Abstract

Ketahanan air menjadi perhatian dunia karena dampak yang ditimbulkan akan berpengaruh pada kehidupan sosial, lingkungan hidup serta pertumbuhan ekonomi. Diperlukan adanya kebijakan akan ketahanan air agar dapat menjaga keberlanjutan pemenuhan kebutuhan air demi keberlangsungan kehidupan di masa yang akan datang. Bahasan mengenai ketahanan air sudah banyak dipublikasikan di jurnal terindeks Scopus, begitupun perihal kebijakan akan ketahanan air. Peneliti mencoba melakukan literature review terhadap artikel terindeks Scopus dengan pemetaan data meggunakan VOSviewer serta analisis matriks. Hasil Study Literature Review (SLR) menunjukkan bahwa topik riset kebijakan ketahanan air menarik untuk diteliti serta masih memiliki banyak peluang riset bagi peneliti lain. Selain itu bahasan kebijakan ketahanan air pun mendapat perhatian khusus di Indonesia karena menjadi salah satu kegiatan prioritas di RPJMN (Rencana Pembangunan Jangka Menengah Nasional).

Abstract

This study tries to analyze the bibliographical character and con-tent of covid policy articles published in Scopus indexed journals and written from 2020- 2022.  We retrieved data from Scopus Database on July 14, 2022 at 13:50. We use “Covid-19 Policy Indonesia” as a keyword with several categories, namely title, abstract and keywords, filtered by subject area (social science; business, management, and accounting). We only include articles written in English. We processed and analyzed the data using VOS viewer software and co-occurrence visualization of keywords and bibliographies of sources and countries combined. Results: Based on the study protocol, we found 211 documents with the key- word covid policy during 2020-2022. Of the 2 subject areas, social science is the most productive field in publishing covid policy articles. Covid-19 Policy Indonesia has been published in 136 journals. In total, there are 30 countries collaborating to make research related to Covid-19 policies in Indonesia. The Journal of the Review of International Geographical education Online and the Bulletin of Indonesian Economic Studies are the journals that publish the most articles on this topic. Indonesia is the country that publishes the most with 183 articles. From a global perspective, research on covid policies in the 2020 - 2022 range has increased. There are 7 clusters. Indonesia has quite a lot of research related to the Covid-19 Policy in Indonesia, but not many studies have discussed Public Administration. Research themes for covid-19 policies in Indonesia related to Public Administration, Policy Innovation and Collaborative Governance will be interesting to be researched in the future. There is also an opportunity to conduct research on Covid-19 Policy in the context of social science related to public administration.

Abstract

Industrialization fundamentally aims to enhance the quality of life and the welfare of people. However, insufficient management of residual production waste generates adverse effects on both the environment and the inhabitants residing near industrial zones. In response, the government has established regulatory measures for environmental protection and management through Government Regulation Number 22 of 2021. This regulation seeks to strike a balance between the community’s economic interests and environmental sustainability, safeguarding the rights of citizens. The core objectives of this research are to assess the state of environmental policies within the Sukaregang leather tanning industrial area, to scrutinize the implementation of environmental management practices, and to evaluate the impact of Government Regulation Number 22 of 2021. Employing a qualitative case study approach, the research centers on the Sukaregang leather tanning industrial area, a pivotal hub for the leather industry and a symbol of the Garut Regency. The data collection involves interviews with key stakeholders, including the Environmental Service, the leather tanning industry, and the affected community. The research concludes that while policies based on Government Regulation Number 22 of 2021 are in place, complementary local regulations are absent. The current implementation of environmental management continues to engender negative externalities in sectors such as agriculture, health, and environmental pollution. To address the shortfalls in achieving policy goals and objectives, it becomes imperative to establish local regulations that facilitate cost-sharing in the waste treatment process, utilizing Wastewater Treatment Plant (WWTP) technology. Such measures are essential for upholding environmental quality for the residents of industrial areas.

