Abstract

Penelitian ini mengkaji pengembangan kapasitas Satuan Polisi Pamong Praja (Satpol PP) Kota Cirebon. Beberapa permasalahan yang teridentifikasi meliputi kurangnya pemahaman anggota terhadap peraturan daerah, keterbatasan SDM yang menghambat pelaksanaan tupoksi, dan ketimpangan beban kerja akibat penambahan bagian PPNS. Dukungan dari pemerintah pusat dan dinas lain juga belum optimal, tercermin dari minimnya alokasi anggaran dan kolaborasi yang terbatas. Kondisi ini berdampak pada indeks kepuasan masyarakat yang hanya mencapai 78,19. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Dengan menggunakan teori pengembangan kapasitas pemerintah daerah menurut Ilato (2017) yang terdiri dari level sistem, organisasi, dan aparatur/individu. Pada level sistem, Satpol PP telah menerapkan perencanaan program berbasis renstra dan renja serta sistem keuangan digital SIPD RI, meski terkendala anggaran. Level organisasi menunjukkan pengembangan struktur komprehensif dengan inovasi Satlinmas Kota dan pemanfaatan media sosial, namun masih ada ketidakseimbangan beban kerja dan kurangnya sinergi dengan SKPD lain. Di level aparatur, telah dilakukan upaya pengembangan melalui pendidikan formal dan pelatihan, tetapi hasilnya belum maksimal karena keterbatasan anggaran dan dominasi anggota berusia di atas 40 tahun. This research examines the capacity development of the Cirebon City Civil Service Police Unit (Satpol PP). Some of the problems identified include the lack of understanding of local regulations, limited human resources that hamper the implementation of duties and functions, and workload imbalance due to the addition of the PPNS section. Support from the central government and other agencies is also not optimal, reflected in the lack of budget allocation and limited collaboration. This condition has an impact on the community satisfaction index which only reaches 78.19. This research uses a qualitative method with a case study approach. By using the theory of local government capacity development according to Ilato (2017) which consists of system, organization, and apparatus/individual levels. At the system level, Satpol PP has implemented strategic and work plan-based program planning and the SIPD RI digital financial system, despite budget constraints. The organizational level shows the development of a comprehensive structure with the innovation of Satlinmas Kota and the use of social media, but there is still an imbalance of workload and lack of synergy with other SKPD. At the apparatus level, development efforts have been made through formal education and training, but the results have not been maximized due to budget constraints and the dominance of members over 40 years old.

Abstract

The rapid growth of Bandung, both in population and economic activity, has heightened the demand for efficient and effective transportation. To address these challenges, the Integrated Public Transportation Development and Improvement Policy, grounded in Regional Regulation No. 5 of 2022, was introduced. This study, drawing on Thomas R. Dye's policy implementation theory as referenced by Wahab (2022), aims to assess the effectiveness of this policy in enhancing public transportation services in Bandung. Using a qualitative descriptive analysis method, the research incorporates primary and secondary data gathered through interviews, observations, and document analysis of public transportation systems. The findings reveal that the policy is well-structured with clear objectives, adequate budget allocations, and effective inter-institutional coordination, leading to significant improvements in accessibility and comfort of public transportation. However, challenges remain, including insufficient infrastructure, ineffective regulations, and issues with integrating different transportation modes. The study proposes solutions such as stricter regulation enforcement and better integration of transportation modes. Recommendations include increased infrastructure investment, enhanced coordination among institutions, and greater community involvement in the planning and evaluation processes of public transportation policies. These measures are expected to contribute to a more efficient, effective, and sustainable public transportation system in Bandung, thereby supporting the city’s future development.

Abstract

The management of Indonesia's State-Owned Assets (SOA), valued at IDR 6,388.18 trillion in 2023, faces challenges due to complex administrative processes, fragmented policy implementation, and limited human resource capacity. This study aims to analyze scientific discussions on SOA management policy implementation, identify research trends, and highlight knowledge gaps for future improvement. A Systematic Literature Review (SLR) method analyzed 139 scientific articles from Google Scholar and Scopus databases (2018–2023). The findings reveal that SOA administration is the most frequently discussed theme, consistently addressed yearly, reflecting its vital role in government financial reporting. However, research on supervision, control, borrowing, lending, and disposal remains scarce. The dominant factors influencing policy implementation are human resources and information systems. This study implies that policymakers need to enhance functional positions in SOA management and improve technological infrastructure. For academics, this review provides a comprehensive overview of SOA management research and offers a basis for further empirical studies focusing on underexplored themes, supporting continuous improvement in public asset governance.

