Abstract

Purworejo District Health Office (DHO) has developed Health Center Management Information System (HCMIS) to provide quick, precise, and accurate information for supporting the process of decision making and the policy of services at Health Center. However, there was still any empty forms and did not use the system. To standardize Health Information System, Ministry of Health has released a concept of Generic SIKDA. Therefore, the system applied by Purworejo DHO needs to be evaluated using the method of HOT fit. This was qualitative research using indepth interview and direct observation. Main informants were nine data operators and informants for triangulation purpose was six persons from health centers and five persons from DHO. Furthermore, data were analyzed using content analysis. The result of this research revealed that the application of HCMIS at Purworejo DHO was equal to Generic SIKDA. The system had been applied routinely but there was no a guidance book and training. Number of human resources was sufficient. However, there needed to make an implementer team of Health Information System in accordance with competency. There was no routine monitoring and current budget was not sufficient to maintain hardware to support the system. Quality of the system used was good, easy to use, and available of menu to communicate data. Unfortunately, quality of resulted information had still been inaccurate and incomplete because it did not cover data of services at Subsidiary Health Centers (SHC) and Village Health Posts (VHP). The lateness of services was related to a funding procedure. HCMIS at Purworejo DHO was equal to Generic SIKDA but it had not been used to make a decision. As a suggestion, DHO needs to conduct training, monitor, and provide hardware and a network. Meanwhile, Health Centers needs to make a commitment for applying the HCMIS maximally by SHC and VHP.

Abstract

Manajemen keperawatan merupakan proses perencanaan, pengorganisasian, pengarahan dan pengawasan untuk mencapai tujuan keperawatan. Kepuasan kerja adalah berbagai persepsi perawat terhadap lingkungan pekerjaannya. Kenyataan pelaksanaannya belum sesuai dengan perencanaan, pengorganisasian, pengarahan dan pengawasan, serta perlu lingkungan kerja yang baik. Tujuan penelitian adalah mengetahui hubungan dan pengaruh persepsi perawat pelaksana dalam perencanaan, pengorganisasian, pengarahan dan pengawasan manajemen keperawatan serta lingkungan kerja terhadap kepuasan kerja perawat di ruang rawat inap RSUD Tugurejo Semarang. Penelitian ini merupakan penelitian observasional deskriptif analitik dengan pendekatan cross sectional. Responden penelitian adalah 114 orang perawat pelaksana. Analisis data dengan analisis univariat, analisis bivariat dan analisis multivariat dengan regresi logistik. Hasil penelitian menunjukkan persepsi manajemen keperawatan berhubungan dengan kepuasan kerja perawat pelaksana adalah perencanaan (p value = 0,0001), pengorganisasian (p value= 0,0001), pengarahan (p value = 0,0001) dan pengawasan (p value= 0,0001), serta didapatkan lingkungan kerja baik (p value = 0,0001). Persepsi manajemen keperawatan yang berpengaruh bersama-sama terhadap kepuasan kinerja perawat pelaksana adalah perencanaan (exp B=27,631), pengorganisasian (exp B=7,549) dan pengawasan (exp B=17,166). Rekomendasi penelitian untuk manajer keperawatan perlu menyusun kembali perencanaan strategis, uraian tugas, tanggung jawab dan wewenang perawat pelaksana, mengoptimalkan pendelegasian wewenang kepada kepala ruang, memberi arahan dan penjelasan kembali kepada perawat pelaksana tentang prosedur pelayanan keperawatan serta memberikan perhatian serta motivasi dalam pengembangan profesional perawat, menjadi mediator yang baik dalam penyelesaian masalah dan melakukan monitoring dan evaluasi berkala program keperawatan di RSUD Tugurejo Semarang. Influence Analysis of Nurses Perception in Nursing Management and Work Environment with Job Satisfaction of Nurses in Ward of Tugurejo General Hospital of Semarang Nursing Management is process of planing, organizing, directing and controlling to achieve the aim of nursing services. Job satisfaction is many perception of nurse with work environment. The nursing management is not matched with planing, organizing, directing and controlling and need good environment of work. The purpose of this study was to describe the correlation and influence of nurses perception in nursing management such as planing, organizing, directing and controlling and work environment with job satisfaction of nurses in ward of Tugurejo General Hospital of Semarang. This study was a analytic describtive observational, cross sectional approach. Respondens were 114 nurses. Analysis of data using bivariat analysis, univariat analysis and multivariat analysis with logistic regression. The results showed nursing management perception related to job satisfaction of nurses was planing (p value=0,0001), organizing (p value=0,0001), directing (p value=0,0001) and controlling (p value=0,0001), and good environment of work (p value=0,0001). Nursing management perception influenced together with job satisfaction of nurses was planing (exp B=27,631), organizing (exp B=7,549) and controlling (exp B=17,166). Recommendations from this research is aimed to nursing management in Tugurejo General Hospital of Semarang to restructure a strategic planing and nurses job description, empower head of ward to delegate responsibility, redirect to nurses about nursing services standard, make attention and motivation to nurses professional development, made as mediator in problem solving and make schedule monitoring and controlling nursing programme.

