Abstract

The purpose of this paper is to provide a general description of Sofifi's condition which will serve as a Special Capital Region of North Maluku Province. In this case, Ternate, which is the temporary capital of North Maluku, is placed as the city center, as if forgetting Sofifi as the official capital of North Maluku Province. After nearly 22 years, the discourse of moving the capital city of North Maluku Province from Ternate to Sofifi has come to light. This year, the central government plans to make Sofifi a special area to support its readiness to make the transition to moving the provincial capital. In this writing, the method used is literature study in the form of journals, scientific literatures, books, news, and so on. The analysis used in this research is qualitative. The definition of qualitative research itself is research that produces descriptive data regarding spoken and written words, and observable behavior of the people being studied. In qualitative research, the research process is carried out continuously so that the stages of data collection, data processing, and data analysis are carried out simultaneously during the research process. Therefore, the data used, especially in this writing, are in the form of descriptive word descriptions

Abstract

The 2020 State Higher Education Entrance Joint Selection (SBMPTN) is carried out completely computer-based (CBT), with the number of participants served as many as 713,319 participants which in its implementation requires the availability of an adequate number of test equipment at each State University Computer-Based Test (CBT) Center. This has an impact on the length of the exam administration time with a large number of exam sessions. This condition requires good governance related to the assignment of people in the administration of the State University (CBT) Center especially in the conditions of the Covid 19 pandemic, where the implementation of the CBT SBMPTN in 2020 is faced with conditions of crowd restrictions and the application of health protocols that are strictly enforced. Of course, it requires unusual treatment.This study aims to see how the governance of the exam implementation in the Covid-19 pandemic conditions, covering institutional aspects, human resources, exam systems and infrastructure from planning, implementation to evaluation. Practically, this study aims to provide input for policy improvement in the form of recommendations for good governance models in the implementation of the Joint Selection for State Universities in Indonesia during the Covid 19 pandemic.The research was conducted using qualitative methods. The results of this study indicate that the implementation of computer-based examination governance in the Covid-19 pandemic requires a breakthrough outside the normal conditions of the examination, especially in the substance and number of items tested as well as the allocation of participants in the session and exam room.

Abstract

 Problem mantan narapidana terorisme setelah keluar dari lembaga pemasyarakatan, adanya stigma negative dari masyarakat dan minimnya modal dan tidak memiliki lahan. Hal ini kalua tidak mendapat perhatian pemerintah dan masyarakat serta keluarga, dapat dimanfaatkan kembali oleh kelompok-kelompok radikal untuk direktrut kembali. Pembangunan Kawasan Khusus Nusantara dalam program Penanggulangan Terorisme, bertujuan untuk memberikan saran pembelajaran dan mendorong kemajuan pembangunan dan perekonomian daerah sehingga mampu meningkatkan kesejahteraan mantan narapidana terorisme dan  masyarakat sekitarnya yang pada akhirnya mampu meminimalisir gerakan radikal terorisme. Penelitian ini menggunakan  metode deskripsi dengan pendekatan kualitatif. Responden penelitian, yaitu mantan napiter, keluarga, jaringan, masyarakat sekitarnya dan penyintas, pemda, akademisi, kementerian/lembaga, dan swasta. Pengumpulan  data dengan teknik wawancara mendalam, studi pusaka, studi dokumentasi dan FDG. Data yang dikumpulkan dianalisis dengan teknik analisis kualitatif. Hasil penelitian membuktikan bahwa para mantan napiter, setelah kembali ke masyarakat sangat sulit untuk mendapatkan pekerjaan. Hal ini disebabkan oleh sejumlah hambatan dan sangsi sosial. Disarankan perlunya pembangunan kawasan khusus nusantara untuk para mantan napiter, keluarga, jaringannya, masyarakat sekitarnya dan penyintas guna menghasilkan nilai ekomoni untuk memenuhi kebutuhan hidupnya sehingga meminimalkan paham radikal terorisme.

Abstract

Public services are a series of activities carried out by the public bureaucracy to meet the needs of service users. Therefore, the quality of public services must be in accordance with customer expectations and this means that government organizations must always be responsive and anticipatory to any changes in customer needs. Motor Vehicle Tax is the largest source of regional tax revenue in Banten Province, various efforts have been made by the local government both extensification and intensification in increasing regional income, one of which is through motor vehicle tax levies as a form of digital public service carried out in Samsat around the world. Banten Province. The purpose of this study is to find out the performance of Public Services in Banten Province, especially regarding the application of e-Sambat during the Covid-19 Pandemic, what are the obstacles and efforts in public services related and carried out by the Banten Provincial Government. This research uses a descriptive qualitative approach. In collecting the data, this research uses observation, interviews, book studies, and internet searching. Data collection in this research was carried out with existing literature review.