Abstract

The aim of this study is to explain the discourse and differences between research, quantitative research and qualitative research. Qualitative research, based on the philosophy of postpositivism, is used to examine the condition of natural objects with the aim of understanding phenomena. Qualitative research is an intense communication process between the researcher and the phenomenon being studied. Quantitative research, which is based on the philosophy of positivism, is used to study a specific population or sample, collect data using research instruments, and then analyze the data quantitatively or statistically to test a predetermined hypothesis. Quantitative research and qualitative research differ in terms of the criteria, processes, and competencies used.

Abstract

Penelitian ini menganalisis proses internalisasi budaya organisasi pada Satuan Polisi Pamong Praja (Satpol PP) Kota Cirebon dengan fokus pada tiga poin utama: pemahaman nilai-nilai persepsi akurat mengenai parameter perilaku yang diharapkan, pentingnya skema organisasi sederhana, serta peran imbalan budaya. Metode penelitian yang digunakan adalah pendekatan deskriptif kualitatif, dengan pengumpulan data melalui wawancara mendalam, observasi langsung, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa pemahaman anggota terhadap parameter perilaku yang diharapkan masih terbatas akibat kurangnya pelatihan yang berfokus pada nilai-nilai organisasi. Skema organisasi yang kompleks juga menjadi penghambat komunikasi dan pengambilan keputusan, sehingga memperlambat proses internalisasi budaya. Selain itu, sistem imbalan yang ada belum sepenuhnya mendukung perilaku yang mencerminkan nilai-nilai organisasi, karena lebih berorientasi pada penghargaan teknis daripada nilai budaya. Penelitian ini menyarankan penyusunan program pelatihan intensif, penyederhanaan struktur organisasi untuk meningkatkan efisiensi kerja, dan pengembangan sistem penghargaan berbasis budaya yang transparan dan inklusif. Dengan mengintegrasikan ketiga elemen ini, Satpol PP Kota Cirebon diharapkan dapat memperkuat budaya organisasinya, meningkatkan kinerja anggota, dan membangun citra sebagai institusi yang profesional dan berintegritas. Penelitian ini memberikan kontribusi baik secara praktis bagi pengelolaan organisasi publik maupun secara akademis dalam pengembangan literatur mengenai budaya organisasi di sektor pemerintahan. This study analyzes the process of internalization of organizational culture in the Civil Service Police Unit (Satpol PP) of Cirebon City with a focus on three main points: understanding the values of accurate perceptions of expected behavioral parameters, the importance of a simple organizational scheme, and the role of cultural rewards. The research method used is a qualitative descriptive approach, with data collection through in-depth interviews, direct observation, and documentation studies. The results of the study indicate that members' understanding of expected behavioral parameters is still limited due to the lack of training that focuses on organizational values. A complex organizational scheme also hinders communication and decision-making, thus slowing down the process of cultural internalization. In addition, the existing reward system does not fully support behavior that reflects organizational values, because it is more oriented towards technical rewards than cultural values. This study suggests the preparation of intensive training programs, simplification of organizational structures to improve work efficiency, and the development of a transparent and inclusive culture-based reward system. By integrating these three elements, Satpol PP of Cirebon City is expected to strengthen its organizational culture, improve member performance, and build an image as a professional and integrity institution. This study provides both practical contributions to the management of public organizations and academically in the development of literature on organizational culture in the government sector.

Abstract

This study aims to analyze the capacity of the Bekasi Regency Regional Revenue Agency (Bapenda) in optimizing the management of Rural and Urban Land and Building Tax (PBB-P2) in order to increase Regional Original Income (PAD). In the context of regional government, the effectiveness and efficiency of regional tax management are influenced by various organizational factors. This study uses a qualitative approach to explore various dimensions of organizational capacity, such as strategic leadership, program and process management, and cooperation networks. The data used in this study came from in-depth interviews and field observations combined with secondary data from media documentation and previous research. The results of the study indicate that aspects of strategic leadership, program and process management, and cooperation networks play an important role in the effectiveness of PBB-P2 management. In the strategic leadership dimension, policy continuity and leadership stability contribute to the achievement of long-term strategic goals. In the aspect of program and process management, data-based planning and realistic targets are needed to improve the efficiency of program implementation. In addition, strengthening cooperation networks with various stakeholders can support the optimization of regional tax management.