Abstract

ABSTRAKKematian ibu masih cukup tinggih di propinsi Sulawesi tengah. Terdapat 122 angka kematian ibu yang terdiri dari 48 kematian ibu hamil, dan 45,83% penyebab kematian karena Hiper tensi dalam kehamilan. yang seharusnya kasus ini bisa diatasi pada saat pemeriksaan kehamilan. Kegiatan peningkatan kemampuan, sikap dan keterampilan pelaksana asuhan ibu hamil (ANC) yang bermutu disebut dengan Pelatihan ANC Terpadu. Penelitian ini bertujuan Menganalisis dimensi mutu pelayanan asuhan Antenatal care oleh bidan pasca pelatihan ANC Terpadu di Propinsi Sulawesi Tengah.. Penelitian ini dilakukan dengan metode kualitatif. Pengumpulan data dilakukan dengan observasi dan wawancara mendalam pada empat belas orang informan utama yaitu bidan yang telah mengikuti pelatihan ANC terpadu di daerah terpencil dan perbatasan serta daerah yang bermasalah kesehatan yang bertugas di Puskesmas. Informan triangulasi adalah empat belas orang ibu hamil, dan enam orang Kasi KIA DKK Kabupaten, Kota dan Propinsi Sulawesi Tengah. Analisis data dilakukan dengan metode analisis isi. Hasil penelitian menunjukkan aspek masukan: asuhan Antenatal care dilakukan oleh bidan,dengan latar belakang pendidikan D III kebidanan, Pelayanan antenatal care tidak dipunggut biaya, dan alat pemeriksaan laboratorium seperti pemeriksaan HB, test protein dan glukose belum lengkap sehingga tidak dapat mendeteksi adanya komplikasi atau penyakit yang menyertai kehamilan, yang menyebabkan mutu pelayanan bidan kepada ibu hamil belum baik. Proses pembuatan perencanaan asuhan, pemeriksaan Kehamilan dilaksanakan Setiap ada kunjungan pemeriksaan Kehamilan., sesuai tahapan standar pelayanan dan pengawasan pelaksanaan Asuhan dilakukan Sebulan sekali dan yang diawasi adalah Pencapaian PWS, Kinerja bidan, Kasus kematian, Kasus rujukan.Mutu pelayanan asuhan Antenatal care oleh bidan pasca pelatihan ANC Terpadu kepada ibu hamil di Propinsi Sulawesi Tengah sudah berjalan baik. Bidan dalam memberikan pelayanan antenatal care kepada ibu hamil menghargai, menghormati, memberikan perhatian dan mendengarkan keluhan dan juga menjaga rahasia ibu hamil. Direkomendasikan kepada Kasi KIA DKK Propinsi Sulawesi Tengah untuk lebih memperhatikan dan memenuhi kelengkapan alat pemeriksaan kehamilan, khususnya alat pemeriksaan laboratorium seperti Test Protein, Glukose dan pemeriksaan HB.Kata kunci : Mutu Pelayanan asuhan Antenatal, aspek masukan, Proses, keluaran.ABSTRACTMaternal Mortality Rate in Province of Central Sulawesi was high (122/100,000 live births).Therefore, there needed to conduct a training to improve ability, attitude, and skills of midwives in providing Antenatal Care Services (ANC). This related to quality of ANC services. An integrated training of ANC had been conducted at a province level in 2012. The aim of this study was to analyse dimensions of quality of ANC services by midwives after training of integrated ANC. This was a qualitative study. Data were collected by conducting observation and indepth interview towards 14 main informants consisted of midwives working at health centres who had followed the training of integrated ANC in remote and border areas and in an area that had health problems. Meanwhile, informants for triangulation purpose consisted of 14 pregnant women and 6 heads of Maternal and Child Health (MCH) sections at District Health Office, City Health Office, and Province Health Office of Central Sulawesi. Furthermore, data were analysed using content analysis. The results of this study showed that regarding input, ANC services were provided by Midwives graduated from D III Midwifery, ANC services were free of charge, and there was lack of laboratory equipment particularly for tests of Haemoglobin, Protein, and Glucose. Planning was made when there was any visit, ANC was conducted in accordance with a service standard. The local area monitoring of MCH coverage was implemented once a month. Midwives in providing ANC services appreciated, respected, paid attention, listened complaints, and keep secrets of pregnant women. As suggestions, Heads of MCH sections at Health Offices in Province of Central Sulawesi need to provide laboratory equipment for pregnancy test particularly for tests of protein, glucose, and haemoglobin.Keywords : Quality of Antenatal Care Services, Aspects of Input, Process, and Output