Abstract

The study of public administration developed from the Old Public Administration to the New Public Service, bringing management and public organizations to shift from the traditional paradigm to the modern paradigm. Organizations were originally seen as machines that emphasized hierarchy. The modern perspective states that hierarchy is no longer an effective organizational strategy. The new public administration steered organizations toward collaboration, consensus, and democratic management to encourage the development of a heterarchical approach. The research results were visualized using bibliographic research methodology and the VOSviewer program. Access Scopus database data using the following keywords, title-abs-key (" heterarchy ") and ((pubstage (pubstage ") and (limit-to (doctype, "ar") and (limit-to (language, "English") and (limittoes (srctype, "j"). The research results provide an overview of the quality and quantity of articles about heterarchy around the world. Global trends indicate high interest in this research topic. In addition, the works that have been published are of good quality, marked by a high number of citations. To find novelty, the author tries to take topics that are still rarely researched. Apart from that, to get a big chance of publication, the author considers several aspects, such as country, affiliation, influential journals.

Abstract

Tourism Village governance networks are something that is still relatively unfamiliar to be developed in urban tourism. This research aims to analyze the principles of governance networks in the Bandung City Tourism Village (Braga Creative Tourism Village). The research was conducted using qualitative descriptive methods. Data was obtained through observation, interviews, and document studies with the stakeholders involved. The results of the research show that of the four dimensions of governance networks, there is one dimension that is working well, namely formation, while the three dimensions, namely operations, performance accountability, and desire, are not yet working well. The findings in this research are that the state needs to have a greater role than other actors because society's capacity is still small in the economic aspect and there is a link between the success of governance networks and the maturity of democracy in a country, so that the more mature a level of democracy, the greater the level of governance networks success obtained.

Abstract

This research explains the reality of moving the capital city of Indonesia from Jakarta to Ibu Kota Nusantara (IKN) in North Penajam Paser, East Kalimantan Province, and the opportunities for the dynamics of ecological balance in public administration that will be formed for West Java Province using the equilibrium model from Fred W. Riggs. The previous research has not yet found publications on IKN using the ecological perspective of public administration and utilitarianism. Reserachers uses qualitative research methods uses prospective case studies as a form of research. The research results show that there will be a change in equilibrium in the public administration system. The policies produced by the political system in the form of moving the country's capital from DKI Jakarta to IKN, changing DKI Jakarta to DKJ, and expanding the agglomeration area are predicted to shift the ecological balance of West Java Province's public administration. Viewed from the perspective of Jeremy Bentham's pleasure and pain utilitarianism, the West Java Provincial Government can take a development policy direction that is based on the reality of human resource conditions and geographical advantages.