Abstract

This study analyzes the effectiveness of the Bekasi Regency Regional Revenue Agency (Bapenda) organization in optimizing Rural and Urban Land and Building Tax (PBB-P2) to increase Regional Original Income (PAD). Organizational effectiveness is measured through five main aspects, namely production, efficiency, satisfaction, adaptation, and organizational development. The research method used is a qualitative approach with in-depth interviews with stakeholders, including structural officials at Bapenda, field officers, and PBB-P2 taxpayers. The results of the study indicate that production effectiveness depends on strategic planning, tax data accuracy, and increased taxpayer compliance. Efficiency in tax collection can be improved through digitalization of the administration system and optimization of human resources. Taxpayer satisfaction is influenced by the quality of service, transparency of information, and ease of access to tax services. The organization's ability to adapt to changes in policy, technology, and socio-economic conditions is an important factor in maintaining the stability of tax revenues. In addition, organizational development through innovation, employee training, and collaboration with various stakeholders is a strategic step in increasing the effectiveness of PBB-P2 collection. Therefore, increasing the effectiveness of the Bekasi Regency Bapenda organization needs to be continuously carried out through strengthening governance, more optimal use of technology, and improving the quality of services to the community to support sustainable increases in PAD.

Abstract

Being brought in as a tool to empower socio-cultural integration between Southeast Asian countries, the ASEAN Tourism Strategy Plan (ATSP) has become a standard norm among Southeast Asian countries to achieve sustainable tourism practices.  Discussing local tourism policy prospects for regional integration is central to understanding whether compliance with ATSP standards, which is notably regarded as a non-sensitive issue in the ASEAN socio-cultural pillar, is applicable at the regional level, and beneficial for the local authorities. Despite that ASEAN countries have strongly relied on the tourism economy, scholars have yet to understand whether member states are ready to comply with ATSP. This research aimed to thoroughly evaluate sustainable tourism development in one destination site in Indonesia, using the case study of Saba Budaya Baduy of Banten Province. By reviewing policy measures, aspirations and interests of diverse actors in Banten, the research argued that adherence to ATSP is constrained by the dilemma between promoting economic development and preserving the cultural heritage of the Baduy Indigenous people. The research applied a qualitative method with a case study approach, which involves in-depth interviews, field observations, and analysis of policy documents. It also suggests that to ensure the readiness to comply with ATSP, the Indonesian authority needs more participatory policies.

Abstract

The Indonesian government implemented a substantial change in building permit regulation through the transformation of the IMB (building permit) to PBG (building approval) as a result of the Omnibus Law on Job Creation Act. The policy reforms intend to increase investment and optimize the arrangement of buildings and environments to enhance disaster resilience and encourage sustainable development. During the implementation stage has resulted in several challenges such as lack of regulation and implementation guideline for district or city administrator, complexity of technical standard requirement for PBG, unclear technical recommendation letter from regional technical services, and insufficient PBG services related to human resources issues. This study aims to analyses the PBG implementation challenges experienced by the local government as well as the Indonesian community, to figure out the government's steps for tackling these public issues. Using multiple research methods including a literature review, a fishbone diagram, systems thinking, and SWOT analysis, this research finds the form of policy recommendation for effectively addressing the problems. This strategy includes intensive coordination with central government, in this case Kementerian PUPR, collaboration with licensing regional agencies, improvement support facilities to meet building standards, expanding monitoring of construction by enforcing penalties and strict sanctions, and setting up task force team to expedite the building permit approval, which could help boosting up local government income.

Abstract

This study explores the significance of big data methods in urban planning, focusing on their application in Bandung City’s smart city initiatives, the challenges involved, and their potential in foster a resilient urban environment. This research adopts a descriptive approach, utilizing big data methods to analyze urban resilience governance within the smart city framework of Bandung City. The study provides insights into the challenges, ethical considerations, and potential benefits of applying big data methods in urban planning for Bandung City. It also examines the concept of resilient urban governance in the development of smart cities. However, this study does not specifically analyze a particular case in Bandung City. Instead, it aims to offer valuable perspectives on the role of big data in broader urban planning and key strategies that can be applied to enhance urban governance resilience—both in Bandung City and in other cities facing similar challenges and opportunities. Integrating big data methods into Bandung City's urban planning is a crucial step toward achieving resilient governance in the context of a smart city. By leveraging advanced data analytics, cities can enhance decision-making processes, optimize resource management, and improve public services, ultimately fostering a more sustainable and liveable urban environment.