Abstract

Pandemi covid-19 mengubah banyak hal dalam kehidupan masyarakat, paling utamanya adalah perubahan dalam mobilitas masyarakat khususnya masyarakat perkotaan. Sebagai upaya pencegahan lanjutan, Negara-negara di dunia membuat aplikas-aplikasi yang dapat melacak pergerakan masyarakat. Di Korea selatan, aplikasi ini bernama corona 100m (Co100) sedangkan di Indonesia bernama PeduliLindungi. Artikel ini bertujuan untuk menjelaskan dan membandingkan kedua aplikasi ini dan penggunaannya di kedua Negara. Apa saja yang menjadi kelebihan dan kekurangan dari kedua aplikasi, pelajaran apa yang kemudian dapat diterapkan di Indonesia. Penelitian menggunakan metode kualitatif dengan jenis penelitian komparatif. Dalam pengumpulan data, penelitian ini menggunakan observasi, wawancara, studi pustaka, dan internet searching. Pengumpulan data dalam penelitian ini dilakukan dengan mempelajari perundang-perundangan, peraturan dan literatur yang ada. Temuan dari artikel ini adalah adopsi internet di Indonesia menghambat percepatan penggunaan Aplikasi PeduliLindungi jika dibandingkan dengan Korea Selatan. Kemudian, Perlindungan terkait data pribadi masih belum maksimal dilakukan di kedua negara. Khusus di Indonesia, belum ada regulasi yang mengatur tentang keamanan data pribadi. Selanjutnya penggunaan PeduliLindungi belum menyeluruh dikarenakan besarnya wilayah dan perbedaan pesebaran internet di tiap daerah, berbeda dengan Korea Selatan yang hampir seluruh wilayahnya sudah dapat mengakses internet. The COVID-19 pandemic has changed many things in people's lives, the most important of which are changes in community mobility, especially in urban communities. As a further prevention effort, countries worldwide create applications that can track people's movements. In South Korea, this application name is Corona 100m (Co100), while in Indonesia, it is called PeduliLindung. This article will explain and compare these two applications and their use in both countries. What are the advantages and disadvantages of the two applications? What lessons can then apply in Indonesia? This study uses a descriptive qualitative approach with a comparative research type. This research uses observation, interviews, literature study, and internet searching in collecting data. Data collection in this study was carried out by studying existing laws, regulations and literature. The findings is that internet adoption in Indonesia has hampered the acceleration of the use of the Cares for Protection Application compared to South Korea. Then, protection related to personal data is still not maximally carried out in both countries. Especially in Indonesia, no regulations govern the security of personal data. Furthermore, the use of PeduliLindungi is not comprehensive due to the size of the area and the difference in the distribution of internet in each region, in contrast to South Korea, where almost all of its regions can access the internet.

Abstract

The volume of waste generation in Indonesia is 65.8 million tons/year in 2018 and will continue to increase to around 70 million tons/year in 2022. To overcome this problem, the government has established several policy products, but the implementation of these policies has not been able to making Indonesia free from waste problems. This study aims to determine and detect the effectiveness of the implementation of waste management policies in Indonesia for the 2019-2022 and 2023-2025 periods. This study uses qualitative methods through a literature review approach with secondary data collection techniques. The results of the study show that (1) the implementation of waste management policies in Indonesia for the 2019-2022 period has not been effective because the targets and objectives of waste management have not been achieved, and the waste management system has not been optimal from the aspects of resources, institutions and law enforcement; and (2) the implementation of waste management policies in Indonesia in 2023-2025 is predicted and has the potential to not be effective. This is because the targets set in the regional government's RPJMD for the 2021-2026 period are much smaller than the targets set in the Jakstranas/Jakstrada. Recommendations that can be given so that the implementation of waste management policies can be more effective is to improve the regulatory system for waste management in Indonesia through harmonization between policies.

Abstract

This research aims to determine the organizational capacity of the Mekarsari Village Government in Cikajang District, Garut Regency. The research method used is qualitative. The results of this research indicate that organizational capacity has not been fulfilled. This is due to the lack of existing facilities and infrastructure so that the public services provided are still not effective and efficient, human resources still do not understand their main duties and tasks and have not been able to complete their tasks in a timely manner, lack of transparency and weak communication with citizens regarding development programs in Mekarsari Village so that there are misconceptions in the development plans carried out in the Village. The suggestion in this research is to look for other ways to increase the human resource capacity of staff, implement development programs optimally and involve community participation regarding development programs. Abstract