Abstract

Penelitian ini mengkaji pengembangan kapasitas Satuan Polisi Pamong Praja (Satpol PP) Kota Cirebon. Beberapa permasalahan yang teridentifikasi meliputi kurangnya pemahaman anggota terhadap peraturan daerah, keterbatasan SDM yang menghambat pelaksanaan tupoksi, dan ketimpangan beban kerja akibat penambahan bagian PPNS. Dukungan dari pemerintah pusat dan dinas lain juga belum optimal, tercermin dari minimnya alokasi anggaran dan kolaborasi yang terbatas. Kondisi ini berdampak pada indeks kepuasan masyarakat yang hanya mencapai 78,19. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Dengan menggunakan teori pengembangan kapasitas pemerintah daerah menurut Ilato (2017) yang terdiri dari level sistem, organisasi, dan aparatur/individu. Pada level sistem, Satpol PP telah menerapkan perencanaan program berbasis renstra dan renja serta sistem keuangan digital SIPD RI, meski terkendala anggaran. Level organisasi menunjukkan pengembangan struktur komprehensif dengan inovasi Satlinmas Kota dan pemanfaatan media sosial, namun masih ada ketidakseimbangan beban kerja dan kurangnya sinergi dengan SKPD lain. Di level aparatur, telah dilakukan upaya pengembangan melalui pendidikan formal dan pelatihan, tetapi hasilnya belum maksimal karena keterbatasan anggaran dan dominasi anggota berusia di atas 40 tahun. This research examines the capacity development of the Cirebon City Civil Service Police Unit (Satpol PP). Some of the problems identified include the lack of understanding of local regulations, limited human resources that hamper the implementation of duties and functions, and workload imbalance due to the addition of the PPNS section. Support from the central government and other agencies is also not optimal, reflected in the lack of budget allocation and limited collaboration. This condition has an impact on the community satisfaction index which only reaches 78.19. This research uses a qualitative method with a case study approach. By using the theory of local government capacity development according to Ilato (2017) which consists of system, organization, and apparatus/individual levels. At the system level, Satpol PP has implemented strategic and work plan-based program planning and the SIPD RI digital financial system, despite budget constraints. The organizational level shows the development of a comprehensive structure with the innovation of Satlinmas Kota and the use of social media, but there is still an imbalance of workload and lack of synergy with other SKPD. At the apparatus level, development efforts have been made through formal education and training, but the results have not been maximized due to budget constraints and the dominance of members over 40 years old.

Abstract

The rapid growth of Bandung, both in population and economic activity, has heightened the demand for efficient and effective transportation. To address these challenges, the Integrated Public Transportation Development and Improvement Policy, grounded in Regional Regulation No. 5 of 2022, was introduced. This study, drawing on Thomas R. Dye's policy implementation theory as referenced by Wahab (2022), aims to assess the effectiveness of this policy in enhancing public transportation services in Bandung. Using a qualitative descriptive analysis method, the research incorporates primary and secondary data gathered through interviews, observations, and document analysis of public transportation systems. The findings reveal that the policy is well-structured with clear objectives, adequate budget allocations, and effective inter-institutional coordination, leading to significant improvements in accessibility and comfort of public transportation. However, challenges remain, including insufficient infrastructure, ineffective regulations, and issues with integrating different transportation modes. The study proposes solutions such as stricter regulation enforcement and better integration of transportation modes. Recommendations include increased infrastructure investment, enhanced coordination among institutions, and greater community involvement in the planning and evaluation processes of public transportation policies. These measures are expected to contribute to a more efficient, effective, and sustainable public transportation system in Bandung, thereby supporting the city’s future development.

Abstract

The management of Indonesia's State-Owned Assets (SOA), valued at IDR 6,388.18 trillion in 2023, faces challenges due to complex administrative processes, fragmented policy implementation, and limited human resource capacity. This study aims to analyze scientific discussions on SOA management policy implementation, identify research trends, and highlight knowledge gaps for future improvement. A Systematic Literature Review (SLR) method analyzed 139 scientific articles from Google Scholar and Scopus databases (2018–2023). The findings reveal that SOA administration is the most frequently discussed theme, consistently addressed yearly, reflecting its vital role in government financial reporting. However, research on supervision, control, borrowing, lending, and disposal remains scarce. The dominant factors influencing policy implementation are human resources and information systems. This study implies that policymakers need to enhance functional positions in SOA management and improve technological infrastructure. For academics, this review provides a comprehensive overview of SOA management research and offers a basis for further empirical studies focusing on underexplored themes, supporting continuous improvement in public asset governance.

Abstract

The aim of this study is to explain the discourse and differences between research, quantitative research and qualitative research. Qualitative research, based on the philosophy of postpositivism, is used to examine the condition of natural objects with the aim of understanding phenomena. Qualitative research is an intense communication process between the researcher and the phenomenon being studied. Quantitative research, which is based on the philosophy of positivism, is used to study a specific population or sample, collect data using research instruments, and then analyze the data quantitatively or statistically to test a predetermined hypothesis. Quantitative research and qualitative research differ in terms of the criteria, processes, and competencies used.