Abstract

Performance evaluation of Pharmacy Management Information System (PMIS) at Roemani Hospital was done because a policy of pharmacy system operation had not been fully implemented, a finance manager was difficult to predict expenditures to buy stock of medicines, information about amount of medicine on the pharmacy information system was different from amount of medicine which was available in repository, and quality of pharmacist was still low. Analysis model of HOT - Fit put important components on information system namely Human, Organization, and Technology. This research aimed to find out about performance of pharmacy information system at Muhammadiyah Roemani Hospital viewed from users’ perceptions using indicators of Hot Fit Model. This was descriptive research using quantitative approach. Population was all officers (40 persons) who were involved in PMIS. Research instruments consisted of a questionnaire, an observation sheet, and guidance interview. Furthermore, data were analyzed using descriptive statistics continued by categorizing to be good (e”mean/median) and bad (<mean/median) using data normality. The result of observation revealed that overall; viewed from total score of all aspects, mostly respondents had good performance of PMIS (75%). In addition, viewed from the aspects of human and organization, most of them had bad performances (55%) and (57.5%) respectively. In contrast, viewed from the aspect of technology, most of them had good performance (55%). As a conclusion, the performance of PMIS had been categorized as good. It had fulfilled the aspects of timeliness of receiving information and completion of the information. In addition, the aspects of information quality had fulfilled criteria of completeness and relevance but have not fulfilled accuracy of information. The aspect of technology was categorized as good performance whereas performances of the other aspects, namely human and organization were not good. These factors caused inaccuracy and quickness of providing information. As a suggestion, further pieces of follow- up research need to be conducted to examine recommendation (SOP of a pharmacist, SOP of a MIS officer, a training schedule, and master plan of pharmacy IS) which is provided to identify effects of a PMIS use. In addition, supervision by head of pharmacy needs to be done to monitor performance of pharmacist related to the implementation of SOP.