Pemerintah Desa Cileunyi Kulon telah memanfaatkan media sosial dalam aktivitasnya. Namun observasi awal  Tim Pengabdian Pada Masyarakat (PPM) menemukan bahwa Profil Desa belum ditampilkan dalam platform digital online secara memadai. Salah satunya adalah profil Desa Cileunyi Kulon yang didapati adalah pada platform Wikipedia belum menampilkan informasi profil desa secara memadai. Persiapan awal terdiri atas survei awal dan persiapan kegiatan lapangan di Desa Cileunyi Kulon. Kegiatan PPM dilaksanakan dengan focus group discussion (FGD) Kegiatan ini upaya membangun kesadaran penggunaan media sosial dalam pengembangan kapasitas budaya digital di Desa Cileunyi Kulon berbasis pada konsep Collaborative Governance. Kegiatan PPM ini Dibangun dari empat langkah utama untuk menemukan beragam konseptualisasi e-Government, yaitu :  (1) pemanfaatan TIK (2) adanya tindakan pemerintah, seperti penyediaan informasi, barang dan/atau pelayanan publik (3) peningkatan hubungan antara pemerintah dan warga negara dan (4) adanya strategi untuk menciptakan nilai bagi peserta. Desa Cileunyi Kulon memperluas konten di media sosial. Hasil dari kegiatan PPM adalah FGD menghasilkan komitmen peserta untuk meningkatkan publikasi kegiatan positif serta inovasi yang dilakukan peserta pada media sosial pribadi dan di link kepada media sosial milik Desa Cileunyi Kulon untuk semakin menyemarakan media sosial Desa Cileunyi Kulon.  Saran dari PPM ini adalah bahwa dalam menyusun Roadmap dan Rencana Aksi pada peserta di Desa Cileunyi Kulon tidak cukup dengan melakukan 1 kali FGD, memerlukan paling tidak 2 hingga 3 kali proses FGD dan pendampingan lapangan.

Abstract

Penelitian ini mengenai Perencanaan Program Peningkatan Kualitas dan Produktivitas Tenaga Kerja pada Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Barat. Latar belakang penelitian ini Jawa Barat memiliki jumlah penduduk tertinggi di Indonesia dan memiliki tantangan yang besar untuk mengatasi jumlah pengangguran. Dalam target Program Peningkatan Kualitas dan Produktivitas Tenaga Kerja masih terdapat target yang belum tercapai, penelitian ini berusaha mengetahui bagaimana perencanaan Program Peningkatan Kualitas dan Produktivitas Tenaga Kerja. Penelitian ini menggunakan langkah-langkah perencanaan James. A.F. Stoner yang memiliki 4 langkah yaitu tetapkan tujuan atau seperangkat tujuan, definisikan situasi saat ini, identifikasikan hal-hal yang membantu dan menghambat tujuan-tujuan dan kembangkan rencana atau perangkat tindakan untuk mencapai tujuan. Penelitian ini menggunakan penelitian kualitatif dengan melakukan observasi, wawancara, dan analisis dokumen sebagai teknik pengumpulan data. This research is about the Planning of Workforce Quality and Productivity Improvement Program at the Manpower and Transmigration Office of West Java Province. The background of this study is that West Java has the highest population in Indonesia and has a big challenge to overcome unemployment. In the target of the Workforce Quality and Productivity Improvement Program there are still targets that have not yet been achieved, this study seeks to find out how the planning of the Workforce Quality and Productivity Improvement Program. This research used James A.F Stoner planning steps that have 4 steps, namely setting goals or set of goals, defining the current situation, identifying things that help and hinder goals and develop plans or tools of action to achieve goals. This research used qualitative research by doing observations, interviews and analysis document as data collection techniques.

Abstract

Penelitian yang berjudul tentang Efektivitas Program Revitalisasi Pasar Tradisional Sarijadi oleh PD. Pasar Bermartabat Kota Bandung, dilatar belakangi adanya permasalahan diantaranya yaitu 129 ruang dagang dari 169 masih belum beroperasi, Antusiasme masyarakat berbelanja di Pasar Sarijadi setelah direvitalisasi menjadi menurun, Kondisi pasar yang sepi menyebabkan fasilitas yang berada di Pasar Sarijadi setelah direvitalisasi menjadi rusak dan tidak terurus, Kegiatan jual beli yang berada di Pasar Sarijadi semakin sepi. Hal ini dapat terlihat dari penjualan barang dagang para pelaku usaha yang menurun drastis semenjak Pasar Sarijadi direvitalisasi. Dalam penelitian tentang efektivitas ini penulis menggunakan Teori dari Annas (2017) sebagai guidance dalam analisis, ditinjau dari Teori, yaitu kriteria ketepatan waktu, sumber daya manusia, mekanisme kerja, kerjasama dan komunikasi, penyaluran dana yang benar, tidak ada penyimpangan, monitoring dan evaluasi. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif yang bertujuan untuk menganalisis dan menjelaskan berbagai aspek secara menyeluruh dan mendalam pada objek yang diteliti yaitu Program Revitalisasi Pasar Tradisional Sarijadi oleh PD Pasar Bermartabat Kota Bandung.
