keterampilan, dan kesiapan pemuda menghadapi transformasi teknologi. Kegiatan meliputi analisis kebutuhan, perancangan kurikulum, sosialisasi, seleksi peserta, pelatihan, pendampingan, dan evaluasi. Hasil menunjukkan peningkatan kapasitas peserta secara menyeluruh, terutama dalam pemahaman kepemimpinan berbasis teknologi untuk memperkuat komunikasi, kolaborasi, dan inovasi. Peserta juga mengalami peningkatan kemampuan komunikasi digital, berpikir kritis, pengambilan keputusan rasional, serta sikap adaptif terhadap perkembangan teknologi. Tumbuhnya kepercayaan diri dan jejaring kolaborasi turut mendukung peran mereka sebagai agen perubahan. Secara keseluruhan, pelatihan ini mempersiapkan generasi muda yang lebih siap, kreatif, dan bertanggung jawab di era digital.

Abstract

Penelitian ini bertujuan untuk menganalisis peranan RSUD Dairi dalam meningkatkan perekonomian Kabupaten Dairi melalui berbagai aspek, seperti penciptaan lapangan kerja, peningkatan pendapatan daerah, serta dampak terhadap sektor jasa dan perdagangan. Metode penelitian yang digunakan adalah deskriptif kuantitatif dengan mengumpulkan data primer melalui survei dan wawancara serta data sekunder dari laporan keuangan dan statistik ekonomi daerah. Hasil penelitian menunjukkan bahwa keberadaan RSUD Dairi memiliki dampak ekonomi yang signifikan, terutama dalam meningkatkan daya beli masyarakat, mendorong pertumbuhan bisnis lokal, dan meningkatkan pendapatan asli daerah (PAD). Selain itu, RSUD Dairi juga berkontribusi terhadap investasi infrastruktur yang berdampak positif pada ekonomi daerah. Dengan demikian, dapat disimpulkan bahwa RSUD Dairi tidak hanya berperan dalam sektor kesehatan, tetapi juga menjadi faktor penting dalam pertumbuhan ekonomi Kabupaten Dairi.