Abstract

Laju pertumbuhan penduduk Indonesia cukup tinggi, sehingga penggunaan MKJP sangat diperlukan. Penggunaan MKJP di Kabupaten Sidoarjo cenderung menurun, dan lebih rendah dibanding penggunaan MKJP di tingkat Provinsi. Penelitian ini bertujuan untuk menganalisis hubungan pengetahuan, sikap akseptor terhadap MKJP, dan akses pelayanan KB, serta sikappetugas dalam pelayanan KB dengan penggunaan MKJP di Kabupaten Sidoarjo Provinsi Jawa Timur. Jenis penelitian adalah observasional analitik dengan disain Cross Sectional. Populasi penelitian adalah akseptor aktif di Kabupaten Sidoarjo. Subyek sejumlah 100 orang akseptor MKJP dan non MKJP, dipilih secara purposif. Pengumpulan data menggunakan data primer dan sekunder, dan dianalisis secara deskriptif menggunakan distribusi frekuensi, Analisis bivariat dilakukan dengan uji Chi-Square, dan analisis multivariat dengan Regresi Logistik ganda. Hasil penelitian menunjukkan 63% responden berumur lebih dari 30 tahun, 54% berpendidikan Dasar, 65% bekerja sebagai ibu rumah tangga, 52% berpenghasilan kurang dari UMR, 79% memiliki paritas rendah (<3), dan 81% umur anak terkecil ≥ 3 tahun. Analisis bivariat didapatkan ada hubungan pengetahuan (p=0,0001), sikap akseptor terhadap MKJP (p=0,001), sikap akseptor terhadap akses pelayanan KB dengan penggunaan MKJP (p=0,019). Sikap petugas dalam pelayanan KB (p=0,715) tidak berhubungan dengan penggunaan MKJP. Variabel yang bersamasama berhubungan dengan penggunaan MKJP adalah pengetahuan, sikap akseptor tehadap MKJP, dan akses pelayanan KB. Faktor yang berhubungan paling kuat dengan penggunaan MKJP adalah pengetahuan akseptor tentang MKJP. Growth rate of Indonesian population was high, and long term contraception method (MKJP) was needed. The use of MKJP in Sidoarjo district tended to decrease; it was lower than the use of MKJP in province level. Objective of this study was to analyze association between knowledge, attitude of acceptors towards MKJP, family planning access, workers attitude in the family panning (KB) service and the use of MKJP in Sidoarjo district, East Java province. This was an observational-analytical and quantitative study using cross sectional approach. Study population was active acceptors in Sidoarjo district.Study subjects were 100 MKJP and non MKJP acceptors who were purposively selected. Data collection was done by collecting primary and secondary data. Data was analyzed by applying descriptive analysis, Chi-Square test, and multiple logistic regressions. Results of the study showed that 63% of respondents were more than 30 years old, 54% of respondents’ level of education were elementary school, 65% of respondents worked as housewives, 52% of respondents had salary below the minimum regional pay (UMR), 79% of respondents had low parity (< 3), and 81% of respondents had the last child with age 3 years old or higher. Results of bivariate analysis showed association between the use of MKJP and knowledge (p= 0.0001), acceptor attitude towards MKJP (p= 0.019), acceptor attitude towards AKB service accessibility (p= 0.019). Workers attitude in the KB service (p= 0.715) did not associate with the use of MKJP. Variables that jointly rellated to the use of MKJP were knowledge, attitude of acceptor towards MKJP, and accessibility to KB service. The strongest factor that associated with the use of MKJP was knowledge of acceptor about MKJP.

Abstract

Sejak tahun 2013 Kota Surabaya telah melakukan upaya peningkatan PHBS institusi pendidikan melalui “Eco School” dan sebanyak 84% mendapat pembinaan tentang PHBS, namun belum dapat mengubah perilaku siswa, sedangkan di wilayah Surabaya Barat hanya 68,75%. Tujuan penelitian ini adalah menganalisis implementasi program pendidikan kesehatan perilaku hidup bersih dan sehat institusi pendidikan oleh petugas promosi kesehatan Puskesmas Wilayah Kota Surabaya Barat.Penelitian ini menggunakan pendekatan kualitatif. Sebagai informan utama (tim promosi kesehatan dari 4 Puskesmas) dan informan triangulasi (4 kepala Puskesmas, 8 guru UKS, dan 1 kasie pelayanan kesehatan dasar Dinas Kesehatan Kota Surabaya). Penentuan informan berdasarkan cakupan pembinaan PHBS.Teknik analisis data dengan analisis isi.Hasil penelitian menunjukkan petugas pelaksana program PHBS belum sesuai dengan Keputusan Menteri no 585/menkes/sk/V/2007 yaitu D III Promosi kesehatan, namun memiliki jabatan fungsional sebagai koordinator promosi kesehatan, semua petugas belum mendapatkan pelatihan PHBS institusi pendidikan. Pendanaan kegiatan upaya mencapai sekolah sehat di Puskesmas diambil dari BOK dan APBD sudah mencukupi, di sekolah didanai BP3 dan sumbangan siswa. Peralatan sarana untuk penyuluhan beberapa dalam kondisi rusak. Dalam pelaksanaan kegiatan penyuluhan tidak tersedia petunjuk pelaksanaan dan petunjuk teknis. Perencanaan dilakukan 1 tahun sekali membahas hasil pengamatan di institusi pendidikan terutama target yang belum tercapai di tahun sebelumnya. Perencanaan, pengorganisasian,penggerakan, pelaksanaan serta penilaian dilakukan oleh tim promkes. Indikator program PHBS yang belum mencapai target adalah tersedianya kantin sehat dan menimbang badan serta ukur tinggi badan setiap 6 bulan. Program PHBS sekolah sudah dilaksanakan namun latar belakang pendidikan petugas belum sesuai, belum tersedia petunjuk pelaksanaan dan petunjuk teknis secara khusus bagi petugas pelaksana program di Puskesmas.

Abstract

An information system of monitoring health equipment at Balai Kesehatan Indera Masyarakat (BKIM) in Province of Central Java was very simple. The available system had not resulted complete, accurate, and well-timed information in accordance with the needs of management to monitor health equipment in all health service rooms. The aim of this study was to develop an information system of monitoring health equipment to support quality assurance of health services at BKIM in the Province of Central Java. This was a qualitative-quantitative study using Pre-Experimental design with one group pretest-posttest approach. Data were collected using methods of observation and interview. Furthermore, qualitative data were analysed using content analysis whereas quantitative data were presented descriptively using a balanced average value. The result of this study showed that a balanced average value before developing the system was 37.73 and after developing the system was 78.90 with the difference equal to 41.17. There needs commitment and support from the head of BKIM in Central Java Province. Implementation of the developed system needs to be continually monitored. Socialisation and training needs to be conducted for all employees who have main tasks and functions relating to health equipment. In addition, budget for operational costs and system maintenance needs to be allocated.

Abstract

Pelayanan perinatal merupakan salah satu pelayanan unggulan di RSUD Kraton.Keterbatasan tenaga kesehatan terlatih dan kurangnya peralatan serta kurangnya dukunganpimpinan terhadap rumahsakit sayang bayi merupakan permasalahan yang dijumpai dalampelayanan perinatal di RSUD Kraton.Tujuan penelitian ini adalah menganalisis pengaruhpersepsi tentang praktek kepemimpinan terhadap persepsi mutu pelayanan di ruang perinatalRSUD Kraton Kab. Pekalongan. Jenis penelitian adalah analitik kuantitatif observasionaldengan pendekatan belah lintang (cross sectional). Pengumpulan data menggunakankuesioner dan observasi. Populasi sama dengan sampel penelitian adalah seluruh tenagamedis dan paramedis di ruang perinatal RSUD Kraton sebanyak 36 orang. Data dianalisisdengan uji korelasi Pearson product moment dan rank Spearman dilanjutkan uji regresilogistik. Hasil penilitian ini menunjukkan bahwa persepsi tentang praktek kepemimpinanmenantang proses: kategori baik (58,3%); menginspirasi visi bersama: kategori cukup(58,3%); memberdayakan orang lain untuk berbuat: kategori baik (63,9%), menjadi model:kategori cukup (52,8%); mendorong semangat: kategori baik (50%), dan persepsi tentangmutu pelayanan: kategori baik (55,6%). Ada hubungan antara persepsi praktek kepemimpinantentang menantang proses (r=0,832, p=0,0001), menginspirasi visi bersama ( =0,78,p=0,0001), mendorong semangat ( =0,615, p=0,0001) dan menjadi model ( =0,445,p=0,007) dengan persepsi mutu pelayanan perinatal. Tidak ada hubungan antara persepsipraktek kepemimpinan tentang memberdayakan orang lain untuk berbuat (r=0,252, p=0.139)dengan persepsi mutu pelayanan perinatal. Hasil uji regresi logistik menunjukkan bahwapersepsi praktek kepemimpinan menginspirasi visi bersama mempunyai pengaruh palingbesar terhadap persepsi mutu pelayanan perinatal (exp β = 84,5), diikuti praktekkepemimpinan mendorong semangat (exp β = 22,8) dan praktek kepemimpinan menjadimodel (exp β = 6,4).Perinatal service is one of eminent services in Kraton Hospital. Limitation of trained staff andless completeness of equipment as well as less leadership supports for “infant caringhospital” has been problems in the perinatal service in Kraton Hospital.ResearchObjective was to analyze influence of leadership practice perception to service qualityperception in perinatal room Kraton Hospital. Type of research was observationalquantitative analytic, with cross sectional approach. Data collection used questioner andobservation. Sample was total population. Those were all medical staff and paramedical staffin perinatal room Kraton Hospital, totally 36 respondents. Data analysis used Pearsonproduct moment correlation and Rank Spearman followed by logistic regression. Resultsshowed that perception of challenging process of leadership practice had category good(58.3%); inspiring of shared vision had category moderate (58.3%); empowering others hadcategory good (63.9%); become a model had category moderate (52.8%); driving spirit hadcategory good (50%); and perception of quality of services had category good (55.6%).There was a correlation between challenging process of leadership practices (ρ=0.832;p=0.0001); inspiring shared vision ( =0.78, p=0.0001); driving spirits ( =0.615,p=0.0001) and become a model ( =0.445, p=0.007) and perception of quality of perinatalservices. There was no correlation between perception of empowering others of leadershipand (ρ=0.252, p=0.139). Logistic Regression analysis showed that perception of inspiringshared vision of leadership had the greatest influence to perception of perinatal qualityservices (exp β = 84.5), followed by driving spirit of leadership (exp β = 22,8) and become amodel (exp β = 6,4).

Abstract

AbstrakAngka Kematian Bayi (AKB) di Singkawang Tahun 2011 masih tinggi yaitu 9/1000 Kelahiran Hidup (Nilai Absolut 44 kematian). Di Posyandu, pelayanan dasar yang bermanfaat bagi penurunan AKB adalah program Gizi dan Penanggulangan diare. Sementara perkembangan Posyandu di Kota Singkawang Tahun 2011 masih belum optimal, Jumlah Posyandu Aktif 9,7 % dari 134 Unit. Kasus Balita BGM dan Balita gizi buruk yang berhasil ditemukan di Posyandu pada Tahun 2011 masih kecil yaitu 5,1% dan 1,09% dari jumlah kasus di lapangan. Kebijakan di Singkawang tentang Posyandu yaitu mendelegasikan kegiatan pembinaan kepada bidan di wilayah kerjanya. Kendala yang dialami bidan dalam pembinaan Posyandu yaitu Pelaksanaan pembinaan 5 meja posyandu kurang optimal, jarang dilaksanakan kunjungan rumah, kader mengalami masalah dalam kegiatan penyuluhan, Dana pembinaan Posyandu kecil.Metode Penelitian ini bersifat kualitatif. Informan utama adalah bidan pembina, informan triangulasi kader, ibu pengguna posyandu dan koordinator posyandu. Pengumpulan data dilakukan dengan wawancara mendalam menggunakan pedoman wawancara. Metode analisis yang digunakan adalah Content Analysis (Analisis isi).Hasil penelitian dalam hal kegiatan pembinaan posyandu, terdapat ketidaksesuaian dalam pelaksanaan rapat koordinasi, Pembinaan SIP (Sistem Informasi Posyandu) dan pembinaan pencatatan pelaporan, yaitu hanya terjadi antara koordinator posyandu dan kader tanpa melibatkan bidan pembina posyandu tersebut. Umur tenaga kesehatan yang muda membuat pengunjung kurang percaya karena anggapan kurangnya pengalaman yang dimiliki petugas, terdapat suku tertentu masih sulit mengimunisasikan balitanya di posyandu, tenaga kesehatan dari puskesmas induk datang terlambat, belum tersedianya tempat yang layak untuk posyandu, tenaga kesehatan yang belum mendapatkan pelatihan serta belum ada kebijakan berupa uraian tugas dan alur kerja dalam pembinaan posyandu.Perlu dilakukan koordinasi antar tenaga kesehatan terutama koordinator posyandu dengan bidan di lapangan dalam kegiatan pembinaan, melibatkan tenaga kesehatan yang relatif muda, pendekatan kepada sesepuh suku tertentu, pengaturan waktu petugas puskesmas agar tidak datang terlambat, bersama masyarakat mengupayakan tempat yang layak untuk posyandu , pengadaan pelatihan dan perumusan kebijakan terkait pembinaan posyandu. AbstractInfant mortality rate (IMR) in Singkawang in 2011 was high, 9/1000 live births (absolute number of death was 44). In the integrated health service post (Posyandu), basic services that would reduce IMR were nutritional program and diarrhea control. The development of posyandu in Singkawang in 2011 was not optimal, and the total number of active posyandu was 9.7% of 134 units. Cases of under-five children with ‘below the red line (BGM)’ and with severe malnutrition found in the posyandu in 2011 were still low; it was 5.1% and 1.09% respectively from all cases in the field. Policy regarding posyandu in Singkawang was to delegate supervision activity to local midwives. Problems faced by midwives in the posyandu supervision were the implementation of supervision for 5 tables was not optimal, home visits were rarely conducted, cadres had difficulty in conducting education activities, and funding for posyandu supervision was insufficient.This was a qualitative study. Main informants were midwives supervisors, and triangulation informants were cadres, mothers who participated in the posyandu, and coordinator of posyandu. Data collection was done by conducted in-depth interview using interview guidelines. Method of analysis used was content analysis.Results of the study showed that there was inappropriate implementation of coordination meeting; supervision of posyandu information system (SIP) and supervision of reporting and recording were not properly done; this supervision was only between posyandu coordinator and cadres; it did not include midwives who were the supervisors of the posyandu. Young health workers who served in the posyandu made posyandu participants uncomfortable. The participants of posyandu felt that health workers had insufficient experiences. There was a tribe that was reluctant to have their children immunized in the posyandu. Health workers from the main puskesmas came late; no proper place for posyandu was provided; health workers who had not received training, and there was no job description and work procedure in the supervision of posyandu.Coordination among health workers are needed specifically for posyandu coordinator and midwives in the field during supervision, and it includes relative young health workers; an approach to key persons are needed; time management for puskesmas workers is required to avoid they come late in the posyandu; appropriate place for posyandu should be provided together with the community; training and formulation of policies related to posyandu supervision are required.

Abstract

Pencatatan data pelayanan KIA di Dinas Kesehatan Kabupaten nabire tidak lengkap karena data dari puskesmas  tidak masuk tepat waktu. Disisi lain, hasil PWS digunakan untuk perencanaan program KIA dalam rangkan penurunan AKI. Tujuan penelitian adalah menjelaskan pelaksanaan pencatatan data pelayanan KIA dan pelaporannya oleh Bidan Koordinator di puskesmas Distrik Nabire. Penelitian menggunakan metode kualitatif. Informan utama bidan koordinator dan informan triangulasi bidan desa, kepala puskesmas dan Kasie KIA DKK. Pengumpulan data dengan wawancara mendalam dan dianalisis dengan content analysis. Hasil penelitian menunjukkan bahwa puskesmas yang pencatatan & pelaporan KIA baik, bidan koordinatornya melakukan pencatatan lengkap dan mengumpulkan tepat waktu setiap tanggal 10 ke DKK. Bidan telah mendapat pelatihan khusus tentang pencatatan & pelaporan KIA. Pada puskesmas yang pencatatan & pelaporan KIA kurang baik, bikor tidak mengisi kolom-kolom isian format secara lengkap dan tidak mengerti cara mengisi format isian yang sering berubah. Bidan belum mendapat pelatihan khusus. Keberhasilan dalam kelengkapan pencatatan & ketepatan pelaporan dipengaruhi oleh kelengkapan dan ketepatan pelaporan bidan pustu ke puskesmas. Keterlambatan disebabkan oleh jarak dan akses geografis yang sulit terjangkau serta beban kerja yang berat. Semua bikor mempunyai sikap dan motivasi baik. Supervisi Kepala Puskesmas yang pencatatan & pelaporan KIAnya baik dilakukan sebulan sekali dan yang kurang baik 3 bulan sekali. Supervisi DKK ke puskesmas yang baik 3 bulan sekali dan puskesmas yang kurang baik 6 bulan sekali. Disarankan agar DKK mengalokasikan anggaran untuk pelatihan khusus pencatatan & pelaporan KIA bagi bikor yang belum dilatih serta mengusahakan melengkapi sarana prasarana terutama di puskesmas dengan akses yang sulit.  Recording of KIA (maternal and children health) data in Nabire district health office (DKK) was not complete because data from primary healthcare centers (puskesmas) did not arrive at DKK Nabire on time. On the other side, results of PWS (local monitoring area) were used for KIA program planning in order to reduce AKI (maternal mortality rate). Objective of this study was to explain the implementation of recording and reporting KIA service data by coordinator midwives in puskesmas of Nabire district. This was a qualitative study. Main informant was coordinator midwives, and triangulation informants were village midwives, heads of puskesmas, and heads of KIA section of DKK. Data were collected through in depth interview. Content analysis method was applied in the data analysis.Results of the study showed that in the puskesmas with good KIA recording and reporting, coordinator midwives did complete recording and reporting and submit them on time, every 10 th day of the month, to the district health office; midwives had received special training regarding KIA recording and reporting. In the puskesmas with inadequate KIA reporting and recording, coordinator midwives did not fill the provided coulombs in the forms completely, and they did not know how to fill the forms that were changed frequently; midwives had not received special training. Successfulness in completion of recording and reporting punctuality was influenced by completeness and punctuality of reporting by midwives in the subsidiary primary healthcare center to the main primary healthcare center. The delay was caused by distance and difficult geographical accessibility, and heavy workload. All coordinator midwives had good attitude and motivation. Supervision by head of puskesmas with good KIA recording and reporting was done every month, and for the puskesmas with inadequate KIA recording and reporting was done every 3 months. Supervision by DKK to puskesmas with good KIA recording and reporting was done every 3 months, and to puskesmas with inadequate KIA recording and reporting was done every 6 months.Suggestions for DKK are to allocate budget for special training in KIA recording and reporting for coordinator midwives who have not received training, and to complete facilities especially in puskesmas with difficult accessibility.
